She is the executive editor of the american conservative. Good morning to you. Guest good morning. Conservative, ican talk about the magazine, the point of view it takes. The point of view it takes is we are for if we are looking at foreign policy, we are looking at realism and restraint, getting out of foreign wars, bringing troops home, getting back to the constitutional guidelines of over americanse exceptionalism that projects American Power overseas. Familieswe are for flourishing. Mainstream conservatism that is dedicated to workers, families, freedom, and constitutional values. It is a mouthful. And applied to the topic of what you are seeing with covid19. What we are seeing is across the globe we are seeing a patchwork of a Contact Tracing solution. One of them is this idea of Immunity Task force. Or in other countries certificates or licenses. You had the antibody, if you have been tested for covid, do not have it, or you have had it and you have had the antibodies, idealistically, ideally, you would be given this certificate or license and you would be eligible to work again for travel across borders. The problem is the idea that antibodies are easily detectable with covid is not clear yet. So this is not medically conclusive. That we do not know. The fact that there is not widespread testing in every country considering this is also an issue. Also the idea that if you get these, what form would they take. They take the form of a barcode appome type of electronic that would declare you immune would be a fiefs a piece of paper . With a lotssue of these dye ideas a lot of countries are grappling with the solution to getting people back to work, traveling, moving about. Germany is just one of them. What they are doing is they are doing a Massive Survey of citizens in terms of if they have had the virus, if they have recovered, and they hope to get enough people in the database that they can work with. But there is an amount of skepticism on how this would roll out in reality. Host i will just show the viewers the recent story by the guardian about those community passports. If you want to find that online. Do you think americans would accept Something Like that . Guest i dont think so. We have our ideals. We have pride in our privacy and respect for the Fourth Amendment and the first amendment. I feel like there is always a tension in america with reserving those liberties and the privacy of americans with Public Health and National Security and other concerns. What you are seeing in the u. S. Right now is the Contact Tracing that takes all of those privacy concerns into account, which probably means we will not have a very effective system. The idea of immunity papers or licenses or certificates has not risen yet in the discourse of the american conversation. What they are talking about is Contact Tracing, and google and apple have come out with an application that they are not calling Contact Tracing. This is how sensitive they are. They are calling it exposure notification. States can use it along with their Public Health department to allow them to track, on a voluntary basis, people who have covid and or are experiencing symptoms. This app relies on bluetooth technology, which means it cannot identify people exactly where they are or by name. So, each person that downloads this app voluntarily would be given a sort of bluetooth code. And you could see, just like when you have your phone and you say what friends are nearby, you can see these bobbing dots around you, you could see people that have also decided to download the app and have downloaded information about themselves, whether they have been tested or tested positive and whether they have recovered from the virus. So you could see if there are other people around you in that sort of pipeline of covid. And so, this is completely voluntary, and it does not share your information with the Public Health department, which google and apple have done that deliberately. Because some of these programs that other countries are working with and bringing online actually share the information that you download with your local Public Health department, the government. And they have a database, and they do all the matching and send the information out. So they are an active partner in the whole program, the project. Google and apple wanting to be very cognizant and protective of their users privacy, thankfully, have built an app that walls off government so there is no central database. So it actually makes it less effective because you dont have the Public Health department and those players involved in sort of like, putting in more information, doing some matching, being able to add to the database of information. It is effective in that if you or other people in your area are hello, everyone. I hope you all had an enjoyable weekend. I have some brief announcements for you today.
