The Española City Council voted March 23 to approve a loan refinancing, a vehicle purchase and the installation of a new heating/cooling system at the Crisis Center of Northern New Mexico.
   âPerhaps, on record, one of the most efficient meetings weâve had,â Mayor Javier Sanchez said of the meeting, the agenda for which took just 55 minutes to complete.
   Administrative Services Director Jessica Ortiz presented a plan to refinance the loan that was used to pay for the 2009 engineering and construction of a secondary wastewater treatment plant. The total loan amount was $6,138,343.80 paid over 20 years at an interest rate of 2 percent, for $1,369,675.43 in extra costs and a total of $7,508.019.23 over the life of the loan.
