Constitution. Some history is your calling in 1787, delegates opened their Constitutional Convention on may 25, 1787 in philadelphia to begin discussions on how to create a constitution and replace the articles of confederation. Less than four months later the u. S. Constitution was approved on39 of the 40 two delegates september 17, 1787. I june of 1788 the constitution became effective when New Hampshire became the ninth state to ratify it. How would you amend it if it were up to you today . We split our phone lines up regionally. I believe if you look at whats happened here in the United States just since the first of this year, a lot of the arguments that are heard out of congress and the funding issues seem to be of a partisan nature more than anything else. Is ok, but the ideas there is always something that each side, conservatives and liberals, want to throw in there that has nothing to do with the issue at hand. I believe the line item veto may help alleviate some of that. It might stop some of the arguing over issues since both sides know whatever the item is will be vetoed the president of the United States. Only wealthy people can run for congress and our government is run by only the wealthiest in the country. That has been one of the arguments for those who argue to increase the salary of members of congress. How did that argument fly with you . Caller not very well. I will go back to one instance. Had amber when chris dodd the energyople from industry, primarily the oil industry, and chris dodd criticized one of the ceos and where iish i had a job didnt know how many millions in compensation i would be making. That disappointed me, because he should have come back to senator dodd saying, i wish i had a job where i could vote myself a raise whenever i felt like it. Caller as far as the constitution, there needs to be something about lobbying. The lobbying stuff that has been going on supersedes the u. S. Weple, what we want, what need in order to have a healthy society. When lobbyists get in there and the politicians do whatever the lobbyists want, whether it is big oil or pharma or whoever. They need to have something about truth in media. The stuff that the media says not you guys but cnn, the networks, half of the stuff they more, is propaganda and it bends peoples minds to believe something that isnt true. That is where he says being a lobbyist is in the first tondment, that his job is petition the government on behalf of the citizens for redress of their grievances on topics. Caller i dont believe it. It has been perverted by money. We have chuck schumer, he is my senator, and in all the years he has been in office he has done nothing for the people who live here. The only people he helps are the arms dealers like lockheed martin. As far as the rest of us, upstate new york is shrinking. People are leaving in droves because we are being taxed out of existence. The people who work at lockheed and other companies are the ones making out really good. The lobbyists, it corrupts our system something terrible. And judges, each president should be able to appoint one Supreme Court justice, and they would move up the ladder to become the supreme justice. If vacanciesppens occur during a president ial term . Caller im not sure, but i think they have way too much power as it is. I think a certain number of representatives should be able to tell the speaker, we are going to do this or not do that. I want to say first that amendments really have nothing to do with donald trump or any president. I want to separatei want to sep. I would impose term limits. I have heard it several times. Efore on the show a real in my opinion, they should not serve any more than eight years, if they are reelected. It provides less opportunity for. Orruption if you can reduce it, some of them will lose interest anyway because it will not become a lifetime job and will allow the workingman and woman to include the opportunity to run for office. So by the late second or Third Quarter, we will have started to vaccinate people . I think the vaccination will begin in november, december, it will be in a prioritized way. First responders, those at greatest risk for death. Eventually, that will expand. Hard to believe, but there are about 80 Million People in our country that have significant comorbidities that put themselves at risk. They have to get vaccinated. Host dr. We are ready to go immediately as soon as the vaccine is announced baby it can be announced october or a little bit after. But once we go we are ready. As you know, pfizer is taking a tremendous financial risk and spending billions of dollars on actually making this vaccine. They are at the stage where they are making it because they feel confident as to the results. They will be announcing their results soon. That is incorrect information. He was clear means that. Hink he when he said it, i believe he was confused. Im telling you, we are ready to go as soon as the vaccine happens. What would be a timeline we would start distribute it immediately. Caller i love your program, giving everyone a chance to weigh in. I have several points regarding amendments. First of all, take money out of politics, 100 . That means you have to do a grassroots campaign, zero contributions, generate signatures to qualify for the ballot. Once you qualify for a ballot, you have the two systems of republicans and democrats. From there, you have a state budget for the election and both arties get equal money, so state regulator issued, and taking the money out of politics completely. Host when you say grassroots campaign, what keeps able to your person from having an advantage, and ability to get around and have more signatures, have more people out there getting those signatures you are talking about. How do you balance that . Caller volunteers. No contributions, no salaries. People have to appreciate your message and agree with your policies and they will go out and generate signatures to get you on the ballot. Host you had some other changes . Caller term limits for the house, one term for the senate, one term for the president dav. Host that would be a lot of turnover in the house. Every two years . Comer a new person could with new ideas, and they would come from the grassroots themselves, which means the peoples policies would be implemented. Host what if there is a new person with ideas that you really liked, but after two years, that person has to go . Caller there is always a new person with some good ideas also. Staggered elections, the way they are set up, they prevent any third party from coming to any place of power. Years,sident, every four senate, every six years, congress, every two years. I have not worked out the math on this, but effectively, it would take 12 to 16 years for my party, the green party, to have any representation. You change indo the constitution to fix that . We have had several hearings related to the vaccine in our Health Subcommittee on the energy and commerce subcommittee, and the timing is clearly at the very end of 2020, much more likely to the beginning of 2021. These trials take time. They involve human trials, so they involve over 30,000 people. We need to be patient, follow the science. The most important piece of this, john, is to have confidence in the vaccine. Its about the safety and efficacy. Is it effective in preventing the future spread of covid19 virus . Is it safe, are there any side effects . It is not anything we want to rush into. Obviously, everyone is anxious to get the vaccine, but we need to make sure it is safe and effective. Host for the average american, not those on the front line, when do you think is a realistic timeline, how long do you think people should expect to wear masks in public and shop . In the midwest right now, places like brassica, south dakota, north dakota, state they are seeing a big increase in virus cases. It started back in august. You probably will know the sturgis motorcycle rally where people were not protected with masks, gathered in such large groups. Cdc puts out advice, scientific advice, on a regular basis, to the states. In august, they said you should have a statewide mask mandate. You are in the red zone, the worst possible situation. Because of later political appointees that reviewed these scientific advisories, the language was changed, and they dropped the mask discussion, and we see cases continue to rise. It is at the very top. The president of the United States i dont know if it is his vanity or lack of understanding of the science dr. Redfield could not be more clear. Obviously, im a republican. I want to make a comment about a realization i had on the coronavirus, what it has done to rural hospitals, and the importance of verbal hospitals. Guest absolutely. Caller i hear the government talk about verbal hospitals. But here is the problem. Them, and underfunded we underfund them by paying them their reimbursement. Medicare,medicaid and hospitals cannot make it on medicare. We have had a rural hospitals close in georgia. I have heard many friends say they can drive 150 miles to a bigger town. That does not work with corona. And it will not work with another situation. I would implore you, as a democrat, because the government buys 50 of health care, i think the government should pay a reasonable fee. More than what is being paid. We paid everything on the medicare reimbursement, but that is not enough for hospitals. Bailnnot always try to things out when the government is, in a sense, getting a discount that is higher than it should be. We need to properly reimburse rural hospitals, and all hospitals, so that they are there when we need them. So it is not a lastminute problem with hospitals. As we continue to watch the western states burn this week, to went out yesterday discuss the importance of Forest Management. Can you walk us through what that means and what we are and arent doing for our western forests right now . Guest good morning. Great to be with you. Forest management, thats something i love to talk about, being a forrester, being licensed to practice forestry. I have seen how it works. We are talking about applying science make the forest healthy and resilient. In the time of climate effects, its more important now than ever to apply these science Management Practices to the forest. In the act, the bill that i filed, there are four areas on public lands that cross into private lands that we really need to focus on, especially in with fire prone areas higher temperatures. Youve got all the physics for fire. Fuel, oxygen, and heat. What we can do is manage the fuel part of it. Is,wildland urban interface places where you are subject to not just catastrophic wildfire, but death and property destruction. We saw what happened in the camp fire. We saw billions of dollars in property damage. These are areas that need to be and managed immediately. We should have been doing it years ago. Along with that we need to look at transportation corridors where you have vehicles going back and forth, more humans interacting with the forest. People unfortunately throwing cigarettes out the window, or fire. Er, can start a we need to manage in those areas. We need to start with transmission corridors where you have power lines. Thats how a lot of these fires start. We need to do management on critical watersheds. The forests are so important to air quality and are also the best tool we have to manage Water Quality. Founders recognized that. Roosevelt recognized the importance of forest to air and water. These are the places that need the work the most and immediately. After that, we can move further out into the forests. But im not talking about clearcutting. Im talking about typically thinning the load from side to side. You cannot be too generalized, but taking out smaller stuff, the trees that are too closely spaced. Giving them the space they need for sunlight and water and to not have the lighter fuel to get up into the crowds that cause these tremendous catastrophic fires. For those of us on the east coast, how do you fight a fire . How much is new technology versus whats on the ground . Whats the typical plan . The best way to fight a wildfire is to prevent it in the first place. You can stack the deck in your wildland urbane interfaces and other areas, you can create fire breaks so the fire drops to the ground. You can put them out with more conventional boots on the ground approaches, but firefighting has become a Huge Industry in this country. We have got 747 tankers and other large aircraft using drones that are very sophisticated and expensive. We could be saving up money and putting it towards more Forest Management and preventing the adage that an ounce of prevention is worth a pound of cure is magnified over and over when we talk about our forests. Host when the firefighters go into fight the wildfires, what are they actually doing eschenbach are they trying to clear ahead fuel ahead of the fire . Trying to redirect the fire . What happens there . Guest they use different approaches. Sometimes you want to set a backfire so that you are burning into the wind. So that there is not fuel. Arefirefighters, but they trying to achieve his fuel reduction. They are trying to clear a path, burn backfires and do things to get the fuel out of the way because that is really the only thing that we can control. When these big fires get going, they create their own heat and you get the wind that adds more oxygen and it gets back to physics on fuel, oxygen, and heat. The thing that we can control and try to work on is mostly on fuel. Some of the stuff that you put on it from the air that takes the oxygen out, thats the main tool and Science Behind fighting fires. Its fast ill bs temperaturesng couldnt have anything to do with turning the west into a massive tinder box thats ready to ignite the spark. What we can do is control fossil fuel emissions starting with of 600ing subsidies billion on the pentagon budget. Look, republicans, they used to be for cap in trade. Now it is all this wavering between denial and skepticism of god will save us and the planet is big and its all a cycle and all this malarkey. Clearly, you have to do something about Climate Change and republicans refused to even recognize the reality of that, with all of this equivocation. Guest billy, thank you for bringing up the point about climate. Andve to discuss climate debate that. Its part of the problem and something that we need to address. Our forests are a big part of the solution and that. When we look at whats happening with climate, if you look at what we know from polar ice caps on the amount of carbon in the atmosphere, preindustrial revolution in the modern times, it didnt get above 300 parts per million. In the 1950s when we actually started sampling Carbon Dioxide in hawaii, we saw that carbon got over 300 parts per million. Now we are over 400 parts per million. There is no scientific doubt that we are putting more Carbon Dioxide into the atmosphere. How do we get that out . Theres a lot of things we need to do with fuel. Innovationhave more so that we can continue to produce the energy that we need and balance it with carbon going into the atmosphere. If you look at trees, theres one thing that pulls carbon out of the atmosphere. If you want to get the carbon, the atmosphere carbon levels lower, plant more trees, make your forests healthy. Photosynthesis takes the Carbon Dioxide and stores the carbon in the wood and releases oxygen for us to breathe. The woods stores the carbon better than anything we could invent to store carbon. Sustainablyhe woods , thats being done in a lot of different places, you can create carbon reservoirs in the new buildings. I think that we can address the climate issue. Long term there are a lot of things that have to happen. It cant happen overnight, just like Climate Change doesnt happen overnight. But we can work on those policies and at the same time start doing things to make the forest healthy that are also good for the climate. You mentioned the trillion trees act. You talked about planting them in the past in the wrong ways that we did it. Can you talk about how we should be planting trees . Specifically not doing it all at once so that they all grow old all at once when we try to plan new auras. Guest unfortunately, where the five forest fires come through, you do want to plant them at the same time and you can manage them for uneven management over time but when you regenerate in the forest, its probably going to be even. Its not the simplest thing as planting trees. You get a lot of natural regeneration. You will even get trees that sprout up where the fires have been without anybody planting them. As we look across the country in the world, it becomes sitespecific. Bottomlands of arkansas where we have wetlands that we are trying to restore, you can plant multiple species of different kinds of hardwood and overtime you would manage that for an uneven aged forests. The sciences there. We know how to do it. Its not that we dont have the knowledge, the ability, or the Research Behind how to do this. Its just getting the system in place to make it happen. Whats happening a lot on our federal lands right now is you have competing interests for rights on the land. Wants aeverybody certain right that the land provides, you end up with nobody doing anything and thats the biggest problem with our federal lands and forest. No management is happening in the management that is happening is a handsoff approach that is putting the fire out as soon as it starts. You talk about smoky bear, he should have been controlled earning bear. That would have been a much better approach to keeping the forests healthy. Host terry, republican line, good morning. Iller i was calling because had a recent trip to colorado and we were up in the rio grande wilderness area, all these different types of areas, the forests were dead. Most of the mountainsides and mountains that we looked at and hiked through, a lot of the forests were dead as far as i could see. I looked on the department of forestry webpage and they do said it was a depot that had done this damage. What can be done with those forest sitting there to sitting there ready to catch on fire. Guest thats a great analysis and i appreciate you bringing that up. Again, it didnt have to be that way. Forests are a lot like humans. If you get stressed, if your immune system is weakened, when disease comes along, it attacks you and you are not near as resistant to it. Forests,een these especially in colorado where you are way overstocked, they are competing for all the resources. Climates rise, temperatures rise when there is less water. They get stressed. When they are stressed to get the insects and the disease moving in and the Mountain Pine beetles came in there, killed a lot of trees. Now you are really talking about a tinderbox. What we should be doing is taking a proactive approach to restoring the lands, taking the timber out, getting new growth and managing it so that the trees that are there have a chance to survive and compete. If you look at how you achieve environmental success, you either do it regulatory or you do it with an incentivebased system. I think the great thing about america is the free market has always worked in the free market will work with environmentalism as well as it works in other areas. We are seeing a shift towards this. Just yesterday the business roundtable, i believe they represent about 7. 5 trillion dollars in revenue in the u. S. Economy, all the companies that are a part of that, they put out there climate policy. They are looking at, you know, what do we do to make a better environment and climate . To see starting petroleum companies, bp and shell announcing that they will reduce the amount of fossil fuels that they produce, trying to transition more into energy companies. Thats excited not only because of the capital being invested, but you have Brilliant Minds coming up with innovation and new solutions. Instead of doing more of a political environmentalism, where you say you must do this lets cant do that, relieve the free market. Let people come up with ideas to make the environment better and also make the economy better. My husband was a 35 year timber contractor. We are very familiar with the tinderbox out there, especially i heard someone talking about colorado, but also through tahoe, yosemite. Its there is so much Natural Resource out there ready to be harvested. It just seems impossible. I love what you are saying. We tried to work with the Forest Service and it seems like their hands are so tied. We cant do this, cant do that, they try to start a project and an Environmental Group will challenge the epa or, you know, start a petition to end the project. We are burning. We have bad air quality. As far as Climate Control or climate crisis, you know, everybody cries about it, but nobody parks their car. If everybody took the drywall off their walls, they would see would. Its like as soon as you are ready to give up the luxuries of fossil fuel through cooking, driving, and all the things it provides, maybe then you can kinda put your money where your mouth is. In the meantime, i just really love what you are saying and as a citizen i would love to see ,ome sort of plan management land managed, it cant be preserved. Federal land managers, the bureau of land management, those organizations were put in place to bring expertise to federal lands. Its not that they dont know how to manage them, but often when their hands are tied they get back to this idea of competing rights for the land and trying to do political environmentalism. Forest illustration, the service will put out a plan to do management, someone sues them, it goes to court, theres an injunction and the plan gets filed away. No human management happens but management happens because forests are constantly in a state of flux. Flow forests constantly change. If we could come to the table and agree not to stop these sound management plans, we can see a lot Better Success on forests and across all land management. Thats the kind of policy and pushing for here in congress. I think when we will sit down and talk rationally about its something that republicans, democrats, and independence can all agree on. Hat is new but nepa guest the National Environmental policy act, the process that federal land managers go through when they prepare a management plan. Its all done with good and tatians good intentions, just like the clean water act and the endangered species act. All the rules were put out there with good intentions but they also provide a mechanism for somebody that may not have an , but has antimber interest in outdoor recreation, they say i dont want you touching the timber, so im going to sue you and get the project stopped. In reality if you look at the science, sound Forest Management helps for recreation and for wildlife habitat. Really, if we have healthy forest its a win for everyone. Theres no downside. You get clean air, clean water, better wildlife habitats, beautiful vistas, and you can have rural economies that thrive off the Renewable Resources that come off the land. I would just ask people who are filing these suits, who are there where the air quality is so bad, how is that working for you . Look at the habitat for endangered species. How is that working for those endangered species . When the fire stops in the rain comes, how is that doing for Water Quality . We really need to have an honest discussion about those things. Host is that what you meant when yesterday you said if trees could talk, they would ask us to stop loving them so much. Guest yeah, we are loving our trees to death. I love trees, they are so fascinating to me. My wife calls me the tree nerd. But we have got to put discipline in the life. Youve got to manage the forests and give them a chance to survive. The way that i described to the california weather to people is sun, wind, fire. Thats all we experience, sun, wind, and fire. It happened every year because of the el nino. We took a trip and went through yosemite. Because of a beaver beetle harvesting on the trees, there were so many dead trees. There was a lot of logging going on, they were leaving the tinder and pulling the healthy trees. I talked to people the other day, i asked why doesnt the federal government establish a body where they hire people . Im not talking about president s. Thats a whole prisoners, theres a whole set of problems with prisoners in the forest. Why doesnt the federal government hire people . You know,ople start, federal employees to go out on these dead floors and pickup whats lying on these forest floors . To clean them out . And then cut down the trees that are dead from these more healthy trees . And then continue the logging . But at least make the forest where you are able to walk through them. Thats my comment. I would like to hear about having a federal Agency Available with money to clean up these forests and make the federal employees i dont care if they get pensions or whatever. Host congressman, dont we have a Forest Service right now . Guest weve got a Forest Service. Its not a matter of knowing how, is having the permission to do it. If you had permission to do it there would be private businesses springing up that would be glad to go do that work. You can provide good jobs in rural areas. Again, its not because we dont know how to do that or people wouldnt be willing to do it. We have Great Technology and it requires some Skilled Labor to go do these logging activities and Forest Management activities. Its simply that you cannot get legal permission to do it. The court system, its a congressional failure to direct clear policy that is tying the hands of the people that love to do this work. They built a pipeline across the state of alaska, one of the meanest environments in the world. How come we cannot build leasttion pipelines to at some of these areas .
