Used this winter in ukraine. But lets start in pennslvania. Live shot for you of the national constitution centre, in philadelphia where tonight, Kamala Harris and Donald Trump will meet for the first time, and maybe the last time. This is the only debate the two campaigns have signed up to. There will be no live audience, no opening statements tonight. Only the moderators that is abcs David Muir and Linsey Davis will be permitted to ask questions. And remember, each Candidates Microphone will be muted while the other is speaking. You can follow it live on Bbc News tonight. Our Special Programming Starts at 1am uk time. And there to guide you through it will be my colleage sumi somaskanda. Good evening to you. Big night, and i suppose a big opportunity for Kamala Harris the people who say they need to know more about her are the very same voters who are yet to make a decision. Voters who are yet to make a decision decision. Thats absolutely ri. Ht, decision. Thats absolutely right, christian. Decision. Thats absolutely right, christian. This decision. Thats absolutely right, christian. This is right, christian. This is certainly being seen as a high stakes debate, but especially for Kamala Harris. If you look at the recent polling that came out from the New York Times and siena, it was really interesting to note that at the same time, this is a dead heat of a race, there are a majority of voters who say they dont know enough about Kamala Harris. They want to know more about who she is, what she stands for, and what she will enact if she were to be president. And thats important to note heading into this debate because this is a huge stage for both of them, this is an opportunity to speak to a wide swathe of the population. We are expecting big numbers to be tuning into the debate tonight. Remember that massively consequential debate on 27june between President Biden and Donald Trump that had around 50 Million viewers there, but we could likely see similar numbers, if not more tonight. I want to talk more about the debate itself, the content, style with it. I have with me erin call, the director of debate at the University Of Michigan debate programme, and also the book on debating the donald. We are all looking forward to what to expect on stage between these two candidates tonight, and they havent actually met in person before what impact do you think that actually has when they get out on stage together . A lot of mystery surrounding the appearance tonight. We saw that Biden And Trump had debated Each Other previously, this will debated Each Other previously, this will be the first time theyll this will be the first time theyll be in the same room, as opposed theyll be in the same room, as opposed to the stated. So at the beginning of the debate, theyll the beginning of the debate, theyll take some time to feel each theyll take some time to feel Each Other out, and itll start slowly Each Other out, and itll start slowly like We Saw last debate, a little slowly like We Saw last debate, a little more president ial and above a little more president ial and above the fray but as the night above the fray but as the night progresses, if they try to get night progresses, if they try to get under Each Others skin, thats to get under Each Others skin, thats when you can get some of the ad thats when you can get some of the Ad Hominem attacks and nastiness we seen the last few Debate Nastiness we seen the last few debate. ,. , debate. But trump is certainly a commanding debate. But trump is certainly a commanding presence debate. But trump is certainly a commanding presence on i debate. At some therell be a stark difference. At some of the rules from the debate at some of the rules from the debate will prevent some of the Things Debate will prevent some of the things associated with that that things associated with that that We Saw in 2016 when hillary that We Saw in 2016 when Hillary Clinton debated, there was much more free roaming across was much more free roaming across the was much more free roaming across the stage, some accused him of across the stage, some accused him of following her, but they are restricted to. They are hot are restricted to. They are not answering Each Others questions, so some of the rules will limit questions, so some of the rules will limit that disparity. We note that will limit that disparity. We note that our will limit that disparity. Note that our partners, cbs news, reported that Kamala Harris had a call with Hillary Clinton, who faced off against Donald Trump in 2016, debated him three times what do you think it takes to take on Donald Trump on state . Because he is a skilled debater, a commanding presence, but is also able to command attention in a debates. He also able to command attention in a debates. In a debates. He may not have won all those in a debates. He may not have won all those debates, in a debates. He may not have won all those debates, but. In a debates. He may not have won all those debates, but it | won all those debates, but it worked won all those debates, but it worked out very well for him, thats worked out very well for him, Thats Part worked out very well for him, Thats Part of the reason why he was Thats Part of the reason why he was the republican Nominee Track he was the republican Nominee Hack Irr he was the republican nominee back in 2016. So part of the problem back in 2016. So part of the problem is hesjust so unproductive all. Kamala harris has been unproductive all. Kamala harris has been spending days hold up and looking at past tapes but you make and looking at past tapes but you make it an entirely different Donald Trump then you were different Donald Trump then you were preparing for because hes a good were preparing for because hes a good counterpuncher, and just when a good counterpuncher, and just when you a good counterpuncher, and just when you think youve got them on one when you think youve got them on one thing, hes moved on to 23 things on one thing, hes moved on to 2 3 things in the future. So hes 2 3 things in the future. So hes very 2 3 things in the future. So hes very unorthodox, doesnt play hes very unorthodox, doesnt play by hes very unorthodox, doesnt play by the traditional rules, could play by the traditional rules, could say or do anything. So you could say or do anything. So you just could say or do anything. So you just have to be able to adapt you just have to be able to Adapt Ih you just have to be able to adapt in the moment with what youre adapt in the moment with what youre dealing in real time, and youre dealing in real time, and you youre dealing in real time, and you wont know until the debate and you wont know until the debate starts. Debate starts. Incredibly Highstakes Debate starts. Incredibly highstakes here. Debate starts. Incredibly highstakes here. How i debate starts. Incredibly i highstakes here. How will debate starts. Incredibly highstakes here. How will we high stakes here. How will we judge who succeeds in this debate . And what is the judge of who has won this debate . Normally theres a small swathe of voters normally theres a small swathe of voters who are truly undecided, maybe they voted for clinton undecided, maybe they voted for clinton then trump, maybe they dont clinton then trump, maybe they dont know much about harris so they dont know much about harris so they tune really see whats the experience, the experience, the experience, the experience, the temperament, the vision they the temperament, the vision they have for the country. So you they have for the country. So you talk they have for the country. So you talk to them after the debate you talk to them after the debate and see who they thought that a debate and see who they thought that a betterjob. Its very hard that a betterjob. Its very hard to that a betterjob. Its very hard to pull these things and et hard to pull these things and get a hard to pull these things and get a good scientific number, but generally therell be some bolls but generally therell be some polls who look at where people were polls who look at where people were before the debate and after. Were before the debate and after, and how the two candidates connected with them. So theres candidates connected with them. So theres lots of criteria you could so theres lots of criteria you could do so theres lots of criteria you could do there, but its a very small could do there, but its a very small number. But the election will be small number. But the election will be so small number. But the election will be so close that even if a debate will be so close that even if a debate only affects Tens Of Thousands of votes, that could be enough to swing it in these Battleground States thatll determine the election. We are sueakin determine the election. We are speaking before determine the election. We are speaking before the determine the election. We are i speaking before the programme, debate is lavishly her speciality so this is like your super bowl, great to catch up with you after the debate your take. Really interesting to note that we were on a call with Donald Trumps senior Campaign Adviser Yesterday who was speaking to reporters, and he talked about the fact that Donald Trump will absolutely tie Kamala Harris to what he called the failures of the biden harris administration, so the high inflation, what he called chaos of The Border, he also pointed to what was a wave of violent crime. He said therell be some surprises he said there are further failures Donald Trump could reference, things like a failure to address the maui wildfires, the train in east palestine. So we could see some certain aspects of policy come up of the biden harris Administrations Legacy that we didnt expect, so looking forward to seeing what actually happens on the Debate Stage Tonight. Actually happens on the Debate Stage Tonight stage tonight. Good stuff, the battle to be stage tonight. Good stuff, the battle to be the stage tonight. Good stuff, the battle to be the Change Battle to be the change candidate. Im not sure either of them or they change candidate. Thank you for that. Vice president harris would dearly love a Moment Tonight that maintains or even revives her momentum, it has tightended as sumi said in recent days. For Donald Trump, it is all about defining harris on his terms, and maybe taking some of the air out of that democrat balloon. With more from washington, heres our Analysis Editor ros atkins. When Kamala Harris replaced Joe Biden, the polls shifted. This is the bbc s Poll Tracker it produces an average based on national polls. Since Kamala Harris became the democrats candidate, according to the tracker, shes established a small lead over Donald Trump. But the national vote doesnt decide the winner. Instead, its about who gets 270 or more electoral College Votes and that is decided by state by state results. Now, most states are politically predictable we can be almost certain which way theyll vote which means the small number of states where the outcome is less predictable are crucial. Less than 1 of america is going to decide who the next president is. And my god, that 1 is so important. And these Swing States offer either side many routes to victory. For example, if Kamala Harris takes wisconsin, michigan, and pennsylvania, and wins nebraskas congressional district, shes over the line in the Electoral College. If trump takes georgia, north carolina, and pennsylvania, hes made it. And heres the latest Swing State Polling harris has improved on bidens numbers, but look at how close it is. We need to be cautious, though. The latest Swing State numbers all fall within the three Point Margin of error used by most polls. Also, as the Pew Research Centre notes, polls have been less accurate when Donald Trump is on the ballot. There are lots of possible reasons for this, such as trump voters being less likely to respond to pollsters than liberal voters. This underestimation of trumps support meant that in 2016, despite Hillary Clinton polling well, she took few of that years Swing States. In 2020, biden had a lead, too he won the majority of Swing States, though in several cases, by very slim margins. All of this explains why the campaigns spend so much time and money in these states, and why sometimes the polling struggles. Right now, its so close that polling really is going to have a hard time telling us whats going to happen. The election is likely to be decided by a small number of groups in the population and unfortunately, those groups are among the most difficult to get good survey samples of. Theres also the issue of turnout. Polls often screen for likely voters, but there will be others who dont usually vote, but might this time thats hard to measure. Put all that together, and we start to understand why, right now, the polls offer both candidates hope, but little certainty. Ill step back into that map. As ros explained, harris leads in five out of the seven Battleground States, but within the margin of error. I have been filling in the electoral College Map for you, to show you how close this becomes if, as the polls suggest, harris takes michigan and wisconsin, and the one electoral College Vote in the Second Confressional District Of Nebraska that would put her on 252 close but not quite there. If trump were to win all the other Swing States, he becomes the president. If, however, pennsylvania with 19 Electoral College plumps for harris, that is the presidency. So it could all come down to pennsylvania for both candidates. With us tonight katie meyer, who is Government Editor at spotlight pa. But its more complicated than that pennsylvania has, as you mentioned, it does make very big cities and the suburbs around them, and these are areas where democrats get great areas where democrats get great A Number that a great number of their votes. And yes, Donald Trump has drawn enormous support from rural areas, but also what we have to think about is how are the small cities going to vote . Usually pennsylvania cities are this little island of blue surrounded by red or suburbs and rural areas and those have been getting bluer in recent years. So the way the small cities go, the way latino voters turn out they are not just a democratic monolith, many have started to vote more conservative so theres lots of different demographic groups and also parts of the state that are less predictable than just the cities go for democrats in rural areas go for republicans. Democrats in rural areas go for republicans republicans. What about josh scha iro, republicans. What about josh schapiro, the republicans. What about josh schapiro, the governor . Republicans. I will say, shapiro been he won, it really comes from him leaning very conservative republicans here in pennsylvania when he won the governorship, so in many ways, harris has a similar task that Josh Shapiro had, but Donald Trump has a much bigger hold on that kind of population in pennsylvania of slightly more disaffected voters in the rural areas. Opposition mps in parliament have failed to block the governments plans to cut Winter Fuel payments for millions of pensioners. A total of 348 mp5 backed the government, with 228 supporting the opposition motion. It means the government won the vote with a majority of 120 Although 53 Labour Mps did abstain. It means that an estimated Ten Million pensioners will not get payments this year to help with their winter heating. The government announced today that the full State Pension will rise by £160 a year in april in line with wages, which ministers believe will soften the blow. Live to wetsminster and our politcal correpondent, harry farley. Good to see you. So just one single labour mp, as far as i can see, voted against the government, jon trickett, an old Ally Ofjeremy Corbyn but only a dozen of the 53 absentees were an authorised absence. So that would suggest to me that the rebellion was quite big. To me that the rebellion was quite big quite big. Thats certainly what labour quite big. Thats certainly what Labour Sources quite big. Thats certainly what Labour Sources are l quite big. Thats certainly what Labour Sources are saying, as there are only 12 of those 52 mp5 were unauthorised. That doesnt actually tell us how many of those 52 were actively opposed to this change of course, they could have been opposed but given authorised leaves of absences, mps can miss things for all kinds of reasons, whether that be medical appointments, reasons, whether that be medicalappointments, official businesses to make a business or meetings and their constituency, and the list goes on. So it Labour Sources are saying its only about 12 unauthorised but from Labour Mps ive been speaking to, both who backed the Government Motion and voted with Keir Starmer this evening and who sat on their hands and didnt vote are very open about how much they regret this, how much they didnt want to have to means test this Winter Fuel payment, meaning that most pensions will no longer get that £300 or so towards keeping their homes and flats warm this winter. And i suppose thats really the key test, and this has been Keir Starmer s first parliamentary battle, first test. It shows what a size of a majority that he has, that even when there are so many concerns, he can still win with a majority of 120. But concerns, he can still win with a majority of 120. A majority of 120. But Lewis Goodall said a majority of 120. But Lewis Goodall said there a majority of 120. But Lewis Goodall said there were a majority of 120. But Lewis Goodall said there were several Labour Mps in tears in the Voting Lobbies at having to vote for these changes is the size of this saving, in proportion to your view, the political payment this is caused Labour Party . Labour have said caused Labour Party . Labour have said they caused Labour Party . Labour have said they need caused Labour Party . Labour have said they need to caused Labour Party . Labour have said they need to savel caused Labour Party . Labour. Have said they need to save £22 billion, thats the size of the Black Hole that they say is in the public finances and this doesnt even come close to that, it saves about £1. 5 billion. So Rachel Reeves and Keir Starmer have said there are more difficult decisions to come, we got that budget at The End of october, and theyve been very open that there will been very open that there will be more difficult decisions to be more difficult decisions to be made on Tax And Spending on welfare. So i suppose the question is how damaging and difficult this vote has been for Keir Starmer, we will only find out then. This is a Bruise Labour mps have suffered this time, but they may have to punch that brews a few more times, so to speak, because it is the first of many difficult Decisions Labour have indicated theyll have to make to fill theyll have to make to fill the £22 billion Black Hole they say is in the public finances. Among the new measures, among the new measures, announced during the us announced during the us secretary of State Visit Secretary of State Visit here to london, are here to london, are restrictions on iran airs restrictions on iran Airs Ability to fly to the Uk Ability to fly to The Uk and europe. And europe. Western officials say these western officials say these iranian missiles have been iranian missiles have been used to strike civilian used to strike civilian targets in ukraine. Targets in ukraine. Uk foreign secretary david uk foreign Secretary David Lammy said the iranian lammy said the iranian deliveries marked a dangerous deliveries marked a Dangerous Escalation which had allowed russia to fuel its illegal invasion of ukraine. Russia has now received shipments of these ballistic missiles, and will likely use them within weeks in ukraine against ukrainians. Russia has an array of its own ballistic missiles, but the supply of iranian missiles enables russia to use more of its arsenal to targets that are further from the Front Line while dedicating the new missiles it is specials the russians have been using thus far, and these ballistic missiles that tehran is supplying . Is supplying . Good evening. Well, the is supplying . Good evening. Well, the difference is supplying . Good evening. | well, the difference between the Cruise Missiles and ballistic missiles is the trajectories so basically, with Cruise Missiles, they dont have a specified Flight Trajectory and are designed to be air defences, whereas with ballistic missiles, you could easily calculate the Flight Trajectory because they fly and a half circle. So when we are talking about the iranian 360, these are ballistic missiles but whats unusual here is the relatively short range, 120 km, which makes them different from what the russians are feeling right now. 50 what the russians are feeling right now right now. So the obvious question right now. So the obvious question is, right now. So the obvious question is, will right now. So the obvious question is, will the right now. So the obvious| question is, will the allies allowed The Ukrainians to use these longer range missiles to target the Launch Sites The Border . What did he say about that today . That today . Theres a possibility that today . Theres a possibility that, that today . Theres a possibility that, as i that today . Theres a L Possibility that, as the conflict escalates further in ukraine will be pushing for conflict escalates further in ukraine will be pushing for western countries to lift western countries to lift restrictions at least to strike restrictions at least to strike the Launch Sites, the problem the Launch Sites, the problem here is, in the case of the here is, in the case of the iranian missiles, we could iranian missiles, we could think about them as a himars think about them as a himars system, they are quite mobile, system, they are quite mobile, designed to avoid counter designed to avoid Counter Battery Fire, making it battery fire, making it difficult to strike them. So difficult to strike them. So those sites will not be those sites will not be stationary that being said, stationary that being said, theres the possibility the theres the possibility the restrictions will be lifted. Restrictions will be lifted. The Secretary Of State and the Secretary Of State and foreign secretary are to foreign secretary are to ukraine are going are going ukraine are going are going to ukraine tomorrow. Just in to ukraine tomorrow. Just in general, in terms of the general, in terms of the alliance were looking at alliance were looking at here between tehran and moscow, what do you think is the wider significance of that . If do you think is the wider significance of that . If we look at the significance of that . If we look at the Delivery Significance of that . If we look at the delivery of significance of that . If we i look at the delivery of these missiles, we are talking about 200 missiles which will not make a significant difference on the battlefield. But its a significant political gesture from the iranian regime to the russians, namely the political support of the russian ongoing campaign in ukraine. The more significant issue here is the russia, North Korea access, because those were based on North Korean systems. So the problem for European Countries and nato in general is how to break up this alliance because even if ukraine is allowed to launch a Counter Battery Fire across The Border, how will western countries restrict shipments from iran to russia and prevent russia from sharing its Military Technology and Know How with the likes of Iran And North korea, which pose a greater threat to global security well beyond Ukrainian Borders . ,. , . Thank you very much indeed for coming on the programme, good to talk to you. On the other side of the break, well talk about Prisoner Releases and as the low pressure driving those winds works over towards scandinavia, it will stay quite blowy, but the Peak Winds will start to come down. There will be plenty of showers across north and western coasts overnight, and temperatures will taking a dive, 5 6 celsius in the coldest spots. Now tomorrow, well still have this cold north northwesterly Wind Flow established across The Uk. Now we start off with showers across northern and western coastal areas, but through the day the showers become widespread and Move Inland, so nowhere is immune from seeing a downpour. By the time we get to the afternoon, some of the showers will be heavy, with some Hail And Thunder mixed in as well. Temperatures well below average for september, ranging from 11 15 celsius. In london, the average for this time of year is actually 20 celsius, so were five Degrees Celsius below average for this part of the year. On thursday, a very similar kind of day. A cold start, showers initially near coastal areas and again the showers become widespread, they become heavy with Hail And Thunder and Move Inland as the day goes by. Nowhere is immune from seeing a downpour. Temperatures not really changing too much, 10 15 celsius, making it another chilly september day. Into friday, we see a change in the Weather Pattern as High Pressure starts to move across The Uk. Thats going to kill the showers off so most of you will have a dry day. Probably a bit of Cloud Building into western areas and for northern ireland, a Weather Front approaches here through the afternoon, so we might end Friday Afternoon with the rain starting to edge its way in. Temperatures coming up by a degree or so, 16 degrees for cardiff and london. But that trend to milder weather is set to continue into the weekend as we start to draw up these South Westerly Winds ahead of the next area of low pressure. The low itself over the weekend will at times bring some wet and windy weather, so its not going to be a dry weekend, but it is a weekend that will see those temperatures edging a little bit closer to average for the time of year. And then next week, High Pressure is going to take over, so it becomes dry and sunny and it will feel quite warm in that September Sun next week. Bye for now. Hello, im christian fraser.
