But we want to ask you. Helping or hurting his administration . The phone numbers are on your screen. It was over the weekend which the president sent out several tweets which got a lot of attention. Me dealt with the former f. B. I. Director. F. B. I. Director. Also Michael Flynn. A lot of attention was paid to this tweet in particular. Were interested to hear if you think it helps or hurt the administration and the information you may personally gain from the tweets he sends out. The president just tweeting out this morning saying that putting nancy pelosi and Chuck Schumer, liberal puppets, jones, into office in alabama what it was at a recent event at the Reagan National defense forium on saturday, his current c. I. A. Director, the former c. I. A. Director talked about the president s twitter habits and had an exchange on those habits. Heres a bit from that. The problem of suddenly tweeting an antimuslim video like that is that once it goes out, what it does is it inflames people that are out there. We had very nutch same kind of experience in the time that i was there when there was koran burnings that took place that made their way to video. When those burnings go out in a video, it resulted in several demonstrations taking place at embassies. The problem is that life can be jeopardized. So i think its really important that the president understand. Im not sure he fully understood maybe the implications of what he was doing. But it is clear that it is not something he should do, because when you do that when you tweet Something Like that out there, you dont know what the consequences are going to be. And the consequences could involve lives. So better not to do that. I hope he will refrain from doing that in the future. Twitter makes your job harder. We use twitter for lots of things in the intelligence community. There are days we have good days and theres days that we use it let me rephrase. I know what question youre going to ask. Twitter twitter makes your job harder. I dont know thats the case. Ive actually seen it help us. I have seen things the president has put on his twitter account actly have a real world impact on our ability to understand whats going on in the world. In other words, our adversaries responded that helped us to understand command and control, w those messages are resonating around the world. My son knows my views on social media. It is not an unambiguous good. Maybe thats enough. How about just reacting to the specifics. I dont have much to add. The president in my experience, when we talked with the president about the threat from radical islamic terrorism understands that it is incredibly important that we address the maligned behavior n a way that reflects on opportunities to make americans safer. Ost so current and former c. I. A. Director talking about the president s twitter habits. A lot of people commenting on it as well. You can, and we give you the opportunity in this hour. C. I. A. Director our line for independents. Daniel. Caller the twitter use, the speech at the u. N. Where the president goaded and used infantile name calling and insulting the leader of north korea, threatening to flatten and incinerate them. We all know that. This is simply treason that donald trump needs and incinera immediately removed. The United States must deescalate. Host so the twitter use, please. Whats the comment on his use of twitter . Caller anybody who would goad the president of north korea with infantile names is a danger to this country. The next war games are going to use 200 aircraft. Host well leave it there. Judy, go ahead. Caller yes. I think that it is damaging to the administration, its damaging to the world. I think that his twitter account should be completely canceled. Doesnt comply with the rules. Most of his tweets are hate speech. The only reason twitter allows him to continue, they made an exception. Host when you say the twitter use is damaging specifically what are you thinking about . A specific tweet or topic . Caller i would love to say its one thing, but its just about most of the stuff that he says is hateful. When he talked about our government agencies, the or when or when hes talking about a Congress Person or the news media, something that we consider normal that these agencies and this group did their job. And it wasnt perfect but theyd did their job successfully. Now everything is fake news and awful Administration Agencies with the exception of him. Thats a problem. Host lets go to darlene, republican line. I like it. He should keep on doing it because the media is all liberal. Plus, theyre gossip columnists. They want to rule the country and they are idiots. Host specifically why do you like the tweets that the president puts out . Caller because i hear a different opinion. I hear his opinion. And i like his opinion and i voted for him, and im 80 years old and i would vote for him that long. Do you think about what he that long. Host when the president tweets on something do you take that says . On value or how do you respond . Caller i take it at face value. Sometimes says . I laugh because funny sometimes. Ut i do take it at face value. Host again, the phone lines are available to you. The numbers are on your screen. This is about taxes with the house and senate beginning the conference efforts today on capitol hill. Lets go to utah. Caller good morning. His tweets do nothing but hurt. But he likes it because things that have come out of his mouth are just mind boggling. It is not good for the country. Weve never had the president tweet before. But he likes it. I guess all that matters. Hes bad, bad, bad. Calling use youre and commenting on, you do i guess in a sense Pay Attention to what he says on some level. Caller i try to. Then what did he say . O he didnt just say that. Whatever like the thing with the women and bus thing. When youre rich you can do all these things. Then the al franken guy, hes a bad guy. Then the alabama whoever that guy now hes well but he believes he didnt do that. Its rizzcluss. Hes an idiot. Host chicago, illinois. Independent line. Im 29 years old. I think its absolutely insane for anyone to think that his use of twitter is helping the country. I honestly think its incredible for anyone to think that what he uses on twitter is helping the United States of america. Im sorry, thats a fact, im an independent, i voted for john casic. I wrote him in. This is incredible for anyone in the entire world that thinks that his use of twitter is helping the United States of america. Give me an example of his use of twitter not helping the United States of america. Caller not helping . Theres countless. I mean, iic understand to some extent there are some things, if theres a scenario in france or britain where theres lives apologetic s being and supportive. For that circumstance. Other than that, come on now. You cant anything that he does is really bad. Other than now. Host twitter. Seattle, washington. Caller im calling about his tweets about the football players. Im 74 years old and most of all the people i know, all my relatives sons have been in the. Arines most of the people thats my age, we dont stand for the flag as African Americans. So when he speaks about what he is seeing to me its ridiculous. What black people have gone through in this country, what is there really to stand up for . We work hard. We have two or three jobs, and we dont complain. We just keep going and working and educating ourselves because thats all we can do. Host what do you think he did for the conversation about those issues, the president tweeting about them . How do you think it changed the National Conversation on those topics . Caller that president is just racist. He can tweet whatever he wants, he can do whatever laws he wants. But were going to survive no matter what he does. If we can go through slavery, we can go through anything. Twitter. President s california, republican line. Go ahead. Caller that last point you raised in the article. Its interesting to me that lynch would sit for the American National anthem in mexico, that has a documented human Rights Problem with Police Brutality and the militarization of their Domestic Police force. Every independent and democrat youve talked to has bordered of hysteria. When you ask them for concrete exramples they cant give any. I would say the president s twitter use is incredibly effective because it cuts out the intimate area. Instead of having a president for targeting day in and day t, he gets to pick the stories. As an effective use of mass communication, if were going o have Massive Media and politicians tweeting, if the president is going to do that its great he does that this way. Give me an example thats a positive. Caller i could think of a couple but one in particular i fact ost recently is in the n. F. L. Story where most americans are either not following that news line, theyre either as sports fans fan atically involved. The president was able to isolate the variable and say this is kind of exceptional that we have what are professional athletes who make millions of dollars going on about Police Brutality either because theyre unable to articulate what exactly is the grievance or because theyre doing it because their teammates are. Whether or e is that profits off of millions of americans hardearned dollars in ticket sales is actually condoning something that is antiamerican or if its going to do something to encourage its players to have some patriotism. That was an incredible, powerful moment and it was a lightning rod. Everyones been talking about the racial dimension, the unfair contract for the players. I think its incredibly productive. Host back in october that the president was commenting on the n. F. L. On a regular basis said this. Alexandria, virginia. Democrats line. Caller i would just like to say what guarantees are there someone lets say that works at twitter hack into nald trumps account and somet declare war on north korea . Host so youre saying just the curity declare war on of the platform is a reason for the president not to use it . Caller absolutely. North koreans are not that sensible. Lets say that of the complete war on north korea and they see an airplane in the sky and they shoot it down. Accidents happen all the time. Host from the wall street journal today. Florence, arizona, david on our republican line. Caller im a firsttime caller. I couldnt agree more with your rizona, david caller prior to your last one who i think is a fruit cake but trumps tweets it seems to me its the only way that he has available to him to get his message out there. You know, the media is not doing anything but pulling a few key words out of anything he with your caller says and does and make i narrative. Wn i can only say that trumps tweets are effective and they are changing the way people wake up and see things in this country. Thats pretty much narrative. I can only say that trumps tweets are effective and they are changing the way people wake up and see things in this country. Thats pretty much my opinion. Host when the president tweets on a variety of caller theres a lot of processing that goes on. As far as north korea and his out against a regime there that is totally out of control, one that threatens the lives of americans as far as being a battle of words, i dont think that trump sout of line there. I think anything he says about this man is genuinely to the core being true. Host what im asking do you take everything for truth on face value as truthful . Caller no, i dont because all people have emotions and react emotionally. Our president s different. Hes beat up on a regular basis by every form of media out there. Different. Hes beat up on a regular basis by every form of media out there. He has to deal in emotions. And maybe he might say things on occasion that dont ring true and you feel the anger there, but it doesnt take away from the fact that he is a good president. He is doing more for this than has been done for so long. Hes opening peoples eyes to the biggest threat that we have in this country, the muslims that than has dont even try to their views of what they feel about america. Death to america is always been there thing. Agenda met et their until they can overcome the est. Host so this is carl in berkeley springs, west virginia, republican line. Caller good morning. Think its a good thing for one reason. Do you think abc would have ever retracted that story about lynn if it were not for the president tweeting . I doubt it. The public would have been out here for the public to consume fake news just like he said, it was fake news. And you asked the gentleman a while ago if he believed febled all the tweets were true. You know what, i dont believe everything i hear on your program is truth, and i would love to see one program about uranium 1 or the dose yea. I bet my wife a steak din thear you guys would never put it on and im winning. Host weve done segments on those already though. Caller i havent seen anything on it. Host i invite you to check our website for that, if you want to see all the segments weve done type in uranium 1. I dont know about the dinner as far as the bet with your but there it is. Arizona is next, independent bu arizona is next, independent line. Caller thats arkansas. The president needs to be on twitter because the Mainstream Media doesnt give him a chance. Look what he said he as new yorker. Rex, you dont need to talk to them, they only know one thing. Thats how new yorkers talk. That doesnt mean he was undermining him. That doesnt mean he was taking his power away but thats right what they jump on. They twist everything he says. I agree with him, the people have ruined the n. F. L. With all their crap. Host so youre saying that the around then un from typical media sources and you take that for what it is and take that as truth every time he does that . I dont take it as truth every time but youve got to have a brain and not just be out there to put him down. People in the swamp and the media have so much to lose if all the truths came out on what they have done, in the last 50 or 100 years, the people anybody who is paying attention should be mad as hell. Donald trump is a real american. The last president we had tried to destroy this country with everything he did. Look at the way he left our military in bad shape. We cant even fly around in a chopper or airplane without it going down. And theyve been hacked by people. How come we cant fly our planes around . Host anthony, virginia beach, virginia. Caller good morning. Im an older black man and i can truthfully tell you that i support donald j. Trump our president. I personally believe the man is doing right as it stands right now. And as a black man i can tell these black all folks earned that much money in another country that is purely black or primarily black . We have to come to appreciate what america what god has done for us. Racist people in these United States we are blessed. And i think there is a better way of going about all of this rather than kneeling at this point in time we should be standing. Host to that point, to the twitter use what racist people . Caller i dont agree with everything on twitter. Some things could be left off. But i do support the president on that to many things. Many. Including this whole muslim stuff. I really support our president. Host for the first half our, weve asked about the president s twitter use and what you think about it. You can continue commenting on our next half hour. The Judiciary Committee has an investigation going. It involves obstruction of justice. I think what were beginning to see is the putting together of a case of obstruction of justice. Think we see this in the indictments. And some of the comments being made, i see it in the hyper frenetic attitude of the white house that comments every day, the continual tweets, and i see it most importantly in what happened with the firing of director comey and it is my belief that is directly because he did not agree to lift the cloud of the Russian Investigation. Obstruction of justice. Host lets go to new york, democrats line. This obsession with f justice. Twitter is helping to diminish our standing in the world regardless of what some of these other people are saying. I mean, i dont know what to say when the Prime Minister of rebuke this it reminds me of my spoiled tenyearold cousin except its the same difference. Its a disgrace. Donald trump and his family are a plague on our nation. Host the twitter use, youre specifically citing the Prime Minister. Caller its more than that. Its the name calling, its the taunting. Its just not president ial. Like i said, hes like a spoiled 10yearold who no one has ever said no to. Even when right hes wrong. Host the garden newspaper which comes out of the United Kingdom even when talk about th of those videos. You can find it on line. Caller i think the president s twitter use is causing a great deviciveness in the country. Hes just devicive. Hes always angry. To those that say that what he hes bypassing the media and everything. His spin on ting the issues. For instance, the n. F. L. Players, im a 22 year retired military veteran. I love this country. But i fought for the rights of these people to peacefully demonstrate or protest. Not to just say i dont like what theyre doing. Theyre not disrespecting me. A lot of these people out here complaining have never, ever crificed anything for this country. Host a couple other stories to show you. Today to nt travels talk today to talk about National Monuments and land. Phoenix, arizona. Line. Ican caller im really disappointed in the United States of america youve got that line. People calling as democrats and theyre just bashing trump. The bible is really clear that we need to pray for our authorities. So these democrats should not be condemning and attacking trump but should be praying for people him. Habits. Nts twitter its totally helpful or me. For example, youre giving New York Times and things of that effect. I look for the same type of news as youre looking at and the majority of it attacks the president. There to agenda out destroy the republican for example, youre giving New York Times and things of that effect. Constitutionalist type of environment. Just like the example of that video. It had to do with the open borders. If you noticed it was britain first. What is the focus of trump . Close our borders, opposite of the democrats clinton backing of open borders. The islamic terrorism host so youre saying the that. Nts tweets reveal its beautiful. I love to be able to go and read and get a direct get direct on whats going on at the white house. What a better response to get immediately than to its beauti i love to be able to go and read have a twitter from the president of the United States. I am grateful and thankful he takes the time to do it so people can me host you heard the previous caller. Its basically giving his own story. How would you respond . Caller i disagree. I believe hes telling you whats going on in front of his face every day. U couldnt get if you notice all of the news sources use his tweets because thats the only thing that they have work with. Otice all caller the caller shows what the right is all about trying to blame obama because of a few plane crashes. Is there anything they dont blame obama for . Every time i think they hit rock bottom they figure out a feet deeper. Ee host what do you think about the president s tweets . Caller i agree theyre silly. A rant. A rant. The president of the United States shouldnt be on a rant. He should be calm and a little bit like obama. He wasnt the greatest president but he wasnt the worst, either. Were seeing this out of control crazy man in the white house. I hate to say it but thats fee host what what he is. Host good morning. Caller it upsets me when republicans get on the line and say that we are attacking trump but when its really a problem with National Security when he retweets and he retweets stuff that he really hasnt done any kind of investigation on. When it goes to the point where they say hes done more than any other president , were still trying to figure out what has he done . Regardless of being a republican, democrat or independent, it is about the country. We should put america first. When you start making accusations towards north korea and tension builds, when the problem comes here in america, we start some kind of war or then we start s, going to the point that we want to blame trump. Why avoid that now . Why cant we do then we start s avoid that now . We all know how our president is. Host the alabama special election takes place on december 12 is the s a topic many watch. If you g to the real clear politics website they keep track of the various polls involved in this race. Hey highlight the recent cbs poll from november 28december 6. Owing roy moore up the washington 6. The washington follow showed doug jones up by 3. Take those collectively, 3. 2 rp with hoy moore. Again real clear politics is where you can find that. The topic of the Alabama Senate cnn. Lso a topic on when it comes to the president this is the donald trump is going to campaign for roy moore cause of course but he makes the distinction that less than a week making clear he would not go to alabama to campaign michael. Republican line. Aller thank you for taking my call. I think the president s tweets dangerous, crazy, very shows the president s lack of confidence. Host give me an example of that. If you ask the president to come in and make a major speech he will come out and he will contradict himself. Turet. t have the ma maturity. He will say anything. So i think the white house is trying to control him. This is where he comes out and tweets. Some people were following him. But i think its a good thing we se in the next round will know who he works for. We thought he was a good president. But now we know the real donald trump. Host would you vote for him . Caller i cant say that but i know some people who voted for him and they have regretted it. Its good that he is doing that. Who he is. Who he is. Host west virginia. Caller theres one question the republicans always ask. They say i never seen a poor person hire anybody. Have you . Well, yes. Im a poor person. I hired an exterminater, i hired a plummer, i hired an electrician. My yard. Ople to do that k its a great day that ent trump President Trump uses twitter. I had to change my phone number to get on cspan because they ask me whats your comment. Say anything outrageous and they blocked me from getting on. Because they know my name. Then i have to say my middle name to get on cspan. Im tired of cspan sense rg e. St you made to point youve gotten on the program to give your program. I dont know where the issues of blocking come from. According to our people you have been on three times before. Maryland, independent line. Caller i just want to say that im actually glad that he is tweeting and that we have the bility to listen in on it. Things we need to talk about. It just brings everything tolt surface. Host do you think it calls for discussion amongst people . Caller i absolutely do. T forces discussion. Ike for instance for the folks you work with every day, we go into our joshes, we smile, and we have you work with we have workplace discussions and all. But when it comes to these kinds of issues which are normally sensitive issues, like ive been at this job for 17 years now. So im 38 years old, i started when i was 21. We always smile and have a good work. Our political views are totally different. Some say that they voted for him because of gun rights and these kind of things. In large part i feel like you voted against your own interests. Trumps not for any of that. He is not for the middle class person. I can understand maybe if youre a wealthy white guy i can understand your support for host good morning, teresa. Caller i think the trump great. Re its showing all about his character and the sooner that they start prosecuting these politicians that are responsible great. Its showing all about for all corruption and wrong doing, then theyre going to keep getting more and more in. I think host when you say it shows his character, what have you learned about his character . Caller hes not a nice person. Hes a saidist. He likes watching people fight. He wants to divide everybody. And theyre going for it. Host is that something you agree with or not . Caller i do not agree with that. Muslims s far as the go, theres just as many bad muslims as there are bad christians. Youve got good and bad in all. Host the former access hollywood anchor billy bush in a conversation with President Trump, candidate trump at the time leading up to the election which became famous as you know, has an op ed in the New York Times this morning. Host good morning. Caller good morning. I think its a good job one of the best president s i think weve ever had. He stands up for our country. And hes im a native american. Native americans were the first to be slighted. Host what do you get from the president s tweets when he sends them out . Caller he tells us whats going on. Hell answer your questions for you. Host you believe him . Caller yes, i do. Im not afraid of my life now or our country now for this president. At least we have someone who is going to stand up for us. Host dick, good morning. Caller good morning. Youre not going to like what im going to say. On the twitter account he is hurting the people because he lies. Now, theyll say a composition between what trump is doing and ill take you back to Richard Nixon and mccarthy. You remember the hearings . If you put them all on the line, donald trump is the worst one. D he is hurting people severely. Im waiting for the impeachment. All the people, flynn, why does cute ra even get into this program just because hes related of the son inlaw . Host back to the twitter account. Your specific thoughts on that. Caller the word is that he is lying. Host why do you believe that . Caller no one can interrupt him. All those reporters when the to tell the truth, he comes out, urbanned from this program. So on the twitter account no one can answer back to him because its twitter account. Youre on the phone, youre not oneonone, and youre just a isgrace. Host scott is next in ohio. Caller i just want to say since he was naug rated hes only given one press conference whereas obamas goifen 11, george bush 5, clinton 12. I think thats why he tweets all the time because hes afraid of what the press is going to ask him. Other ed question with dignitaries but only a couple. So i would like to see a president who has the courage, even though he says the press is unfair to him, they have the courage to show he can answer questions from the press. Thats all i have to say. Host off of u. S. A. Today this morning talk about action of the supreme court. It gives the front page section. The court will take up the topic of sports betting. Er st gene on the democrat line. Caller good morning. I hope you will give me a little time. I want to make two points. The first one is to the African American support trump from virginia beach, i would pray for you. Blacks owe the whites, especially trumps whites. And trump nothing. Much of america was built on r black backs so we owe them nothing. Host to the twitter account. Caller number 45, he used that twitter account to play to his base. For distraction. He keeps us divided. Host to the twitter account. Caller number he knows his base. He hates African Americans and he knows that his base is fearful of black people. He uses religion, he uses the media. He used whites. For example, he used the media he said its fake. He uses the muslims. He calls them terrorists. When blacks do things he called them thugs. But when the whites do this he said they have a mental problem. Trump is nothing but a racist and hes out for himself and his family. People, we need to get this man out of office. Host john, baltimore, maryland. Caller i am a black republican and if i could make two points. First towards the twitter account. It is a good thing because it allows us to see who this man really is. He as racist. His father was a ku klux klan senior member. He was brought up in an environment. O we know who he is by the twitter. So that gives us an idea of who he is. I when i was in high school was told that the Republican Party represented people who wanted to stand on their own feet and expect you to teach people to fish rather than give them fish. So ive been a republican. The point i want to make is that i will benefit from some of these tax things that he is supporting and then some people will be hurt fwi them. So theres a tradeoff. You cant make everybody happy. The policy is not good but host one more call. Jacksonville, florida. Independent line. Caller i think that its a good thing that he tweets about subjects. It gives the public positive and negative thoughts on what is going on throughout the world and throughout the day. But, again, there is times that i think that he should really think about what he tweets that could put the country in to danger. Host what have you gotten positively or negative from the tweets specifically . Hes left. Thats it for this segment. With much activity going on in the white house and in the congress especially on tax reform efforts. Two guests joining us. Well take a look at those. Host two guests joining us to give us a week ahead in washington on topics and specifics that will affect not only the white house and ongress. Thanks for joining us. The week ahead for the white house. What are they going to be most concerned with . Guest well, the president is going to be in utah today. He is going out to make an announcement on shrinking National Monuments. Its been an issue that he has cared about in terms of corraling federal powers. Wednesday well probably see some type of announcement on israel. The administration has indicated theyre likely to declare that jerusalem is the capital but punt on this on going issue of where the u. S. Embassy should be. In all likelihood it will stay in tell aveeve. Well see the president back out on the campaign trail. Will be in will be in pensacol florida for a rally. That is aimed at roy moore supporters who live across the bay in mobile. So well see the moore issue pop up. We just saw it this morning. The president said that he is supporting roy moore. Overhanging all of this is this ongoing Russian Investigation of the issue of general flynn, whether hes going to provide information to the Mueller Probe that could implicate others in the white house. And then im sure mike will be focusing on at the end of the week weve got a big budget deadline, perhaps a government shutdown, and the president will be working with congressional leaders. Ahead. Guest were at the end of the year and they dont have a plan to fund the government but here we are once again friday. They have a deadline to fund the government for the rest of the fiscal year. They will not reach that deadline. You remember last week there was supposed to be a big meeting between donald trump and nancy pelosi, a Charles Schumer march Mcconnell Paul ryan to talk about spending caps. Thats important because you cant discuss whats going to happen under the caps until you have the caps. And then trump ahead of that meeting tweeted that there was no budget deals coming and kind of attacked the democrats who quickly canceled that meeting. Weve been delayed a week. So whats going to happen on friday is were going the Republican Leaders want to kick the can two weeks. So instead of december 8 we would look at a deadline of december 22 just a shortterm to buy some more time type of deal. They will be voting on that before friday probably on friday. The question of what happens after that is very much up in the air. Paul ryan and the republicans still think they can get a longterm spending bill called an omnibus that will get them through the rest of the fiscal year through september in that short window. A lot of conservatives dont like that plan because they going to get jammed. They would have to swallow a lot of things that they would prefer going to get not to swal. So their plan is to kick the can into the middle of january when they wouldnt have such a tight deadline. You can envision a scenario when they go from this friday to two weeks and then go an additional three or four weeks into the middle of january. So its just punting. Zessber 8 wasnt the initial deadline anyway, it was september 30. So this is already in kind of borrowed time. Host so the white house is looking at this, mike talked about this meeting that didnt happen. What is their attitude now . Will they just sit back and watch . Uest i think theres a hope of can get some kind twoweek temporary cr that would get them closer to the holidays and then get it in to january. I think one interesting thing will be what they do on the zacka issue. Democrats obviously are trying to use that as leverage to try to get some kind of permanent solution to the dreamers who are in this country and need the protections. The president has basically indicated that in all likelihood, if we get to march reached an ent agreement reached an agreement hes likely to do something to help the dreamers. So i think democrats seem to have leverage on that issue and theyre trying to use it to their advantage before the end of the year. Host as far as then democrats, thats the message were going to hear as well. Guest the democrats arent involved in the negotiate of this at the moment. Until they Start Talking caps theyre on the sideline. So its just been republicans and theyve been out of the loop so theyve been in wait and see mode whats going to come up. Paul ryan has sadse he doesnt want to do daka on any kind of spending bill. Trump has sold paul ryan has senators the same thing. But its difficult to envision a scenario where paul ryan brings the dream act or something similar to the floor as a standalone bill. Particularly this year. Theres not any time. Theyve still got to do emergency supplemental for all the hurricanes. Theres a laundry list of things they have to do. They dont have time to do that as a standalone so then the question becomes do the Democrats Use their leverage because the republicans are going to need their votes on the spending bills . Probably in the house because vote ativings usually against these sorts of things and definitely in the senate where Chuck Schumer is going to have the filibuster. So are the democrats going vote against these sorts out on that limb and say if you want our votes were going to need daka on there . If you dont were going to shut the government down and you will likely get blamed or were going to get our dream act. Host our guests will be with us for this hour to talk about these issues and more. You want to ask questionings, the numbers are on your screen. Questionings, the numbers are host what happens today specifically and then speculate or give us a sense of what happens as far as these reconciling process takes place. Host this is where the rubber meets the road. Theyve been talking about tax reform for years. This is his dream. This is what he wants to get done. The house was supposed to come back tomorrow. Early to back a day reconcile these two big bills. The house passed it. They only had 13 defects before thanksgiving. The senate struggled when they did early to reconcile these two big bills. Saturday. So but enormous differences bills. The two now theyve got to iron out the differences. There was always the thought and i think some fear that the senate was just going to jam the house and say youve got to vote bills. Now theyve got to iron out the differences. This or nothing. Mcconnell and ryan have said no were not going to do that. To conference this out. And that process starts today. But it is a race to the finish and theyve got a lot of big issues to resolve. Theyve got obamacare mandate. Differences in mortgage Tax Deduction medical Tax Deduction. Graduate school deduction. Amt. The list goes on and on. Theres some pretty major to conference this th problem. It is crunch time. Host can the white house saw a victory last week. What are they doing to make sure they get a final victory . Guest the white house does not see these differences between bills as and senate deal breakers by any means. They feel like the hard work was getting it through both chambers. One thing that was very interest ong saturday before bi left for new york, the corporate aid on the tax rate we would like to see it 20 but maybe 22 . And that certainly raised some eye brows that you probably saw marco rubio tweet. He had wanted a corporate rate of 20. 94 i believe as a way to credit. His child tax they wouldnt do it. They were insisting it had to be 20 . Now the president seems to be c they open to negotiation on that issue. So well see how these pieces come together. But i think in the large part the white house feels like this is something that they should be able to get done before christmas. The president is all about branding and he has been saying for a while now that he wants to deliberate big beautiful Christmas Gifts in the form of tax cuts to the American People theyre on theyre on track. Host again, for our guest it will continue on. Lets go to john in pennsylvania. Youre on with our guests. Good morning go ahead. Caller thank you for take mig call. My question is mostly about Michael Flynn. What direction do you feel with the country of turkey and because it seems like they talked about the russian situation where Michael Flynn lied. But where is the main source about that from pennsylvania . Direction do you feel the white house is going to go in that direction . Where is the proof that Michael Flynn direction do you feel the white house is received money f country of turkey . Is there any proof that he received any money . Host ken. Guest in a lot of ways were reading the tea leaves with the mueller investigation. We really only know what he tells us through the court documents. One thing i thought was very interesting was the plea deal gets into lying to the f. B. I. It does not get into some of these other issues that you cite in terms of his business dealings with turkish gets into and whether there may have been any improprietary on that. Hat i think you have to keep in mind is that if mueller had wanted to throw the book at flynn he could have and brought up all these other issues but hes seemingly willing to just focus on the one issue of lying to the f. B. I. As a way to know more rs who may about what happened earlier this year during the campaign. So the fact that turkey did not come up in these pleas i think shows that they want to use flynn as leverage, as a cooperative witness who could help implicate others. Host the president s tweet talking about flynn and apparently what he knew, what do you make of that especially now there were the white house has been trying to say that the president wasnt changing his timeline. He was simply acknowledging what we all know, which is that when flynn has now been charged with lying to the f. B. I. But it raises questions about what he knew and when he knew it. Host have we heard someone else has composed the tweet for the president . Guest thats new for us. You could see a scenario where you want want a lawyer to compose a tweet if it relates to the investigation. Up to this point the president hadnt been tweeting much about the investigation. It seemed like they had prevailed to leave that subject alone because a tweet could put you in legal jeopardy and cause problems for you. But the fact that you have a lawyer coming forward and tweet, composed the thats very unique. Host various investigations looking into these issues particularly amongst democrats. How do they take in and use it for their purpose fs they do . Guest theyll pounce on this politically. This has been an issue for them all along. They thought his political goal hasnt led to the result they were looking for. Tweet, moving as as public as they would like. But they will certainly the House Intel Committee are both very focused on this issue. Thats where quickly and democr like a broader investigation. They would like a 9 11 style commission. So it would be more independent, more nonpartisan. But thats not going to happen with the republicans controlling both chambers. So youre going to see adam shitchshiff and mark warner the ranking in both committees. Its just more of a drip type of scenario. Theyre looking forward a smoking gun and havent found it yet but theyre hopeful. Host lets hope from a caller in new hampshire. Youre on. Caller good morning. Washington journal i have to give you a shout out. I love this show. The best show on tv. I have learned quite a bit from you guys and from republicans i hate to say it and it has changed my mind on one or two issues. But i have a question for both of your guests. I would like for both to address it and i have a quick commevent. I would like to say this. I love prompts, tweets, just because youre going to sink his ship hfment he keeps tweeting. That will get him in trouble. People are going to be able to refer back to those tweets. Host your question to our guests sir . Caller when will we ever get back to roared . The regular order . With all the partisanship, with the president s rhetoric, when will we ever get back to regular order or is this the way its always going to be . The host thank you. Guest its a very good question. When paul ryan and the republicans came in at the start of this term they had unified government for the first time in a dozen years. They have the white house, the house, and senate. And they promised regular order. They were critical of obama and the democrats of jamming things through. Obamacare being the apex of that argument. Since they have taken control they found out its a little more difficult than just that. There are a lot of bills passed by regular order. Theres a lot of bipartisan cained of run of the mill every day bills that are passed not controversial. Hey go through committee, come out of the committee, go to the floor, go to the president s desk and are signed. Its out of the just not happening o big stuff. Because of the pressure on the republicans to reward the voters who put them in power, the Appropriations Bills that they pass throughout the year were very conservative. They passed on party line votes, in committee, on the floor if they made it that far but it was all a charade because they knew it was never going to pass in the senate. They still need of 0 votes in the senate to pass 60 votes in the senate to pass anything. That was going to be the barrier to getting those conservative ideas to the president s desk. They knew that but had to put on the show. Thats what weve been seeing all year. There was a regular order up until the point that it hit the Senate Filibuster and then it stopped. Now were into crs, kick the n down the road and its going to end up in a big omnibus bill. Its going to need bipartisan support. So there went the end of regular order. Then its not only going to spending bills, youre talking about health care stuff, then they start throwing all kinds of other thing that is are not even related to the spending bill and then regular order is out the window. So when are we going to get back to it . I have no idea. I would guess not any time soon. Dont hold your breath. Host does this white house care about return to reg wlar order . Guest publicly they would say they would like to return to regular order, a better system. But this is just a function of the polarization of our politics. We have had a stream of views on both sides often clashing. As mike said when the senate is as divided as it is it makes it to just for a party get a budget bill through in a normal process. Youve been living on the shortterm crs fosh years and its almost retaliatory. I think a lot of democrats feel like republicans force them to pass these when president obama was in charge and why should they go out of their way to help republicans now that they have the white house . Host go ahead. Caller good morning and thank you once again for cspan. Its interesting and sarin dip tuss in terms of the previous caller asking how we get back to normal order as my own question effectively is on the back of that as well and is very much akin to that question. As an independent voter and someone who bleevels that we are in an extraordinary crisis that has been lingering for quite some years now. The question that i have is lets think outside the conventional ultra polarized box for a moment. The framers of the constitution created a constitution wrn the public, the people, the american constituency itself had the capacity to hold a congress and east coastively come together and discuss how they can contend with things if, for example, things in washington and things with the parliamentarian and with the politicians that are supposed to be our elected officials as on posed to our leaders go awry and astray. I would like to pose the question, what constructs should the American People be uelingt liesed in terms of one another as freethinking adults outside of the conventional voting strictures, outside of the conventions of simply tweeting back and forth at one another like children . What can we utilize within the constitution that would allow us to come together and discuss these things in a mandated orderly and simple fashion . All adults within all 50 states to come to corral the powers in washington that in my opinion and i would argue at least 80 the gone completely into sewer . Guest not being a constitutionalthe scholar i don know of any specific provision within the document. But this goes back to voting. You have to have an engaged population if you want the place to work. Shaw said rd democracy is that thing that ensures that we get no better than we deserve and we govern no better than we shaw said democracy is that thing that ensures that we get no better than we deserve and we govern no better than we deserve. Remarkable that were talking about this alabama race and moore and all the attention that we shower on this thing. And then a lot of voters say what ray . We havent heard about it. People hadnt heard voters in alabama shaw said democracy is that thing that ensures had not heard of roy moore. So when people are that disengaged, when the caller said 80 . How many are going to the polls . Its a special election next week. Very high stakes in alabama. Well see how many show up. And maybe disengaged its just because theyre politics and it becomes a vicious cycle where the place gets worse because nobody is engaged. Then it turns voters off and then theyre not going to go back. People paid attention and went to the polls, it might be better. Things might click a little pol becomes a vicious cycle where the place gets worse because nobody is better up here. Host judge moore sent out a tweet specifically thanking the president for his support and will make America Great again. Cant wait to help drain the swamp. Has there been support for this president and roy moore . Guest the president has tweeted he is supporting roy moore. That his vote is essential to help the republicans pass their agenda. The president is concerned that if doug jones gets that vote it could help Chuck Schumer and they have very narrow margins. Two votes basically made the difference here. So roy moore is viewed as someone who can help deliver republican support. And theres almost an ends justifies the means approach here. They tried to avoid moore about a month ago and i think as some of the scrutiny of moores conduct has died down, maybe perhaps its been clouded a bit by some of the issues going on with the democrats, i think the white house feels like now its time to get engaged and try to put him over the top. Host so if roy moore did win then whats the Senate Action . You saw Mitch Mcconnell saying let the voters in alabama decide. What happens if that happens . Would there still be attempts to block that . Guest it will be a fascinating thing. I think initially the feeling was if he got here there would be some kind of ethics investigation and then that he might be expelled or censored or something. Certainly was the hope in the eyes and minds of a lot of republicans. But as this has evolved and cer hes gained the popularity 069 president and other conservative figures and if he wins what are you going to do . Poke a finger in the eyes of the alabama voters . You cant necessarily do it. And you cant do it at all. Theyre starting to realize that. Its unclear what will happen. Theres still calls on the right for an ethics investigation. I guess the question would be with a would be the outcome of that . Thats the way for them to punt it. Well take a look at it sort of like the initial calls for an ethics investigation into john conyers. But things evolve and well have to see what happens. But its going to be a fascinating dynamic because its not just these charges lingering over him. Its that he and mcconnell dont get along and roy moore has promised to be a thorn in mcconnells side which is not something the majority leader reads right now. Good morning. Caller thank you for taking my all. You cant have a deal until you know what the caps are. Theres only so much money going into the pot and we have so many problems we cant just and say well take care of it when we dont know how much money is in the pot. We have so many people and say unemployed, so many people who need health care. People on food stamps, people who need to be trained and jobs. We have to look at the most important things and work down. Thank you for take mig call. I think the caller speaks to the problem we saw recently when the president was going to welcome the congressional and s to the white house then they pulled out. That was lost time. They could have perhaps talked about these caps and maybe reached some type of agreement. Theyre going to have to figure hat out. Get the twoweek delay they can buy a little more time but certainly behind the scenes the talks are ongoing. See i re going to get the twk think is if the caps are busted , but the di agreement is going to be partisan in the sense the republicans want to increase the defense spending. See i think is pelosi and schumer say we want that too but we want parity. If youre going to increase defense by x dollars we want x dollars for nondefense discretionary spending. So thats where youre going to see the cap situation happen. But to the callers question, this should have happened last week and then we might not need cr. My question is from immigration. Im here 32 years in the United States. Wheng i first come here i was 40. Now im 72. I was a nurse. Before i didnt speak english now i speak. I took care of lots of patients. I support every government gency. Now i deserve my pension and Social Security. Here am i to go now . I worked all the time. Now im not working i dont have money. Here am i to go . The larger point of immigration. Funding for a wall had to be in place, is that off the table now . Guest from the congressional standpoint its a nonstarter rom the eyes of the democrats. The same dynamics are happening now. Nothing has changed in terms of where the democrats stand and where their votes will be eeded. In september when he worked the chuck and nancy on shortterm bill he took a lot of blow back from members of his base. And i think the president is concerned about his base where it would the shortterm bill he took a lot of blow back leave him on the i nd theres a definite interest in the white house to remain firm on immigration. It was something that got him elected and they feel like es a need to meet those keep those promises. Host from new york, republican line. Caller speaking about daka, daca and the wall should be on the same wall. The republicans had to use that as a wedge. A family of a border agent spent it in the funeral home because the drug cartel wanted to get the hirn across the border. 1100 americans die every day of a heroin overdose. I believe daca should be passed but also the wall should be built. As far as his twitter, i think hes great. He gives us his opinion straight from his mouth. Thats what ive got to tell you. Have a good day. Host how is that going to resonate in congress and the white house . Guest its an issue that the president was very upset about recently when the mexican person charged with a crime was only convicted on a lesser offense. We could see the federal government try to pursue charges against him perhaps but the case was something that ally worked in tandem with wall esidents push for a and we wall and we continue he will talk about this. Host there was an effort made on case law too. Where does that stand . Guest i dont know the answer right now. After the verdict came down weve got hey said to move on. But i dont know if its in his committee or out. Host another topic. John conyers, his future. Al franken his future. Lk about these instances and the large issue of Sexual Harassment. What is Congress Like now especially with that topic . Guest its a very strange time. The large issue of sexual i can say that. Just talking off the record to a lot of members who have been here for an awfully long time. They say its a very strange dynamic. Very jittery. Talked to a longtime member on friday. Just getting into an elevater these days theres a sense of if theres somebody of the opposite gender, a young staffer, turn sideways and make sure youre not brushing up against them. Described the case where hes king a picture and putting his arm around another female lawmaker and then whips his arm back quickly because hes not sure what the rules are any more, not sure where the lines are being crossed. Its a very strange dynamic in the eyes of a lot of lawmakers. That said, theres also i think extremely serious push to wed out these guys. Weed out these guys. The question is where do you draw the line in terms of due process and how do you do it without throwing out innocent until Proven Guilty . And john conyers has been cused by four women who have all come public now but he is denying everything and he has a lot of defenders left on capitol hill. But the writing on the wall i think is shifting against him ic now but at this point with Democratic Leadership including those in the black caucus coming out and asking him to resign as the best course. Host al franken . Guest theres the other one. Because we had two new accusers just last week. But it seems like there has aga at this point been a very if you ask the defenders of conyers theyll say theres a distinct double standard because you have these , legations going back years they approach it differently. Franken has admitted, apologized, and said it will never happen again. I dont know if democrats response is the reason for the tinction but no Democratic Senators have called for tincti senators have called for him to resign. Although youre starting to see house members do so. Host and how the quhouse is looking at that. Guest i think probably they like the fact that it has the water with the roy moore situation. One thing i think is interesting is pelosis decision to call for conyers resignation. What impact does that have on Chuck Schumer and how he handles the al franken case. Theres this deep relationship between Chuck Schumer and al franken. Schumer was very influential in flankens ability to first win his senate seat. And if pelosi is calling for conyers to resign there will be some people who will say shouldnt schumer expect the same from franken . These are different cases. But as you have more people coming forward saying that senator franken acted inappropriately with me, many on ago, it puts pressure schumer to address the franken situation in some way. Host the president arriving at Andrews Air Force base just about to Board Air Force one to go to utah today. What happens in utah . Guest hs going to be with orrin hatch the senior the senator from utah. Theyre going to be discussed this issue of National Monuments. The Obama Administration last december announced plans to create this Bears Ears National monument and it was something that angered utah republicans. They felt like it was a land grab essentially of federal land and it was an issue that President Trump has really seized upon. Last spring, he asked his interior secretary to do a review of these monuments and this is the first example of the president looking to shrink these monuments. Theyre expected to split them in some way. Were still waiting for details on that. But he is going to be announcing that plan in salt lake city. He is also going to be meeting with mormon leaders while he is out there. White house officials see mormons as perhaps an important voting group in future elections, it was a group that he underperformed on in 2016. There are a lot of mormon voters in nevada, for example. So that meeting is viewed as a way to connect with that community. Host ill show you continuing video of the president before he leaves for utah. Well continue on with our guests. Los angeles. Caller thanks for take mig call. Many questions but i will stick to one. I want to know your thoughts and your personal feelings on this idea of impeachment of our president. Are you surprised . I personally feel that im half middle eastern. Personally i feel for a long time weve been somewhat supportive, instrumental or supportive i would say in the overthrow of governments in the middle east. I think our kids have seen that, our youth have seen that throughout the years. I dont want to say i almost el like the chickens are coming home to roost. This idea of impeachment almost sort of to me seems like, has this been your standard where coming home to were willing to i would say overthrow our own government because i mean, what has he done impeachable so far . People keep talking about it. I just want to know your personal thoughts. Guest given whats going on weve heard this mention several times. Wheres the latest in the calls for this . Guest there are at least six probably seven or eight now democrats who are on the record having endorsed articles of impeachment for special violation. Its a laundry list of things. Its everything from they accuse him of democrats who are record having endorsed articles being a racist for his response to charlottesville, of conspiring with the russians in the election. Its xy and z. So its a lot of things that he has done. And just theyre underlying charges hes creating instability in washington to the detriment of the democracy. So being a racist for those who has introduced the is threatening to een one of force a vote on that before the end of the year. Whether he does that or not we dont know. Its a very tricky issue for pelosi and the Democratic Leaders because they just want to be hands off. They know that trump has this very powerful base and they know that any attacks against trump are just going to energize conservatives especially if eist pelosis democrats doing it. So the optics here in terms of going dership is were to be hands off. Well let mueller do his probe, well let them do their probe. Its way too early, going to be hands off. Its prema tour. Youre hearing tham from leadership across the board. Theres liberal democrats who also have a base to cater to and they think hes crossed those lines. Whether or not al green goes through to force a vote. One person can force a procedural vote not on the resolutions themselves but it would put the house on the record and well see if he follows through. Its prema host how much does the white house Pay Attention . Guest i dont think they do as much. I think its prema tour. Republicans control the house and the senate. If theres a change after the 2018 elections igget might be more of an issue i think it might be more of an issue. Among democrats i think there is a concern of overreach that you could beat the drum on peachment and it gives republicans a way of republicans a way of energizing their support eshes. The white house supporters. The wouse would give them the argument democrats are out to get this president , they dont want to work with him. Until we know what the outcome of the 2018 election i dont expect much to happen. Host jack in ohio. Democrats rine. Caller does mueller have the make trumps lawyer take a lie detecter test about these tweets . Thank you. Guest im not aware that he does. But as the caller knows, the sequence of events with this tweet have certainly raised some eye brows, raised questions on whether john dowd in fact did compose the tweet or if it was something that the president did on his own. I actually happened to be with the president in new york on saturday and the tweet was issued while we were in a motor cade going from one fund raiser to another. So it was not like the president was at the podium speaking when this tweet was issued. He was in the beast as they call it when the tweet was sent out. So its certainly possible that the president did send the tweet himself. Host so the president before he left the white house goes to Andrews Air Force base talked to reporters briefly. Hear what he had to say. I feel badly for general flynn. Hes led a very strong life and i feel very hear what he had to. I will say this. Hillary clinton lied many times to the f. B. I. And Nothing Happened to her. Flynn lied and they destroyed his life. I think its a shame. Hillary clinton on the fourth of july weekend went to the f. B. I. , not under oath, it was the most incredible thing anyones ever seen. She lied many times. Nothing happened to her. Flynn lied and its like they ruined his life. Its very unfair. Host mr. Thomas. Guest its interesting that the president continues to use Hillary Clinton as a way of deflecting. In his tweets hes often pointed to the way Hillary Clinton was treated by the f. B. I. As a way of making the case that general flynn and others have been treated poorly. We also saw over the weekend this revelation that an f. B. I. Counter intelligence agent had been radio moved from the Mueller Probe because he sent some antitrump tweets sorry. Antitrump text messages. Apparently the president seized upon that. So i think any time the president can use Hillary Clinton or the circumstances surrounding that investigation to deflect, its something hell use. Host lets go to illinois, republican line. Caller a Beautiful Day here in to nois and i just wanted point something out real quick. Most your callers, seems the independents and the republicans, are talking about the future of this country and the world, and democrats are always focused on trump. What i called for was what can we do to open the books about taxpayer hush funds for elected officials covering un, keeping their victims quiet . Can be can be done to open the books . I will bet there are bigname politicians that no one wants their name out there. What can we do . Guest its a good question. And timely. Theres actually going to be a hearing on thursday. House Admin Committee is going to consider a bill sponsored by jackie spears democrat from california and barbara comstock, republican from virginia. They want to reform the way that these complaints are reported and the way theyre settled. It would offer a type of transparency. It sounds like the caller wants to know who has already been tapping this slush fund and this bill is not retro active. So theres going but there are some who are pushing for that. So theres a question of whether or not those who have already settled would be revealed and but theres still forward ainly moving require more transparenty. And nobody in their right mind would use it if the public is aware of it host do you see some point for require in the future where everyone would be revealed . Guest theres already been this drip. But its going to have to leak that committee. I dont know that theres an appetite in congress. I guess depending on who has tapped the fund. Host is this a onetime fund or is it replenished . Hows f how does that work . Guest it gets money from that. I dont know that theres an appetite in the treasury. And important to know theres 15 million thats been romped has been paid out. A vast majority is not Sexual Harassment claims. A lot was oobstose claims and architect whose work in the capitol have been tapping that fubbed for years. So its not fund for years. Its not just lawmakers. An important distinction to be made. But the problem is also much bigger than that because john conyers didnt use that fund because he used office fund, often taxpayer funded. So theres a lot more money being diverted to this purpose that we dont know about. Host george, democrats line. Aller i have two or three questions. When the president came above the law one. Second, when do the Senior Citizens get a cost of living raise back in their Social Security checks . Third, when di shift the age limits on people in congress . Thank you very much. Host ok. Guest three very different questions there. The third one first. Certainly the issue of term limits has come up. It comes up every cycle. Theres a question of whether or not people should be career politicians. Some say we need experience and capable of making compromises. We need adults to run this place. And again who have the experience to do so. Then theres another group that says people get up here and forget why they came. Theyre just disconnected from the constituents and the country they serve and become part of the beltway bubble. Thats a problem, too. Thats an ongoing conversation. You cant envision that theres any appetite for lawmakers to put any kind of term limit on their own career. No one is talking about that seriously. I dont know if theres any real bill. But every once in a while, every term somebody retires and said when i was elected i said i was only going to be here for three or four or five terms and now im gone. So the idea is out there but i dont see it happening. The it does help power trump coalition, the drain the swamp, this idea that politics as usual is broken. I think well probably see that in the next election. Line from north carolina. Guest afe couple of things. The first thing i was going to say is we need the walt. Wall. I just wanted to say i dont care what the negotiations are, the wall cannot be dropped. I have been working 49 years working paying taxes and Social Security. I earned mine. I really dont want to hear any more about illegals. But as long as we have the wall thats a the marine thing. I also wanted to talk about the allegations on the sex accusations. Im tired of hearing more in the category of everybody else. Moore has not said he was sorry. Moore said he didnt do it. And hes always put with the other people who say i apologize, i didnt know what i did. Im tired of it. I just want to say alabama please vote moore. Lets get him in there and get mad and get out and vote. But i also want to talk about host ill have to leave it there because were running short of time. The president supports moore but hes going to pensacola for this rally. Why not go to alabama . Guest he went to alabama to support luther strange. That didnt turn out that well. That if he cern alienated moores voters, that could be a problem. Also, it that if he was a shot moore. I think its died down a little bit. I think the thinking now is that you can kind of thread the needle. You can go to pensacola, its in the same media market as mobile so you can reach a lot of moore voters through the rally without you saying you actually stepped foot in alabama. If in fact doug jones happens to win you dont have mud on your face that you supported two losers in the Alabama Senate race. Host so the senate side, i guess whats the sentiment right now as far as the election . I know there are a lot of things happening. Are people in the senate paying attention . Guest certainly. Everyone is dying to know who is going to show up here. And its high stakes. The republicans only have a 52 48 majority. They dont have a lot of votes to give as weve seen in the Obamacare Repeal effort which they couldnt get the votes that they needed. They couldnt even get a simple majority and they struggled with this tax vote. Again, when the filibuster was off the table. They struggle on big issues to get a simple majority. If he ore comes or doesnt theres going to be intrigue but its going to be a tough task for Mitch Mcconnell because roy moore has come in as a drain the swamp kind of guy, Mitch Mcconnell is the problem with washington never mind that he is a republican and that he is running the senate of the United States congress. Im going to give him a hard time. And mcconnell knows that. Which is why he was endorsing luther strange. But as he said strange didnt win the primary so now they may be stuck with moore. Its all very fascinating. There was also the question of whether or not that election would affect the tax debate. It doesnt look like thats going to happen at this point. But looking ahead, theres going to be future votes where a force. Caller i have three comments to make. The first one is about roy moore. Roy moore a force. Is accused o ped file and he admitted it on sean hannity on fox. Thats one. Number two is the fact that in this conference they still have to vote. And if people would get out the working class people would get out and call their Congress Ople and call their senators voice your opinion maybe they might have a little bit of leeway on them. It is not a good bill for the working class people nor the poor people. Host ok. Guest as far as calling congress, the conference committee. Host how long do these typically last . Know they probably vary. Give us a sense of what were expecting. Guest theyre vary from topic to topic. In this case the clock is ticking. They have set themselves an end of the year deadline. Essentially the deadline is christmas. I think theyre going to vote oday on the resolution creating the conference committee. I think the idea is that they really want to get most of the tough work done this week and then go from there. But they dont have a lot of time. Were just in wait and see mode. If they give themselves the twoweek crmp r they give themselves a little time to play with. But they want to look at the omnibus spending. A very different issue. The sense is they want to clear their plate of tax reform and on to government spending. Their staff behind the scenes is probably doing both but they would like to get most of that this week. Overnment guest one thing to look at too is who composes the conference. If you had say a ron johnson or steve dains theyve been focused on how Small Business would be this affected on soca passthroughs. If a johnson was appointed to cam. Org. Ress. Violates a social contract we with the phone company for quite sometime. Hat is happening, number of Companies Like cloud flare are deep infrastructure that runs the d the scenes and makes internet work, the core question is whether or not were the right ones to be making the on what content should and should not be allowed online. Macpac is independent, onpartisan Advisory Commission which reports to congress, holds Public Meetings, develops analysis on wide variety of issues and topics of medicaid nfines and the Childrens Health Insurance Programs. Government, by the how much sway does the government have over what you do nd the reports you provide on the program . Guest were completely independent, we have a staff of researchers and analysts who sift through information for us, to Public Meetings, present information, we have six Public Meetings per year, we have 17 by the oners appointed comptroller general, from a wide variety of different backgrounds bring expertise and commentary and advice to the commission. Host the Childrens Health Insurance Program, give us a and what f what it is it does . Guest enacted in 1997, been reauthorized several times since enactment. There are about nine million in the program. It covers, focuses on coverage suggests. As the name higher cally covers income children that werent previously covered under medicaid. So its about 15 billion rogram, like medicaid, the federal government kick necessary money, states kick in money and that is how coverage children. D to host what happens when the federal government stops kick nothing money to the program . Guest the program expired at the end of september. The option of carrying over money they had reviously received, but not extended to continue providing coverage to the children that provide coverage to today. They also had access, once those spent, to what is called redistribution fund. Come in and pull off some money from a National Pool to keep going. States have done that already, they have already een through their carryover funding, asked for and received redistribution funding. Macpa c has been producing report to estimate when states exhaust all ly federal funding for the chip program. We have a couple of states, and minnesota, that are ithin days, if not already, exhausting their funding. We have another six states that in exhaust their funding january. States exhaust funding during this fiscal year and most by the middle of this fiscal year. And so according to the report, as you heard our guest just say, arizona, minnesota, states already days within, there are other states, to the rt when you go website at macpac. Gov, you can analysis there. You suggested this, shops dont dont closeuplets or they end up doing so . Guest they are in danger. Impacts y of different on both states and the families hose children are enrolled in the program. It depends on what the states with the programs in the past and how they structured them. Some children will continue to states could choose to move children to the medicaid rogram, that means theyll receive less federal money, there is a budget hit for the states, but many are probably prepared for at the moment. Ome individuals will have to move into say the individual marketplaces to find coverage theireir families and for children, that of course, will have different impacts on family pocketry terms of out of expense and benefits they receive. Host Childrens Health Insurance Program, our topic for this your money, if you want to go our guest questions, do so regional lines this morning, eastern and central, 2027488000. Mountain and pacific time zones, 2027488001. Recipient, youip or your family receives money help under this program,. Ive us a call at 2027488002 well take the calls momentarily. As far as the services are concerned, what type of services do those under chip get versus could go . Lse they guest chip has a commerciallike benefit package, it is more a matter of because the program is focused pediatric , the benefit in particular is very robust, so there might be some between the benefit packages and the individual we also project one million children will go uninsured if chip funding is not continued. Families wont find affordable healthcare they have been used o under chip available under the exchanges. Host the only option they have a state provider or Something Else . Is right. T host when it comes to then imeliness of what you are doing, what do you expect as far as congress is concerned, if concern were to pass legislation this weekend and funding, are states automatically out of the residual s there effect of having deadline past so far . Guest there is a little bit of effect, the real problem will come if we dont or some way zation of addressing the funding month. Alls this i think macpac made a recommendation to congress in year to f this reauthorize the program. I think at that time, i would told you that there was a take hit congress would action in the summer to avoid the situation we are now seeing. Would sees thought we the action taken before the Program Expires in september and then we got to see action before we start seeing actual short falls. What is going to happen, a have not yet es done the kind of things you would expect a state to do when going to shut down a program, they have been expecting the funding to come through. Normally if a state was going to shut down a program, you will notices, make change necessary call center and make ork on necessary budgets. Happened. Not states have been working on ontingency plans, anticipate thanksgiving possibility and working up plans for what they would do. They have been trying to hold off, they dont want to execute plans if the funding will become available. Host have you ever seen instance where the program is passed this deadline . First no, this is the time weve encountered this. We had a small delay at one in the programs history, but did not have anything like these kinds of effects, where we had so many states pulling down, sing carryover money and reddistribution funding. Program, impact of the you provide information, do you hear back . Guest we do. Have always heard strong support for the program, it is one of the reasons why the recommended a reauthorization of the program felt it had s, we proven itself successful. It was better for families than alternatives, it had significantly reduced the number helped significantly number of uninsured children in the country. A staterun program. States had fair amount of flexibility under the program to way they wanted to shape it. We felt all those things were and while there was some conversation in the commission about well, maybe broadly about childrens coverage and how medicaid and chip and private employer basedand coverage work together, the commission felt like the first do is do no to harm and the program has contributed to the success weve Childrens Health, lets make sure that is there efore we start thinking about how to address and improve more comprehensively what childrens overage looks like in this country. Host Childrens Health Insurance Program, our topic. Mountain and or pacific time zones. Hen chip recipients, 2027488002. 2027488000 for eastern and zones. L time jean in alabama, you are first macpac. Nny thompson of go ahead, you are on. Go gene from alabama, ahead. Caller yes, i would like to many programs the expected to support for children . Have three meals a day at computers, give them there are numerous, numerous funded by at are taxpayers for children. Is the answer . We cant be responsible for child that is born in this country. Had 10 article, a lady children, couldnt afford i had to wonder, when did she decide she couldnt afford diaper . It after the tenth child or the ninth child or the fifth child . Okay. Well let our guest respond. Guest the Childrens Health states e Program Allows to decide on a variety of for their arameters program n. B 100,000 peoplee, are covered through the program. Gain, states can make lots of decisions about how they want to invest their dollars and the ederal government provides support for that. Host from california, well phil, goletta, california, phil, go ahead. Caller hi. Was just wondering what capabilities the state think this program . Or many states say they dont have the available funds to do so . There any talk about the rats introducing Childrens Health Insurance Program in the debt ceiling debate . Think there is a lot of conversation about where and how this chip reauthorization could place or some kind of emergency funding that could be issues are other addressed through the congress . I think for states, the according to es their current situations. As we started talking through states about to preparations for the potential funding, we asked if they were planning, if they had budgeted for that. We have a number of states whose session. Rs are not in so states made different ecisions and placed different bets on whether reauthorization would happen and what the level would be. Funding number of states, if you find resources there would be hallenge with just having the legislative session expire and back to the legislature authorize the necessary funds to continue coverage for this population . Host senator orrin hatch gave comment about chip. Going to do chip, no question, it has to be done the right way. Having on chip is trouble, we dont have money anymore and just to add more and more pending and more and spending, look at the rest of the bill for more and more spending. That o you think about response . Guest again, senator hatch has been a longtime proponent of chip, he was an original cosponsor of the legislation, at g with senator kennedy, that time. So, i wasnt surprised to see funding the program and i also wasnt express d to see him concern about where the funding coming from, that was not macpac ng that the commission pined on in terms of chip g source for reauthorization. It was my understanding that in somethat was a big part of delay in discussion and debate about where the money would come program. Fund the host when he says, were going to do it in the right way, does concerns aboutny its future or changes to it or does that suggest anything to you . Well, the commission made a series of recommendations about the contours of the maintain asically to the current status quo, but we robust discussion in Committee Meetings about level of federal investment and requirements on states, so it would not surprise me and does not concern me that the Congress Conversations along lines. Same host next call is rob from michigan. You are on, go ahead. Good i have a comment, morning, mrs. Thompson. I think the federal government needs to get out of states 100 , wed be much better off. Thank you. Guest there is always tension in federalstate programs around the state ands of how the federal government provides support and financial and so forth. So, you know, theres some people look at that as healthy and a useful kind of tension for the country and ther people think it would be better to just allow the states to go their own ways or for the take up overnment to some responsibilities directly. Host by and large states operate without a federal system . Guest thats correct. Correct. Substantial amount of federal money moving to states activities f these to provide Health Insurance for low income population. Olklore Affordable Care act allows children up to certain age to be part of that, does who give recourse to those might be left out if they lose chip money . Guest the children that are funded, but in Medicaid Programs, will continue to receive coverage through medicaid, at least through the end of 2019. Under some of the provisions, Affordable Care act, if we look at 9 million children that here by chip, over 5 million of those are in continue nd theyll coverage, but the states will have to come up with additional to support their coverage. Host next call is barbara, she from red oak valley, california. Hi. Er hi, penny. Guest hi. Morning, thank you for taking my call. I want to clarify something. Hen you started talking, you mentioned the children that were n this program were from wealthy families . Why are arify that and we taxpayer dollars going toward is ahy families when there big problem with the poor receiving o are healthcare insurance through obamacare . Much, thatnk you very is certainly not the case. They are higher income than under medicaid, but that does not make them wealthy families. Are covered hat under the chip program live in households with Family Income of 200 of federal Poverty Level and lower. Ost aside from financial requirements, what other requirements are necessary for those under the program . Limit . The age other factor . Caller there are children are age 19 and the way in which the states operate programs, they have different many times eligibility younger children versus older children and handle them differently in their little there is a difference among the states as to how they handle say newborns versus how they handle younger children and older children. Medical, dentalt included, other services included . A medical immediate and dental service included. Michigan, brian in ichigan, brian from catskill, hello. Caller good morning. Thank you, mrs. Thompson. Notice the reason minnesota is going bankrupt, high degree of reasons and arizona, the hey are going bankrupt, high degree of immigrants. System is being drained by refugees, that is why states are letting the plans go. Programs that n they collect from and that none of them are americans, that is system is being drained. You guys are beating around the anything mentioning about that. Thank you very much. Host penny thompson, truth to that . Limitations on what states can do in terms of noncitizens, so mostly in medicaid and chip, there is a fiveyear bar to immigrants receiving services. There are some exceptions to refugees are one exception, as are veterans and their families or individuals victims of sexual trafficking. Hear from tennessee, well next from rachel. Rachel, you are on. Hey there. You know, omment on, when the certain members of to ress talk about we want spend more and more and more, as far as social programs. Have no problem a trillion a year in to nse, instead of going health care and education, we bombs ton of money on terrorizingthat are several countries across the globe. If you look at also the profit pharmaceutical companies, the profit of the defense that get our tax 13 tax break pay putting back into the u. S. Society. Hear any politicians and that on that fact is, you can tell everything bout country and society with how they treat the least among us. Richest country in the world, we have 50 million eep nel poverty, i find it disgraceful. Host thank you. Caller thank you, rachel for that. The commission, we dont have the hard work trying to balance a lot of these different kinds of priorities, but we certainly felt strongly that the reauthorizedt to be having proven itself to be successful in achieving its goal. We have a viewer who asks how the chip program treats adoptive children . Guest thats a good question. Areink most foster children covered under medicaid, im not sure about chip. Melanie, in waldarf, aryland, good morning, youre next. Caller good morning, thanks for taking my call. Needs mother to a special child. How is this going to impact me families that have these situations with special very children that have rare conditions and rely on medicaid . Melanie, cans what, you give an example . Caller sure. My daughter is under the rem program, which is part of medicaid. Nd if youre talking about funding will be cut, how will situations be impacted . Will you also be looking at the all be on or will it hether funding is available or not . Can you explain that . Guest i wasnt sure if you were saying your child is covered or medicaid. The first, just to be clear on this point, reauthorization talking about is for the Childrens Health Insurance Program, which goes under in different s states. It can sometimes be difficult to your child or not is affected by this or not. Again, omething that, states have some options about ow they move children who are affected into different coverage arrangements. Hey could decide to bring some children who are not already inside a Medicaid Program into Medicaid Program. And they will certainly be families around all of their different options, any ding helping to manage Care Transitions that are necessary with the plans that well. Pacted, as host how many states decide to operate chip apart from medicaid . Have combinations, some of the children usually the lowest income of the range and younger children in medicaid older children or higher income in a separate chip program. States have ple of only a separate chip program and their ng states have all children inside medicaid as medicaid expansion. North carolina, hear from sledge, hello. Caller hello. Few really rough years in the past, we had two kids, there were two of us. Working, weth of us either got our insurance through employer or we got nothing. We paid for it out of pocket. How poor do you have to be to handout . Seems to me like it is impossible. Didnt really get the question, does it go to illegals . No, it does not. And do you ask how poor have to be, states have option of setting eligibility levels. Typically again, chip is for familys with higher incomes than covered under medicaid, but incomes. 90 of the children covered under this program are living in families with 200 federal Poverty Level or lower. York, bayside, new york, frank, good morning. Caller good morning. Id like to pick up where that left off. Alabama woman with like 10 kids and she keeps getting benefits. You stop . En do when do you stop rewarding for having kids when they cant afford them . Taxpayers, they give them enough, like she pointed out, anyway. When does it end . You have to we dont want to nation, i dont want o be cruel to children, but it ridiculous, you cant have people having kids that cant taxpayers and picking it up. Guest one thing i would say about the chip program is that of these families, virtually all families are having families, who are difficulty affording Health Insurance. That chip the problem was designed to solve. Soto, texas, nande on next with penny thompson of the medicaid and chip Program Access commission. Caller mrs. Thompson, thank you do. What you all these pro life people who call in and talk about women when they do n, have the children, then that is problem, they dont want for dy or any state to pay them. Now which one is it . Dont for children, i care how many children someone business, is not my they are not at the abortion clinic. Prolife people stand around and talk about how are, you are eople having abortions. Well, they are here on the face care if rth, i dont they are illegal or not, there is no such thing as an illegal is born, so all of these christians who went to calling you day, and beating up on you, and says, we stop, we stop when we uit giving wealthy people all of the programs theyre going to make millions and billions on the backs of these children, who who get chip and they dont care about that. Lifers, dont o have you no abortion, now they take careont want to of them. Which one do you want to do, christian . Of point to the number people enrolled in chip, you said 9 million. How much has that figure changed of the program . Guest its grown over time. Steady at this juncture, because weve reached a point of almost full insurance children. So, you do see some enrollment but generally e, that is a result of takeup of changegram as opposed to necessary population. For total cost of federal has that on, how much grown over the life of the program . Guest medicaid and chip, both programs, except for times when an increase in enrollment due to economic downturns, you have people who wages and then need this kind of support w. Of those moment necessary time, you see it holding pretty steady. The medicaid and chip growth rates generally lag behind private insurance and medicare years. Host joe in new orleans, good morning. Caller good morning. Your previous callers, as my thunder, le that sed my sentiment in people who call themselves a christian is a person who is christlike. Is full of admonition rom jesus, who says to take care of the poor and children. Host caller, thank you. Were running out of time. Tell us a little bit, what should we expect over the next weeks, especially as we look at congress and how we deal with the issue, what about the status of the program . Guest you will start to see issue notices to families explaining the prospect of the implication ng and for their particular situation, given what the state is prepared ando, what the state can do the familys particular circumstances. O i think if we dont see any action in say the next week or so, i think there is going to be increase in that kind of activity. Brian, with the salt lake tribune, serves as environmental reporter, good you. Ing to guest hey, good morning. Host can you tell us about the to utah and its purpose . Guest yes, of course. The president is at recommendation of the secretary heinke to address National Monuments in utah, part of many more ew great monuments designated under witty act over the last 20 years. Monuments are , too big for the scope of the that was s act, a law esigned to protect at risk antiquitys and archaeological sites 100 years ago. Today, the appen president s will arrive in salt orders to o sign rastically reduce the size of the National Monuments and ssentially break them up into smaller monuments. Theyre still fairly large ieces of land that are projected, but maybe the bears barack obama designated will be oneseventh original ballpark 200,000 acres and the Grand Staircase will become monuments, totally about a million acres. Relationship the between giving these tracts of Land Protection and their mined for Natural Resource . Guest thats a good question, thinking veryone is about. In the case of the grand designated hat was in 1986. To keep ly motivated the Coal Resources and compare with plateau from being mined. Pretty clear that the the monument is being done to allow these resources, that coal to be mined. It gets mined or not, question. Different in the years in the National Monuments, soon to be called else, that is in san county there is not a lot of Resources Available there. Uranium, lot of however, the way barack obama m monument, they were leaving uranium deposits out smchlt areas are now going monument, n the new they dont have a lot of oil and gas.
