"cnn this morning" starts right now. we begin with team coverage from tel aviv to cairo to the white house, release of hostages in gaza has been delayed this morning and right now we're tracking fast moving developments about when it may actually happen. qatar is getting ready to announce when the four day truce will start. >> israeli officials are saying that the pause in fighting and relooef lease of hostages won't start until at least tomorrow. diplomatic source says earliest timing would be midnight local time.until at least tomorrow. diplomatic source says earliest timing would be midnight local time. and we're told the biden administration has a working list of ten hostages that could be let go in this deal. and meantime the fighting continues to to rage in gaza. israeli troop, tanks and drones still striking target hs ahead the truce. >> and part of the deal is allowing more humanitarian aid into gaza. and this morning we're seeing convoys of trucks loaded with supplies lining up at the border crossing in egypt. qatar says its prime minister spoke with the secretary of state antony blinken on the phone today to talk about steps to implement the truce again. so let's begin our coverage with or en lieberman. what do we know about the release and when the truce begins? >> reporter: it is important to stay right at the top that even if there is a delay in the implementation of the agreement, in no way does it mean the agreement and pause in the fighting, release of the hostages as fallen apart. it is every expectation that that moves forward. the question is when temperature it was expected to happen today until we got the notification from the israel security council that it won't happen before tomorrow. they are working on the final details. after the pause in the fighting and hostage release begins, hostages will be transferred from hamas to the red cross and then the red cross will transfer them either through rafah in the south or straight into israel. from there, they will be transferred into the arms of the idf. for those who are released younger than 12, their families will meet them as quickly as possible. for those released above 12 years old, they will meet their families at the hospital. so taking them as quickly as possible to several designated hospitals for immediate treatment and gee valuation to see how they were doing and begin the process of recovery.v see how they were doing and begin the process of recovery. theories of course so many still waiting for the group of 50 and that still leaves more than 190 for their hostages and families waiting for word how this plays out. >> and we're also learning that the idf may have arrested the director of al-shifa hospital. what more do we know about this? >> reporter: we learn this had a short time ago and we're waiting for more detail, but we know from the ministry of health in gaza that the director of al-shifa hospital, largest hospital in gaza, was arrested earlier today. we don't have a specific confirmation of that from the idf, but a spokesman who came on our air says that it is logical that needs to be questioned. what charges he is held under, how long he will be questioned or detained for or whether he will be held for a longer period, all of that unclear. we are pressing for answers at this point. al-shifa hospital of course not only one of the last hospitals to remain functioning where premature babies were treated and thousands taking shelter there, and also the idf efforts after they found a tunnel shaft and working to uncover more tunnels as we speak. >> oren, thank you very much. we'll be joined shortly by a spokesperson for the idf, so key questions on that ahead. appreciate the reporting. a large convoy of aid trucks has lined up on standby for when the truce begins. eleni giokos is joining us from cairo. what do we know about the aid trucks? this was a big part of the negotiation, how many hundreds would be allowed in per day. >> reporter: we understand over 200 aid trucks will be allowed in per day and we've been seeing the activity the last 24 hours going toward the rafah border. our sources on the ground are telling us that the trucks that are loaded with tons and tons of food and water and other medical supplies will be absolutely ne needed. we've been hearing how doctors have been embarking on surgerie harrowing stories. and international area agencies are saying that they are running out of water and food. and of course an important part is getting fuel into gaza. we have seen some fuel go into keep the hospitals running. the idf have time and time again said if fuel enters gad za and into the hands of hamas, that is a big risk. but it goes to the aid organizations and they decide how they will distribute it. >> and speaking of aid organizations, red cross saying that it is unaware of any deal that would allow the organization to visit hostages in gaza. important to point out this is not what we heard from benjamin netanyahu yesterday. i want to play his words quickly. >> translator: the agreement achieved does not include the release of murderers and it does include the agreement of the red cross representatives to visit the hostages and transfer of medication. >> any further clarification on this disconnects? >> reporter: there is a huge disconnects because the international committee of the red kroocross says they are una of any such agreement. irrc says if the agreement is made, they would be happen to step in and assist. they have not been a part the negotiations but they did help facilitate the release of other hostages earlier last month. so this is annualis an importan distinction. we know qataris, israel, hamas and egyptians are very involved over what we've seen coming through. the aid organizations say they have not been sure about the amount of aid, where it will go, what safety routes will be created. so the potential of the red cross being able to visit hostages would really be a big move, a big move in the right direction for the hostages that have been trapped inside of gaza. and frankly, we haven't heard much news about the status, their health, whether they require medicine. but hopefully we'll be getting more on that. but the irrc say they will step in if and when needed. >> all right. appreciate it. and for more on the white house reaction, mj lee is joining us live. what more are we hearing from the white house? >> reporter: the white house says the deal is still on even though final logistical details are still being figured out. spokesperson saying that we are hopeful that the implementation will begin friday morning. what a senior u.s. official tells me is that more time was needed to iron out details like leaks location of the hostages and also moving those hostages. and i'm told that the u.s. consulted and agreed with the decision to delay the release by at least a day. with regards to the idea that hamas has yet to produce a list of the first ten or so hostages to be released on day one, i'm told that that is not a serious issue as of right now. but that it would be more worrisome if wasn't a list produced by tonight. >> and you have new reporting this morning on the working list of hostages, what the white house believes is going to happen the first round of ten. >> reporter: yeah, i'm told the u.s. has a working list of sorts for the hostages to be leased on the first day. that is about 10 hostages that we're talking about here and it is really based on the initial ten names of people rather that hamas had given in the earlier stages of the negotiations. i corrected myself and said not names because that information was never given by hamas as we have been reporting. information like age and nationality and gender, that is the information that we have been working with so far. what we don't know critically is any of the three americans that we've been talking about would be among the first released on the first day. so that includes 3-year-old abigail. and we're also told that the first two days is seen as a testing period. they want to see if everything can be implemented, if the hostage release can go correctly. and then day three, that is when negotiations and talks are expected to pick up again to see who could be released after the women and children are out of gaza. so we're talking about elderly men, foreign national men, and then voice the soldiers that are being held hostage in gaza, those are the most difficult people to be negotiated out of gad. >> mj, appreciate the reporting. thank you. and as we do wait for more detail on when hostages will be released, we'll ask those questions specifically to a spokesperson from the israel defense forces. try to get a better picture of what is happening with the delay. and also a car plows in to a border crossing right near niagara falls. it ignited and international to the red cross? >> i would like to say that indeed the international community of red cross would be engaged in addressing and assisting the well-being of the hostages. we've been saying that for seven weeks and that is what needs to be done and they also need to be a part of the process of the release and of the assessment of the not being released. and that is the expectation and that is what netanyahu reflected last night. >> and you say that is the expectation. but what we hear from the red cross, there is no communication specifically with the organization about this plan. >> gentleman confirm that. that is not really within the realm of my responsibilities. but i think that that is the clear expectation from the israel. >> you can confirm for us that there are reports that the director of the al-shifa hospital was arrested? he was arrested perhaps with other doctors. was he in fact arrested? >> i can't confirm that. i have seen report that's has been detained. of course after the revelations and cnn broadcasted it extensively over the last couple of days but even more so last night with a huge tunnel system beneath the hospital, i think in are questions that need to be asked of this individual. and reality is that he denied that they existed throughout the last six week, he has been denying it. and obviously the reality is very different from what he said. so i think without confirming that he has been detained at this time, it just -- it is reasonable that he should answer some questions. >> so is if your belief that he was aware of these tunnels that you have said have been found? >> i don't know for say at this time. we've seen throughout the last six weeks that he denied any hamas presence or tunnels around and beneath the hospital. we have approhave proven time a again and yesterday the steexte the huge donetunnel network tha exists. so i expect that he is being questioned in order to clarify exactly what he did or didn't know. he may not have had a choice. he may have been intimidated by hamas. he may have known. reality proves that wasn't on top of things or he was hiding something. so i can't confirm that he was detained, but reasonable to suggest that there are some questions. he said to the world media that no tunnels existed. which is proven to be wrong. >> and you don't believe that the tunnels would be there without his knowledge? >> i find it very hard to believe that the magnitude of this network that exists beneath his own foot steps could be there without the general manager knowing. >> in terms of the magnitude of the tunnels, there has been limited controlled access to journalists. cnn among them. the i dididf has released addit video. and there is talk of a command center. is there more evidence specifically of a command center that you have that can be released? >> as we released yesterday, the more extensive information of hundreds of meters of tunnels that go in every which way beneath the compound and beneath the complex, connecting buildings, escape routes from the buildings, the videos that clearly show the hamas terrorists coming into the hos hospital, there is so much incriminating evidence that we know that the utilization of the protected area of the hospital in contravention of all human standards and norms, it implies exactly what we've been saying throughout the last seven the fbi and new york's governor says it was not a terrorist act but a tragic incident. athena jones is in buffalo. so not terror, what was it? >> reporter: well, they believe it was nothing more than a tragic accident. this car traveling at a high rate of speed through the border crossing. and it happened at a time of increased concerns about terrorism with law enforcement officials in some areas already in a heightened state of alert. what was remarkable about this incident was the speed with which the fbi was able to conclude this investigation, finding that the massive explosion was not a nefarious act. >> at this time there is no indication of a terrorist attack. >> reporter: new york's governor trying to piece together for the public what happened when a car crash the into a secondary border checkpoint at the u.s./canada border causing the shutdown of four land crossings on one of the busiest travel days of the year. in video of the incident provided by law enforcement, you can see a car driving at an extreme rate of speed and jumping a curb and barrier. >> i see something airborne. first thought it was an airplane. looked like slow motion. and i said my god, it is a car. and it is a vehicle and it is flying through the air. >> reporter: authorities believe the car involved in the explosion was a 2022 bentley. sources say the car coming from the u.s. side of the border on the rainbow bridge went through an initial checkpoint just before noon. passports and licenses were checked before the car was directed to another area for a secondary search. after the car went through the secondary checkpoint, an explosion occurred. authorities are investigating. >> this vehicle basically incinerated. nothing is left but the engine. the pieces are scattered over 13, 14 booths. so it is a large scene. >> reporter: authorities have not identified the driver, but law enforcement sources say the driver was a man traveling to canada with his wife to attend a concert by the rock group kiss. they went to a casino in the u.s. instead when that was canceled. the crash occurred sometime after the couple left the casino. the couple died in the accident. a border patrol employee in a booth was also injured. the fbi could be cluded the investigation saying no ties to terrorism or explosive material was found. >> we feel at this point that this might be just something that occurred. there is no larger picture here to look at. >> reporter: all movement between the u.s. and canada halted for hours leaving holiday travelers stuck. >> we came here hoping to see the of entries to the parade route. we saw an esu truck just drive in. so a number of measures that we see and also of course the ones that we don't see. new york city has been in a heightened threat environment. so intelligence has said that there has been more, you know, online calls for violence. so there are people behind the creeps working to make sure that the parade goes out without a hitch you believe that there is this delay? >> i hope that it is over technical logistical issues. if they are, they can be resoefled. maybe that is what the deputy foreign minister of qatar will be telling us. i hope it is not something more substantial that would require a much longer delay. i've heard some things i would rather not talk about. i want to hope that this will be resolved now. >> with those things that you heard, i understand you may not want to get into details, but it raise concerns for that you this deal may not in fabts go in fac effect? >> i think the deal will take effect. it has to. this is low hanging fruit, this is a no-brainer. this is a deal that should have been made weeks ago and can be made today, tomorrow or the next day. i don't think hamas has any real interest in holding the women, children, elderly, sick, wounded. israel has women and teenage prisoners that it can release without a tremendous isk to israel. they are all from the west bank. none have murdered israelis although some tried. it is a deal that is doable and has to be done. because we have to bring the hostages home. >> why do you think it is that the u.s. has working list with some of the details of ten first hostages planned to be released but not names? israel released the list yesterday of 300 palestinian prisoners that it would be willing to exchange. why would hamas not put the names out? >> that is the way hamas works. they leave everything to the last minute. they leave you hanging and wondering. it is part of the game that they play manipulating everyone else who is involved. it is part of the torture they are putting the israeli public through as we heard from that mother and if you don't want to cry from listening to that, then you are not human. >> you are 100% right on that. there is this confusion frankly this morning about the red cross. we spoke with the idf. we're not getting any answers after benjamin netanyahu said it was part of the deal that the red cross would be going in, they would be visiting with hostages. the red cross this morning says they haven't been made aware of any agreement. does that surprise you? >> nothing surprise me. of course the red cross wants to go in, that is their mission. they go into danger zones. they are not participants in any conflict. they are completely neutral. and they are the best ones do the job of receiving hostages and transferring prisoners and going to see hostages. but can't do it without agreement of hamas. i'm sure that this was a demand of israel. i'm quite sure president biden made it clear to the qataris that it has to be a part of the deal. but no guarantee that the qataris can force hamas do anything. decisions are being made in the tunnels and command centers under the ground and there is not necessarily a direct communication link between gaza and doha. >> there is majority support for this deal across israel, but there is some criticism including the israeli foreign minister who pointed to the deal that included the release of the prisoner in 2011. and when we looked at this list that israel released of the 300 palestinian prisoners that it would be willing to release in exchange, on it mainly 16 to 18-year-old young men. some of them members of hamas or islamic jihad. should that be of security concern to people? >> i think the security people have to be wide open with their eyes on these people once they are released to go back home. those in particular who are considered by israel dangerous, they will go back to their homes in the west bank and east jerusalem where israel has full access to them and can be on top of them. and there is nothing to prevent israel from rearresting them should they be planning attacks against israel. but of course security people will have to be watching them. of course. >> we have reporting that there is some concern within the biden administration that another potential consequence of this pause would be as perhaps more journalists are allowed in to gaza, as more of the destruction that maybe is seen and devastation that that could turn public opinion against israel. do you they should as a valid concern? >> no, i don't. palestinian television stations or arab stations has seen 47 days of destruction in gaza as opposed to what we see on the israeli television, which is just the physical destruction. i watch palestinian television stations and you see the humanitarian catastrophe that is happening in gaza. it is catastrophic. it is horrific to watch. and bringing in nor jomore jours person should be trusted here. i don't have super voting shares like i don't want them. the board can fire me. i think that is important. i think the board over time needs to get like democratized to all of humanity. if it really works, it is a powerful technology and you should not trust one company and certainly not one person with it. >> and ai already changing your life, your society, of jobs. >> it is going to change jobs in a pretty dramatic way. it will make people more productive and help out. so, yes, this is a world changing set of advances. >> that is bill gates. he would know. 300 million full-time jobs around the world eventually could be automated in some way according to goldman sachs. 14 million positions could just disappear in the next five years alone according to the world economic forum. and to give you a sense of how powerful chatgpt is, according to two reports, google found in theory it would hire it, the bots and an entry level employee. and amazon scissors it does a very good job of answering customer support questions as well as questions about corporate strategy. and chatgpt is one of the fastest growing tech products of all time. the skoecompany says 100 millio people use it every day and 92% of fortune 500 companies use openai and 2 million developers are using their tools to build their own products. and this all happened in about a year. and different types of ai are already built into your daily life and you may not know it. it is behind facial recognition on your smartphone. you hear it when you use siri, you see it when it optimizes your online shopping. and the industry essentially totally unregulated. again, here is sam altman testifying before congress in may on why that should change. >> my worst fears are that we cause
