Governor and somebody we worked with there he well, incredibly well, the great state of louisiana, i wanted to introduce dr. Blithe adamson. With us for a few months to help us with the ventilator situation. We took over a government where everything was missing. It was all missing in action. She and a group of super geniuses straightened it out to a point where we are helping other countries with ventilators, france, italy, spain, nigeria, spoke to the president of nejra. Many countries are calling us for help with ventilators. It is highly sophisticated. We are doing highquality ventilators. Blithe if you could say a few words . Dr. Adamson i have worked with a strong team from fema, dr. Birx, military, it has been wonderful to see the evidence generation in realtime, learning as fast as we can from what is happening with the epidemic to create mathematical models for these Infectious Diseases to understand the demand for the hospital resources. And to do forecasting for states like yours to understand how we can be prepared for what is coming. Thank you for the opportunity. Trump you were fantastic. I met with blight and 20 young people, they were all young and brilliant. I think the average iq in that room was 192. It was an incredible meeting. Many of them have made a lot of money in silicon valley. They dress a little bit less, in a tshirt, they were very thick glasses for the most part but they were super brilliant people. Jared really led the charge. Incredible, really. He may be my soninlaw but he is a brilliant person. Also are that and they working on testing and testing is coming along at a level that nobody thought even possible. We have done more tests than anybody in the world by far. If you add up the rest of the major countries of the world, even if you add up, i have to be careful with the media, if you add up the entire world, we have done more testing. That does not mean we will never someday, allt people who have done this great job will get credit. The testing has come along really well. Exponentially, every week it is getting to numbers that nobody thought possible. You were in front yes you were involved with that with all of the young people. We appreciated it. Stay because in working with the military, i was so inspired by the deployment that all of the Service Members go through that i decided to go to extend my time away from my children and my job because i was just so inspired by whatever Service Members do all of the time in having to leave their families and make sacrifices for their country. President trump they told me that you are very inspired by these two famous people here. Have become more famous than me. They have become more famous than me. I am a little jealous. I would like to get to a man that we have worked very closely together with. I it looked like louisiana was going to be missed, it wasnt registering and then tony called me and deborah called me and they said what is going on the louisiana in louisiana. It became one of the most difficult places. All of us worked very closely together. True, we had a tremendous Success Story in a couple of month. Maybe even a year from now. We will see how it all pans out. What a job they have all done. We have built a tremendous number of hospital beds. We took care of the ventilator problems. We got them a lot of ventilators. You had more than you even wanted at the end. We needed. Ore than we are thanking god for that. Modeling was so bad at one time, we had the highest growth rate of cases in the world. We were on the trajectory to match spain and italy. When you start modeling that, we knew we had a short time frame, we got we were able to source a few hundred more, the state. We built the beds. We serviced a few hundred Covid Patients in the convention center. Nowhere near what we feared. All because of testing. We had three federally sponsored drivethrough testing. President trump great testing and great results. Because wehn bell were ready to start another hospital. So well alls doing the sudden. I said you think we should build that hospital . He said let me get back to you. You called back and said i dont think we are going to need it. It is good not to build things. I just wanted to congratulate you. It is a favorite place of mine. It is a great state with great people. Congratulations on your national championship. Your quarterback just went to number one in the nfl draft. The easy number one. He got the most votes ever for heisman trophy. It was almost unanimous. He is a great man. I think he will do cincinnati proud. President trump he was here a little while ago with an incredible coach. We just called the coach. He is friends of both of ours. We said hello to coach joe. He knows how to coach a team. Do you have any questions . Is the good news on that front . President trump i would rather have you guys respond to it. It seems to be good news. Companies a number of coming up with pretty positive things. I can only tell you what has been reported to me. It is certainly a positive. I can present a little bit of detail. It is quite good news. Trial of Infectious Diseases, that is the institute that i directly were sponsored directly sponsored, this is , it startede february 21 of this year. Placebo randomized controlled trial. Comparing to gilead drug with a placebo. With 1090hly powered plus individuals. It is the first truly highpowered, randomized placebocontrolled trial. It was an International Trial involving audible sites sites involving not only the United States by germany, denmark, spain, greece. Sitesit was about the time to recovery, namely the ability to be discharged. When you have a study like this, we have a data and safety monitoring board that looks at the data. They are independent. There is no prejudice on the part of the investigators. They are doing the trial or the drug is from a certain company. The safety monitoring board, intent monitoring board contacted me on april 24 and then on the 27th and notified the study team, namely the multiple investigators were during the study throughout the world that the data shows that this had a significant, positive effect in diminishing the time to recovery. This is really quite important for a number of reasons. I will give you the data. It is highly significant. If you look at the time to recovery being shorter, it was 11 days compared to 15 days. Of 0. 001. Keyvalue although,mething that 31 improvement does not seem like a knockout, 100 , it is a very important proof of concept. What it has proven is that a drug can block this virus. I will give you an example in a this isf why we think very optimistic looking forward. Mortality rate trended toward being better in the sense of less deaths. 11 on the Placebo Group. It has not reached statistical significance yet. The data needs to be further analyzed. The reason we are making the announcement now is something that people dont fully appreciate. Never you have clearcut evidence that a drug works, you have an ethical obligation to immediately let the people who are in the Placebo Group no know so they can have access. New trials that are taking place have a new standard of care. We would have normally rated but the data will not change. Some of the numbers will change a little but the conclusion will not change. Datai was looking at the with our team the other night, it was reminiscent of 34 years ago in 1986 when we were against hiv. We had nothing. There were a lot of anecdotal reports about this about people taking different kinds of drugs. We did the first randomized placebocontrolled drug. It gave a modest effect. That was not the end game. Building on that every year, we did better and better. We had better drugs of the same type and we had drugs against different targets. Blocking happens to be an enzyme that the virus uses. Enzymese a lot of other that the virus uses that will now be targets for this. This will be the standard of care. When we look at the other trials we were doing, we will do a trial with another antiviral. It is an antiinflammatory. A monochrome or antibiotic. We will now compare the with this. As drugs come in, we will see if we can add on that. Bottom line, you will hear more details about this. This will be submitted to a peerreviewed journal. It will be peerreviewed appropriately. We think it is opening the door to the fact that we now have the capability of treating. I can guarantee you as more companies, more investigators get involved, it will get better and better. I will be happy to answer any questions. Timelinehis change the for the developing of vaccinations. Quest this has nothing to do with vaccines. Vaccines is to prevent infections and those who are at risk. Than what weg more have, everything is on track with the phase one study. We are in the third part of it. We will go phase two in the summer. Nothing has changed to end we had the press conference last. Another one of several candidates we will have a lot of shots on goal when it comes to vaccines. What is your thought process on states reopening . Do you think people should be more comfortable . Drugng that there is a that is proven effective . President trump i love that as a building block. It is a very positive event from that standpoint. We are going to be very careful as we open. A lot of people, a lot of governors are opening. I know you will be very advanced in getting it going. We are doing it very carefully. We learned a lot over the last couple of months. If there is a fire, we will put it out. If there is an ember, we will put it out very quickly. I think we learned how to do that. There have been some areas that really started up and we put it out very quickly. You said you would stop the spread guidelines tomorrow, do you intend to do that . We should the guidelines, now it was 45 does ago. Frankly, every state in america has embraced those guidelines at a minimum or even dunmore. Now our focus is working with likes as governors Governor John Bel Edwards opened up have given ways to open up their states again. Ways they can do that safely and responsibly. Not only the criteria for when we believe it is appropriate for states to enter phase one are included but also the very specific guidelines for when states open and how they can open. As the president said in a safe and responsible way, it is included in the president s guidelines for open up america again. Are verynt guidelines much incorporated in the guidance we are giving states to open up america again. Trump we will be fading it out. I have had many calls from many the governor of texas, greg abbott. Im very much in favor of what they are doing. They are getting them going. We are in favor of opening the country again. Every four every governor is adapting where we are and moving forward how to move phase one, phase two, phase three. Some of them have made that their own first phase one. We have been very encouraged to see how the federal guidelines have helped inform the framework. All the way through what we call phase zero through phase three. We had a very good presentation of how he is doing and he did a very good job. Mr. President , i would say if you look at the plan put out to the mitigation, measures that you put forward are carried forward. It is sort of a seamless way to do it by keeping those mitigation measures in place. Agree with, i would the vice president. It is carried forward. Thank you for mentioning the vulnerable people. We have made it clear from over the past eight weeks that there thatertain risk groups were particularly vulnerable to serious disease. Reports ofmultiple individuals with serious disease and hospitalization. In a way it is reassuring but it should be a message to our vulnerable populations. Very clear about them continuing to shelter and those families continuing to work to prevent them becoming infected. Chinan do you think about and the World Health Organization and this investigation . Pres. Trump it is coming in and we are getting pieces already. We are not happy about it. We are the largest contributor to who. U misled us. They must have known more than they knew. They came after other people who werent even involved. We knew things that they didnt know. Either they did not know or they didnt tell us. They are literally a pipe organ for china. Weve seen it and were watching. We give 500 million over the years for many years. Giving 38 million and yet they seem to work for china. They should have been in their early. In there they could have stopped the spread there. Why did china allow planes to fly out but not into china . Planes coming out of wuhan and going all over the world. Theyre going to italy big time. What was that about . Were coming up with a distinct recommendation but we are not happy with it. I have heard statements that are very positive. There is nothing positive about what happened in china having to do with this subject. Monthshed a number of ago with a trade deal. You would have thought it would have been somebody who said, hey. They could have stopped it at the source. Were lucky that we stopped it in january flowing into our country from china. Outside of our citizens. People say you should not have let our citizens back in. Lets forget about that one. Were lucky we stopped in january. Felt that thee measure i took was too strong. People coming in from china. Well have a recommendation, but were not happy with the World Health Organization. World health with china to follow. Ask a question of dr. Fauci . There was a study that came out today but did not find a significant treatment. Im wondering if you saw that. Is a study but its not the kind of study we are looking at. Thats why i was explicit at saying this is a randomized placebocontrolled trial. The endpoint is a clear endpoint. The time that you are discharged. Poo poo othero studies but that is not inadequate study and everybody in the field feels that. Withat can you do liability issues as workers come back in the states that have opened up . We worked with the meat processors. If you think about the form of delivery, we have tremendous product, ample supply. There was a bottleneck caused by this whole pandemic. It was potentially pretty serious. I just got off the phone with the biggest in the world. The biggest distributors. They are so thrilled, so happy. They are all gung ho. We solved their problems. We have unblocked some of the bottlenecks. I spoke to them about two hours ago. I signed something very important last night in terms of the defense production act. Happy, its like a new business for them. They were being very unfairly treated. The farmers and the ranchers and the companies we are talking , they are wellknown anyway. That whole bottleneck is broken up. It helps them greatly to do what they have to do. They are ready to do it but they have needed help. What are you doing to protect pres. Trump we will have a report on that this afternoon. We will have a good form of protection. Toy will be very careful as who is going into the plant. The quarantine will be very strong. We will make People Better when they have a problem. Hopefully they will get better. We have a good record of having people get better. A lot of people dont talk about that where people go in statistically, but you dont read about the success we have had. We are about number one in the world in terms of success. Germany is doing well, a couple countries are doing ok. The statistics are good on that. When might we see [inaudible] fauci the fda is working with gilead to figure out mechanisms to make this easily available to those who need it, with regard to getting to the market we will have to be approved. The fda is well aware that this is something important. Pres. Trump would this be used in the earlier phases . Dr. Fauci thank you for that question. There are a lot of different permutations. This is an hospitalized patients. The endpoint was the time to discharge. It is unclear from this study whether or not it would be better. We know it could be but we only make statements about what we have proven. The only thing we have proven is an hospitalized patients. [inaudible] pres. Trump if you look at what is going on in the market. The market is at 24,000. This came from us blind. Inhave the greatest economy the history of the world. Nobody challenges it. They would if they thought i was wrong. We will have it again. Look at the market today, above 24,000. I will ask you to say a couple things about that. If you would have said we will have the worst pandemic since , distributed to one countries at least, that a market would be 29000 and now 24,000, were having one of the best weeks, one of the best periods in terms of stock markets, which is to me jobs and future. I dont view it as stock market but jobs and future. If you would have said to me we would be at 24,000 and we started off when i was elected the number was much lower. Its called in the teens. If you would have said we would have been a 24,000 with what we have got through as a country, i would have said it is amazing. I think i read that this is one of the best weeks in the stock market at this short period of. Ime i think there is a tremendous optimism. We are transitioning into it but this is a very transitional period. The Fourth Quarter will be fantastic. All of the fruits of what we have all done together between the doctors in the business people, and yourself, all of the work from the task force, all of the people that have worked so hard, we will have a tremendous year next year. Youll start to see that in the Fourth Quarter. Maybe even in pieces of the Fourth Quarter. Thats transitional. [inaudible] pres. Trump it is about growth. We will be in great shape because we are growing. We could have done it the other way, you dont spend anything and you are flat for years. We are throwing money at the people who lost their job unfairly. You saw the people in the white house where they were down and out and we came along and helped them, we could have been flat for a long time as a country, i think you will see tremendous growth, it is a great stimulus. Want more stimulus but i dont know that we should be working with states that have been suffering through bad leadership or bad management. We will have to talk about that. Maybe they should have brought that up sooner. Ive never spoken dam, i think he is a very good man who had a bad day, and he wanted to be ernest hemingway. He started writing long memos. You cant do that when youre the captain of a ship. Thats the ultimate, Nuclear Aircraft carrier, best in the world, 5000 crewmembers. He decides to become ernest hemingway. You cant do that. When you talk about spreading, it started with two people, then 12 people i got a report yesterday that it was 851 people. It starts with a little group. How long is four weeks . Someodd people. They are sailors and they are young. There is one death. There is about 10 people in the hospital, but we expected all to get better. Of it,s one death out but that spread like wildfire. And 12 and we thought it ended at 41. Just the right environment to spread like that. Pres. Trump it was a tough environment. You said that we will soon be testing 5 Million People pres. Trump i dont know where it came up. I would like to defer to these two people. Everybody keeps saying you said there would be five. That was a study that came out, some but he had a study of 5 Million People. Do i think we will . I think so but i never said it. We are testing millions of people. We are testing more people than anyone in the country anyone in the world by far. More than double. More than anybody else combined. Somebody said 5 million i didnt say 5 million. I think it might have been the harvard report. There was a report [inaudible] pres. Trump we will be there but i didnt say it. 70 came out with a report that said 5 million. Yesterday i looked at denver. I said what is with 5 million . I think that is with the harvard report. We are going to be there at some point but we are more advanced than any country in the world on testing, and the testing is the best not only the most, even when you look at so many people who love the Abbott Laboratory test. Have you had it . Yes, sir. Everybody comes in and they give in the test. So far we have not found anybody who is not ok. Nobody even thought of that two months ago. That was developed over a short period of time. Brilliantly developed by abbott. We are so far advanced. It would be really good if the credit if the press would give credit for it to the people. Butyoure doing millions, what about 5 million . I keep asking about that number. I think it was probably the that would be nice. It will be nice and we will get there but we didnt say it, who said it is a report. We have other reports talking about a lower number. The people that have worked on it have been incredible. That testing is one of the reason that you have been successful in louisiana. Yes, sir. The best news we got on a state was on monday when it was said that our plans have all been received last wednesday and they would resource the testing kits. I dont know about 5 million for the country but louisiana will do our part with 200,000 per month. If you extrapolate that out, it comes close to 5 million. And Time Magazine it was said 5 million tests per day is not possible. Do you agree . You can see this is louisianas curve. They got to this curve of mitigation and containment across the state with about. 6,000 tests per million tests, and i have been very clear, these are rna tests. You take the virus through your nose, you have to crack the virus open, extract out the rna, amplify the rna. Lab directors and Lab Technicians have to physically mix all of those reagents. That is when you hear about extraction reagents. What we had in the blueprint is a call to action to work on developing antigen tests like we use for the flu. When youre using an antigen test in the doctors office, you can get to that number. Im not sure that we need that number, but with the current test, and the complication with how it has to be run, that is. Ot physically possible as we talk about it now we continue to develop more testing and more platforms. I think we need a new breakthrough to a new technique and a new measurement to get to the kind of numbers that harvard was talking about. States have controlled and mitigated. This with ave like significant number of louisiana ands working louisianans working. What the governor is working on is how do i get the most people that i can back to work. The roadmap and the criteria and the testing but come together to create that. This will not be a testing alone peace. Piece. This a symptom addict spread will be important. ,e just heard about 800 cases 10 or less than 10 in the hospital, 800 to 10 to 15 in the hospital. Only counting symptomatic cases, you might be missing a large part of the spread. Strategically testing in a new way, a monitoring way to proactively find asymptomatic individuals, particularly when they surround our most wantrable groups, we governors to simultaneously work on finding the cases, as they superbly, and then a proactive measurement to find the a symptom addict cases. Those have to come together those asymptomatic cases. Those have to come together. That is how we have to use our current capacity to make sure we are monitoring and diagnosing. Pres. Trump when we did one million, we said, we just did 1 million and the media said, when are you doing to million . I said when are you doing 2 million . I said soon. Then we did 2 million and they said when are you doing 5 million . It is sort of a set up. When we had 5 million, where do 10 million . It is the media trap. It pertains to me but it doesnt pertain to other people. I heard that the 5 million is unnecessary. That doesnt mean we are not going to hit it. I think it is a media trap. Is president ow moon of south korea we heard a lot of good things about south korea, he called me to congratulate me on the testing. He said youre testing is the greatest in the world. I kept hearing about south korea. He said, i want to tell you that what you have done with testing is incredible. Our people should be and what they will do no matter what my 325 Million People, they will say when are you going to test them twice . Its a media trap. Thats okay. Anybody in thean world on testing. We have tested more than anybody in the world and that has been developed over the last couple of months. The last couple of months we had absolutely nothing. I would say that the cupboards were bare, they were bare in the military. Our people have done an incredible job. Think china is pres. Trump they have been doing it for years. They play the game and we have had people who never focused on that game, who would think you had to play that game. To a large extent it has been public relations. To be congratulated for what happened. Just so you understand it. They are not to be congratulated for what took place. Who is essentially congratulating them. When they start doing that, we have problems. Almostted states pays 500 Million Dollars and they pay 38 million per year. Differentlots of people that we can give this to. It doesnt have to go to the who, we can give it to groups or very worthy and get more bang for your buck. Bellld like to have john finish up by talking about the. Reat success in louisiana they were calling me a lot and saying to take care of louisiana. Edwards we were talking last night about testing and what we can do Going Forward. We have obviously turned a corner in louisiana. We are in a much better place of what we thought was possible. That is because of our local partners and our federal partners. We have had a lot of lessons to learn. There is no blueprint for a governor for how to respond to a pandemic. We are in a much better place. Personnelnd medical that you sent to louisiana, the , thatg that we had early has informed our testing strategy Going Forward and we are excited about the opportunity to have the test kits, allocated in the month of may to get to 200,000. 1000. L do 43 persons per we will be in much better shape after that. We look forward to getting past this. We are turning to a newer sense of normalcy. We knew that we had a problem when we needed a surge in testing so we are grateful to have that support especially in the epicenter in new orleans in the parishes around their. So we can get a sense of what is going on with covid. We have continue that pattern through the rest of the state. Pres. Trump it has been great, all of that is coming, it went and it is coming and you will be in a position i think he said 43. That will be a great number if you can do that. , that is ae to say tremendous amount. The reason is because of testing. Ther countries dont test they dont have the ability to do what we are doing. It is a number that in one way sounds bad but in another way that is an indication that our testing is so superior. To think that we have more cases than china does anybody believe that . The transparency is much different. The transparency is from day and night. Whatever it is, it is. Because of our great testing and because of what we have done and the amount we have done, we are able to point out far more cases than anybody else has.
