Take a listen. The tactical raid, which means that the forces went in and then went out during the night in order to prepare the battlefield and to prepare ourselves for coming operations. Our forces are now back in israel. The activity occurred during the night and was concluded successfully without any significant event. This Development Comes as israeli Prime Minister Benjamin Netanyahu insisted a Ground Invasion of gaza was coming following questions at home about why it had taken so long. Speaking on prime Time Television on wednesday night, he said the timing of the offensive would be reached by consensus. Heres our correspondent, tom bateman. Israels Prime Minister said in a televised speech that Israeli Forces are preparing for a Ground Invasion but did not give any clues as to the timing. Translation we are raining hellfire on hamas. We have already Killed Thousands of terrorists and this is only the beginning. Simultaneously we are preparing for a Ground Invasion. I will not elaborate on when, how, or how many. Overnight the Israeli Military said it carried out a targeted strike inside the Northern Gaza strip, it said in preparation for the next stage of combat. It said there was fighting and the soldiers exited the gaza strip afterwards. Israels bombardment of the gaza strip has continued, the un said the most intensive yet in the past 2a hours, with hundreds of people killed. The Qatari News Network Aljazeera said the family of its correspondent was killed in a strike on a refugee camp in the strip. Meanwhile, the un says its Fuel Reserves in gaza are nearly out and it has begun reducing its humanitarian operations. Hospitals are stopping all but emergency operations, with the un warning more hospitals and shelters could be forced to close. Meanwhile, the World Health Organization said that without fuel, babies in incubators who need life support will simply die, reiterating that safe and sustained access is needed, or, it says, there will be more suffering and death in gaza. To treat patients, you need electricity, for surgical theatres, for incubators, dialysis machines. So we need fuel. Fuel is also needed to desalinate the water so hospitals have clean water. Clean water is of vital importance in hospitals to keep patients safe and provide health services. Meanwhile the World Health Organization has also reiterated its call for hamas to release all of the hostages abducted from israel on humanitarian and health grounds. It warns many hostages had pre existing health conditions. There have been further calls now for a humanitarian pause in the fighting to allow more aid in. But for now, the war goes on. Tom bateman, bbc news, jerusalem. Lets now take a closer look at what the palestinian leaders are saying. Number two, we are, for an immediate ceasefire since this began. Ceasefire for these war crimes, crimes against humanity, this is such a dark moment for humanity, for all of us, for our international system. When the world fails to call for a ceasefire and we hear some western governments including the us and the uk calling for a pause. Pause for war crimes and crimes against humanity, really . We cannot enforce now, right now . And we still hear leaders like the uk Prime Minister saying israel has the right to defend itself after all that we have seen in the last 21 self defence . The images are there, we have been day in were reporting every day the rising death toll, what the United Nations described as a humanitarian catastrophe, but we saw yesterday at the un security council, israel underlining, that try by israel is being repeated by western leaders, saying that israel has a right to reply because it was attacked and it feels it needs to protect its citizens and protect its borders. Really . But what we just had from Netanyahu The War Criminal announcing in his televised message that he has killed hundreds of hamas fighters . Liar. So the conversation should not be about the cemetery, there is no equity between occupied an occupier and there is no equity between a non state actor like hamas and estate like israel. The world has failed yet again. And what is this talk about the right to self defence . Dont we have a right to defend ourselves . Look what is happening in the west bank. Youre youre injerusalem now, they may have the carnage by the seffa militias, more than 100 palestinians were killed. Do we have the right to defend ourselves . Should be set in the west bank waiting for these settlers to come and attack us . Should we defend ourselves or not . Lets have a conversation rather than. We understand that anger, that anger has gone around the world, there have been protests filling the streets in many cities, anger at what is happening to the palestinians, but you are a representative of the palestinian authority, what can be done with my because these are the discussions behind the scenes, as you know, israel will not accept a ceasefire, what is the best possible option now . We have no rescue teams, people are still alive and shouting that we need humanitarian en masse from all directions to elevate this unprecedented human suffering. Number three, we need to turn this tragedy into a moment of hope for the billions of people in palestine and worldwide. I have seen the Hundreds Of Thousands of the uk calling for justice. Hundreds of thousands of the uk calling forjustice. I just look at the opinion poll this morning that 76 of the british people call for an immediate ceasefire, we need to do that. We need to focus on the root causes, turn this into a momentum for peace and end this illegality and injustice once and for all, call illegality and injustice once and forall, Call Foran Illegality and injustice once and for all, call for an International Peace conference to promote international resolutions, not negotiate them. We will run palestine and our people in a liberated state of palestine that includes the west bank, jerusalem and gaza and we would be running a country that will once again be a bridge between civilisations and a source of stability, but not the way israel wants. We are not running a country on the corpses of our people. These commonalities have to end. This has to be of peace has to prevail but not based on a show of power by israel on the bodies of our civilians. Peace can only prevail when they recognise the legitimate birth rates of a nation that has been denied for more than 100 years. This is the moment to recognise that the only way forward is to craft a different path, to give the people hope for a different future, and i tell you, we can. I see people everywhere, i hear messages from everyone, everyone now needs one thing, that we can provide a different path. And i was a time of crisis and thank you for sharing your views on how to move forward and how to address the real needs and how to address the real needs and the suffering of the palestinians. Thank you forjoining us. Around the world and across the uk, this is bbc news. Lets take a look at some stories making the news in the uk. Accommodation costs use up almost all the average Maintenance Loan received by University Students in england says Student Housing charity unipol. In the last two years the average student rent has gone up by more than 14 while Maintenance Loans have risen by 5. 2 . But thousands of outsourced staff, such as Community Nurses and physiotherapists, wont receive it. For the first time in years the Remembrance Poppy has undergone a change. The new flowers for the Royal British legions annual appeal are entirely plastic free and can be recycled. Youre live with bbc news. The Israeli Military now says the number of people confirmed to be held hostage in gaza has now risen to 224 and could rise further. Earlier i spoke to stephen ryan, whos the Crisis Communications coordinator at the International Committee of the red cross here injerusalem. This is a highly risky operation to try to free them and that is why negotiations have been going on mediated by states like gulf state of qatar. One of the challenges of rescuing hostages, we can speak to a subterranean warfare and International Law expert, professor at the Reichmann University and she joins us now from tel aviv. Welcome to bbc news. I suppose the first thing is, that although israel seems to be gathering intelligence about where the hostages may be hell, that might be the first challenge, just exactly knowing where they are and how they are dispersed. The hostages ma not be how they are dispersed. The hostages may not be the how they are dispersed. The hostages may not be the first how they are dispersed. The hostages may not be the first challenge, i may not be the first challenge, think it is the last challenge. Hamas is a Terrorist Organisation that has deliberately decided to set p that has deliberately decided to set up its Military Infrastructure under a civilian populated area, and of Civilian Population, and schools and its tunnels and subterranean passageways crisscross the entire gaza strip and zigzag, and they include everything that would have, we possess from ammunition to a command and control centre, and all their weapons. Command and control centre, and all theirweapons. Its command and control centre, and all their weapons. Its no surprise that hamas chose to hold the hostages inside these tunnels. Hamas has integrated internal warfare as part of its strategy for almost two decades and it has perfected the art of tunnel warfare. Those hostages are likely to be spread in the entire immense, dark and claustrophobic network of tunnels and it would be very difficult to locate with precision where they are being held, and again there are 224 of them, so they could also be spread over the entire network of tunnels, so thats why i think this is maybe not the first challenge but its definitely the last challenge that israel will have to face. Yes. That israel will have to face. Yes, hosta. E that israel will have to face. Yes, Hostage Negotiators that israel will have to face. Yes, Hostage Negotiators who that israel will have to face. Yes, Hostage Negotiators who have dealt with many other crises around the world say this is the most complex Hostage Situation they have ever seen, because of a large number of hostages being held, and they include everything from a two year old Holocaust Survivors to small babies, but also the fact they are being held underground and theyre very to locate. This is why it seems that countries who do have contacts with hamass political leaders are trying to do Everything Possible to free them. Israel should do as much as a counter for them through negotiations before this very risky challenge of rescuing them. ,. , them. The reason why i say the hosta. Es them. The reason why i say the hostages are them. The reason why i say the hostages are the them. The reason why i say the hostages are the last them. The reason why i say the hostages are the last challenge j them. The reason why i say the i hostages are the last challenge for israel is because first, you need to start with the urban terrain. We are talking about a very dense civilian populated area in the gaza strip and again, hamas has chosen to entrench into the Civilian Population and put them in danger. Hamas puts the gazan population in danger, including the construction and the digging of all these tunnels. The second challenge is the subterranean environment which you described. This network of tunnels that has allowed hamas to operate and detective and plan operations far away from the capabilities of the idf intelligence and surveillance. So it offers hamas and surveillance. So it offers hamas a strategic appeal and this is why hamas has been exporting this terrain for some years. So the urban and subterranean challenges already extremely difficult at operational and tactical level for the idf. Its quite impossible for any sophisticated military, even those trained soldiers to overcome. And now, this is the last challenge, the hostages inside these tunnels, any Rescue Operation inside a tunnel that would involve combat fighting inside very narrow, dark and extremely dangerous tunnels that have been booby trapped, it puts the soldiers of any force, whether it is the American Armed forces or the idf, at extreme high risk. So how do you protect your forces and not send them into a trap . So to rescue these hostages there are many levels of challenges and definitely the best option would be for the hostages to be rescued so that more forces and more civilians are not put in danger as a result of a very risky hostage Rescue Operation. As a result of a very risky hostage Rescue Operation. What israel have had experiences, Rescue Operation. What israel have had experiences, lessons it Rescue Operation. What israel have had experiences, lessons it could i had experiences, lessons it could draw on, for example, how female when an israeli soldier was eventually freed from gaza after five years . Or is this a crisis this time just five years . Or is this a crisis this timejust in a five years . Or is this a crisis this time just in a completely different level . ,. , level . Any incident involving the kidna in. Level . Any incident involving the kidnapping of level . Any incident involving the kidnapping of a level . Any incident involving the kidnapping of a soldier level . Any incident involving the kidnapping of a soldier or level . Any incident involving the kidnapping of a soldier or a i kidnapping of a soldier or a civilian is considered by israel to be a very strategic event. In fact, israel has been covering the bodies of some dead shoulders were being held by hamas. The case of disorder that led to the release of 1000 israeli prisoners was considered a very important event among the israeli population in the israeli establishment. Sojust multiply israeli population in the israeli establishment. So just multiply this by 224 are whatever the number might be, and this is a crisis of gigantic importance, global importance. This is a complete game changer and this is a complete game changer and this is a complete game changer and this is a very, very complicated diplomatic and operational environment, so this operational complexity needs to be taken into account as israel first of all takes its time to weigh up the options and has not yet launched a full blown ground operation into gaza, but also perhaps as efforts continue to release the hostages. But regardless, again, there is no blueprint for this. This is completely unprecedented, so this must be kept in mind. Yes. Completely unprecedented, so this must be kept in mind. Completely unprecedented, so this must be kept in mind. Yes. Thank you for oinin must be kept in mind. Yes. Thank you forjoining us must be kept in mind. Yes. Thank you forjoining us for must be kept in mind. Yes. Thank you forjoining us for your must be kept in mind. Yes. Thank you forjoining us for your assessment i forjoining us for your assessment from tel aviv. Lets get some detail from tel aviv. Lets get some detail from Southern Israel. I spoke to our correspondent wyre davies who is there. This is a pretty familiar scene. Israeli artillery and air strikes against positions very close to the border between israel and gaza itself. Of course, overnight we heard about these israeli incursions with tanks and with bulldozers along the strip here. Now, those, of course, were incursions, the Israeli Government says, that are preparing for that full scale invasion. Whenever that comes. Its quite significant that it had bulldozers because they were literally paving the way for others to come into gaza on a perhaps more permanent basis when an israeli invasion does happen. But for the time being and overnight, weve had air strikes not just here in the north, but also further down in khan yunis in Southern Gaza against again, what israel says are hamas targets in the south that have been casualties, many of them civilians. And the difficult thing for Gazan Civilians is that that area of Southern Gaza is where theyve been told to flee to by the Israeli Government as it pursues its campaign against hamas targets here in the north. And of course, the United Nations has even said many people are actually coming back up to Northern Gaza. So dire is the situation in the south. And its been interesting to to try to glean some some insights into the military thinking by the statements and now for the first time, these photographs that they have issued about this incursion into the gaza strip, youll remember we were in the first few days, all it gave was a brief statement, but it is coming under a lot of pressure. We feel that in the Prime Minister Benjamin Netanyahus statements, so many are asking when is this invasion going to take place . But given what the idf also said, that these these limited Ground Attacks also help them to prepare for whats likely to lie ahead. Indeed. And of course, the Prime Minister has got a dilemma here. Theres an israeli public which is overwhelmingly supportive of his stated aim of crushing hamas. There are a lot of israelis are asking the question quite publicly, why havent they gone in yet . So this limited incursion will perhaps placate that israeli public opinion, which wants something to happen sooner rather than later. But then theres also the consideration of the hostages that are more than 200 hostages, most of them israelis, but also International Hostages being held by hamas in gaza. Our very unsettled, Changeable Spell of Autumn Weather continues through today and really for the remainder of october as well. We have got a bit of sunshine developing through the day, this is the picture a little earlier in newcastle, county down. But some big shower clouds around too, so through today and the next couple of days, unsettled showers or longer spells of rain, some of them are going to be quite heavy and particularly wet weather for Eastern Scotland. So this is where were expecting the rainfall to accumulate for the next three days. And you can see the green colours developing here across parts of aberdeenshire and Eastern Scotland where we could see up to 100 millimetres of rain falling on that very saturated ground. So more flooding is possible through the weekend. Now weve got low pressure, this swirl of clouds sitting out to the west of the uk and weather fronts are going to be driving their way gradually northeastward. So today the most persistent rain will be for parts of east anglia, lincolnshire, up the east coast of england, towards Eastern Scotland too. Some showers that are going to be quite persistent across the far north of scotland, where its going to be windy. Sunny spells and scattered showers returning for northern ireland, wales and the South West Of England as well. I think fewer showers towards the midlands. Through this evening and tonight then, were going to keep the breeze for parts of northern scotland, South West Of England as well driving in further showers here. A few clear spells, could be some mist and murky patches for central parts of england and wales, and certainly its going to be frost free as we look towards tomorrow morning. So friday, still low pressure sitting here to the west, really not moving in a hurry. The winds driving around that area of low pressure, bringing in more showers to parts of Southern England, wales, through some of these irish sea coasts as well. And this easterly wind will drive in further persistent rain for parts of North East England and Eastern Scotland. Not too heavy at this stage, but Rainfall Totals will be gradually mounting up across the south and east of scotland. Temperatures around about ten to 15 degrees for most of us on friday. And that low pressure not budging into the weekend. So weve got further frontal systems driving around that low pressure sweeping in from the south west for saturday. I think the heaviest of the showers will be for parts of Southern England and through some of these irish sea coasts once again. But the easterly breeze still bringing more rain across the east of scotland, so flooding is a possibility. Temperature wise, around about 10 to 16 degrees, fairly typical for the time of year, and the outlook through the weekend into next week some sunshine but plenty of fairly blustery and at times heavy downpours by.
