Surrender negotiation. Sources tell cnn that trumps lawyers are in talks now about all the details as we wait for the former president and his codefendants to turn themselves in in georgia. The head of fema will join us to explain what is being done now to help survivors. And selling the economy. But are americans buying . President biden set to speak moments from now to tout his economic wins. Former President Trump and his indicted coconspirators in the Georgia Election subversion case have until next friday to turn themselves in on charges that include racketeering and conspiracy. And we have just learned that trumps lawyers are now negotiating with the Fulton County d. A. On details for his surrender. A grand jury handed up the Sprawling Indictment On Monday Night at the Fulton County courthouse. That is not where the defendants will surrender, though. The sheriff says they will all be booked down the road at the Fulton County jail. This includes trump himself. One of those codefendants is trumps postelection lawyer rudy giuliani. He says hell surrender next week. Another is trumps former Chief Of Staff mark meadows. He is trying to get the case moved to a Federal Court. Cnns Alayna Treene is here. Alayna, tell us about the talks under way. Does it give us an indication at all of when trump himself will turn himself in . Well, thats what were still trying to learn, jim. But from my conversations with Donald Trumps team ive learned that they are in ongoing talks with the Fulton County District Attorneys Office about the details of his surrender. And again, those talks are ongoing. But my early reporting and the indications i am getting from Donald Trumps team is that it seems like it would likely be next week. But again, this is all fluid. And so things could change. And as you mentioned, donald trump in addition to the 18 other codefendants listed in that indictment, they have until next Friday August 25th At Noon to voluntarily surrender themselves before the court. And donald trump is expected to do so. I think one thing as well thats worth noting is next week, next wednesday are the republican debates, Donald Trumps 2024 rivals, a lot of those candidates taking to the debate stage. My conversations with trumps team now is that it seems like donald trump is not going to appear. But this could all be coinciding around the same time. So a lot to look forward to next week. Not going to appear at the debates. Hes got to show up in Fulton County, though. This is in a remarkable string of months the fourth time that trump has had to surrender following an indictment. What is unique or different about this one here in Fulton County . It is different in Fulton County. I think the process for donald trump being arraigned will look different in georgia than weve seen with the previous three criminal cases. Part of that is the Fulton County sheriff has said he wants the defendants to be treated like any other defendant in Fulton County. And that means that they will likely be processed, have their mugshot taken and be fingerprinted. These are all things that need to be negotiated with Donald Trumps team as well as secret service. Theres also questions of what will the negotiations around bond look like, things that we havent really seen so far in the previous cases. So all things to be watching for, jim. Would that mugshot become public or is that also subject to negotiation . Thats something were trying to figure out. But weve known donald trump has fundraised off a fake mugshot before. So it might be something his team wants. Might run with that. Alayna treene, thanks so much. Boris. Lets dig deeper now with former federal prosecutor and former lead investigator for the january 6th select committee, tim heaphy. Tim, thanks for being with us. One of the strengths of trying a rico case is that it puts pressure on lowerlevel codefendants to potentially flip, right . To collaborate with prosecutors and provide evidence. Is that what you would be aiming for if you were prosecuting this case . Yeah. In a rico case all defendants are responsible for the acts of others as long as its reasonably foreseeable to them. So people dont fully appreciate that they could be held legally responsible, charged with and sentenced for things that are done in furtherance of a goal that they shared but things they did not personally do. So it certainly creates a great deal of leverage on President Trumps codefendants, who are less culpable within the Racketeering Enterprise as charged, to cooperate, make a Business Exchange with the prosecutor to provide information in exchange for leniency. Now, youve dealt with some of these names as part of your time on the january 6th committee, and that investigation. How might you approach them about cooperating . Are there any individuals you think might be amenable to that . Impossible to say. You know, some of them were cooperative with the select committee to a point. You know, we did extensive interviews of rudy giuliani, for example. He asserted privileges but did provide some information. So i wont speculate as to who may or may not be amenable to it. In terms of approach its very simple. Right . You sort of show cards as a prosecutor and say here is what we have, which suggests your guilt that will be presented to a jury at trial, and then a defendant has an opportunity to evaluate that and potentially cut his or her losses by trying to work out some kind of cooperation agreement. I dont know whether thats already ongoing or whether that will hereafter. But it certainly will be Standard Practice for those kinds of discussions to take place. Right. How about mark meadows effort to move this case up to Federal Court . He thinks he can get it dismissed in a higher court because he was acting as trumps Chief Of Staff when all of this took place. Thats his argument. How would that process work, and is it likely to happen . Yeah, its a pretty obscure federal statute that provides for removal to Federal Court of a State Criminal Case if its against federal officials and theyre acting in their official capacity. All it would do is move the forum for this trial to Federal Court. It wouldnt dismiss it. He may have other purported bases to move to dismiss the case. But it could simply change the venue. So it looks like this case is headed for a trial, likely in Fulton County. I think unlikely to be moved to Federal Court. The response from fani williss team will be sure, he was white house Chief Of Staff but these were all things he did well beyond his official duties but actually were part of a criminal conspiracy beyond his official duties. And thats what the judge will have to evaluate. Sure. And fani willis is confirming that she wants to try all of these defendants together and shes requesting a trial within six months. Do you think thats a realistic scenario . No. Very difficult to try 19 people just logistically in a courtroom with each of them having at least one lawyer. Physically its hard to do. I would expect that some of them may decide to plead guilty. If not there may be severance of some defendants from others. I indicted a case in Federal Court, a rico case years ago with 17 defendants, and the judge essentially split it in half and tried the most culpable defendants first and then the second group of defendants second. So you may expect some sort of balkanization of the list if not all not a sufficient number of them resolve their cases prior to trial. It could get incredibly complicated with so many defendants. Tim heaphy, weve got to leave the conversation there. Thank you so much. Thank you. We want to zero in now on one of Donald Trumps georgia codefendants. The former mayor of new york, rudy giuliani, says that he will surrender to authorities in Fulton County next week. It comes as were learning new details about the former new york mayors mounting legal bills and how theyre draining him of cash. Cnns Katelyn Polantz has been covering that story for us. So katelyn, giulianis attorneys say hes Facing Hundreds Of Thousands of dollars in just legal fees and paying a lot of money just for electronic records keeping. Its a lot of money that he needs to pay now. He has to have cash to pay now. Because hes Getting Court orders and sanctions that are piling up. And also these fees just to fight litigation that is still ongoing. All of it, most of it actually, relating back to the 2020 election. There is an unpaid phone bill of 57,000 related to his company quite the phone bill. Right. But there are several cases right now that hes facing that are lawsuits related to statements he made after the 2020 election, from smartmatic to dominion voting, those voting machines, as well as those Election Workers in georgia that he spoke about and was spreading false information about. And hes conceding that he has said false information, at least about the Georgia Election workers, because he cant fight the case because he cant pay to fight the case. And there are subpoenas coming at him from these plaintiffs in these lawsuits saying we need you to produce evidence, we need to keep moving on this case, weve gotten the green light from the judge to go forward, and he doesnt have the money to do that. And so hes in Court Staring down the possibility that he could lose these substantial Defamation Lawsuits related to the 2020 election. One judge has already been asked to essentially rule against him, default judgment against him, which could be quite a costly result from him. And right now what hes doing and the pile of bills hes being buried under, its just trying to keep afloat in court. Now, whether judges are buying this is another question. He is clearly trying to say he has Financial Hardship but he doesnt want to give specific details or provide any evidence that shows that. He is listing his apartment, or coop apartment in manhattan, 6. 5 million on the market right now, for sale. But it is a question of how does he keep afloat there and also how does he keep paying legal bills in criminal investigations . At least one judge has expressed doubt about the question of his financial wellbeing. I also wanted to get some reporting from you that you have about the 2020 the effort to overturn the 2020 election investigation by the special counsel, and it appears that jack smith has Donald Trumps twitter dms . He apparently does now. So donald trump famously didnt email, he didnt text, especially when he was in the white house, as president. And yet twitter confirmed in court in a sealed proceeding back in february that yes, donald trump did have direct messages associated with his account realdonaldtrump. Now, whether that was just people messaging him or it was him messaging people or other people who had access to his account messaging, big question. We dont know what they actually got. But there had been this sealed warrant where the prosecutors looking at january 6th and donald trump, they went after Donald Trumps twitter account, wanted all the data there. Twitter did say yes, there are direct messages. They apparently got those. And right now in the indictment we just see public tweets as part of the allegations against donald trump. Well have to wait until trial or as this investigation progresses to see if there was anything really juicy in those dms. We know youll be keeping an eye out. Katelyn polantz, thank you so much. Jim . Joining me now to discuss is ambassador john bolton. He was Donald Trumps National Security adviser. Ambassador, thanks for taking the time this afternoon. Glad to be with you. Im going to dispense with the word unprecedented. We broke that word a rlong time ago. But here we are. Four approaching criminal trials in the midst of a president ial campaign and those trials involving the leading gop candidate for the nomination. I wonder, what does your party look like on the other side of this . Regardless of the outcome. Well, i think the outcome is everything. I mean, i know News Channels will beat every detail of this into the ground. But i think the one thing thats going to change peoples minds is a conviction, which i think would be an earthquake in the political environment, or on the other end an acquittal or a hung jury, which trump would spin essentially as an acquittal that could give him the republican nomination and could give him the election in november of 2024. I think the problem for the republican party, lets just take the classified documents case, tentatively scheduled for the end of may. Thats after most of the republican primaries and caucuses. So to make the point to republican primary voters youve got to say think about the potential that if you vote for donald trump by the time we come to our convention in august he could be a convicted felon. So do you really want to vote for donald trump . Even if you dont mind voting for a convicted felon for president , and i think a lot more republicans will be bothered by that than people think, the broader public is certainly going to be bothered from it and it could be catastrophic for the republican party. Let me ask you this. You told my colleague laura coates a few weeks ago that august could be an important point for the republican party. If candidates had not by this time shown an ability to lead trump to beat trump that they should get out of the race, in effect coalesce around away genuine challenger. We havent seen that. We havent seen that yet. Do you see that still as possible . And do you see someone who has emerged as at least a potential challenger . Sure. I think the august 23rd debate is going to be a potentially pivotal moment. And i think, for example, mayor suarez of miami, who has not qualified for the debate stage himself has already said if you dont qualify for that first debate maybe you should get out. And i think a lot of people will be looking to see if anybody catches fire on the debate stage. And if they dont i do think the pressure to winnow the field will be substantial. There are other candidates who could come in. Governor youngkin of virginia, Governor Kemp of georgia. Thats possible too. But the fact is that to clarify the race, to be able to give people a chance who dont want donald trump, who i think are a much higher percentage of the party than are indicated in the national polls, that field needs to be culled. You have spoken publicly, Written Public Ly About Trump a president as it relates to International Affairs and National Security and decisions you described as dangerous and the potential of his return. How does the world see the current environment here in the u. S. Politically with trump still as the far away favorite for the gop nomination . Four criminal trials. His possible return. What are allies and adversaries thinking as they watch this . Well, ive talked to people all over the world, and i think from the Point Of View of our friends theyre pretty disturbed about the prospect trump might come back, the threat he poses to nato and to other alliances. I have to say, theyre also pretty upset about the prospect of joe biden, who isnt on the job 24 7, or Kamala Harris being elected from the democratic side. So i cant really deal much with what the democrats decide to do. But to me its just a further indication that to solve the Trump Problem its got to be solved by republicans and we need to find somebody who can beat trump, which i think is doable. Its just with these trials coming up you have to have a double bank shot as in pool to be able to assess what the risk might be if youre voting before the trials have taken place. Thats why i think the two federal trials are the best ones to bring forward. And if i had my druthers in a Perfect World id try the classified documents case first. Im wondering, what is the biggest challenge youre facing right now in trying to get resources where they need to be . Hi, boris. I think youre right. Ive come to so many events and i dont think nothing can prepare you for what i saw when i was on the ground there. This town, this very closeknit community that just had complete devastation. You know, i think where were at right now is the priority is to still find everybody thats unaccounted for. Whether that is going through the burned areas or reconnecting people that are staying with friends and family somewhere else. So important that we continue to do that process, which is why were sending in additional teams, in additional dogs to help facilitate this process as we continue to work through the town of lahaina. Were also working with the Governors Team to start to talk about what does the longterm rebuild look like and how do we do it in a way thats going to make this community more resilient . There will be many phases to this recovery. Those are the bookends of it. We have a lot of work to do in the interim and were going to continue to send in resources to support everything that the governor needs as he goes through this. You spoke to the closeknit nature of that community. Our bill weir has been reporting that . Folks are essentially taking matters into their own hands, doing doityourself firefighting as well as organizing donated goods and handing them out to people. There is frustration, though, among members of the community that feel that theyve been left behind. What would you say in response . I was there and i had the opportunity to visit a few shelters, and ive got to tell you that the outpouring of donations and assistance and volunteers that have come to help is really remarkable and really incredible. There are a lot of resources on the island, but we understand we have to be able to get out into the community and help get that message out there. You know, when i was at one of the shelters the other day, i saw the Shelter Manager and the teams there, that they are putting Care Packages together. So as Host Families are coming by the shelter to pick up goods, you know, theyre just giving them a whole care package of items. Now that the bypass road has also opened were going to be able to get our teams into the community to help go door to door, better find people that may not have registered for assistance yet or do need Additional Support and we can get those resources to them. Were going to continue to partner with the county in the state of hawaii to get all of the resources into that community. They are there. We just need to continue to work to make sure were reaching everybody. And administrator, there is the question of accountability. There have been many reports that there was confusion on the ground, that sirens may not have gone off that should have gone off. What would the administration say to calm folks who are outraged over the response that theyve seen . Yeah, boris, this was a really fastmoving horizontal fire. I mean, it was fueled by winds with very little time to react. Firefighters did a tremendous effort of trying to make sure that they could do everything they could to get people out of harms way while at the same time knowing that many of them, their residences were also going to be lost in this fire. Were going to have plenty of time to look through and if needed support trying to identify kind of the evolution of the events. But right now we really do need to stay focused on helping those people that have been displaced and how do we get them the needed assistance that they need today. Just moments from now the president will be speaking there at the white house to tout his economic policies marking the oneyear anniversary of signing his landmark legislation, the Inflation Reduction Act. Polls show a lot of americans dont quite support the administrations handling of the economy. Cnns Kayla Tausche joins us from the white house. The disconnect, its been lasting. Its been remarkable. Strong economic numbers, yet most folks say the economys heading in the wrong direction, and really not a great sense it seems among americans as to what was actually in any of these pieces of legislation passed. Reporter thats right, jim. There seems to be this Growing Disconnect between what the economy is doing according to the data and how people actually feel on the ground. And the message that were going to hear from President Biden today is an attempt to shore up the visibility of some of his Landmark Pieces of legislation that he passed a year ago. Not just the Inflation Reduction Act but also the bipartisan infrastructure law and the chips act which created a halo effect for the president a year ago that the administration wants to keep on going. But the problem is a lot of americans dont know whats in this legislation and they dont chalk it up to the work of the administration. Some 71 of voters said they dont know whats in the Inflation Reduction Act. And so thats why the white house is trying to put some stats behind exactly what its going to do. By and large, jim, the economy is doing well according to the numbers. Unemployment at 3. 5 is still hovering near a fivedecade low. Inflation is near a twoyear low although as you mentioned things are still more expensive for the average american than they were two years ago. And Consumer Sentiment is still trending in the right direction even though it did dip slightly in the last month. But there are a Couple Problems for the president. The first is calling it the Inflax Reduction Act draws peoples attention back to inflation. The president pointed that out. He said at a fundraiser last week he wished he hadnt called its Inflation Reduction Act, he wished hed called it Something Else. And then theres the fact these investments are going to be deployed over ten years. Thats something the white house has picked up on. Heres kareen jeanpierre, the White House Press secretary, earlier this morning. These are longterm investments which americans are going to start to see. Polling dont tell the whole entire story. Its the first time ukraines Intelligence Service has claimed responsibility for last months strike. Cnns nick patonwalsh helped us break this Exclusive Reporting and he joins us now live from dnipro. Nick, why is this so significant . Reporter look, this is fundamentally part of ukraines changed status in this war from the country back in february last year that many thought potentially would last a matter of weeks from the russian invasion to a Military Force able to project its power to the eastern side of the black sea, to potentially threaten the 4 billion kerch bridge Vladimir Putin values so highly. And the Ukrainian Security service very open now on how they were behind the more recent attack on it. Its become the most beleaguered symbol of russian occupation. This weekend moscow saying this incident was just a smoke screen foiling a ukrainian attack on the 4 billion kerch bridge, the link between russia and occupied crimea that putin seems to dote on. Now cnn has obtained exclusive footage heralding a new way of warfare of another earlier devastating ukrainian seaborne drone strike there in july. From the Ukrainian Security services, the sbu, who say they did it and more will follow. This is exactly what the drone pilot saw. Thermal imagery. The Water Rippling as up to a ton of explosive approaches the bridge. The feed then obviously went dead as it hit the concrete. Russian officials said two civilians died in the attack. Cameras on the bridge captured the first blast on the road section. The cursor shows the drone moving in. And another on the Railway Tracks at about the same time. Ukraine has been coy. Some officials saying these huge blasts are from, quote, unidentified floating objects. But no longer. The head of the Ukrainian Security services told cnn this is just the start. Using these drones we have recently conducted successful hits of the crimean bridge, a big assault ship Olenogorsky Gornyak, and sig tanker. Reporter this another Ukrainian Drone attack on the Russian Amphibious assault boat the Olenogorsky Gornyak on which ukrainian officials said 100 personnel were on board. It was a remarkable feat carried out by a Growing Fleet of what they call the sea babies. Hundreds of miles away from ukrainian bases and right in russias coastal heartland.
