Forcing Australians to prove they have been vaccinated for COVID-19 before they can access services could create a two-tier society and breach discrimination laws, civil libertarians argue.
People will be given vaccination certificates to allow access to at-risk facilities, including hospitals and aged care homes or for crossing state borders.
