ROCKLAND — A proposed set of two five-story apartment buildings in Rockland drew renewed public and official opposition after the developer submitted a new set of plans during a zoning board of appeals meeting Tuesday night.
The Shingle Mill project, composed of 236 units across two buildings, is being proposed under the state's Chapter 40B regulation, which allows projects to skirt normal zoning regulations if at least 20 percent of the project is devoted to affordable housing.
