Refrain from tearing confederate statues down, saying the state is working on removing them. Announced virginia continues to decrease new covid19 cases and hopes to enter phase two soon. Gov. Northam good afternoon, and thanks to all of you for joining us today. Its good to be with you again. We plan on this being a short briefing today. I want to touch on our health metrics, number one, reopening education, andr our revenue numbers for the month of may and what they mean for our Financial Planning as we move into the latter part of this year. First, i want to speak briefly to the ongoing protests and the confederate monuments. I have said that i believe the confederate monuments are divisive and glorify a racist and painful time in our history. Thats why we are working to monumente lee enrichment, which our state owns. The Richmond City council has also agreed that it will remove the other confederate monuments that are on monument avenue. We all came together to create a process to do that safely. ,e need to let that happen because these statues are very large and they are very heavy. A demonstrator was seriously injured by a that was being pulled down. I know these statues are causing a lot of pain, but pulling them down is not worth risking someones life. To let the local government take responsibility for taking these statues down safely, lets do this the right way and keep all virginians safe. The statues are, of course, far from the only racist and divisive relics of our past. So now, lets turn to our ongoing work of reform. As you know, i created a commission to examine racial inequity in virginia law last year. Racism andt discrimination were written into our laws particularly during the jim crow era with the intent of forcing subjugation of black and brown virginians. While many of those old laws have been overturned, in some cases, the language remains in the acts of assembly. In just a partial review of those acts, the Commission Found nearly 100 instances of discriminatory language. We proposed legislation to remove those ugly words from our law books and it passed just this past year unanimously. Today i am announcing that im extending the work of the commission and broadening its scope. The commission will now look at current state laws and regulations that create or perpetuate inequities with a focus on public safety, criminal justice, health, housing, and voting. It will propose changes to increase protections for minority and marginalized unions and provide policy recommendations for state agencies and institutions. Im very proud of the work the commission has already done, and look forward to seeing the proposals. We expect a report with recommendations by november 15. Now id like to turn to our covid19 data. Weve all seen reports of the past couple of days about increasing coronavirus cases in several states. ,m glad to say that so far virginia is not seeing a spike in our cases. In fact, our metrics are continuing to trend downward. I specifically want to show you a couple of those measures. This first slide, you see the total cases by date reported. The yellow line is the seven day moving average. Our total cases have been trending downward since the end of may. Us howxt chart shows many people in virginia have unfortunately died from this virus. I dont often show this chart are what the scientists call a lagging indicator. They dont tell us about the current spread of the disease. That said, i want to note that, as you can see from the yellow line, the number of covid19 debts being reported to our Virginia Department of health has been decreasing in the past couple of weeks and i find that a very hopeful sign. In this next slide, you will see the number of people tested, the number of positive tests, and the percent of tests that are positive. As you can see from the yellow trendline, our percent of positive tests has been trending downward for some time, and was 8. 9 at the beginning of this week. Past, itison, in the was well over 20 . So we have made a lot of progress. About how these trends are going. That said, i cannot emphasize strongly enough that this virus is still with us, and Everyone Needs to continue to behave cautiously. Two,e one week into phase and Northern Virginia and richmond will go into phase two tomorrow. This means there are more places that you can go, and we all need to be very vigilant about protecting ourselves and each other when we go out. Cover your face, wash your hands, and please continue to stay six feet away from other people, if at all possible. In addition, we have thousands of people out at protests, where they are close to other people. I understand that people feel this is a critical time of change, and they want to make their voices heard. I strongly encourage protesters to wear face coverings and social distance as much as possible. I would urge protesters to get tested. I, myself, got tested last week. And while it was uncomfortable for a very brief period of time, it wasnt too bad. Im also glad to report that my test was negative. Now i would like to turn to Higher Education, and the guidance we are giving our colleges and universities about how to slowly return to in person classes. You recall that we announced similar items for our prek12 schools earlier this week. The guidance for institutions of Higher Education is similar. To open their campuses and offer in Person Instruction, but they must follow all relevant guidance in the phases outlined in our forward virginia plan and in Public Health guidelines. The institutions must meet certain Public Health conditions in order to reopen the campus, to ensure there are positive trends in Public Health data and that their community has adequate surge health care capacity. Institutions must also submit comprehensive reopening plans to the state council of Higher Education for virginia, which will review their plans for compliance to relevant canelines before they proceed with reopening their campuses. We have one of the best and most diverse systems of Higher Education in our nation. Our institutions range from large to small, heavily residential to commuter, from urban to rural, and beyond. That is why each institution to take on this challenge in a way that meets their unique mission and circumstance. But at all times, their plans must be based on the best available Public Health data, including the virginia higherent of health and education, testing and guidance. Peter blake is with us today to discuss this guidance in greater detail. Peter, welcome. Thank you. Peter good afternoon, peter blake, its my pleasure to be here. Weve been shaken by the events of the last several weeks. The conversations taking place in richmond, my hometown for nearly 60 years, have been especially meaningful. What has happened recently is a manifestation of injustice and racism that has existed for too long. Its time to confront these inequities where we work and live. Higher education, as good as we are, with instruction, research, service, we still face many challenges around racial equity. Black and brown students attend and graduate at lower rates than other students. Our faculty members are not as diverse as our students. Why we finance our Higher Education system is imperfectly aligned with what we say we want from our colleges and universities. Improve, thereo is no other option. Because of the leadership of luminar northam, foundation, one of the most significant nonprofit organizations for hyper Higher Education. The purpose of the grant is to close achievement gaps in Higher Education. As virginia moves forward, there is much work to do. The covid19 pandemic threatens the gains we have made enclosing learning gaps, as we heard earlier this week. The Digital Divide is real and contributes to these learning gaps. Access is nation critical, especially now. The reopening guidance a governor and belted a place of Public Health at the forefront. The governor also challenges our educators to ensure that high quality teaching and learning is preserved and enhanced. The plans institutions develop will protect our students, faculty, and staff and forge a path of opportunity and equity in the years to come. On marchhis very 30, the governor ordered all of virginias public and private colleges and universities to cease in Person Instruction and limit access to campuses to essential personnel only. As we move from phase one to , and as we anticipate base three, institutions across the state are beginning to put plans in place to safely reopen their campuses. The guidance a governor announced today, one of the first of its kind in the nation, covers all public and private degree granting institutions. It was developed in close consultation with the Virginia Department of health, the office of the secretary of education and i want to express my othersde to many including the president at George Mason University for their contributions to these plans. With his guidance, virginias public and private colleges and mercies can begin the hard work necessary to reopen their campuses. They must do so while following all relevant guidance outlined in the forward virginia blueprint and other relevant Public Health guidelines. Institutions must meet certain conditions, as the governor said, as they reopen campuses, to ensure that their communities have Adequate Health care, surge to sound and adherence Public Health principles. Institutions also must follow guidance from the cdc, the Virginia Department of health in the phases outlined in the forward virginia blueprint, including enhanced social and physical distancing, health and hygiene procedures, cleaning and disinfecting measures and other mitigation strategies. Institutional plans will address not only the safety of the students but also the health of the faculty and staff, many of whom are from vulnerable populations and have become frontline workers during the pandemic. The plans will also consider the needs of communities and homes to our institutions. The plans will be reviewed for compliance and guidance. Diverse set of institutions, large, small, public, private, commuter, rural, urban. While the plans will be unique to an institution, at a minimum, the plans must address the following considerations. Repopulation the campus, monitoring Health Conditions to detect infection, containment to prevent spread of the disease when detected, and shut down considerations if necessitated publicre conditions for health guidance. Institutions may need to update their plans as further information emerges, especially in the area of testing, contact tracing, simple tracking. Andtand ready to assist will continue to work closely with colleges and universities as they have done all along. As we look to phases two and three and beyond, and as institutions begin to shift to in Person Instruction in campus activities, expect a new normal. Smaller,ill be schedules will be staggered, food service will be offered in nontraditional ways, and largescale event such as performing arts and athletics will be a new experience. Institutions have an out some of the strategies. Change,llege life is the energy, creativity, and commitment shown by colleges and University Faculty and staff will ensure that the learning experience will not be sacrificed. All virginians appreciate your tremendous work. There will be further instructions tomorrow morning regarding reopening plans and the admissions process. Thank you for the hundreds and thousands hundreds of thousands of students and staff, thank you for your leadership in providing support and guidance to these institutions in the commonwealth. And q. Peter, thank you so much thank you. Please pass on to the other members how much we appreciate their efforts. As you all can tell by listening to this, a lot of work has been put into this. We want our students to be back on our campuses this fall and we want to do it safely and responsibly. I just thank them for all of their efforts. I also want to recognize that president and holton is with us today. Judge, a former first lady, former secretary of education and interim president of George Mason University. Ann, its a pleasure to have you here, and just thank you and your husband for all your Wonderful Service to our commonwealth. Jobhas done a tremendous leading one of virginias flagship universities, and im grateful for her service. On july 1, gregory washington will become George Mason Universitys eighth president , and i look forward to working with him. Finally, i would like to turn to our may revenue numbers. As we all know, restrictions on businesses and Public Events during this pandemic have resulted in losses of jobs and of income. And our state revenues absolutely reflect that. For may, our revenues are about 20 below where they were in may of 2019. However, this is slightly better than we anticipated, and i would like to ask our secretary of finance, arbery lane, to come forward and put these figures in context. Thank you. Thank you, governor. It was about 90 days ago when the state first started beginning to feel the impacts of the covid19, not only are businesses, but also on our state revenues. As you recall, the governor said from the very beginning this Public Health crisis was going to result in an economic crisis. It was a time of a lot of uncertainty, not only that led into the health crisis, but some of the actions that we took, like delaying income tax payments that would normally come in may 1 and june 1. It only complicated how we would look at the revenues for the final thats the following quarter of the year, which ins june 30. At that time, based on the data we had, we estimated we would be down about a Million Dollars for this fourthquarter in the fiscal year 2020. If you go back and look, in april of this year, our revenues were down 26 . The governor Just Announced as of may, revenues were down another 20 . This represents about 800 million below what our projected revenues were going to be for the quarter, and for year to date in our plan. As i said, we projected that to be a billion dollars. So this is better than where we thought we were going to be, because remember, in june, all those tax payments that would have come in in may or april in the Previous Year are now going to come in in the month of june. So almost all of the loss we have incurred so far is in the payment of payroll taxes from the Previous Year and some estimates for the current year. While we have about 19 days left in our fiscal year, it looks like we are going to be significantly better than what we project. This is for a couple of reasons. One, the underlying resiliency of the virginia economy. The governor has mentioned several times that we were very strong in economics before we went into this. That has helped us through this time. If you look at payroll withholding, the largest portion of our revenues across all businesses for the months of april and may, we were down about 4. 5 . The headlines have been a lot more than that, some businesses have closed and they are obviously very significantly impacted. Many have been able to remain open because of teleworking, and our reliance on defense spending and the federal government. Some of our large employers have seen hardly any decline in their payroll that they have paid the state over this period of time. It also has to do with the actions taken, whether through Monetary Policy of making sure our Financial Markets work well and giving businesses confidence, but also the payroll protection plan, where the federal government gave money to businesses so they could retain their employees. By doing that, they were able to pay us. So this is not by any means that everything is great and its an all clear. Still a very. Just governor mentioned a little while ago about how the virus seems to be abating in the commonwealth. While that is happening, Business Activity is picking up. You saw the jobs report last back 2. 5 called million workers in the nation. The same will hold through in virginia. It appears we are much closer to a bottom then we were a few months ago. That doesnt mean it will turn around quickly, by any stretch. But this does means is that we will have good data points as we forecast our revenues for the new biannual budget. That will happen sometime in the month of july and he will call a special section special session at his pleasure sometime in august and we will discuss all this. I just wanted to point out that with all the calls of uncertainty, it looks as if virginia, at least to this fiscal year, is going to be within what we thought was going to happen, the actions we took, the governor took by suspending discretionary spending, by suspending capital payments, and also help to build our cash reserves, so it appears that as we go into the end of this fiscal year and go into our next biannual budget, we will be starting from a place where we can get a forecast that will be meaningful and not just based on political rhetoric for some headline that doesnt represent what underlying economics are in the commonwealth. With that, governor, thank you very much. In closing, i want to reiterate how important it is that everyone continue taking this pandemic very seriously. While we are all adjusting to how to live in what we call the new normal, its not smart to act like the virus has been eradicated, because it has not. It is still here, it is still dangerous, and we must continue to be cautious. Now i would like to ask our Virginia Health commissioner to give us a health update, then we will be glad to take your questions. Good afternoon. I want to report what we posted on her website today, which is the numbers on covid19 in the commonwealth. At 52,647. Now stand recorded inew cases the last period, as the governor mentioned in his remarks, cases have been declining over the last several days and weeks. 0. Tal deaths stand at 152 new deaths recorded in the last 24 hour. Bob is just six. The total test we have performed , 452,869. Period, reported a little more than 1300 serology tests. The number of africanamerican 50, which is at 73 still around that 20 level. Deaths among africanamerican aroundt 326, which is 24 . In the latin comedic, cases at 14972,810, and deaths in the latinx community. Tot week we hope to be able have more information regarding in ethnic breakdown others have been working the lasty on that several weeks trying to get more granulate in that information. As you may have recalled previous News Conferences where we have talked about the incomplete nature of the data we have their, the complexity of the data as well as messiness of that data. Weve been working to try to work through all that so we can provide more information and we will have more news on that next week. I will be glad to take questions. I know some of the universities have already put out what their reopening plans are. Switching to the protest topic as well gov. Northam i will come back to that. Peter many of the institutions have begun to put plans in place already and we have been working closely with them over the last several months. The governor about that stated, these are individual institutional plans, so this guidance, they might need to enhance portions of them, but as a whole, theyre going to be able to incorporate whatever it is that this guidance does. Gov. Northam what was the second part . Comingof the messages defuninge protests is police forces. Gov. Northam i think a lot of semantics have been used in certainly one of them is dismantling the police. I certainly dont support that. Our Police Officers provide a muchneeded resource to our communities. , i thinkbout funding we need to talk about reform and the priorities of how we spend the funding. As i said on tuesday, ive had a very candid and frank discussion with our police chiefs, im an almost constant communication with our director of sheriffs departments and our state police. There are certain areas that i think we can really start with, again getting input from Community Activists and media leaders, getting input from our police force, and also from our legislators. Onngs like working increasing diversity of our police staff, that something that is not new. Weve been working on that in the past and we will continue to do that. I think another area that is important to talk about is what i would call corespondents. There are number of individuals that are potentially breaking the law that have mental illness. Our police forces, while they are trained somewhat in that, i think it would be much better to have someone that is truly trained in how to deal with mental illnesses. So that has been discussed. I think there are opportunities to really get into the communities more and make sure that people in our communities know that our Police Officers are there to protect them and to make sure they are safe. And also that they are respected , the communities are respected. So that is an area. Deescalation techniques are something we have all talked about a lot. And finally, something i have spoken about in the past is body cameras. Reason that the allegations were made in fairfax was because of the body camera. I will come full circle with your question. Body cameras, i think theres a need for them and its a great resource, but they cost money. Especially reviewing the film, that falls into the purview of the commonwealth attorney. We talk about defunding, i wouldnt look at it as defunding. I would look at it as how do we best prioritize the funding we have . Thats a longwinded question but thats the way i would approach it. I think thats the way Police Departments want to approach it as we discussed reform. Governor, what is your timeline for phase two . Loosenwe be looking for restrictions in weeks, or months or in the fall . What is your timeline for phase two and going into phase three . Gov. Northam the question is, what is our timeline. A minimum two weeks, and i showed you the data today, that the trends are very favorable. We will continue to watch these on a daily basis, watch sevenday trends. Right now, things look good, and i encourage all virginians, dont let down your guard. We need to keep doing the great things that you all are doing, but certainly the amount of ppe is important, and the secretary who is with us today and his team have done a phenomenal job. Our ability to test, as we have reported, gets better every day. Our hospitalizations are trending down. The staffing is certainly adequate at our hospitals. The equipment that we need, ventilators and those types of things, we are in good shape. We will continue to monitor it, but a minimum of two weeks, and we just have to take one day at a time. I know we will be back with you on tuesday and we will look at the data. We have 45 between now and then and we will look at the data over the weekend. I know this is so important to the businesses, to give them the bestnce they need to our thoughts on when we will go into phase three. [indiscernible] that its unfair that they cant be fully open but there are thousands of protesters out there without masks and not social distancing. What do you say to those Business Owners who have a valid argument here . Appreciate the Business Owners. I am business owner. I just thank our businesses, because for the most part, they have really abided by our guidelines, and we are where we are today because of the sacrifices they have made. That would be my message to the Business Owners. I message to protesters is, we are all in this together. We all need to be part of the solution. While i understand the rights that virginians and americans have to protest, we have to realize we are in the middle of a pandemic, and its not just about taking care of themselves, but its protecting others as well. As i offered in micon my comments, i encourage social distancing, i encourage the wearing of facial protection, and we also strongly encourage these individuals that have been out there and not had facial protection, have not abided by the social distancing, that they get tested. Thats why made the point that i have been tested and a lot of other individuals have been tested, so i would ask them to please strongly consider that. [indiscernible] to tuesdayo go back in dk12 guidelines. Theres very few cases in southwest virginia, monday the first Virginia School board expressed interest in opening normally. Is there any thought about potentially allowing some areas that have very few cases to allow schools to maybe interface with other regions . Gov. Northam im going to go back to what ive said, we put a floor in place, and while we dont want anybody going below the floor, we have allowed certain areas like Northern Virginia, richmond, the eastern shore, to raise the ceiling, if you will. I suspect dr. Lang can kind of explain this a little bit better. Ourill be looking, as superintendent of public instruction, on the plans being proposed by the Different School localities. In the governors phased guidance, there is a full into the senate set allows a state superintendent to consider variances on a casebycase basis. In places like southwest virginia, where theres been very little transmission, we do anticipate variances may be considered and look forward to seeing what those look like when they come back. I know that at the end of the contracted te for securing ppe. I wonder for the telus us if that contract has been expanded or if any other contract has been entered into two source ppe . Gov. Northam northfield is a Virginia Company and theyve been great to work with. They done excellent work. As you remember, when this process started, governors were literally competing with health care systems, with other governors on our supply of ppe. They have really been phenomenal to work with. Thank you, governor. Been one ofy has ups and downs from the beginning , and how difficult it was to obtain ppe over the course of several months now. Working with a variety of contractors, specifically northfield, a large shipment just this week, we were able to ofe 138 one time deliveries 1000 cloth mask to each of the 138 recognized political subdivisions. We have 252 total shipments yesterday, 239 localities, facilities,ing seven Regional Health care coalitions and six state agencies. The list goes on. Mask, gloves, and so forth. Toh respect specifically northfield, that was a contract that was negotiated, and additional shout out to , it has panned out on we done very well. Conversations are still tong on and will continue happen. We have a dozen ppe related contracts to diversify our supply chain. We will continue to do that and continue to develop virginia manufacturing opportunities. We have at least two facilities and another one right here in richmond we will have an exciting announcement on in the near future to manufacture ppe right here in the commonwealth and create jobs right here in improving access as well. Challenge but one we have done extremely well at and we will continue to the pursuit of. We recognize it is one we will need to continue to pursue. Is still contract being discussed but not finalized . Mr. Moran that is correct. They have performed well and we will continue to have those negotiations. Hello, governor. I am wondering if there were any to the made with regards pulling down the Jefferson Davis statue in richmond. Been, ifere have not you are looking for people in connection with those incidents . Gov. Northam the question is whether there were arrests made because of taking down the Jefferson Davis statue. I am, do you have any not either. A question for the Richmond Police department. Gov. Northam i think that is a question better addressed to the Richmond Police department because they would have the data on that. Andre . Thank you, governor. A lot of people are wondering what are your thoughts on some arehese protests that peaceful but turned violent . Are the Police Departments wrong for standing back, standing down and watching the destruction take place . Chetocratic senator, peterson, along with a republican senator had concerns about some of the rulings you have made without legislative approval. When will you wrap up the state of emergency and would you consider a special session to talk about some of these maneuvers, if you will . Two questions. The first was as far as the Police Department response to the protests, to tearing down statues, that type of thing. I have not involve myself as the governor. That is really a Police Department decision that is made as far as how and what type of enforcement they do. Again, that is a question that would probably be better answered by them. As the second part of your question, senator peterson has filed suit against the commonwealth of virginia. My policy is two fold. I believe everything we are doing is constitutional. I work closely with our counsel, our office of attorney general. Anything addition to that comment wise, i would just as soon not comment because it is in litigation right now. Would you not consider that . Is. Northam the question about the special session. We have to have a special session because we put our budget on hold. The timing will be when we do our report casts which secretary layne said will be in july. I dont have an exact date and we are discussing that date with our legislators, when the most convenient time would be. Probably kind of in the mid to late are part of august. Ater part of august. There are a lot of discussions that go into that. We have folks in Higher Education and they need to plan their budget. We do not want to push it back too far. I think another part of the question may be, i dont know if you intended to include this, is what will be taken up in special session . Will we be talking about Police Reform . About things we can do in addition to criminal Justice Reform . That is a discussion i will be having, we are having come with our legislators we are having, with our legislators. N i call a special such an session, it will be in regard to the budget. If theres anything else, the General Assembly by majority vote have to approve moving discussing that legislation. Those are discussions that are ongoing. Fromnot have a commitment the house and senate as far as what they would like to entertain but i do know one thing. We will be back sometime in august and we will be discussing our budget. Tracy with the suffolk news herald. Thank you. With continued remote instruction in some form seeming likely when schools start in the fall, does the state have any plans that could improve access to broadband for low income students . The question is broadband. I have said, todays conference is going to be brief so i will keep my response brief. Example of better why broadband is important aniversally in virginia th covid19. It has brought in issues with health care, access to education. All of these being equity issues. It has been a top right what he of mine since i took this office. Aboutrst year, we had 4. 8 billion 4 million in the budget. Year. Eed 35 million this to hit the pause button. But we need to make that a priority. We have resources from the federal government. I have a meeting with them tonight, our congressional delegation, and we will continue foprsh or any resources any resources we can obtain. Ita Public Private is a publicprivate relationship. It is going to be a commitment of all of our legislators to make sure all virginians have access to broadband. I said i was going to be brief. There are about 550,000 households in virginia that do not have broadband. That is not right in 2020. We need to do all we can to remedy that situation. [indiscernible] there are conversations about militaryfederate bases with confederate names. Where do you stand . Gov. Northam just like the statues, these names are divisive. We have people serving that come from all walks of life. And we promote diversity. I would be very supportive of the discussion. Moving forward, what process will it take to rename these bases and post across virginia . To your point, we have several in virginia. I know our president has spoken out against this, but i think cant sit here i and speak for everybody but they support removing the divisive from theivisiveness names. I would be supportive of that discussion. [indiscernible] that would be the latter. Later. Roanoke times. Regarding the opening of the university. Many colleges have announced they will end fall terms before thanksgiving. Does the state have public host concerns about how that sort of exodus from campuses occurs . Offeringis the state guidance for colleges to plan for an all online winter term . Gov. Northam lori, do you want to address the Public Health issues . Thank you. I think the question was earlyplanning for departure from the false mr. For campuses that have for the fall semester for campuses. The plan, part of that plan is inclusive of thinking through studentsfely bring onto campus and how to safely help them leave. Responsed be either in that iscrease in cases not able to be controlled or simply the end of the semester. There are certainly Public Health implications. Really, a lot of what they already do can be put into place, staggered, exits etc. We asked them to do that as part of their planning. The second part of the question referred to online instruction and whether or not institutions might need to have online instruction. Shutof the plans include down considerations, if it is required. Through severe conditions or publichealth guidance. They will be submitting plans that would have, i imagine, emphasis on online instruction. In the spring, after march 30, there was a wave of online courses across the commonwealth. Something like 30,000 courses. Public colleges and universities. They have the capacity to do it. They are doing Getting Better at it. There plans will reflect that possibility. Law enforcement reforms, do you think there is need to reform in the area of Police Accountability . Is that something you might see during a special session . With lawmentioned enforcement and that has informed you are thinking. Gov. Northam if you could speak up a little. You said you met with representatives of Law Enforcement and that has informed some of your thinking in reform. Have you also met with civil Rights Groups . What are the things they have said that have resonated . Gov. Northam i appreciate the question. The first part, when we talk about reform of our Police Departments, we use of discussed . Absolutely. I will continue to have that discussion, that dialogue with Law Enforcement experts. Also, leading into the second part, have i met with other individuals . I have met with some. I am in the process of setting up town halls. We are scheduling those as we speak to get community input. Activists, community leaders. These folks are important to be at the table as we move forward with reform. It was on tuesday with the police chiefs. I think they are going to be very amenable to working with these different groups, looking at reform and moving forward. You all forhank being with us today.
