Hello an welcome to our viewers joining us here in the United States and all around the world. You are watching cnn newsroom. And im rosemary church. Just ahead, the cracks are showing within the u. S. Republican party as it debates whether to punish a congresswoman over her incendiary views. How this fight could determine the gops future. Also im not making it law. Im eliminating bad policy. President biden rolls back trump era Immigration Policy, pledging to reunite children separated from their parents at the border. And paying their respects. The president and first lady are among those to honor officer Brian Sicknick who died after being injured in the capitol hill riot. Good to have you with us. Well, the future of one controversial u. S. Lawmaker is now being debated by her colleagues in the house. And in the coming hours, a group of republicans could decide whether to punish Marjorie Taylor greene for extreme comments she made before winning her seat. Cnns manu raju has the details. Reporter republicans now in a battle for the soul of their party. Facing a major test this week about whether they should purge their party of conspiracy modeling conservatives or pun those those who stood up to donald trump. The first, Marjorie Taylor greene a congresswoman who dabbled in conspiracy, on whether a massacre at Parkland High School was staged. With more controversial views coming to light are there any regrets in anything you said . Reporter in Top Republicans staying silent, top leaders finally had enough. Mitch mcconnell calling out greene lies and Conspiracy Theories saying they amounted to a cancer for the party. I think i adequately spoke out about how i feel about any effort to define the Republican Party in such a way. Reporter but mcconnell would not say if he should have pushed back against trumps Conspiracy Theories. You recently spoke out about Donald Trumps conspiracies, about the election being stolen much earlier than you ultimately did . Well, with regard to the former president , were going into an Impeachment Trial next week. Reporter senator john thune, the number two republican said today that House Republicans have to make a choice. Do they want to be the party of limited government . Or do they want to be the party of Conspiracy Theories and qanon, and i think thats a decision they have got to face. Some republicans arent taking sides yet. Before i judge what to do about her, i want to know what the facts are. Reporter but even close trump close allies said theres no room for views. Telling cnn he would support the removal from the House Education Committee which House Democratic leaders are threatening to do this week if House Republicans dont do it themselves. There has to be some sort of guard rail. Reporter all of that comes as House Republican leader Kevin Mccarthy has yet to be weighing on in greene. Greene has fired back at mcconnell calling him the real cancer in the party and shes begun to walk about the conspiratorial views. Including over the massacre. Its terrible what these families go through. Reporter as House Republicans deal with one internal battle, another messy fight taking shape. This over the future of list cheney, the number three House Republican who joined nine of her colleagues last month to impeach trump in a charge of inciting the deadly insurrection at the capitol. On wednesday, House Republicans will meet behind closeddoors in what is expected to be a tense meeting in part focused on cheneys vote. Mcconnell and other Top Republicans such as Lindsey Graham have given cheney the full endorsement but as trump tried to get back into graces after criticizing them last month offering a qualified endorsement of cheney. Look, i support her, but i also have concerns. I still have noll decisions made by House Republicans on whether to get rid of Marjorie Taylor greene assignment. There was a tuesday on tuesday. The House Steering Committee met, they make a decision whether to strip a member from his or her committees. They have not made a decision. They plan to discuss it. One of the concerns, the precedent it would set by punishing a member for thing they did before they won their election. That is an issue, im today, theyre going to continue to grapple with and ultimately see if they can make a decision come wednesday. Man you raju, cnn, capitol hill. And while the republicans debate thousand handle greene, Congressional Democrats are making plans to pass their almost 2 trillion covid relief bill without republican support. President biden told Senate Republicans their 600 billion counteroffer falls way short. The president s bottom line is that this is a package. The risk here, as he has said many times is not going too big. It is going too small. Republicans believe the democrats Relief Package is too costly. But democrats are now laying the groundwork to fasttrack their bill to use a short cut called Budget Reconciliation that requires just a simple majority to pass. Joe biden is totally on board with using reconciliation. Ive been talking to him every day. Our staffs have been talking multiple times a day. We are not going to dilute this so it doesnt help the American People get out of this crisis quickly. President biden is using his latest raft of Executive Actions to undo the Immigration Policy of the Trump Administration. Biden has signed three Executive Orders establishing a task force designed to reunite separated families. Tackling the causes of immigration at the source, with aid for Central American countries. And reviewing current Legal Immigration systems to make sure theyre accessible is how the president explained the moves. Were going to do work on to undo the moral and International Shame of the Previous Administration that literally, not figuratively ripped children from the arms of their mothers and fathers of the world. And with month plan whatsoever to unify the children still in custody and their parents. So, lets talk now with cnn legal analyst Elliot Williams. He is also a former Assistant Director of immigration and Customs Enforcement known as i. C. E. Thank you so much for talking with us. Hey, rosemary, how are you . Good. So, when he signed three Executive Orders on immigration tuesday, President Biden made the point, hes not making it new laws. Hes eliminating bad policy. Are these the right moves at this time . And is the use of Executive Orders the way to do this . Well, you know, he couldnt have said it better with im not making new law, im eliminating bad policy. But the simple fact is this is where we are with immigration in the United States. In which successive president s have to use Executive Action because congress, the body that makes the laws in the United States, simply has failed to act for to this point close to two decades now. Ultimately big change in America Needs to happen with respect to our Immigration Laws. Congress has tried as recently as 2013 to reform the countrys Immigration Laws and just hasnt gotten it done. So what President Trump attempted to do is put in place a number of Executive Orders. President biden they were bad policy, to be very clear. And President Biden is now rye sinding a lot of them and putting a lot of policies in place. This is the best that biden can do but ultdly this really needs to fall on congress lap. Right. So how difficult would it be for the former Immigration Psych to carry this out, particularly reuniting 600 children separated from their parents . Lets focus on what was wrong with that policy. Not only was it morally wrong, we know the Trump Administration deliberately separated the children. But it was legally suspect but logistically unsound. They werent prepared to deal with the very policy they put in place. So, at a minimum, simply applying a baseline level of normalcy and competence to the process was very important for the Biden Administration. So what theyve done is put in place a task force to review number one, find where the 611 children are and then could everything practicable to reunite them with their parents. At its heart, its basic confidence. Cnns analyst Elliot Williams joining me. House democrats blamed trump singularly responsible for the capitol insurrection that left five people dead. Cnns jim acosta has more. Reporter Donald Trumps supporters are trying to build a wall of their own separating the words before the riot. We will stop the steal. Reporter in its response to its impeachment allegations brought by the white house. The trump team writes it is denied that the 46th president engaged an insurrection or rebellion against the United States. Adding that the president believes the Election Results were suspect. This is putting past any speaker against everything we believe in this country. Reporter asked for trumps instructions to the crowd to, quote, Fight Like Hell and if you dont Fight Like Hell youre not going to have a country anymore. Reporter his lawyers stated that the phrase if you dont Fight Like Hell, youre not going have a country anymore. And in the filing which misspells United States on the first page, Trump Averred he nevered try the election votes. I need 11,000 votes give me a break. Reporter even as Vice President to do his bidding and if youre not, im going to be very disappointed in you. Reporter House Democrats plan to use clips of trumps speech. Youll never take back a country with weakness you have to show strength, you have to be strong. Reporter as well as comments made by his violent supporters [ bleep ] reporter to prove the former president instigated the riot. Writing if provoking a that is not an Impeachable Offense its hard to imagine what would be. As to the claim made by trumps lawyers that he cant be tried after leaving office. The democrats counter there is no january exception to impeachment or any other part of the constitution. Still some worry this trump trial will end like the last one. Im very worried going through the trial and having the punch line being trump acquitted again. Reporter jump advisers say the former president remains obsessed with that big lie. Jim acosta, cnn, washington. And as jim reported, trumps attorneys will be mounting a Free Speech Defense at his trial. Earlier, i asked cnn political analyst Sabrina Siddiqui how that legal argument may play out. The Video Evidence of former President Trump encouraging his supporters to storm the capitol, to make themselves heard. Not to give up the fight, branding it as really a battle of war, that is all there for everyone to see. What theyre doing is trying to focus on the idea hes no longer in office, therefore, he cannot be convicted. But democrats are pushing back saying not only was he impeached while he was still in office, but they would be hardpressed to imagine that the framers of the constitution, this is a word that democrats are using, would have left them defenseless against a president s stretchry in his final days in office. Without any system to hold a former president accountable, certainly, especially when a lot of this has to do with seeking to bargain from seeking Public Office again. Now, the other piece of this bill is that there just simply isnt enough support it seems from republicans to actually convict President Trump. It seems like a foregone conclusion that he will once again be acquitted. But clearly, as you point out, his legal team is focusing much more on process, not really what is at the heart of the trial itself. Right. Thats certainly how its looking right now. But everyone will, of course, be watching to see what Mitch Mcconnell at the Impeachment Trial. Hes already flexing his muscle over the disarray within the Republican Party, using a scathing attack against kuuan an conspiracy theorist Marjorie Taylor greene while fiercely and what might that signal what hell dole at the trial and where he wants the party to go posttrump . Well, i think this is the real challenge that there are some republican including Mitch Mcconnell who want to move on from socalled trumpism and no longer let that define the party but because republicans including mcconnell were willing to enable former President Trumps behavior, a lot of the Conspiracy Theories in which he and his supporters have trafficked have now come out of the fringes are now more prior mainstream. Thats what youre seeing with Marjorie Taylor greene. She is one of several republican lawmakers who has really fashioned herself in trumps image. Many thanks to cnn political analyst Sabrina Siddiqui talking to me earlier. A u. S. Capitol Police Officer is lying is in state inside the building he was trying to protect a month ago. Brian sicknick. U. S. President joe biden and jill biden paid their respects tuesday. Its usually reserved for leaders but multiple lawmakers called for sicknick to receive the posthumous honor. He was one of five killed during that riot. U. S. Lawmakers are paying tribute saying some of their colleagues can learn from his example. Its just such a sad scenario, but when someone basically gives their life defending our democracy, defending our capitol, defending each One Of Us Hooper in there. Thats what they were defending, the government, we were the government that day, doing our job, what we were taxed to do, heres a man that stood there and gave his life. So, i think its very appropriate that we pay respects and we never forget him or his family. Democracy is not just worth defending for them. They found it worthy you know, Brian Sicknick found it worthy to give his life for. We have people that sit around and scared to give their career for the same cause. Im not saying everybody has to be a hero. But doing the right thing and telling your constituents the truth should be the really basic part of the job. And actions have already been taken to make the Capitol A Safer place. The house has passed a new rule fining members 5,000 for ignoring house law security rules. Meantime, investigators are replaying the event, of the Capitol Attack in an effort to learn more. Cnns brian todd has our report. Reporter investigators have recommended that prosecutors not bring charges against the u. S. Capitol Police Officer in the Fatal Shooting of capitol rioter ashli babbitt. People familiar with the matter tell cnn. But the sources say a final decision has not been made. Deadly force can only be used in the defense of real life or life of another. And in this case, the other would have been members of congress. Reporter a spoke person for the d. C. Metropolitan police told cnn its irresponsible to jump to conclusions until the investigation is over. An fbi affidavit from the case of alleged rioter Zachary Allen gives a clearly picture of the circumstances around Ashli Babbitts shooting. He allegedly kicked the glass doors to the haul that led to the house chamber. Fried to smash it with a helmet and shouted expletives. The investigators say after he smashed the window, babbett was shot and backed away. You can tell from the videos there was a very chaotic moment. There was a lot of banging. It would have been easy to mistake one of the bangs for a gunshot. Reporter meanwhile, this woman in a pink hat offering to operate a Battering Ram to smash a window. Has been identified by the new yorker. Although she is lying low. He was shouting directions. The new yorker says shes a 48yearold mother of eight from western pennsylvania. She told the investigator she was being spontaneous, she said listen if people dont help to direct people do more people die . So many of the people who showed up at the capitol were not longterm, 20 or 30year republicans, at some point they got radicalized. A lot of it happened online. In her case, we could actually see it playing across her facebook. Reporter democratic congresswoman alexandria ocasiocortez has given say harrowing experience of her experience on january 6th. On instagram live, alexandria ocasiocortez said a man came into the office and banged on the doors. The man that she thought was a rioter turned out to be a capitol Police Officer. Screams and yells of where is she . Where is she . So, i go down i mean, i thought i was going to die. Reporter officers are struggling to build a murder against in the death of officer sicknick. Sickened by the fact of the lack of evidence that it caused his death. Investigators have combed through video and photographs Showing Sicknick engaging with rioters. But they have not yet identified a specific moment when he suffered his fatal injuries. Brian todd, cnn, washington. And after this short break, a major shakeup at amazon. Those appointment which is were cancelled will have first priority. New york city said it wont schedule any new appointments until those have been taken care of. In new york, im erica hill, cnn. And in is growing concern that different variants of the virus could impact how well the vaccines work. According to a new report from the United Kingdom, a mutation that could enable the virus to evade Vaccine Protection has been found in a rapidly spreading strain identified in britain. The mutation is called e484k. And its already seen in variants first found in south africa and brazil. The uk has a world leader when it comes to studying variants. Cnns scott mclean joins us from london with more on this. Good to see you, scott. So, what more is being learned about the variants in the uk . Reporter hey, rosemary. So, first off, the important thing for british Health Officials is being able to spot these mutations in the first place, which means genetically sequencing a lot of the positive test runs. Now, the uk, as you mentioned is doing this on an industrial scale. Its what allowed scientists to spot the uk variant. Now the South African variant is showing up here. And theyre also, as you said, spotting this new mutation in other strains of the virus that is concerning. Its concerning because this mutation, well, it may, according to early lab research, make the virus a little bit more vaccine resistant. That doesnt mean the vaccines would be useless. It just means s s s s that va makers will have to work hard to keep up. The problem is no other country on earth does the Genetic Sequencing on the scale that the uk does. If theres a secret weapon in global fight against a mutating coronavirus, you might find it here in this cluster of building out of cambridge. Over day, vials arrive at the sanger research. All just waiting to be sequenced. Reporter the robot picks out the positive samples from the negative ones, and puts them on a separate tray which is sealed. In another lab, hundreds of samples get mixed into a single vial. So in this single sequencing room there will be over 700 covid 2 samples. Reporter you guys are efficient . This is industrial sequencing, yeah. Reporter the tubes are shaken up, pressed between two pieces of glass and put into gigantic computers to be genetically sequenced. 15 hours later they spit out so much genetic data, entire server farms have been built to explore it. And across the uk, they start searching for the data. Were looking for mutations that would allow the virus to either be more transmissible or cause more severe disease. And mutations that we think might affect the ability of vaccines to protect people. Reporter less than two months ago that data was used to identify a faster spreading variant ball b117. That variant was first spotted in an unlikely place, here in kent, in southeast england, famous for its white cliffs, rolling countryside, and a lot of people who make the daily commute to london. It wasnt long before the variant was detected in the cap capital, and eventually throughout the four formations of the u. S. And other countries. The cdc says it could become the d domesinant strain by march. Studying it who couldnt shake the virus for three months with mutations inside the body that couldnt fight back. When gupta checked that Sequencing Database he found a covid19 variant that shared a key mutation with the one his patient was fighting. How likely was it that patient zero was an immunocompromised person . I think its very, very likely. Found very few sequences related to the b1 variant. In other words, it popped out of nowhere. Reporter guptas Ongoing Research has so far found that the vaccines are largely effective on the new variant but maybe not long. Viruses are on their way to become there. Reporter where scientists have the ability to sequence the genome, many other countries dont. How likely is that there are dangerous variants in other countries that we dont even know about . There is likely that there are variants out there. Reporter despite that, there is good news, new research on the astrazeneca vaccine shows its 70 effective even 90 days an one dose. This is important because it supports the british governments controversial decision to space out vaccine doses by 12 weeks, rather than the usual six. Rosemary, that same Research Also suggests that the vaccine not only prevents people from getting sick, it also prevents transmission of the virus from person to person. Good news there. Cnns scott mclean bringing us the very latest from that from london. Many thanks. One challenge the u. S. Is facing, not Everyone Wants to get vaccinated. The Pharmacy Company walgreens says it recently found itself with a larger supply of vaccines than it needed due to hesitancy from the public. Misinformation and an ugly chapter in u. S. Reporter at playmakers barbershop in atlanta, its energetic and sometimes loud discussions about whos the greatest Basketball Player of all time. My name is giannis, former Basketball Player. Reporter as covid19 and stimulus checks and vaccines are talked about just as passionately. I really dont trust it. Reporter Barber Giannis Willis feels that the covid vaccines were rushed and come with serious side effects. People that take it, they have bells palsy. And taking it there. Reporter while the cdc and fda are looking into those and similar claims around the country, harris and willis beliefs underscore lynn paxton and her team who are fight a misinformation about as hard as the virus itself. This vaccine is very effective and very safe. Reporter but its not easy, especially when rumors spread on social media. Like posts claiming baseball legend hank aaron died from the vaccine because he received his dose publicly days before passing away. He didnt. The Fulton County Medical Examiner said he died from natural causes. Many in atlantas Black Community believe the claim forcing Health Officials to speak out. I think its important that we quell these kind of rumors. Reporter which is why paxtons team is distributing information in these communities. Seek out trusted sources for information about the vaccine. Facebook and your neighbor next doors posting are not trusted sources. Reporter Health Officials worry misinformation could complicate the process of getting shots in the arms of black and brown communities. New cdc data from the first month of the investigation shows black and latino people lagging way behind in the states reporting racial breakdowns. So far, 60 of those vaccinated are white, compared to 11. 5 latino. And just 5. 4 black. Youre not giving me the action. Youre trying to dump it on me. Reporter misinformation isnt the only issue, history is also a major factor for some, including the black Health Care Workers still on the fence about getting the vaccine. The hesitancy with the africanamerican goes back to the experiment. Reporter the ultimate study where black men with syphilis were burned or not treated. Lets face it, it was a crime against humanity, what happened there. But that happened ages ago. And because of it, it completely changed the landscape for research. Reporter Health Officials say theyre going to have to look at this differently. Theyre going to have to put billboards up, using social media and go to the barbershops like we featured having oneonone with folks to know the vaccine is safe. Ryan young, cnn, atlanta, georgia. From condemnation to concern, World Leaders are reacting to a court ruling against russian Opposition Leader Alexei Navalny. We will bring you that in a live report from london. Well, supporters of kremlin critic Alexei Navalny promised to take to the streets again, following a verdict that has sparked strong reaction in russia. And a Swift Response from governments around the world. And take to the streets, they did. Despite a Violent Police reaction, this was the scene in moscow, after a Court On Tuesday sensed navalny to more than 2 1 2 years in prison. He was charged with violating parole because he didnt show up for his appointment while he was recovering from being poisoned. One Monitoring Group says more than 1,000 people were detained across russia in demonstrations before and after the ruling. Inside the courtroom, navalny could be seen drawing a heart for his wife. His lawyer says he plans to appeal. And joining us live from london, where hes Tracking Reaction to the ruling, nic, you are World Leaders responding to navalnys prison term, and what are they planning to do about it . Reporter yeah, theyre pretty united in their condemnation saying the russian government could release him immediately and those protesters out there exercising their democratic rights to have freedom of speech, on the streets of the country. So there is that sort of unifying message to latvia, britain, canada, france, many, many, sort of pewestern nations. However, i think there are a couple of takeaways here. One is none of those statements really focus on President Putin which is, of course, is what navalnys done. His focus, his dissent at President Putin. His condemnation doesnt do that. The other takeaway, theres no unified decision on what actions should be taken if russia doesnt release navalny and the protesters. But i think theres also you know, theres another takeaway here. Thats implicit by this very quick unified condemnation. That in a way, President Putin is creating a Nelson Mandela type figure. Putin will be aware of what happened to Sergei Magnitsky for finance and the man killed in a russian jail. That led to the u. S. And other countries like the United Kingdom where russian officials are on list. Their finances are curtailed, their travel is curtailed. So, you know, by putting so much focus on navalny, youre drawing International Condemnation on that specific issue. And this could be a problem for putin Going Forward. How it manifests itself and what the International Community does Going Forward is unclear. But navalnys put himself in this position and putin, it appears, is enhancing that position of creating a martyr in jail. A focus for international and local dissension. An important point.
