President joe biden is calling congress to provide an additional 10 billion in assistance to israel. But his administrations policy to provide weapons as well has not been welcomed by everyone, including those in his own government. Josh paul, who served as a director in the us state Departments Bureau of political military affairs, resigned over the president s decision to arm israel. In his resignation, mr paul said. Mr pauljoined me to explain his resignation further. Josh paul, thank you very much forjoining us. Now, you said in your 11 years at the state department that you made more moral compromises than you could recall and that youd always said youd stay as long in the job as you felt the harm you might do could be outweighed by the good you could do. What is the level of harm that you felt you were doing now . Yeah, thank you. And thank you for having me. The transfer of arms can be a really important part of foreign policy, as we see in ukraine, but it comes with an immense responsibility to ensure those arms are not used to harm civilians and to commit human rights violations. I think what we see in gaza now, and based on a lengthy track record, is the misuse of us arms. And when i tried to raise that issue in the state department, there was no opportunity for any pushback, no opportunity for discussion, and nor is there at this time in the us congress. And therefore, i decided the only thing i could do was to bring my concerns to the public. And to do that, i had to resign. Youve described the us backing of israel as blind support. Why do you use the word blind . Well, i think if you think about how we come at the problem, we ask, dont Israeli Citizens have the right to not live under rocket fire . And they do. But dont palestinians also have that right . Dont they have the right to live safely and securely in their homes . And so i think as long as weve provided the Security Assistance to israel, weve come from the position of, with security, we can have peace. If israel feels secure, that will lead to peace. But thats not at all whats happened. The Security Assistance weve provided to israel has emboldened it to continue down a path that does not lead to peace for palestinians or for israelis. And i think we have a responsibility to bring some additional wisdom and pressure to the situation, notjust pour arms orfuel onto the fire. And when you were mentioning there how the Policy Decisions were arrived at, again, you say in your letter that the Biden Administrations approach has been an impulsive reaction built on confirmation bias, political convenience, Intellectual Ba nkru ptcy and bureaucratic inertia. Can you explain what you mean by that . Surely. So, impulsive i think everyone was shaken and shocked by the horrific attacks of hamas on october 7th, and lets not make any bones about it, those were absolutely an outrage and should be condemned forthright. But there was an impulse there to say, ok, this is something horrible has happened. What is israel asking for . Lets do everything we can. I say that there was bureaucratic inertia because, again, this has been the trend for many years that when israel asks for something, we give it. And rather than pausing to think about what were doing, thats how we move forward. Confirmation bias in the sense that we see an attack, it confirms our bias that this is an enemy that must be defeated. And there is certainly an argument to be made there, but rather than standing back and looking at the broader situation and, again, looking at both sides. So i think in each of those respects. And Intellectual Bankruptcy, because this is something we have tried for years and years and years and it has not led to security for israel, it has not led to peace. So for all of those reasons, i felt that the decisions that were being made were not being made with the thought and attention that, as i say, the transfer of arms really does deserve. Now, youve obviously resigned. Theres reporting that theres other colleagues in the state department who are working on a note of dissent, and theyre going to channel that up through the official internal dissent channel. Did you do the same . I did not. I have looked at Dissent Cables in the past. In this instance, ifelt that there was no space for dissent. However, i give full credit to my colleagues in the state department who are pursuing their concerns. I know that there are actually a lot of them. Ive heard from so many of them saying that, we understand where youre coming from. We are finding this hard. We feel dirty even being involved in this, and so my heart goes out to them. Im sure they will find the courage to do what is right for them, given their own personal circumstances. And will any attention be paid to that, to either your letter or your concerns or any Dissent Cable . So a lot of people have asked me why i didnt quit on controversial arms sales during the trump administration, and there are many reasons for those, but one of those is that i dont think it would have made the slightest bit of difference. To its credit, i think the Biden Administration does listen often to its staff, and i think with a critical mass, there is the possibility for change if we speak up. At this point, though, President Biden, as we saw in the address last night, has committed and pledged a lot of support to israel. Yes. Can you see a Policy Turnabout . Not in the short term. I think america is going to go full speed ahead with providing israel with the arms it has requested. I think we are in for a very rough few days and weeks, and possibly longer. And i hope that at the end of all this, at least, we can turn around and say, ok, and whats next . Are we going to do this again in five years . Are thousands of civilians going to die again in five years . Or is there a better way of doing this that really leads to peace and to security for all . Ok, all right, well leave it there for now. Just quickly to get your reaction, first of all, to what President Biden announced yesterday insofar as it relates to the ukraine assistance. Caitriona, this was a highly anticipated speech. I will say there have been many people urging President Biden to make a prime Time Oval Office speech, laying out the rationale for support to ukraine. Many people understood that support, understood that rationale, were eager to hear the president lay it out for the american people. So when it came last night, it was very welcome. It was obviously paired with the new war on israel palestine, israel hamas, but that probably added to the urgency. So it was well anticipated. I thought it made the case for support to both sides, to both the israelis as well as the ukrainians fighting off attacks from terrorists. Is there a risk when you look at the atrocities that happened in israel, the crisis thats currently happening in gaza, that attention moves away somewhat from whats happening in ukraine . Youre exactly right. And it reminds us the atrocities that are happening, that happened and maybe are happening, in israel, in gaza, remind us of the atrocities that happened and are happening in ukraine. We remember, almost 20 months ago, when the russians first went into ukraine and they got very close. They got very close to kyiv, the capital. And then the ukrainians pushed them out, pushed the russians back out, and when the ukrainians went into the towns, the small cities where the russians had occupied for a couple of weeks, they were horrified. And the killings, the torture, the rapes, the abductions of children the horror we are reminded byjust the events over the past week of the same thing. So it reminded us of the urgency of support for ukraine and the support for the israelis in this war. How key is the relationship between President Biden and president zelensky . They were speaking as recently as last night and president zelensky again making a call for more of these high powered missiles. He feels like they are making a difference in the counteroffensive. They are clearly making a difference. And when president zelensky was here in washington a couple of weeks ago, he made exactly this request, the long range missiles. And apparently he got a willing response from President Biden, but they didnt announce it. The americans, we didnt announce that we were going to provide these weapons, these long range missiles, and theyve now shown up on the battlefield. And im sure yesterday, when President Biden talked to president zelensky, president zelensky made the case again for these and im sure thanked President Biden for these long range missiles, which theyve already used. The ukrainians have put them to good use. Ukrainians have gone deep into occupied territory, still in ukraine, but the russians occupy territory in ukraine, and the ukrainians have used these new weapons that president zelensky convinced President Biden to give when he was here before and are now employed. He thanked them for these because theyre used and they are using them to great effect. Does the us have enough arms to assist ukraine and to assist israel as it has pledged . We do. I am sure we do. To a large extent, there are different sets of weapons. There are some overlaps. The artillery, Iss Millimeter Artillery is used in particular in ukraine, but to some degree also in israel. Israel and the United States have developed the iron dome, this anti aircraft, and we are providing the israelis with missiles for that. The ukrainians dont have the iron dome. Theyve asked the israelis for the iron dome, but so far, the israelis have not provided it. So theres no conflict there. And the ukrainians dont yet have the f i6s, so theres a different set of weapons. And, yes, we can provide them both. Now, President Biden pledging all of this aid is one thing, but of course, if theres no speaker installed in the us House Of Representatives, those deals essentially go nowhere. How does that impact the perception of the United States abroad . When people look at whats happening politically, domestically, here and how its essentially limiting those promises . Youre exactly right. In order to deliver on the weapons and the support, the assistance, the funding that the president announced last night, in order to deliver that, we need a congress that works. The senate works. The House Of Representatives doesnt yet work. I am confident, all americans can be confident that sooner or later, hopefully sooner, there will be a speaker of the house or at least a temporary speaker of the house that can pass legislation. Its passing that legislation, passing this supplemental appropriation bill, that will allow the United States to deliver on the promise that President Biden made last night. 0k. Further rain through the day on saturday, falling on top of what weve already had. This is fridays rainfall radar. The rain was pretty relentless across Eastern Scotland and also northern england, parts of east anglia, the north midlands, north wales huge amounts of rain. Weve seen widespread flooding, and this met Office Amber Warning remains in force through the first parts of saturday morning. But of greatest concern, i think, is this red warning covering parts of angus and southern aberdeenshire, a further 100 millimetres of rain, further significant flooding and a danger to life. Amber warnings covering larger parts of eastern and northern scotland, as this rain just keeps on coming through the day tomorrow. For england and wales, broadly speaking, a drier day. This band of showery rain will push eastwards. Could see hefty downpours skirting the south east corner. Northern ireland probably having some of the best of the weather largely dry, just the odd shower, some spells of sunshine. Windy in the South Of England and the channel islands, still windy in north east scotland. But for many northern parts of the uk, not as windy as it has been. Temperatures north to south, 8 to 16 degrees. Now, this heavy rain continues into saturday evening, but it will clear northwards overnight, this band of Showery Rain Pushing away from eastern england. And then things do turn drier. Yes, a few showers. I think therell be some mist patches around as well. But a drier start to Sunday Morning as an area of low pressure tends to swirl away north eastwards, and this very, very weak ridge of high pressure, you cant see much of it here on the weather chart, but there is some slightly higher pressure just toppling through, and that means drier weather, more in the way of sunshine. Yes, there will be some showers, but certainly not as wet as it has been. Lighter winds, temperatures of 12 to 16 degrees. So a much calmer day to end the weekend. But then as we head into next week, well, another area of low pressure looks set to push up from the south.
