Underway. President biden sitting down with House Democratic leaders, this is as Congress Pushes forward with his 1. 9 Trillion CovidRelief Package. Republicans so far have pushed back on the size and scope. They proposed less than a third of that value. But democrats do have the votes to pass their own bill. Putting the president s call for bipartisanship and unity to the test. We are also watching less than an hour from now, the white house covid19 team holds a Press Conference as we get new warnings on Coronavirus Variants rapidly spreading across the country. Lets begin with manu raju on the hill. John harwood joins us from the white house. Manu, it is really interesting, Jared Bernstein said, no, were still negotiating but still full steam ahead into not needing a single republican vote. It is unlikely that this bill will win over any republicans, certainly not any Senate Republicans based on the size and scope of the legislation. They are pursuing this morning, early this morning after a Marathon Session in the senate, they took the first key step toward passing a bill without republican support. They passed a budget resolution, that essentially would set the stage for moving forward with the larger package, that 1. 9 trillion package that includes what joe biden has been looking for, getting that through both chambers and avoiding a republican filibuster by using the budget process. Now the next few weeks are absolutely critical. Because while they just passed the budget in the senate and final approval in the house and then beginning the drafting and writing of the legislation. The first part was the easy part. The tough part really begins which is why this meeting in the white house is important. The democratic leader and the key chairman will talk with the president and the team to discuss exactly how they want to move this legislation forward. That process and their plan. But then theyll start getting into the details writing out 1. 9 trillion in federal spending in a very complicated and not to mention the politics internally in getting a conservative democrat like a joe manchin on the same side as a liberal independent Bernie Sanders who sides with the democrats. That is a complicating task and something theyve have to continue to navigate. How to structure Relief Checks for individuals in particular, among many, many other details, but that is the next couple of weeks here to get that sorts out here, guys. John, the politics for republicans are not exactly easy h here either. Because theyre in the position of voting no for people that need it. George w. Bush did this in 2001 with the tax package and went through reconciliation and got democrats on board who said, well, actually tax cuts are pretty popular. I wonder is that the white house kind of bet here. Even if they dont get agreement, theyll get some republican votes . Well, it is possible theyll get a small number of republican votes. After all, some of the polling has shown that a significant chunk of republicans respond favorably when elements of the Biden Proposal are described. But even if there is a political discomfort for republicans and opposing big checks for people, there is also a partisan imperative and the strong sentiment within their base is not with joe biden. And so it is not going to be all that difficult for most republicans to vote against it. But joe biden is going to make the case and make a speech this morning that given the fact that we had this week and more than 700,000 people filing first time unemployment claims, yes the Unemployment Rate went down but 400,000 people left the labor force. Were still down 10 million jobs for what we had prepandemic. Theyre going to make the case we need this bill to get to the other side of the pandemic and get this economy going again. All indications, as manu said, that theyll be able to hold democrats. They will be making changes. It is clear theyre going to tailer the qualification for the 1,400, which may dprop it down to 1. 7 trillion but it is not a large scale change in the package. Republicans arent willing to meet them close to what biden has proposed and that is why the the legislative version of bipartisanship isnt going to isnt likely to work even if the Popular Support version of bipartisanship is there to some extent. Yeah. Politics of it all. Thanks. Next hour were expecting to hear from Marjorie Taylor greene who was striped of her Committee Assignments last night. 11 republicans joined democrats to remove her from the committees for all of the things that shed said, about the support for qanon and violent rhetoric, et cetera. Jessica dean joins us now with more. Jessica, democrats wanted accountability here and republicans wanted to kind of put this behind them, right. But based on her public comments, it doesnt seem like greene is going to silent here, right . Including on the big lie of the election being stolen. Reporter right, jim. We do not expect her to be quiet or to fade into the night so to speak now that this vote has happened and shes been striped from her committees. In fact, she tweeted first thing this morning that she woke up laughing at what she said a bunch of morons, the democrats and republicans are to give, quote, someone like me more free time. So clearly she anticipated being here and she anticipated spending her time on whatever former President Trumps next venture is and support very conservative republican candidates. Now what do we expect today . Well, coming up here in just the next hour we do expect her to have a Press Conference. We do expect her to take questions since that is typically how a Press Conference works. Ive tried to ask her questions here in the capitol in the hallways along with other reporters and she has not answered any of our questions really. So this is an important for us to hear from her and ask her some of the questions that we would like her to answer to. We did see her on the house floor yesterday talking about her beliefs and walking back some of them. But not Comexplicitly Apologizi for any of them. This is before the vote. And that is her version of events so hopefully well get a bit of back and forth with answers later today. Important to note about the vote, jim and poppy, we did see 11 republicans siding with the democrats. The 11 republicans not the same republicans. It is a Different Group than the ten who voted to impeach former President Trump. And again 11 there. So more willing to go with the democrats on this issue, jim and poppy. Yeah. Kinzinger straddled both groups. But it is not a small group within the party. Thank you very much. Joining us now to talk about this, tia mitchell, washington correspondent for the Atlanta Journal constitution. All politics is local and greene won a primary and she won her district. Tell us about that district here and is she, are these views popular there . Greene won a primary and a runoff against another republican and then, of course, the general election. And the problematic comment were covered in media including the Atlanta Journal constitution prior to the election. So we cant say that voters in her district were not aware of some of the comments she made. I think there is a divide now, the district is very conservative. It is rural. Northwest georgia. There are republicans who say they are troubled that greene came to washington and seems to be more concerned with, you know, raising cain and doubling down on her most problematic statements than she is on doing the legislative work that they sent her to washington to do. But she also still has a lot of support among far right conservatives and trump loyalists who like what shes doing and they think she, you know, theyre saying keep going, keep at it, keep raising hell. That is what we want to see from you. So that is that divide that kind of defines what shes doing, even what were seeing today, the duality of showing remorse on the house floor but tweeting more defiant this morning. Those are such good points and im so glad you have a pulse because you covered all of the races and the district here. You know, when steve king finally got striped of his Committee Assignments, he didnt get reelected. I wonder if you think this is different, though. Because one of the points you made in your reporting is maybe shes not losing all of her power here . Yeah, so this district is so deeply conservative. And, again, it is not like she wasnt known to have said racist, xenophobic and antimuslin things before she was elected and that runoff was very telling because that is against another republican who basically campaigned on hey, guys, im just as conservative as she is but without the problems. Right. And she still won. And so i think it is unlikely that she would lose in a deeply conservative district like that. There is chatter about redistricting and how that could effect it, but it is such a Deep Red Pocket of the state this is hard to make it less competitive for someone, again because trump remains popular in this part of the state as well. And also, she it is not like she was tied to the district, she moved there to run. So she could just move somewhere else and run again. It took a few years for voters to turn on steve king after years of racism. Tia, on a separate issue, because legislators in georgia, theyve already introduced legislation to roll back voter access there that expanded the vote in the 2020 election. Including to black communities there and it led so such high turnout in 2020 and helped turn the state blue. Will these measured succeed . Do democrats or Stacey Abrams have a way to stand in the way of restrictions on voter access . I dont think well, democrats dont have enough votes in the georgia General Assembly to block republican initiatives like that and governor kemp, even though he stood against President Trump in the big election lie, as you guys have called it, hes still very conservative and it would be unlikely for him to veto these measures. So activists like Stacey Abrams and the other voting organizations, theyre only remedy would be the courts. I think the courts could probably give them some reprieve and if nothing else could maybe delay some of the implementation, but it is unlikely some of these proposals are unpopular with the republican leadership, including, for example, eliminating excusefree absentee voting. That is not really popular at the upper levels of the gop. So that is less likely to pass. But requiring, for example, more identification, drivers license numbers and things like that to vote by mail is more likely to pass. And again, i dont think the democrats could do much to stop it. And those are deliberately targeted at certain communities. It is transparent. Sad to see. Tia mitchell, thank you go ahead. I was going to say, republicans said that even in georgia, republicans have said, you know, they think that it will help their chances of winning if they pass some of these measures that limit access to voting. Who is eligible and what is the turnout like . Reporter good morning, jim. That is right, Yankee Stadium, perhaps the Broncos Most Iconic Landmark will be known for something else. This is a mass vaccination site open to only residents of the bronx. It is by appointment only, you also have to bring proof that you are a resident of the bronx. So you have National Guard going along the lines and people have been lining up now nor about two hours before the site opened at 8 00 a. M. This morning. Now National Guardsman are going down the line making sure they have appointments and residents of the bronx and separating people who need help getting appointments. This is a site open from 8 00 a. M. To 8 00 p. M. Monday through friday. There are 15,000 Appointments Available this first week. Were told that today there are only about a thousand and theyll be ramping that up. That is a site that is very important for city officials when it comes to fairness and equity. They want to make sure they could get vaccines into more people faster and more evenly. Theyre chosen the bronx for this site because this is the borough with the highest Test Positivist Rate in the entire city. Were talking over 6 when you talk about 3. 5 in manhattan. This is also the borough with the highest poverty rate in the city and there is a Large Population of black and latino and poor residents and theyre more likely to get sick and die. Were talking about essential workers and so that is why they have launched this site here today. And so far so good. Were told by the Company Running this, that 13,000 of the 15,000 appointments over the course have already been taken. Jim. Folks, go take advantage of it. Youre lucky if you have the opportunity to get vaccinated. Athena jones, thank you very much. This just in, the Drugmaker Astrazeneca is expecting results from its u. S. Covid Vaccine Trial in the next four to six weeks. This is comes as the university of oxford published a nonPeer Reviewed study saying that the vaccine is effective, this is key, against the u. K. Variant of the coronavirus, which has been shown to be more transmissible. That is great news as well. Our chief medical correspondent sanjay gupta, good morning, sanjay. Good morning. Promising news on this time line for Oxford Astrazeneca and it is not Peer Reviewed but encouraging that oxford said and by the way it works against the u. K. Variant, too . Absolutely. And this is the key question i think a lot of people are asking right now. We know the virus is mutating and these variants are emerging. Do these vaccines, which induce all sorts of different immunity in the body, do they provide enough coverage for the variant and as you said, i looked at some of the data, it is early data out of astrazeneca. Weve been following the trial since its inception and it does seem to be effective against the variants. Were obviously going to want to see the final data to confirm that. Why four to six weeks from now to get some of this data . That is typically dictated by the fact that you need to have at least two months of safety data as well as you remember. This is a back and forth that occurred before pfizer got authorized. That is what is typically dictating when we first see the results. But if it holds up, then that will be another vaccine that i think could potentially have authorization. It is already authorized in other parts of the world. Our cup runeth over. And you also have the johnson and johnson vaccine coming through and asking the fda to authorize its vaccine. What do we know about it . I guess a big Picture Question for me is from your Vantage Point when is it likely that most people in this country will have access to any of these vaccines . Well let me talk about the Johnson Johnson one because i think there is instructive for a second. What do you expect when you take a vaccine . I had this conversation with my parents, theyre in their late 70s. Im going to get vaccinated and what is the expectation. I think the hope and expectation is that i dont have to worry about getting really sick and possibly needing to be hospitalized or dying. That is the thing that filled most of our conversations over this past year. Now theyve been vaccinated. I think they could be pretty comfortable with that. I focus on the right side of the screen here. Because i think the idea that there were no hospitalizations or deaths in the people who received the Johnson Johnson vaccine in the clinical trial, i think speaks to that very issue. In fact, if you look at five Vaccine Trials, 75,000 people received vaccines in these trials, nobody died in those trials. So i think in ways the vaccine is accomplishing what people care about the most terms of getting sick or being hospitalized or dying. I think with Johnson Johnson is interesting because it was trialed at a different time and in different places as compared to the mod eerna or pfizer vaccine. You could see it was a different disease, more severe disease that Johnson Johnson was being trialed against. Because the virus was more widespread and there were more variants and it had 85 protection. A lot of people will say, well moderna and pfizer 95 protection but if you were to do the trials at the exact same time in the exact same places as Johnson Johnson, it would probably be far more similar. These are good vaccines and they accomplish what most people want to accomplish and as you point out, it will accelerate the timetable. They get authorized and start rolling out the first or second week of march. Well see what happens with astrazeneca. That could be a great thing. There is also promising news from the cdc this morning that covid 19 Vaccine Doses outnumbered cases, new cases of covid in in country. Ten to one. That is a great, a really big deal. Is this a sign that things are getting better. What does it mean Bigger Picture to you . No, i think so. The ratio first of all of doses that have been distributed versus doses that have been administered has gone up. In the beginning there was concern, it was 10 , 20 and then 30 and 40 and now closer to 60 are getting administered. So that process is going well. And there has been stumbles and there are stuff to figure out. Just the number of people who could push the Shots Into Arms was a Rate Limiting Step for a while. It has got to continue to go well. And people said, look the original target of a million doses of a day for 100 days is int too low and i think the administration have heard that and increased their projections and frankly i think it could go up even more. The faster we go, it is not just the amount of vaccine, it is clear that we have to go fast. This race, some people dont like the analogy but the race of the vaccines against the virus i think is an apt one. The faster we go, the less likely the virus will mutate and these variants will become a problem. It will be upset if you exceed goals or go faster than you said. But well be watching. President trump has refused to request to testify during his second Impeachment Trial. Democrats do have other options, perhaps to force that. Lets Talk Impeachment with someone who teaches it. Im joined now by ross garber, he teaches Impeachment Law and political investigations at tulane law school. Good to have you back as always. Good morning, jim. So democrats to subpoena the president. Would a Subpoena Hold . Well, first of all, a subpoena is very unlikely because of the question you asked. First of all, the senate hasnt authorized any subpoenas in this case yet. And so maybe the senate would authorize subpoenas, maybe they wouldnt. If a subpoena were issued, the big risk for the House Managers and the senate is that trump would either refuse, just totally flout it, and force the democrats to go to court to try to enforce it, or he would go to court and tee up an issue for the courts that the democrats dont want to be before the courts and that is the issue of jurisdiction. That is the trump primary defense here. Is that the senate doesnt have the jurisdiction to do that and that is one way that issue could get in front of the courts, is through subpoenas. You could do this trial, could senators and House Managers do this trial without Calling Witnesses . Well, they can. The First Trump Trial was held without any witnesses. That is because it was blocked, right, by republicans who held the majority. And the democrats have majority now. They fought that. Could they make that case of high crimes and misdemeanors through videos which seems to be the focus here. As a practical matter, the think the answer is no. We could all count votes right now and if the vote were held based on what Everybody Knows right now, it seems that the conviction is just not going to happen. There is no way it is going to happen. For there could be a realistic chance of conviction, i think there has to be new evidence, there have to be witnessed and youre going to have to convince a substantial number of republican senators and that means convincing a substantial part of the trump voting public, that the former president should be convicted. And that is not going to happen, probably not going to happen with or without witnesses but it is not going to happen without witnesses. Then havent republicans or rather the democrats here already seeded the trial. If you need them to make the case, what is the point . Well, so what we dont know yet is whether the democrats are have given up on this issue of having witnesses or have they is there a possibility that they do decide to call witnesses. As you noted, we saw for the first time yesterday the House Managers invite the president to come and testify. This is all a moving target. Unlike the First Trump Trial, unlike the Clinton Trial and un unlike every other modern Impeachment Trial, were heading into Impeachment Trial week without knowing the rules. The senate has not adopted rules for witnesses, depositions, subpoenas, nothing like that. And so this is all a very, very fluid situation. Yeah. No question. This just into cnn, the Biden Administration is expected to announce today it is sending approximately 1,000 u. S. Troops to help across country getting people vaccinated. Think of this as a Military Down Payment on the effort to increase vaccinations, the president wants a million and a half a day. The Military Portion of this likely to be about 450,000 vaccines a day. So what we have right now is, it is expected the Biden Administration will announce later today about 1,000 troops getting the orders to be able to move around the country quickly to help with these initial vaccinations at some of these mega hub sites that are being set up. That is about a thousand troops. Still working with fema to get the rest of that estimated 10,000 troops out there. They will have to have a hard look, we know, at the mix of active duty and National Guard medical professionals that will be able to administer vaccines, support personnel, that will be able to help run the sites and get all of this up and running to meet President Bidens goal of a million and a half a day in the first 100 days. So this is the first step. Now, the military has been very involved in this already. There have been a number of National Guard acty duty units moving apr the country to help overwhelmed Hospital Systems but now very much focusing on the vaccine problem. Anything that could be helpful is welcome. Barbara starr, thank you. President biden is pushing to get support, bipartisan support for the 1. 9 trillion Relief Package including funding toward reopening school and a lot of funning but that is a big sticking point. It is one of the his 100 day plan to get every kid back in school. The loss of inperson learning is hurting all children but especially communities of color. It is exacerbating inequality and exposing the lack of trust that some minority families have in sending their kids back to school. So here is the sad reality in several cities. The Chicago Tribune reports that only a third of black families are willing to send their children back to classrooms, compared to 67 among white families. New york city, about 12,000 more white children have returned to classrooms than black students despite black children making up a larger share of the district. Joining us now to discuss why this is, what could be done about it, dr. Sonnia booking, the ceo of Baltimore City public schools. Thanks so much for joining us this morning. Could you tell us what is behind, if you want to tell us what is behind this, driving this . Well i think one of the things that we know and what weve been seeing is that, one, a number of our families of color, large percentages, already have seen the underresources of their schools, already have distrust in both medical institutions as well as educational institutions. So weve had to take that into account as we have increased our inperson learning opportunities. But it is absolutely real. I know that you have been fighting hard to get kids back in classrooms so it must be pretty disappointing to you to say the least that there is this now additional two week delay to getting the Teachers Union on board, et cetera. But id like to hear from you about the actual impact on the kids and the Learning Loss and how profound that is, not to mention the fact that it is literally forcing parents, largely mothers, to choose between their job and staying home with their kid. What is happening . Well, poppy, youre absolutely right. What were seeing first is that there are parents and parents of color in particular who do want an inperson option because quite frankly theyve never had the choice to work from home. They want safe options for their young people. And we have families across our city in every neighborhood that are seeing increased depression, isolation, withdrawal from learning. Weve had families come up and hand us laptops to one of our principals and say, i cant do this any more. Wow and these are all families under duress. And so part of what we are really working for is to give options for all of our families, whether theyre low income, whether their english language learners and an option for young people. Were seeing the toll in academic outcomes. So we have a 20 to 30 increase in the number of our ninth grader who have failed one course. Theyre first year in ninth grade. And this has longterm implications. We any this already, that Course Failure in ninth grade reducing the likelihood of from high school. So were seeing some of that negative impact alongside some families that dont want the virtual option. Were just saying all families deserve a choice. Regardless of their zip code, regardless of their neighborhood, their first language, or frankly their ethnicity or race. We want families to have a choice. The fact is that data shows it is safe, though. Like with vaccines, they are safe, and the data shows it overwhelmingly and reopening has shown to be safe with mitigation. So i wonder how do you get those facts through to help change some of these views . So one of the things that that we have seen, jim and poppy, is that when we proceed slow and steady and we give families the opportunity to see for themselves, right, so were hosting open house at our schools so that families see that the soap that wasnt in place prior to the pandemic is now in place. They see the distancing, they see the masking. And for a lot of our families, seeing is believing. Theyre not just going to take our word for it, because they already have challenges and relationships with institutions. But weve seen that slow and steady when we begin, when we began our Student Learning centers out of a thousand spaces we ome had about 200 to 300 filled. Within three weeks as families saw that we were true to our word, we had all 1,000 spaces filled. So i think that what we have to take into account is that we have to guide families through the procedures that were actually putting in place. And then seeing it believing. The kids are coming home and feeling much better about being back and having those connections, but you have to show you could do it safely. Got to get buy in.
