Good morning. Its tuesday the 10th september. Our main story the release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least 40 of their sentences will be released. The government says, over the coming months, it will free up 5,500 more Prison Spaces. 0ur Reporter Adina Campbell has more. One of the most dangerous and crowded jails in the uk. This was Pentonville Prison in North London last week. The bbc was given rare access, and within minutes, disorder was rife. In an attempt to fix a criminal Justice System at breaking point, from today, thousands of prisoners in england and wales will be released after serving 40 of their sentence rather than 50 . It was the only option on the table, and that is because the alternative to not making this change would have been to allow the Prison System to collapse, and therefore to allow Law And Order in this country to collapse. But these Emergency Measures are controversial, with big Concerns from some Prison Staff and campaigners about Public Safety and an increase in reoffending. Theyve got nowhere to live, the fall back into drug taking, theyve got Mental Health difficulties already. If they are not getting the support, the treatment, the stable housing, the danger is either they fall back into reoffending or they simply breach their Licence Conditions and end up back inside anyway. The Prison Population in england and wales is at a record high, with more than 88,000 people injail according to the latest Ministry Ofjustice data. Its estimated 4,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these under these new measures, with the government hoping to free up 5,500 beds to hold nearly sentenced criminals. Those convicted of the most serious crimes such as murder, terrorism, and domestic abuse are excluded from this programme. But for rebecca, a victim of domestic abuse, she is fearing the worst again. She recently received a letter saying her ex partner, who served time for domestic abuse, would now be released early for a connected offence. Feels like hes just had a bit of a slap on the wrist and told not to be a naughty boy. Wheras i have to deal with the damage that hes done to me. The conservatives say the government should focus on building more prisons to help Ease Overcrowding, and for those charged or convicted of offences related to the recent riots, more Prison Places are expected to be quickly filled in the coming weeks. There is a real Concern, though, according to the Chief Inspector of prisons, that many of them will be released At Home with us. In fact, figures show that in the year up to march this year, 12 of prisoners were released without a home to go to, and this comes on a day when a Report Highlightsjust to, and this comes on a day when a report highlights just how overcrowded and understaffed prisons are in england and wales. The Ministry Ofjustice says that this Emergency Measure will help to save £200 million a year, and they will be recruiting 1000 more Probation Officers by next spring to help manage these x offenders. Plans to end Winter Fuel payments for all but the poorest pensioners will be voted on in Parliament Today. The chancellors plans would see the Winter Allowance of up to £300 become means tested, meaning millions of people would no longer be eligible. The treasury says this will save around £1. 11 billion. 0ur Political Correspondent Hannah Miller has this report. Those not in receipt of Pension Credit or certain other means tested benefits will no longer receive the Winter Fuel payment from this year onwards. Its the most controversial move the Labour Government has made so far a cut for pensioners thats fuelled discontent among mps. These are the necessary and urgent decisions that i must make. Dozens of Labour Mps are known to be unhappy about the decision to limit the Winter Fuel payments to only the poorest pensioners, and 17 are calling for it to be postponed. One of them is diane abbott. I certainly wont support it. We are all discussing whether to vote against or abstain. But you cant possibly support it. It wasnt in the manifesto. Ministers say they have no plans to offer any further support, arguing that the State Pension has gone up by £900 compared to a year ago and will go up again in the spring. Supporters insist that savings have to be found somewhere. Nobody in the Labour Party would like to see the sort of problems that will be caused for elderly people who are just above that threshold of £12,160. The government will win todays vote, such is the size of its majority, but ministers have still been trying to convince Wavering Mps to vote with them in order to show a united front. She said that applications for Pension Credit have gone up a lot since this policy was announced, but most importantly, she said there are more difficult decisions to come, that is why the government is so determined to win and win big today. Government is so determined to win and win big today. The Public Inquiry into the case of serial Killer Lucy Letby, who murdered seven babies and tried to kill seven more, will begin today. It will look at how she was able to carry out her crimes whilst working as a neonatal nurse at the countess of Chester Hospital in 2015 and 2016. 0ur North of England Correspondent Judith Moritz reports. Lucy letby was found guilty of murdering seven babies and attempting to murder another seven in Chester Betweenjune 2015 and june 2016. She stands convicted as britains most prolific baby killer. Her trial raised questions about the way the hospital handled consultants Concerns about the nurse. The Public Inquiry was set up very shortly after Lucy Letby was convicted in august 2023. Now its getting under way at a time when a number of critics are arguing that she may in fact be innocent. Relationships with officers are often just transactional. And most important of all, they are not getting to the purposeful activity, the education, the work, training, that will make them less likely to reoffend when they come out. Its just over two weeks since a fire that destroyed a block of flats in dagenham, and some residents are still living in hotels and other temporary accommodation. The London Borough of barking and dagenham say theyre working with residents on a case by Case Basis to help secure longer term accommodation. More than 80 people were evacuated from the Spectrum Building last month, when fire broke out, with many saying theyve lost everthing. A Fundraising Page has been set up and has reached nearly £25,000. With the early Release Scheme for some prisoners set to get under way later today, bbc londons been looking at what rehabilitation is available for incarcerated women, and the support thats on hand for when they are released from The System. 0ne former inmate has shared her experience of life inside. Labour have said they inherited a £22 billion Black Hole from the previous government, and that a universal benefit even for the wealthiest isnt a good use of money. The chancellor estimates that taking this action with Winter Fuel payments would save £1. A billion, and points to the fact that pensioners remain protected by the Triple Lock. That sees the State Pension go up every april by whichever of the three is highest the rate of inflation, how much wages are increasing, or 2. 5 . Bbc analysis suggests this will mean the State Pension next year could rise by more than £A00, which some say balances out the loss of the Winter Fuel payment. But with other prices still rising, how much better off will pensioners actually be . 0bviously obviously if the pension goes up next april by above inflation, which seems likely, that will help to offset some of those losses, but most pensioners will have to pay tax on any increase, and some of the increase next april is to keep in post with the rising bills. In real terms most pensioners will probably be worse off next april than they would have been without the Winter Fuel payment policy. Next month the chancellor will deliver her budget and has warned of other difficult decisions. We know you feel strongly on this issue. Maybe losing this allowance will mean youre looking ahead to a winter in the cold. Maybe youve long felt it isnt right that all pensioners including the very wealthy receive it. Let us know your thoughts. There are a broad variety of views on this. One of the thoughts put forward is that perhaps it is fairest to take money from the wealthiest pensioners but it is happening too quickly, it is too blunt. They should be a real Wake Up Call for the government and we urgently want them to put mitigations in place to protect the most vulnerable pensioners. So at a time when people come everybody, is still facing a cost of living crisis and pensioners have a limited ability to increase the money coming in, i think this is the wrong decision and we urgently want the government to think again and put protections in place for the most vulnerable pensioners. The London Borough of barking and dagenham say theyre working with residents affected on a case by Case Basis to help secure longer term accommodation. The release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least A0 of their sentences will be released. The government says it will free up 5,500 more Prison Spaces in the next few months. 0ur Reporter Adina Campbell has more. One of the most dangerous and crowded jails in the uk. This was Pentonville Prison in North London last week. The bbc was given rare access, and within minutes, disorder was rife. In an attempt to fix a criminal Justice System at breaking point, from today, thousands of prisoners in england and wales will be released after serving A0 of their sentence rather than 50 . It was the only option on the table, and that is because the alternative to not making this change would have been to allow the Prison System to collapse, and therefore to allow Law And Order in this country to collapse. But these Emergency Measures are controversial, with big Concerns from some Prison Staff and campaigners about Public Safety and an increase in reoffending. Theyve got nowhere to live, the fall back into drug taking, theyve got Mental Health difficulties already. We understand the Overcrowding Situation in prisons. We understand that there is a need to free space. But a lot of viewers are getting in touch saying the news that 1700 prisoners are going to be released early onto our streets is really Concerning. What do you say to them . ,. ,. , to them . And you have to make an Emergency Decision as a result. Of course people should be Concerned. They are right to demand better. At what we have had to do here is first of all not only make a difficult decision like this, but make sure as many safeguards as possible are in place. It is a considerably tighten up scheme compared to what we had inherited in making sure the domestic abusers or violent offenders are not part of that. Victims have been informed. Where it is relevant to them. Again, this is a difficult decision and i think most british people will say should never get to this point. I understand those Concerns. We have had to make it to make sure The System runs properly and the rest of the Justice System operates in such a way with the kind of capacity most people would expect anyway. But i acknowledge, this is the kind of difficult decision which is a new government you really wouldnt want to have to make but you have got to make because we have to fix the most basic things when it comes to public services in this country. And i cant tell you how many messages we get every morning from people who are really Concerned, including this one in the last few minutes. This is from susan, who says she is already struggling. I go out without food on a regular basisjust struggling. I go out without food on a regular basis just to pay my bills and keep my head above water. If this payment is taken away i wont be able to afford to put on my heating at all. It is no good saying you will get an extra £A00 in spring with the pension, it is this winter but it is now, that we need this money. What do you say to susan and many people like her . First money. And we can promise people like susan, as well as being committed to the Triple Lock, pensions will be better off the next years, there is targeted support for people who need it most, making sure the people on Pension Credit receive it, the driver for that has been remarkable in the last five weeks, that means you are still eligible for Winter Fuel payments. On top of that you have the household support fund, which is discretionary targeted support in local areas. You have the warm home discount. But again, i will acknowledge openly the kind of decision that this represents comes again from a place you wouldnt want to be. That the Black Hole in the public finances is real, it Concerns things that are very dear to the public in terms of promises that have been made. In my department thatis have been made. In my department that is money for the steel industry, compensation for postmasters, and we want to honour those promises. That means being frank with the public about what we have inherited, difficult decisions early on. Fixing the foundations is notjust early on. Fixing the foundations is not just about the difficult news early on. Fixing the foundations is notjust about the difficult news or fixing a problem today. It is about a betterfoundation fixing a problem today. It is about a better foundation for the future. You fix the foundations, you get a better house at The End of it. I know it is a difficult day and we are doing something here that ideally we would not have to do, we didnt expect to make a decision like this, but it is about making sure we have Responsibility And Stability at the heart of government, the heart of public finances, which is what everybody in the uk needs. It does not make it an easy Decision Or One you would ideally have to make. It is difficult. But i want to reassure people, because i know there are Concerns, that we understand that. Pensions are higher, those are lower. Bills are lower. We have to make sure we honour the promises in the future and we have to have responsibility at the heart of government, we havent had honesty, we havent had the government being straight with people about the choices we face. We take that very seriously, even if it means a difficult day like today. Again i want to reassure people that people are in a better position this winter than they were in the last one. And in terms of a government that is willing to pay public sector workers, i do think it is right that teachers, for instance, do get a Pay Rise each year, that settlements for the public sector are actually in most cases slightly below the average, i dont think Theres Anything untoward about those decisions. And fundamentally, things like ending the rail strikes, the cost of doing so is less than the cost to the impact on the economy as a whole in terms of what those industry actions have cost already and would cost in future. So it is an investment in a more prosperous economy as well as being a reasonable way to end of the kind of adversarial relationships the previous government had, which they used as a Fig Leaf for failing public services. We treat everybody with respect, in the public and private sector, and we are continuing to support the most vulnerable people, whether that is pensioners or anybody else in the uk who need that additional support. And i think with everything that rob burrow and lindsey have done, with kevin sinfield, doddie weir, our storyline, i think i have seen more awareness around mnd in the last two years that i have seen in the last two decades, which is thrilling. Good morning. Its tuesday the 10th of september. The release of more than 1,700 prisoners has begun across england and wales, as part of an Emergency Bid to Ease Overcrowding in jails. Over the coming hours, some offenders whove served at least 40 of their sentences will be released. The government says it will free up 5,500 more Prison Spaces in the next few months. Our reporter Adina Campbell has more. One of the most dangerous and crowded jails in the uk. This was Pentonville Prison in North London last week. The bbc was given rare access, and within minutes, disorder was rife. In an attempt to fix a criminal Justice System at breaking point, from today, thousands of prisoners in england and wales will be released after serving 40 of their sentence rather than 50 . It was the only option on the table, and that is because the alternative to not making this change would have been to allow the Prison System to collapse, and therefore to allow Law And Order in this country to collapse. But these Emergency Measures are controversial, with big Concerns from some Prison Staff and campaigners about Public Safety and an increase in reoffending. Theyve got nowhere to live, the fall back into drug taking, theyve got Mental Health difficulties already. If theyre not getting the support, the treatment, the stable housing, the danger is either they fall back into reoffending or they simply breach their Licence Conditions and end up back inside anyway. The Prison Population in england and wales is at a record high, with more than 88,000 people injail according to the latest Ministry Ofjustice data. Its estimated 4,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these new measures, with the government hoping to free up 5,500 beds to hold newly sentenced criminals. Those convicted of the most serious crimes such as murder, terrorism, and domestic abuse are excluded from this programme. But for rebecca, a victim of domestic abuse, she is fearing the worst again. She recently received a letter saying her ex partner, who served time for domestic abuse, would now be released early for a connected offence. Feels like hes just had a bit of a slap on the wrist and told not to be a naughty boy. Wheras i have to deal with the damage that hes done to me. The conservatives say the government should focus on building more prisons to help Ease Overcrowding, and for those charged or convicted of offences related to the recent riots, more Prison Places are expected to be quickly filled in the coming weeks. The Public Inquiry into the case of serial Killer Lucy Letby, who murdered seven babies and tried to kill seven more, will begin this morning. The inquiry will start here in a few hours time, and as you say, it was set up in the wake of Lucy Letby� s conditions for seven murders and seven attempted murders of babies at the countess of Chester Hospital. There have been Concerns raised around those convictions on how safe they are, or i should point out that her appeal was turned down by the Court Of Appeal. What will actually be happening here today is not a re examining of the case, they would be circumstances of how Lucy Letby was able to commit her crimes. It will have three strands to it, the first being looking at the experience of the pants, how they were treated by the hospital the experience of the parents. The second strand will look at how moore could have been done to prevent Lucy Letby carrying out her actions. The third strand will look more broadly at the culture within the nhs. Does anything need to be done more broadly across the uk to make sure neonatal babies are kept safe . The Inquiry Chair has pointed out that there have been inquiries in the past around babies, and that it is unacceptable that something like Lucy Letby was able to commit her crimes, and she wants to know what has gone wrong with previous inquiries and to make sure something like this can never happen again. Later today, mps will vote on the chancellors controversial plans to make winter Winter Fuel payments means tested, meaning millions of pensioners will no longer be eligible. This morning we learned that the State Pension is estimated to go up by £460, which the government claims will offset some of the losses. Ninas looking at the details for us. It is really complicated because as ever it depends who you are and it is those caught in the middle who are questioning people this should happen to. Even the Prime Minister himself has described the change as unpopular. Let me explain why. The Winter Fuel payment is an annual tax free sum of up to £300 paid to those born before september 1958, to help pay for energy bills. Back at The End ofjuly, the chancellor announced that only pensioners on Pension Credit or other means tested benefits would receive the payment. The change now means around Ten Million pensioners will no longer receive the money. Many are angry about the change, including some the bbc spoke to Near Exeter in devon. Im worried about it. Im nearly 93. And i think this idea of the government to cut Winter Fuel payments for pensioners is just wrong. I think its disgusting. Some of those people are going to die. Its bad enough now, isnt it, for people . You know, frightened to put the food on the table or the heating. I will be 82 next month. I think it is absolutely disgraceful what this Labour Government has done, taking away the winter | Fuel Allowance from pensioners. | a lot of people arent going to be able to manage. So why is the government doing this . Labour have said they inherited a £22 billion Black Hole from the previous government, and that a universal benefit even for the wealthiest isnt a good use of money. The chancellor estimates that taking this action with Winter Fuel payments would save £1. 4 billion, and points to the fact that pensioners remain protected by the Triple Lock. That sees the State Pension goes up every april by whichever of the three is highest the rate of inflation, how much wages are increasing, or 2. 5 . This morning we learned that because wages have grown by 4 the State Pension is set to go up by £460. Some say this balances out the loss of the winter payment. But with other prices still rising, is that true . Obviously if the pension goes up next april by above inflation, which seems likely, that will help to offset some of those losses, but most pensioners will have to pay tax on any increase, and some of the increase next april is to keep in pace with the rising bills. So, in real terms most pensioners will probably still be worse off next april than they would have been without the Winter Fuel payment policy. We have had a huge response from viewers this morning. Itjust depends who you are where you stand with it. Peter and sue say, i completely agree with the government decision. Of course lowest income should be eligible, but people like me with a state and private pension dont leave me. He says, i am delighted it will go to your more useful purposes. Bill from cambridge says this could end up costing the nhs. It would be an extra burden on the services which could be avoided. This is coming from chas who says, i am a pensioner of 78. I have never claimed anything in my life. I worked since i was 17. I have various health issues, one of which keeps me At Home as i am unable to walk any distance. The payment helps me to have heating on twice a day for a couple of hours at a time more than normal. Simon has been in touch. He says, it sounds great, this rise of £400, but what they dont mention is the tax. The 20 tax which eat into that. In The End it is not as much as the headline. And inflation and lots of bills as well. What we have heard from people is not necessarily bad in and of itself the policy is wrong, it is the fact it is happening so quickly before pensions increase, and to be cut off point is very blunt. The issues for this inquiry have to do with the way in which the hospital responded to the emerging picture of these crimes and the way in which i think the parents were treated during this process and the way they were kept in the dark about what was going on stop those are the fundamental issues for the inquiry. That is a very different process from the criminal process, which is obvious they happened and been dealt with. For those families you are representing, who you have got to know really well, what are they hoping to get out of this process . I hoping to get out of this process . I think a hoping to get out of this process . I thinka number of hoping to get out of this process . I think a number of things. Its very important that we understand the way in which the hospital responded to the emerging evidence of these crimes, and in particular the way in which managers respond, because it seems clinicians were raising Concerns and then the issue is having managers respond to that. Was that response driven by reputational protection . That has been a Concern. That is an important issue. I think we also need to understand why the parents were kept in the dark for so long about this. Most of the parents really only found out any meaningful information about what had gone on at the criminal trial. Within the nhs we have a duty of candour, we have a legal responsibility on hospitals, and clinicians, and managers, to be open and upfront about things that have gone wrong. And it seems that did not happen here. We need to look at that. We need to look at perhaps how the duty of candour can be strengthened. I suppose for those families it is about getting answers about what happened to them, but also making sure that what happened to them doesnt happen to any other family in the future . In the future .
