Gop leaders Going Forward with another House Spending Vote that is probably going nowhere. Lawmakers scrambling with the government hurdling toward a shutdown this weekend. Here in washington where the weeks ticked down to days and now hours. There are 43 of them left before the u. S. Government shuts down. And leaders youve elected to at the very least keep the government open, keep paying federal workers, you know, the very basics, they are falling down on the job. Now House Republicans are trying to distract by their own infighting by making it a battle over Border Security provisions that are nonstarters it seems in the senate. It is Kevin Mccarthys last ditch effort to get enough House Republicans to support a short term funding bill which he still plans to bring to the floor despite opposition from his gop hard liners. Cnn counts at least 12 members who are either firmly or likely to vote against the stopgap. Remember mccarthy can lose four, not 12. He says they now face this choice. A vote against the Funding Package as a vote with biden on the border, that is how he puts it. I know those individuals care about the borders. I dont know why they would side with the president on an open border when you have the opportunity to take the hr 2 you already voted for and made it into the bill and send it to the senate. It would make everybody in this place a stronger hand to actually solve the lets bring in congressional reporter at punch bowl news. Mika, good morning. Thank you for being here. There was a lot of procedure in that hr 2. But the bottom line here, i get what Kevin Mccarthy is trying position to do. He is basically trying to say to his republican hardlinerstrying. He is basically trying to say to his republican hardliners vote with me or vote no, vote it down and then have to deal with a senate bill that you are not quite as happy with. But the bottom line here is that it doesnt seem like it is going to work. Even with this border money. What is the latest from the hard liners and is there any hope that they can pass this bill in the house later this afternoon . Yeah, youre exactly right. You know, there is a group of republicans in the house that are never going to vote for a cr no matter what. And they have been very clear. There is multiple members that have gone on the record saying that. Congressman from tennessee for example left at gop Conference Meeting saying that the minds that have been made up have not been changed and well have a shutdown. And so the Border Security package is one thing that mccarthy is trying to do in order to round up people, but it is really not swaying anybody so far that already has their mind made up. So lets there were tough words exchanged. The fbomb reportedly dropped. And im sure youve done your own reporting on this as well. It is essentially this ongoing fight between Kevin Mccarthy and matt gaetz. Mccarthy saying that doesnt spend time or money on gates because gaetz is a accusing him of attacking him in right wing media. Is it just this personality conflict, this anger between the two men that is basically putting pay for millions of federal workers on the line . I would say it is a little bit more than that. But like we are seeing that really play out very publicly. Matt gaetz has constantly attacked mccarthy in recent weeks and has threatened pretty much throughout the recent months to oust him as speaker. And i would say it goes beyond that because beyond gaetz, there are people that are kind of a little bit more low key who are still saying that were not concerned about a shutdown, this is not the way government should function, et cetera. But i would say that the Gaetz Mccarthy battle is the most publicly facing. Yeah, he has backup from people who are not quite as bombastic or personality oriented. Lets talk for a second about the senate because i think that they sort of looked up late last week, they realized Kevin Mccarthy is really not going to be able to get it together so we better do something and schumer and mcconnell the two democrat Republican Leaders over there did crack a deal and then there was some back and forth, a scramble to add border money. There is ukraine aid in there which is also causing a flap with senator rand paul. But the bottom line is that the senate seems to collectively be saying that we really need to get it together. Here is Lisa Murkowski from yesterday. Take a look. How would this look for your party if there is a shutdown . I think everybody loses. I think that the republicans lose. I think that the democrats lose i think that the administration loses. I think that the country loses. So we have to figure out how we do our i dont think. Everybody loses. She put it pretty starkly. Yeah, this demonstrates the total difference between Senate Republicans and House Republicans who are a little bit more free rolling, bombastic, however you want to describe them, but i talked to even kind of the more conservative Senate Republicans, kind of these America First type senators like josh hawley for example who said a shutdown is not a good idea and not good to use that as a leverage or kind of strategy to negotiate the spending cuts or fiscal, you know, principles that you are trying to get. House republicans issuing three temperatures on thursday for the personal and Business Records of hunter and james biden the president s son and brother. They come as they investigate whether the president personally benefited from any of his familys foreign business dealings. An allegation that House Republicans still cant prove. Their first Impeachment Inquiry Hearing thursday unsurprisingly left some disappointed. The reality is that their whole narrative basically fell apart. This was an Expert Witness that they called, they picked him and he testified that there is no evidence of impeachable offenses. I do not believe that the Current Evidence would support articles of impeachment. That is something that an inquiry has to establish. Im not here today to even suggest that there was corruption, fraud or any wrongdoing. In my opinion more information needs to be gathered and assessed before i would make such an assessment. Pretty stark. One republican aide told cnn that the hearing was an a unmitigated disaster. His words. All right. President biden issuing a stark warning thursday in a major speech about the existential threats to u. S. Democracy as he calls them. This is the United States of america. And although i dont believe even a majority of republicans think that, the silence is deafening. The silence is deafening. We should all remember democracies dont have to die at the end of a rifle. They can die when people are silent. When they fail to stand up or condemn the threats to democracy. His speech was a glimpse of what will likely be the central message for his reelection bid. Stopping the erosion of democratic values, that of course central to his message in 2020. The president also made his most forceful attempt yet at calling out the Maga Movement and Donald Trumps behavior in the wake of us will indictments. And i think that it really speaks to how it is becoming a bit more of a divisive issue, the pressure on all of the economies to keep supporting ukraine is growing. And i think that he is speaking to that as well. Yeah, so max, can you help us understand a little bit of what is going on in terms of the domestic politics there to lead to this . I mean, this guy was previously in charge but he got thrown out. A Different Party got elected. They sort of changed their position so to speak. But now it seems like he may be sweeping back into power. When we talk about this here in the u. S. , a lot of people kind of understand it in terms of what we deal with here in terms of donald trump populism and some of those same like themes and ideas come through on the american right. Is that what is going on in slovakia or how should people think about this . Always at the core of slovakian politics seems to be corruption is a theme. So fitzo lost his position as Prime Minister. Hes been Prime Minister twice. Because of all stories of k corruption directly linked to him. A journalist who reported on it was kill. And he lost his position. But since then other administrations claim that they will fight corruption and hasnt worked. And so it is basically very chaotic. So something about fitzo that people are looking for as a man of stability and coming back in to you power. So that is what sort of forced him out last time, but seems to be a memory now. Very interesting where it is working. One thing to be aware of is he will have to work with the coalition partner, there are multiple parties in the parliament there. Some people suggesting that fight moderate some of his views, just have to work with a moderate partner. Actually he could go for a right wing partner as well which could make his views even more extreme. And max, it does seem when you pull this together, if we look big picture here between the right wing here in the United States really jeopardizing funding for continued funding for the war against ukraine, this unfolding in slovakia, mine we need to keep our eye on the rest of the ukraine allies here to see how it unfolds, but it did seem like zelenskyy is facing a challenge here in terms of Public Opinion turning against him. Yeah, and a lot of it does come down to cost of living. The cost of running, you know, governments currently now and huge amount it is causing to support ukraine. Americas absolute central here because it bank rolls the war in ukraine for ukraine. So if they step back, there is no way that the european nations will be able to fill that gap and it has a huge change in the t dynamics. I was in poland recently and a lot of those border countries, obviously youll on ukraines side because they dont want russia invading other countries like poland, they dont have the same concerns there. So when they stop the bills from coming up and he votes against a continuing resolution, it is my fault . That is what hes saying. Interesting. Wow. There is a lot there. It encapsulates i think a broader reality inside the conference. There were fbombs thrown, not by either of these men in this meet being yesterday according to melanie zanona. But is this at the point where this is more personal than political . Take us behind the scenes. I think that it is a little bit of both. And i think that it is worth noting that this animosity between Xwats Gaither Gaetz and not new. In general matt gaetz never gave his support to mccarthy and that acrimony has continued throughout the congress. And in recent weeks weve seen the tensions be heightened as matt gates otgaetz. And this is of course on the backdrop of the really fierce Spending Fight that were seeing play out on clilg. And we are less than two days now away from the looming Government Shutdown. So when you talk about the Battle Between Gaetz and mccarthy, partially matt gaetz is saying that it is because mccarthy is not following an agreement that the speaker enter Fl Democraticed into in january. But when you talk about the acrimony any, matt gaetz tried to deny mccarthy the speaker ship back in january and i call that personal. Agreed, very, sprern al. Personal. Even though gaetz has said he wants to get rid of mccarthy, there is not a scenario where there is an alternative. You cant beat somebody with nothing. But manu raju asked eli crane about this yesterday, a republican, about mccarthy. Take a look. Is it the speakers fault for the way he handled the Spending Bills . In my opinion, it is. You are the leader. You take credit for the wins and you take ownership and accountability of the losses. And quite frankly, i dont believe that based on what ive seen that there was any real effort to do the Appropriations Process. That is what i believe. Should he be out of a job . You know, i think that members should be looking at for stronger leadership. Smand so manu and team on th hill are also reporting that names are starting to be bandied about. None really stuck out to me except for tom emer, current whip. His name was floated in the Washington Post. He is apparently saying that he is not interested in the job. How real is this talk that there could actually be somebody that they could put up not named Kevin Mccarthy . Yeah, look, these whispers in the halls of capitol hill, halls of the capitol, regarding who could be a potential Kevin Mccarthy successor, it is sort of a parlor game. Weve known this would be a possibility. But these conversations and whispers have gotten louder as again matt gaetz and other republicans heighten their threats to potentially bring a motion to vacate against the speaker. In terms of how possible it is that they would put up another candidate, i think that is likely because if they are trying to get rid of mccarthy, they will want someone else, but as of now i dont believe that there is any consensus around who that successor would be. You mentioned tom emer, he has been working closely with the Appropriations Process and spending negotiations, another name that would come to mind is majority leader steve scalise, but he is recovering from a bout of cancer, so that could raise questions about his ability to be a successor. When you talk about Kevin Mccarthy, if the votes was successful and we find ourselves back in a speakers election, i dont think that anyone should be surprised to see speaker mc mccarthy put his name back on the ballot. He says that he is in for the fight. He like as challenge. So if there is a motion to skratsk va vacate, wed seed see Kevin Mccarthy as a candidate again. Remember mark meadows tried to get his moved but he was turned down. The court filing on this was really pretty untrumplike. It read in part that of the former president had confidence that the judge would ensure that he gets a fair trial in georgia. And trump and his Adult Children could get called to testify in his new york civil fraud trial. Don junior, eric and their father appear on the witness list. And the case is set to begin monday. And new jersey democrat bob menendez telling his Senate Colleagues that he is not going anywhere even more and more of them want him to resign. Menendez delivered a speech thursday at the senate lunch. He accused prosecutors of unfairly and unsuccessfully targeting him for years. Later menendez told cnn he plans to do his job the way that he always has. I will continue to cast votes as i have for 18 years. And im sure they will need those votes. Without naming names, menendez also suggested that he was disappointed by one senator who skipped his remarks, john fetterman. He says that he wasnt interested in What Menendez had to say. I didnt go to the lunch. I refused to. Because the only thing that if he has something to say, it is like, you know, he is resigning. That is the only honorable exit. And he has to go. He has to go. I cant imagine, you know, how he could possibly explain any of that kind of a thing. But that is in the courts, not among us. He needs to go. So there you go. Fetterman says the only question that menendez could answer is why havent you resigned already. And democrats might have new fears menendez will try to hang on to a seat and run for reelection. He is set to take part in a swanky donor retreat next month in puerto rico. Remember, in a 50 50 senate, every single one of these seats counts big. All right. Lets go to russias war on ukraine. The kremlin is set to boost Military Spending by almost 70 compared to last year. Officials say it is needed to fight what they call a hybrid war. Salma abdelaziz is joining us from london. I know because ive been able to work with republicans my whole career. But there is no question that the Todays Republican Party is driven by intip m dated by mag does extremists. Michelle, so happy to have someone from the wire here to talk about this. This is not a new jersey strategy. It was the animating force behind his 2020 campaign. Weve seen him use this rhetoric before. And i did think that it was interesting he was criticized the last time he gave a speech along these lines for basically lumping all republicans in to the bucket so he was careful this time to distinguish between republicans he has been able to work with in his career and saying not all republicans actually believe these things but there is this extremist minority in the party that is basically controlling them and dictating the agenda. What do you see here in terms of the strategy of the Biden Campaign and whether this will break through with voters . This was the most direct speech weve seen him give just since he started running for reelection. You know, targeting specifically using former president s name, but he stitched together incidents back to when donald trump was attacking then senator john mccain, linking it to President Bidens son, but also the actions that he has taken to encourage the republicans on the hill right now who are pushing for a Government Shutdown. And stitching together all these elements of what he sees as extreme behaviors. Whether that is tweets that are calling for the execution of mark milley or shutting down the government as a broad Extremist Movement to lay out the stakes of the 2024 election. Yeah, and i think it is important to underscore too, biden there also to create a library honoring john mccain. Obviously his long time republican colleague in the senate. They served together for quite some time. And i think it is i think that they were sending a real message with that as well. And look, the reality is i want to talk about the Republican Party too here in the context of 2024, there are an awful lot of donors and, you know, people within the party who look at donald trump who is the frontrunner and see a four types indicted person that they dont think can beat joe biden. A lot cant or dont want to support trump. But they have been very concerned about what they perceive to be the weakness of field of people running against him. Reality is nobody has managed to make a dent in Donald Trumps polling. And there is a new Opinion Piece out in the Washington Post from robert costa, a cbs reporter, long time chronicler of republican politics. And he is focused on a company nor retreat held by glenn youngkin. A lot of peach of people want t run. Is that remotely a possibility in terms of actually shaking up the field on the gop side . I mean, nothing is impossible. But it would be extraordinarily difficult. Governor youngkin has had a window but it feels like it has kind of closed. At this point you have to be organizing in the early states. Deadlines to get on the ballot for some of the primary contests are coming up starting in october. And if Governor Youngkin is looking to demonstrate the result of virginia elections as a sign of his power are later in november and not a guarantee for a republican win. He is an appealing candidate for republicans because he has been able to win in a blue state, but there is not really much we know left for them to mounts as in a al president ial campaign. And i think that people especially some of the donors i was chatting with, some donors seem to think that the running a president ial campaign is as ease as writing checks.
