Were in and very hopeful for the future. Thanks for joining us. Gov. Cuomo everybody looks bright and happy. Happy and bursting with love. Today is friday. I hope you have big plans for the weekend, if you have a weekend. Total hospitalizations, down. Good news. 14,200. All of the evidence suggests we are on the downside of the curve and headed down. Hospitalizations is down, net change in intubation is down. They have been down for a while. This is not great news, the number of new people coming into the hospital, new infections, is slightly down, but that is basically a flat line and that is troubling. About 1200, 1300 new infections every day. Number of lives lost is still heartbreaking news, 422. Again, this is at an unimaginable level. It is dropping somewhat but is still devastating news. The question we are watching now is we hit the high point and we are on the way down, how fast does the number come down and how far does that number drop . We have projections again, like we have projections on what the disease was going to do on the way up the mountain, we have projections on what the disease would do as a rate of decline. But again, just projections. Some projections have it going down and flattening at about 5000 people in hospitals still. Some projections have the decline slowing between now and june. These are all projections, just like they had projections as to how fast and far the disease would increase. Those projections, as we know, were wrong they were not wrong, but we did not hit the projections because of our actions and what we did and what the federal government did. Luckily, the disease did not go as high as they thought in the projections. You now have the corresponding question, how fast is the decline, how low is the decline . Again, the variable is what we do. We change the projection on the way up and we can change it on the way down. But it is purely dependent on what we do. Are we socially distancing . Are we testing . How fast we reopen . How do we reopen . You answer those questions and you determine what the rate of decline is. If you say, we are done, cant stay in the house anymore, lets reopen. Just start business tomorrow, lets go. What happens . That is what happens. All of the progress we made is gone and all experts, or virtually all experts will say not only did the virus spread increase, but it increases to a higher point than we had increased the first time. Again, this is a remarkably effective virus at spreading and growing. I know everyone is impatient. Lets just reopen this is what happens if we just reopen. So we have to be smart. People are also talking about the potential for a second wave. People are talking about the potential for the virus to come back in the fall. Which means the game isnt over. Which means the game could just be at halftime. Lets make sure we are learning the lessons of what has happened thus far and lets make sure we are being truthful with ourselves, that we are not deceiving anyone else or ourselves. What has happened, what should we learn from as far as what has happened thus far to make sure we dont make the same mistakes again. And lets do that now. This was our first Global Pandemic. Welcome. There had been people who talked about Global Pandemics before. Bill gates had talked about the potential of a Global Pandemic. The Obama Administration talked about being prepared for a Global Pandemic. But it was almost always an academic exercise. What if, what if, what if. Once it happens and actualize is for people, it is different. Then people get it. We now know a Global Pandemic is not just a textbook exercise or a tabletop exercise. It can happen. And when it happens, it is devastating. And lets just learn from what happened on the first one. Lets get the basic lesson of what happened on the first one. Last november, december, we knew that china had a virus outbreak. You could read about it in the newspapers, right . Everybody knew. January 26, we know we had the first confirmed case in seattle, washington and california. February 2, the president ordered a travel ban from china. March 1, we had the first confirmed case in the state of new york. By march 19, new york state is totally closed down. No state moved faster from first case to close down than the state of new york. March 16, we have a full travel ban from europe. Researchers now find, they report in some newspapers, the virus was spreading wildly in italy in february. There was a massive outbreak in italy in february. Researchers now say there were likely 28 thousand cases in the United States in february, including 10,000 cases in the state of new york. And the coronavirus that came to new york did not come from china. It came from europe, ok . When you look at the number of flights that came from europe to new york, the new york metropolitan area, new york and new jersey in january, february, up to the close down, 13,000 flights bringing 2. 2 Million People. All right . So november, december, you have a outbreak in china and everybody knows. January, february, flights are coming from europe. People are also coming from china in january, until the china close down. The flights continued to come from europe until the europe shutdown. 2. 2 Million People come to new york and new jersey. We acted two months after the china outbreak. When you look back, does anyone think the virus was still in china waiting for us to act two months later . We all talk about the Global Economy and how fast people move and how mobile we are. How can you expect that when you act two months after the outbreak in china, the virus was only in china waiting for us to act . The horse had already left the barn by the time we moved. Research now says knowing the number of flights from europe to new york was like watching a horrible train wreck in slow motion. Those were the flights coming from italy and europe in january and february. We closed the front door with the china travel ban, which was right, even in retrospect it was right, but we left the back door open, because the virus had left china by the time we did the china travel ban. That is what researchers are now saying with 28,000 cases in the United States and 10,000 in new york. What is the lesson . An outbreak anywhere is an outbreak everywhere. When you see november and december, an outbreak in china, just assume the next day it is in the United States. When they say it is in china, just assume that virus got on a plane that night and flew to new york or flew to Newark Airport and is now in new york. That has to be the operating mentality. Because you dont know that the virus did not get on a plane. All you need is one person to get on that plane in china and come to new york. The way this virus transfers, thats all you need. And you cannot assume that two month later, the virus will still be sitting on a park bench in china waiting for us. This virus can mutate in china and come over. Or the next virus or the next pandemic. Whose job is it to warn us of the Global Pandemics . The president said it is the World Health Organization and that is why he has taken action against them. It is not my field, but he is right to ask the question because this was too little, too late, and lets find out what happened so it doesnt happen again. And it will happen again. Bank on it. Lets not put our head in the sand and say this is the only Global Pandemic we will ever have to deal with. In the meantime, lets keep moving forward. One of the things we are working on is how do we clean, how do we disinfect. We are talking about reopening, we still have Public Transit systems running, buses running. Weve been working on how you come up with new cleaning and disinfecting protocols . I asked a simple question to our team a few days ago, how long does the virus live . It is something we need to know, but frankly i think it is something that Everybody Needs to know. The virus can live up to 72 hours on plastic surfaces and stainless steel surfaces. Think about this from a transit point of view or from your car point of view. It can live on a vinyl car seat up to 72 hours. It can live on a pole or seat on a bus for up to 72 hours. Up to 24 hours on cardboard, up to four hours on materials like copper. The droplets can hang in the air for three hours. This was a shocker to me. When they talked about droplets, i thought it was a droplet and it falls. It can hang in the air for three hours. I dont even know how that works. Many of the people who spread it are showing no symptoms at all. So just factor that in in your daily life when you are going through your own precautions. We are also going to do the state finance report this week, and what youre going to see is what we expected, roughly a 13. 3 billion shortfall from our forecast. The total effect is 61 billion. What happened . New york state was not in trouble before this happened. New york state was very strong before this happened. Our economy was growing. It was growing at a very high rate. Our Government Spending has been at record lows. The spending increases. Our taxes today are lower than the day i took office. You are a democrat, how can that be . Thats the numbers. Tax rates on individuals, businesses are lower today than the day i took office. Every tax rate, as incredible as that sounds, is lower today than the day i took office. So the state finances were very strong. And then this economic tsunami hits and you shut down all of the businesses, everybody stays home, they are not getting a paycheck, and the consequences to the state is the revenue projections are way down. What do we do about it . Some people have suggested the state should declare bankruptcy. I think, as they said yesterday, it is a really dumb idea. People are talking about bringing the economy back, reopen, getting the economy moving again, and then rather than provide Financial Aid to the states that got hit by this economic tsunami through no fault of their own, the suggestion was made that states should declare bankruptcy. A few problems with that premise. Forget the morality of it and the ethics of it and the absurdity of it and meanness of it. Legally, a state cannot declare bankruptcy. You would need a federal law allowing states to declare bankruptcy. So to the senate that proposed it, i say pass a law allowing states to declare bankruptcy. I dare you. And let the president signed that bill that says i give the states the legal ability to declare bankruptcy. It is your suggestion, senator mcconnell. Pass the law, i dare you, and then go to the president and say sign this bill allowing states to declare bankruptcy. You want to send a signal to the markets that this nation is in real trouble . You want to send an International Message that the economy is in turmoil . Do that. Allow states to declare bankruptcy legally because you passed the bill. It would be the first time in our nations history that that happened. I dare you to do that. Then we will see how many states actually take you up on it. I know i wouldnt. But if you believe what you said, and you have the courage of conviction because you are a man of your word, pass that bill werent just playing politics. We will see how long it takes him to do it. Also moving on, voting. We still have elections in the midst of this chaos. We have seen elections held where we had people on lines time. G period of it is no sense to me to tell people you have to put your life at risk and violate social distancing to vote. We passed an executive order that said you can vote by absentee. Today im asking the board of elections to send every new york voter what is called, automatically receives a postagepaid application for a ballot. If you want to vote, we should send you a ballot so you can vote so you dont have to come out and get on line. Looking ahead at more testing. We are making great progress. New york state is doing more tests than any state in the country right now. New york state is doing more tests than any country per capita in the globe right now. That will educate us moving forward. Watch the spread of the virus. It is getting warmer and more people will come out of their homes. That will happen naturally. Watch that spread. Testing gives you those numbers on an ongoing basis. Maintain social distancing. Also plan on a reopening, and not just reopening what was. We went through this horrific experience and it should be a period of growth and a period of reflection. If we are smart and use it that way, there are lessons to learn. If we are smart and have the courage to look in the mirror. We went through 9 11 and were smarter for it. We went through world war ii and were better for it. We went through Superstorm Sandy and we learned and grew and were better for it. We should do the same thing here. People have totally changed their lifestyle. What did we learn . How do we have a battle Healthcare System that can actually handle Public Health emergencies . How do we have a better Transportation System . How do we have a smarter telemedicine system . How do we use technology in education better . Why do some children have to go to a parking lot to get wifi to do their homework . How do we learn from this and how do we grow . And let new york lead the way, because we are new york tough, but new york tough, when they say we are tough, we are tough, but we think tough incorporates being smart and disciplined and unified and loving. Last point i want to make is and this is just personal, not factual my grandmother on my fathers side, mary, was a beautiful woman but tough. She was a tough lady, new york tough. She had gone through the depression, and early immigrant who worked hard all of her life. She was a little roughhewn. I would say to her, you know, grandma, i met this girl, i met this guy, they are really nice. She would say nice, how do you know they are nice . It is easy to be nice when everything is nice. Grandma, what does that mean . She said, you know when you know if they are nice . When things get hard. Thats how you know if they are nice. I never really got it. But her point was, it is easy to me nice and kind and affable when everything is easy. You really get to see people and get to see character when things get hard. And when the pressure is on is when you really get to see true colors of a person and see what they are made of. Its almost as if the pressure just forces their character, and the weaknesses explode or the strengths explode. And that is what we have gone through. Hard. Has been it has put everyone under pressure. And you have really seen what people are made of and you have really had a snapshot of what individuals are made of and what we are made of as a collective. Personally, i will tell you the truth, some people break your heart. They just break your heart. People who i thought would rise to the occasion, who i thought were strong. Under pressure, they just crumble. They just crumble. On the other hand, you see people who you did not expect anything from who just rise to the occasion. And you see the best and you see the worst. You see the best and worst of humanity coming to the surface. On both ends. Everything gets elevated. The strength and people and the weakness in people. The beauty in people and the ugliness in people. You see both. For me, the beauty you see and the strength that you see compensates and balances for the weakness. And i get inspired i the strength so that i can tolerate the heartbreak of the weakness. Here is a letter that i received that just sums it up. Dear mr. Cuomo, i seriously doubt that you will ever read this letter, as i know you are busy beyond belief with the disaster that has befallen our country. We are a nation in crisis. Of that, there is no doubt. I am a retired farmer hunkered down in northeast kansas with my wife, who has but one lung and occasional problems with it. She also has diabetes. We are in our 70s now and frankly, i am afraid for her. Enclosed, find a solitary n95 mask left over from my farming days. It has never been used. If you could, would you please give this mask to a nurse or doctor in your state . I have kept four masks for my immediate family. Please keep on doing what you do so well, which is to lead. You want to talk about a snapshot of humanity. You have five masks, what do you do . Do you hide them, keep them for yourselves or others . No, you send one mask to new york to help a nurse or doctor. How beautiful is that . I mean, how selfless is that . How giving is that . That is the nursing home in niskayuna that sent 100 ventilators to new york city when they needed them. That courage, that generosity of spirit makes this country so beautiful and makes americans so beautiful. It is that generosity of spirit, for me, that makes up for all of the ugliness you see. Cuomo i dont know much about uv rays, not my job, business, education, background. Dr. Zucker . Dr. Zucker i think anything, when it comes to bleach, these are chemicals you would not ingest. As you know, we make sure our kids do not go into cabinets that have these chemicals in them. You need to stay away from those products. Reporter have you heard from the president about how he might help new york with supply chain issues when it comes to testing . Gov. Cuomo thats what we have been talking about the past two days. I had a meeting in the white house and the president and his team are going to work on the supply chain issue for the National Manufacturers to get the reagents, the test kits so they can provide our commercial labs in new york. We are doing about 20,000 aday and we want to go to 40,000 today. Reporter i wanted to ask you for the malin voting june primary. People on the left and right are saying it might not be a good idea because the board of elections is not up to carrying out the task. Would polls still be open for to . Ple to go gov. Cuomo yes, polls will be open. Reporter and you think the board of elections can carry this out . Gov. Cuomo life is options. You have an election and there are only two options. People go to the polls or they vote by absentee. There is no other way to do it, right . We are saying you have both options. You can go to the polls or you can vote absentee. I dont know what else anyone could expect anyone could do. An re you mailing absentee excuse me a second. What is the other option . People on the left and right are unhappy. What do they recommend, right . There are only two things, you have an election, you can go to the polls that day, or if you dont want to, you vote absentee. We are doing both. Reporter do you worry there could be mistakes or that the results might not be valid . Gov. Cuomo if you are against absentee, everybody goes to the polls. Is that what they want . They dont want that either because they dont want people going to the polls because you wait on line and you come in contact with other people. Life is options. Reporter are you sending reporter are you sending absentee application or actual ballot . Gov. Cuomo melissa . Ms. Derosa we are sending an application. There are two provisions, one is if youre out of county, and there are other things enumerated in law. One of those things is temporary illness. The executive order the governor did amended the temporary illness provision to include the risk of covid. This very closely. Everyone thought everyone should be sent for an actual ballot to vote we dont think it is in our constitutional right to create and mail in Voting System where it does not otherwise exist. We are saying that everyone will get an application with postage so it is easy. Every registered voter gets one, they fill it out and send it back in. About whether the board of elections can handle this, the provision the governor did a few weeks ago allowed anyone to do this, its just that then you would have to download the ballot, call to get a ballot, go to the board of elections to get the ballot. Were just making this more convenient for people who dont want to leave their homes, they can get an application with return postage to get the absentee ballot that the early executive order allowed for. Gov. Cuomo how smart is that . Reporter new yorkers have rent mortgages due. Have you given thought to a rent freeze or extend Mortgage Loans so people dont face a large payment when the moratorium is complete . Gov. Cuomo we are looking at that right now. End of thiso at the moratorium. We have a number of options we are looking at. Reporter we are now three weeks away from when the on pause order is done, may 15. Parents are trying to figure out if kids will be back to school. Do we have a timetable on that decision . Gov. Cuomo about one week. Ms. Derosa on the rent freeze in new york city, that is controlled by the rent board in new york city. That is controlled by the city. De blasio has been calling them do the rent freed. Controlled by with the city. Reporter [indiscernible] ms. Derosa that is something we are looking at but the pressure has been in the city and thats what the conversation has been. Gov. Cuomo its really an issue in new york city. Reporter when might that decision be made . Gov. Cuomo the new york city decision, new york city has to make. What we do on our executive orders that are going to expire, we have a couple of weeks still. We will give people timely notice, but we are looking at all options. Reporter has there been any update on the safety of pregnant women giving birth during the pandemic and how is that going . Ms. Derosa we will give the list of a recommendations this weekend for actions. You will see something in the next few days but we have been meeting everyday. Reporter does this open the door for you to institute a cut to local governments, schools are you going to invoke those powers . Gov. Cuomo we are looking at that now and we dont have a decision now, but i will tell you the truth. I said to the federal government, ive been talking about this for two months. Two months. I said, how can you have a federal government in a position where they will not provide funding to state and local governments . Small business, airlines, business programs. Now some of these large corporations, apparently have been taking money from the government programs. And they are not funding state and local. When you dont fund state and local, you dont fund police, fire, school teachers, school officials. What was the possible theory of funding large corporations but not firefighters and not police and not healthcare workers . I mean, it boggles the mind. And all they said is dont worry, we will do in the next bill, the next bill, the next bill. I said to our congressional delegation and our senators, schumer and gillibrand, dont pass this past bill they just did and less you have state and local funding, because they are not going to do it. Dont worry, dont worry. They are not going to do it. As soon as the senate acts, mcconnell turns around and says im not going to do it, the states should declare bankruptcy, bailout to the blue states. The most unamerican, uncharitable, ugly statement of all times. Yes, new york had more coronavirus cases than kentucky. You know why . The flights from europe land in new york. The flights were not landing in kentucky. Thats why we have the coronavirus cases. Thats what the researchers have now found two months later. That the virus went from china to europe, got on the plane and came here. And, by the way, the virus probably got on a plane in china and came here. But china maybe landed in california. The european flights landed here. Thats why new york has the coronavirus cases. Bailout new york . You are not bailing out new york. New york has bailed you out every year, it has bailed you out. Mitch mcconnell is a taker, not a giver. New york is a state of givers. New york is a state of givers. We put more money into the federal pot every year, we are the number one state in donating to the federal pot, number one kentucky is the number three state in taking from the federal pot. They take out more from the federal pot than they put in every year. Every year. But this is america. States, the federal pot, you put in what you can, and the states that need it take it. Ok. So for every year, new york was the number one donor state putting in more money than it took out. Putting in more money than anyone else. And taking out less. The number one donor state. Kentucky every year was the number three state that took out more than they put in. We were putting into the pot and they were taking our dollars out of the pot, and now he wants to look at new york and say we are bailing you out . You are bailing us out . Just give me my money back, senator. Just give me my money back. I mean, it is just ridiculous. They should declare bankruptcy. Ok, senator, passed the bill that authorizes states to declare bankruptcy. Sign the bill, mr. President. Economy is coming back, pent up demand, stock market taking off. Ok, pass the bill that allows states to be bankrupt and lets watch how the stock market takes off at that great news about our economic resilience. Of all of the Health Care Volunteers in the state, have they been made available to the Nursing Homes . Gov. Cuomo 100 have been made available to Nursing Homes. A nursing home goes online, you go to the list, there are 60,000 people. Hire whoever you want. They are available to help. Reporter first of all, i actually wanted to tell you something. I was speaking with reporters from other states, and one from arizona told me last night that the state officials there are not giving any information on covid19, so i wanted to say thank you for taking our questions. Gov. Cuomo thank you very much. A thank you from a reporter. Surprises never cease. [laughter] there is the positive of this coronavirus. Reporter says thank you. Reporter 16 states have submitted reopening plans. We have not heard the entire list of states. I wanted to know, are we on the list, and in terms of reopening, is the plan anywhere near being done for new york . Gov. Cuomo we are not on the list. If you look at the 16 states, those are the states that had a lower infection, hospitalization, death rate. We are not in the first 16 in the numbers or data. We will have a statewide plan which is basically focused on lessons learned, but then we are also doing a regional analysis. Because in this state some of the states are basically homogenous. New york state is anything but. We have the most dense urban area in new york city and then we have rural areas that could be in ohio or in montana. We have areas with very few people, basically agricultural. So we have both and thats why we are saying a regional analysis depending on the numbers. Some could open up earlier. Wine up with different problems because everyone goes to drive in to go their beaches or parks or et cetera. You open up main street now anywhere in the state of new youll see people in their cars driving up from new york that main street. I have doubt you see these up, res of beaches opening people will drive hours to go to a beach right now. You want to get out of the house. Have the kids who are making you a little crazy, put them in the car. Hours to go to a beach, people would do that. I i told you i saw a couple here on the corner, drove to buy food in styrofoam containers and sit in and eat it. Why didnt you just buy thai food in queens . Needed to take a ride. Reporter following up to that, terms of coming up with the reopening plan, do you know when our plan will be complete or do we still have too much of an to even get to that point . Guidance the c. D. They are now testing, i dont know how many are testing, maybe the doctor knows, yeah, we have testing in Nursing Homes. Large testing in Nursing Homes. Check the temperature of every staffmember that comes in. In a position to say everydo every staffmember day. Do you know the numbers .
