ALBANY — The Capital Region will be under a winter storm watch as a system moving north is expected to bring mixed precipitation to the area starting Monday night.
The city of Albany is right on the dividing line between snow accumulation and ice, said Joe Villani, meteorologist with the National Weather Service in Albany.
