　　3月21日 邓小平在会见英中文化协会执行委员会代表团时指出，我们定的目标是在本世纪末实现四个现代化。我们的概念与西方不同，我姑且用个新说法，叫做中国式的四个现代化。
　　同 日 陈云在中央政治局会议上讲话指出，我们搞四个现代化，建设社会主义强国，是在什么情况下进行的。讲实事求是，先要把“实事”搞清楚。一方面我们还很穷，另 一方面要经过20年，即在本世纪末实现四个现代化。这是一个矛盾。人口多，要提高生活水平不容易；搞现代化用人少，就业难。我们只能在这种矛盾中搞四化。 这个现实的情况，是制定建设蓝图的出发点。
　　7月15日 中共中央、国务院批转广东省委、福建省委关于对外经济活动实行特殊政策和灵活措施的两个报告，决定先在深圳、珠海试办出口特区。1980年5月16日，中 共中央、国务院正式将出口特区改称为经济特区。8月，五届全国人大常委会第十五次会议批准广东、福建两省在深圳、珠海、汕头、厦门设置经济特区。
　　7月28日 邓小平在山东青岛考察时指出，生产力不发展，有什么社会主义优越性。如果我们人均收入达到1000美元，就很不错，可以吃得好，穿得好，用得好。
　　9 月28日 中共十一届四中全会通过《关于加快农业发展若干问题的决定》。指出，只有加快发展农业生产，逐步实现农业现代化，才能使占我国人口80%的农民富裕起来。 要从财政、物资和技术上给西北、西南一些地区以及其他一些革命老根据地、偏远山区、少数民族地区和边境地区以重点扶持，帮助它们发展生产，摆脱贫困。
　　12 月6日 邓小平在会见日本首相大平正芳时指出，我们的四个现代化的概念，不是像你们那样的现代化的概念，而是“小康之家”。到本世纪末，中国的四个现代化即使达到 了某种目标，我们的国民生产总值人均水平也还是很低的。要达到第三世界中比较富裕一点的国家的水平，比如国民生产总值人均1000美元，也还得付出很大的 努力。中国到那时也还是一个小康的状态。
