He also says Margaret Hodge, the mp who has tonight written to the met police and Electoral Commission calling for an investigation, has a vendetta against him and her political motivations should not be ignored. But all this does raise questions about how politics is funded. Whether it all happens fairly and legally. And as some suggest whether in an Election Year the system is fit for purpose. According to the government, too many people of working age are not working and not even looking for a job and thats a problem they say particularly when we have so manyjob vacancies. So why have 50 to 64 year olds in particular stopped looking for work . In a moment well talk to governments Business Champion for Older Workers. But first, to explain in more detail the scale of the problem, why it matters and what can be done about it, heres ben. Lets start with the context. Since the pandemic, theres been a large and pretty concerning increase in economic inactivity among people of working age. Thats people between 16 and 64. And note that inactivity does not mean unemployed. It means people who are not, for various reasons, currently actively looking for a job. Working Age Inactivity has increased byjust under 650,000 people, according to the latest figures. And this is at a time when we still have very considerable vacancies in the Labour Market that need filling. So which age groups are driving this rise in activity . Well, as this shows, 50 to 64 year olds, shown in red, are a significant contributor, accounting for around a third of the increase since 2020. So why have they left the workforce . There was talk about the Great Retirement a few years ago, resulting from the pandemic, and lots of older working age people did take early retirement during and after that period, apparently because it forced a reevaluation of their lives. A year ago, jeremy hunt said he wanted to get older people off the golf course and back into work. And theres a proposal today from the liz truss linked Growth Commission to encourage people back to work with cuts to Inheritance Tax in the forthcoming budget, on the grounds this would enable them to pass on more money when they die than otherwise. So it would be worth their while earning more to save it. The problem theres no compelling Empirical Evidence that people respond in this way to cuts in wealth taxes, let alone to taxes like Inheritance Tax, where the financial burden, of course, falls not on the individual, but on their heirs. Moreover, analysts say long term sickness is currently looking like a bigger driver of rising inactivity for those aged over 50 than people taking early retirement. Official surveys show that being sick, injured or disabled is cited as the main reason why people aged 50 to 64 years are economically inactive. In 2023, this was the main reason given by around 43 of the 3. 5 million older working age adults for not seeking work. That compares with 31 who gave the reason as them being retired. So how to solve this . Well, fixing the nhs is clearly important, but Employment Experts say work with employers to tailor jobs to these Older Workers is also vital. The sorts of things that older people have said in a lot of the Survey Research and a lot of the feedback since the pandemic has been they want work thats more flexible. Thats maybe a bit closer to home. Its a better fit for their skills. And that they can balance their work and their wider life with. And employers, i think, need to respond to that. Its notjust about how you advertise Yourjobs Orjust about how you do recruitment. Its also about the practical steps you put in place to make sure that jobs are more flexible, adaptable and more supportive for people coming back to work. Its something of a myth that older working age people have fled to the golf course or the bowling green, but getting them back into the workforce will not be a simple target to hit. The government is providing some support, but it will also involve cultural change among firms. One Thing Experts agree on is that it matters economically.
