i'm christine romans. laura, it was a year ago this week everything started to shut down. now we get a glimpse. a taste of freedom. what it will look like. >> i am laura jarrett. tuesday, march 9th. 5 a.m. in new york. we begin with good news this morning. some of you will finally be able to hug your grandkids again after a full year of coping with this pandemic, a major step forward in returning to something resembling normal life. new guidance from the cdc for people fully vaccinated against covid-19 giving the green light to many everyday activities and easing some restrictions and precautions. nearly 20% of americans have been at least partially vaccinated. almost 10% fully. >> but the cdc still recommends people avoid travel saying it risks creating a surge in infections. the airline industry pushing back saying highly filtered air and universal mask wearing makes claims a low risk environment. a cnn medical analyst agrees. >> so this is one of these examples where i think the cdc is being far overly cautious in a way that defies common sense. people who are fully vaccinated should be able to travel, should be encouraged to travel. that's one of the things we can give. >> elizabeth cohen has more. >> good morning, laura and christine. the cdc has laid out what you can do once you're fully vaccinated so let's take a look first at what it means to be fully vaccinated. what it means is that you are at least 2 weeks out from having had your johnson & johnson vaccine or two weeks after your second dose of moderna or pfizer. if you are fully vaccinated, you can visit others who are fully vaccinated indoors with no masks, no social distancing. no limits on that. and if you're fully vaccinated you can visit unvaccinated people indoors if, first of all, they're from one household, not from a variety of families and, two, if they're at low risk of developing severe covid-19. >> if grandparents have been vaccinated, they can visit their daughter and her family even if they have not been vaccinated so long as the daughter and her family are not at risk for severe disease. >> to be clear, the cdc did not say you can do anything you want. they put on limits. even if you are vaccinated, you shouldn't travel. they said you shouldn't attend medium or large-sized gatherings. if you are out in public you should wear a mask and practice social distancing. christine, laura. >> so important to still wear a mask. president biden set to deliver his first primetime address to the nation on thursday commemorating one year since coronavirus became a global pandemic shutting down much of the u.s., the world and changing the course of history. jasmine wright is here. what are you hearing from your sources. >> reporter: the first time we will see president biden is when he visits a small business that has benefitted from the paycheck program protection loans. president biden will be giving his first primetime address focused on the anniversary of when the covid-19 shutdowns started to take place this time last year. biden senior advisor previewed that speech for us last night. >> reporter: he's going to convey the same message he did on the campaign trail, which was he has a plan. he's executing that plan and as a country we're going to come together. we're going to beat this pandemic. we're going to rise from the economic crisis and then we're going to build back better which means we're not going to leave anybody behind this time. >> reporter: richmond has expressed optimism that the house will pass president biden's $1.9 trillion coronavirus relief bill before march 14th. that is the deadline when the enhanced unemployment benefits expire. that has been the long-time deadline for the democrats come down. house speaker nancy pelosi says that that vote will come late as tomorrow morning but biden wants that bill on his desk before those benefits expire. >> jasmine, see you back in a bit. on the verge ever coronavirus relief. it could cut child poverty by half. key here, the child tax credit. it is a critical and historic step towards that. for example, a family with two parents, two kids making, say, $96,000 a year, if you add in the stimulus checks and the child tax credit, that is $11,600 in relief for that family. something new this time, adult dependents qualify for stimulus checks. elderly relatives and kids, it's $1400 to them. it will be made out to the taxpayer, head of household. this package will fuel a very strong recovery and it goes beyond the child tax credit. there's an extension of food stamp benefits. extra jobless benefits through september. a little known part of the relief bill will be going to farmers of color. there's money to help people stay in their homes. >> just so much in this bill. president biden announcing two female generals to commanders. the promotions of jaclyn van obost and army general laura richardson were delayed during the trump administration. if confirmed, van obost and richardson to head the u.s. soern command would be the second and third women to lead a combatant command. a stiff upper lip? barely. the u.k. now reacting to harry and >> reporter: yes. finally brittain was able to actually watch the interview in full. the reaction is mixed. this is something we touched on yesterday but much clearer now particularly looking at the newspapers and how they are handling it. take a look at the metro. just the four of us now. a celebration of bliss celebrating the independence we have. it's the biggest crisis for the royal family pretty much since the abdication. that is a pretty serious thought. this is playing out differently in the u.k., there is no doubt. a poll released overnight is fascinating. do you think this interview was inappr inappropriate? in the states, 20% and in the u.k., 47%, nearly half. that is not to say they don't empathize with harry and meghan and they don't take the serious allegations of racism or mental health to heart, but many people think this has been damaging. what do you think about this interview? >> i just think it's really sad that family matters can't be played out within their family and at a time when so many people are losing people, losing their jobs, this is the main headline. >> i think it's a good thing people can hear about the royal family. >> they didn't want attention. she's getting it. at the same time she hasn't been treated as equally as the other members of the royal family. >> i don't think what she said is a surprise. i haven't seen it. i didn't think it was that dramatic. she was never going to name people. >> i don't think you can under estimate how protective some are of the royal family. >> i think that's probably right, 100%. 100%. safe to say. the question that seems to crop up whenever the royal family faces some big controversy is can the monarch survive? >> reporter: laura, the first time we will see president biden today is when he visits a small business that has benefitted from the ppp loans. as you said on thursday, we will see him give his first primetime address commemorating the 1-year anniversary of the shutdowns. biden's administration previewed those. >> he's going to convey the same message he did on the campaign trail, which is he has a plan, he's executing the plan and as a country we're going to come together, beat this pandemic and rise from this and build back better. we're not going to leave anybody behind this time. >> reporter: richmond expressed optimism that the house would pass president biden's $1.9 trillion coronavirus relief bill before march 14th. that deadline when we know the enhanced unemployment benefits are set to expire. nancy pelosi said the vote will happen wednesday morning at the latest. biden is looking for this urgently to pass to get on his desk so he can sign it before the benefits expire. >> time is of the essence. thank you. the senate passed his version of the president's american rescue plan. expectations for a strong economic recovery really hit tech hard. let me show you how. the dow climbed 306 points. that hit an interday high and they flipped into correction territory. the faang stocks, facebook, apple, amazon, netflix, google. monday's selloff in tech is a rotation out of the winners. tech had been up so big, right? into the blue chip stocks more subdued in last year's rally. optimism over vaccines has been giving investors hope that they can do things like shop and travel more freely. laura, just a word here. that coronavirus relief bill is so big, so historic. the stimulus checks get all of the newsprint, right? there are subsidies for health care? there's expanded food stamps. there's so much in here. there's a bailout of the public pension system. there's so much in here to kind of unravel, we'll be doing that over the next few days. it's on its way to the president's desk once it makes its way through. >> what do you think is the biggest game changer? >> child tax credit is the biggest attempt to try to al alleviate poverty and address income inequality. it's temporary, one year. there are democrats hoping this will be a transformational change to address what is the weakest part of america, the largest economy in the world. >> once you start a program like that, it's hard to take it away. 38 minutes past the hour. tim reynolds of iowa has signed a controversial bill to limit voting and make it harder to return their absentee ballots. the legislation would reduce the number of early voting days from 29 to 20 days and would close polling places an hour earlier on election day. it bans officials from sending absentee ballots without first requesting it and in georgia the state senate passed a bill that would repeal no excuse absentee voting. over 40 states have introduced more than 250 bills. >> it could be the story of the next election what is happening in the statehouses now. a record number of unaccompanied migrant children are in u.s. border patrol facilities. according to documents reviewed by cnn, more than 3200 children were in custody as of yesterday. about 2600 of them are awaiting placement in shelters but there are only a little over 500 beds available. security officials, they're now asking for volunteers from within the department so they can get some help with this surge at the border. they called the situation overwhelming. the trial of former minneapolis police officer derek chauvin set to begin this morning with jury selection. the judge is going to go forward over a potential third charge in the death of lloyd floyd. sara sidner is in minneapolis for us. >> reporter: christine and laura, there is extremely tight security. i want to give you a look at it. you've got razor wire, fencing, barricades. the courthouse is there to my right. that is where the trial will take place. jury selection was supposed to start monday but indeed was pushed till tuesday because of a legal battle going on between the prosecution and defense and the judge has looked at it. the prosecutors are trying to add a charge. they've already charged former officer derek chauvin accused of killing george floyd with second degree intentional murder and manslaughter. he has pleaded not guilty to those two charges but the prosecution is trying to add one more charge, that of third degree murder. now that is being argued in an appeals court. there were arguments whether this trial should go forward. the judge is arguing that it should. we also heard from the sister of george floyd. she had some tearful words to express after being in the courtroom and being able to look into the face of derek chauvin. >> that officer took a great man, a great father, a great brother, a great uncle and a great father. he took a great father. he was so family oriented. he loved his family. he loved his daughter. gianna meant the world to him. and we will never get that back. >> now as you might imagine, finding a jury in this case will be difficult. there isn't probably a person in this world that hasn't heard of george floyd and what happened in min knee app poe lis. there is a 16 page jury questionnaire to fill out. what they're looking for is jurors who can be impartial. in other words, who can look at the evidence that's in front of them during the trial and make their decision based on that. as far as how long the trial will be, expecting that to be at least two or three weeks because there are potentially about 400 witnesses. christine, laura?
