along party lines it striking down, striking down a trump era federal ban on gun bumps, stocks delivering a major blow to gun safety advocates. in a scathing dissent, justice sonia sotomayor says the ruling will have deadly consequences for words and just moments ago, the bybi campaign laid the blame directly on the former president saying, and i'm quoting right now from the biden campaign statement, weapons of war have no place in the streets of america. but trump's supreme court justices have decided the gun lobby is more important than the safety of our kids. and our communities. i want to bring in our chief legal affairs correspondent, paula reid, who's watching all of this unfold, update our viewers the significance of this, paulo. will, if this is one of the most significant cases going before the high court, this term also one of the few questions related to gun rights that the justices need to decide. now, this case focuses on bump stocks and for anyone who's not clear on what that is, a bump stock allows a shooter to convert a semi-automatic rifle into weapon that can fire at a rate of hundreds of rounds a minute. and the question is whether those should be classified as machine guns. now the trump administration, the biden administration, gun rights advocates have all said that. yes, this should qualify as a machine gun, but here in a 6-3 decision, the high court has disagreed. they have overturned this and the opinion was authored by justice clarence thomas and he wrote, quote, firing multiple shots using a semi-automatic rifle with a bump stock requires more than a single function of the trigger and the mechanism here for operating this gun that seems to be really the basis of their analysis. but in a scathing dissent the liberal justices completely disagree. justice sotomayor writing quote, when i see a bird that walks like a duck, swims like a duck and quacks like a duck. i call that berta duck, a bump stock equipped semi-automatic rifle fires automatically more than one shot without manual reloading by a single function of the trigger because i like congress call that a machine in gun. i respectfully dissent. now, there is one other major gun case pending before the justices, and that question is whether someone who has a restraining order related to domestic violence can own a gun. we still have 20 at least outstanding opinions from the justices, and we expect to get those opinions over the next few weeks. >> wolf, paula reid reported frehse paula, thank you very much. i want to bring in some of our legal and firearm experts right now, start with joan biskupic. what is the significance from your perspective, you cover the supreme court of this major decision. >> well, it was a very intense morning over a very technical part of language that you could see. the ideological breakdown on how to read he did the actual language say we're interpreting was what does it mean by a single function of a trigger and bump stocks are very dangerous devices that are added to a semi-automatic. and what justice sotomayor on behalf of the dissenting liberal said actually it is a single function when the shooter would put pressure to continually fire off rounds continuously picture, yes. which i think is helpful for people to see. and what she said is, you know, buy this very technical reading of this language essentially, the court today put machine guns back in in the hands of civilians, and i have to say this was the first time we had dueling readings from the court bench justice thomas trying to explain just how narrowly this 1934 machine gun laws should be. machine gun prohibition should be interpreted and justice sotomayor saying it needn't be read that way. way given the way modern devices have, have developed and very strongly saying, calling on congress to do something. justice thomas and justice alito separately in a concurring opinion said, sure, congress can change it, but the bureau of alcohol, tobacco, and firearms does not have the right to do this. justice justice? sotomayor said from the bench that sure. congress can change it. but if you read it the way it's supposed to be red, looking at the language, what she said was the interpretation of the dissenters this prohibition was already there for bump stacks is a big win for the gun lobby. the nra, there's decision today, a very much a big way and very much hurts the gun safety advocates. and just to remind everyone how they started, it came during the trump administration after the 2017 mass shooting in las vegas, when more than 50 people were killed and more than 500 were wounded. so this was something that actually began under the trump administration. and as you could tell from that statement, the biden administration is pretty disappointed here. i want to bring in stephen gutowski. he's a firearm expert for us. steven justice thomas's opinion digs into the mechanics of semiautomatic rifles. what did you make of his argument? >> yeah. i mean, i think his argument is factually correct as far as how the bump stocks actually operate compared to fully automatic firearms where bump firing, in fact is entirely possible without the bumps stock, you can do this technique on any semi-automatic rifle or handgun as well from bump stocks make it more a bit easier to accomplish. i've used them in the past. that's sort of a novelty device obviously, are used to horrific effect in the las vegas shooting. but he is i think technically correct on how they work and what the law defines things as which was the big hang-up in oral arguments for the conservative justices and seems to be how it played out in this case jen, jennifer pc is with us as well. >> jennifer, the liberal justice sonia sotomayor, wrote a stinging dissent attacking the conservative majority's interpretation of the bump stock. dan, what do you make of that? >> it wasn't surprising the liberal justices in oral arguments had said, you know, what does the method matter when the result is the same, which is a lethal spray of bullets. so it wasn't surprising if you listen to the oral arguments, it really was split along party lines. it is worth noting though that 17 states and washington dc still have their own bunk stock bands. many of those were passed after the federal bump stocks ban in 2018 those from what i understand can remain states can pass their own bomb stock bands now, it's doubtful. red states will. and here we see once again, kind of a split between on america that has one set of gun laws and then other states, republican-led states that have looser restrictions ultimately, congress must resolve this by passing a law, but the realities in the senate pretty much preclude that from happening. >> yeah. good point. jonah. >> explain to our viewers why this isn't a second amendment the right to bear arms case. >> sure. it didn't come up under the constitutional protection for gun rights. it came up under the administrative procedures act, which goes to just how regulations get written by an administration, just what congress has delegated authority to an administration and prior laws. but we do have second amendment firearms case. that's yet to be decided and that we expect to be decided in the next two weeks, which we'll go more to the core right to bear firearms. this one, congress on its own can change if it will, but as you just heard, it's unlikely because of the senate. yes. very unlikely. all right. thanks, everyone for their insights that still had this our soon, as you pointed out in the text ends of thousands. and that's why the former member of the war cabinet pointed out that israel can't go through another year like it has seen over the course of the past eight months. and the question is, what does it take to restore at least a stable situation along the northern border and that the former member of the war cabinet pointed out israel may artificial intelligence as a tool that told it can be for good. essentially, in a way, a god-given tool, because it is from our own intellects that we were given that gives us the intelligence therefore, to develop ai. so he talked about this ai tool was like all the other tools that mankind has had. and you can use it for good or for bad and forbad. he said, an example of automated weapon and systems that can shoot an aim and select a target automatically without human involvement. and but the popi said, lord, what he wanted to see was the development of this tool to benefit all communities, not just one country, not just the rich, but the poor he wanted to see it distributed equitably. and that's what the conversation among the other leaders has been about two levels to make sure that the developing world, for example, doesn't get left behind with this, with this incredible ai tool than that it benefits from a scientific developments that it benefits from the, from the health developments that it benefits from agricultural movements. also, what they want to do is develop a common governance. so that's where the g7 countries work together to say, okay, let's try and align the way that we want to govern ai because it's a global tool so that we can work effectively together to set up guard rails. so it's not used in appropriately both the graviton in italy covering gershkovich will have to now face trial. how did that hit you very disappointing wolf as you imagine not unexpected, given that it's been more than 14 months, he's been there and he's been in this series of pretrial detentions up until now, and this is the next thing please, but it's just a grossly unfair to him. >> it's innocent man sitting in a russian prison facing a charge which is absurd for doing his job for the wall street journal as you know, the state department immediately slammed this russian indictment listen to this, listen there's absolutely zero credibility to those charges. >> we have been clear from the start that evan has done nothing wrong. he should never have been arrested in the first place. journalism is not a crime. the charges against him are false, and the russian government knows let's that they're false. he should be released immediately you should be released immediately. >> do you feel paul there has been enough international outcry demanding evans release there can always be more because until he comes home, our job is not done so we have worked closely with american government, were encouraged by the reception that we've got. but if anything, this procedure to trial should raise the urgency bringing evan back home and back to neutral as quickly as possible. the biden white house says that it has attempted to make a prisoner swap for evan and fellow american paul whelan. what more do would you like to see the biden administration do right now? >> finish the job i think it's something we've seen over the last eight months or so, we've seen periodically. we've had signs of hope. we had end of november, there was a proposal made, the russians rejected. there was more activity at the start of the year and this, the longer it goes on, the harder it is for evan and the further down this path of injustice, we proceed. so we just would love the american government and russian government and any other governments and can be helpful to work with dispatch to get them released and stop this travesty of justice how much do you think the strained relationship between the us and russia right now that strained relationship is complicating the diplomatic effort to get evan released well, it's interesting. >> we've seen nation states like russia, like iran, become the primary actors when it comes to the arbitrary detention of foreigners. and so it becomes a national security issue. it just becomes part of the relationship. and so i think it just something that has to be factored in we our conversations between two sides. so it's not like there's not a total freeze but it's a very complicated equation. we just need to focus on amazon, but just asking the us government does to focus on evan and get 11. and as you say or will enter has been there for so long, get them back to their families. so it would be great at this didn't have to be part of the national security equation and relations between the two countries. >> as you know, paul whelan has been held in russia now for more than 5.5 years do you fear evan could similarly languish in a russian cell that long we're very hopeful that you will come back soon. >> again. i hope that moving to trial, will accelerate that process and not delay it roger carstens is the chief us hostage diplomat. >> words angel yesterday and he was asked about this development and he said catholic. he goes to church every weekend, either sunday or saturday night. he's expected to hold a private meeting with pope francis. what do you think they will talk about? >> well, as you know, well, this is their fifth time actually meeting together. so they have kind of a relationships. so i'm sure they're going to focus on global issues first like the war in gaza and ukraine, and climate change but also, i wouldn't be surprised if they got into some personal issues as we know, the president is dealing with family matters again, with the recent conviction of his son, beau, that can't be easy for the president or his family or bow. and i'm sure as a pastor, if the opportunity is there, pope francis will also speak about some of these personal issues because he sees himself as a pastor. two people first and foremost and so i think he will get into the important issues, but he won't shy away from talking to president biden simply about how is he doing? >> father background. what do you hope will actually emerge will come from this meeting well, i think plus on the pope's mine in particular is the war in gaza and ukraine. >> he'd love to see an end to these conflicts. and president biden and the pope, as we know, are not exactly on the same page as to how that end we'll come about are the swiftness by which it will come about. >> so i'm hoping that maybe there's some kind of meeting of the minds and wills to really work toward peace in those two conflicted regions. >> and i think that would be foremost on the popi mind at this time. >> how historic father back is the popi visit to the g7 summit overall, why hasn't this happened? before well, you know, this pope for go where he's invited. >> it happens to be in italy. so he was able to helicopter there. he has an interest in ai, which is what he talked about at the g7 summit. i mean, the vatican has been working on this for awhile. >> the vatican, vatican pontifical academy for life has this document called rome, call for ai, ethics and that is kind of setting the gold standard for ai. >> and the pope's concern is that ai be humanly based and take into account the poor and not leave people out or not you'd be used as a method of destruction. >> and so i think that it's historic because the pope wants to be where he has an influence and so he's invited, he goes and i think he hopes to make a difference. >> he doesn't think we should shy away from political issues, especially if they affect other people on a global level. and i think that's really why is there good point so far what do you make the response that pope francis has gotten from the g7 liters i think they were kind of surprised that how we engaged he is. >> i mean, remember what he's an 87-year-old man. he arrives in a wheel chair but if you saw him speaking to those leaders and giving his speech, he was very animated about it. i mean, he believes in us, he thinks it's important and he thinks that they have the power to make sure that legislation is in place where ai does not get abused and so i think the fact that he's as engaged as he is may surprise them. but i also think that they feel honored to be in the presence of someone who care so much about humanity that he's willing at that age and with all he has to do to make the time to be there and make this case very special, man and de father edouard ship conference. and he wants to keep that momentum going and also think republicans broadly speaking, just want to regain the white house, whether it's donald trump or someone else's. so with those aims being right in front of the minority leader, i think that's why he sort quieted down some of his critiques and say, you know what i'm just going to join the bandwagon to move things forward. >> that's what he's doing. i have a little bit of a different take. >> i think it's one of the last bowling pins to topple it is just such a demonstration of hypocrisy, cowardice spinelessness, and frankly a demonstration to the american people that the republican party really doesn't exist anymore. it's the trump party because those who are not going to play with trump, i think either have to make a decision whether they're gonna go with their values, with their beliefs or they're going to cao, kowtow to donald trump and genuine flicked at his alter and clearly, mcconnell and everyone else in that room that was with donald trump yesterday had decided they're going to be puppets to donald trump, puppet master. yeah. i mean, i would say that republican politicians, wolf are looking at the messages signals from the voters and a voting class within the gop, their resoundingly behind the former president. and you will see two maria's point, anytime republicans have attempted to critique the former president, a former house member, liz cheney, adam kinzinger. they're no longer in office. there was a list of others who went against their voters, against the foreign president for what they would argue are their values. and they were not elected wolf because republican voters is saying, we don't want individuals who are not going to support the former president 100% interest what do you think maria, if trump calling the walkie, where the republican national convention in a few weeks is going to be taking place in trump's where it's a horrible city. >> i mean, there's excuses now, emerging from various republicans explaining what he meant because they're worried about that kind of backlash and what it means to the people in detroit, to the very host of the city that is going to have them the lord exactly four in milwaukee for their convention. it's horrible, horrible the way that he called milwaukee. >> and democrats to their credit are taking complete advantage of that, right? there underscoring just how hateful, just how vengeful somebody like donald trump is an n, is this somebody that they really want as their commander in chief and it gives a democrats yet another opportunity to underscore the message of but just how unfair fit donald trump is a 34 times a convicted felon now, and somebody who can't do anything positive for the american people. >> yeah, because wisconsin, as you know, sure. michael is a key battleground. got could go either way. >> and this presumably is going to upset a bunch of folks in wisconsin when he calls milwaukee this horror trouble, severe look, every city across the country right now, that's a major city they're facing a litany of challenges from homelessness to try to make sure that people are bound fully employed. >> you're going to find that everywhere, but also believe that there are good hardworking people. they're wolf and we know i've been to a lot of convention. so has maria. the convention is bring a lot of money, a lot of people into the those cities that helps a lot of small businesses. and so i want to look at this positively. let's have a good convention and let's bring in those dollars has benefit the local economy. that's the way the former president should look at this. you know, the problem is, is that somebody who seeks to be the leader of the free world has got to be somebody that can inject hope optimism that is looking at, at, at opportunities to bring in that hope and optimism. >> donald trump does not have the ability to do that and that's why again, i think it goes into and it
