Conference, it is time that we have a government that matched the ambition that people have for their families and communities, a Government Siding with the builder is not the blockers. A government that will get Britain Building again and with labour we will. Let me give you one example. Our energy grid. Today, new developments are being forced to wait up to 15 years, into the late 2013s, to connect to the grid. £200 billion worth of projects stuck in limbo. Into the late 2030s. So i can announce labours plans to rewire britain, working with ed miliband. 0pening britain, working with ed miliband. Opening up new Grid Connections at competitive tendering. And so that the british people should own a stake in their energy system, the publicly owned Great Britain energy will look to bid into a competition. 220,000 newjobs, lower bills for good and Energy Security for britain. And theres more. We will invest in expanding local authorities planning capacity to speed up decisions and here is how we will pay for it. Rocketing Interest Rates have dealt a hammer blow to the dreams of millions of people who want to own their own home. When already that dream was far too remote forfar home. When already that dream was far too remote for far too far too remote forfar too many people. It is not right that whilst so many people are struggling, many homes are bought by overseas buyers. They make own property but leave it vacant. Driving up prices while families and young people are desperate to get onto the housing ladder. So because one year ago keir starmer set out the ambition for the next Labour Government to make 70 of british households home owners. Because i house should be first a home and not an asset and because, conference, it is time we built the homes are young people need. We will raise the Stamp Duty Surcharge on overseas buyers to get Britain Building. Conference, labour is the party of the builders not the blockers. Labour is the party of Economic Growth and it is now beyond doubt it is labour that is the party of Home Ownership in britain today. Applause. Working people need the skills to succeed in the modern economy and the security to utilise them. From security, hope. The parents struggling to balance caring responsibilities and work. The key workers are struggling to pay the rent. The would be entrepreneurs are struggling to access the finance to turn Brilliant Ideas into commercial reality. A productive economy cannot be built on such fragile foundations. Because there is now a mountain of economic evidence that higher wages and greaterjob higher wages and greater job security higher wages and greaterjob security have real benefits for businesses. And there is also a mountain of human evidence, of too many children growing up in poverty. Of too many parents skipping meals. Of too many parents skipping meals. Of too many people waiting by the phone to find out if they have worked that day or not. So as Angela Rayner set out yesterday, the next Labour Government will offer a new dealfor Labour Government will offer a new deal for working Labour Government will offer a new dealfor working people. Zero hour deal for working people. Zero hour contracts dealfor working people. Zero hour contracts band, fire and rehire gone. Sick pay strengthened and basic rights from day one. And, conference, it was the last Labour Government that finally delivered on the promise of keir harding to introduce a National Minimum wage. The fight against poverty pay has always been at the very heart of our movement and so the next Labour Government will go further, not a rebrand of the minimum wage like the tories. But for the first time a minimum wage taking account of the real Cost Of Living. Finally, conference, with labour we will have a genuine living wage. The post of Chancellor Of The Exchequer has existed now 800 years. In that time, not one single woman has held that post. Conference, when we next meet i intend to address this haul as britains first female Chancellor Of The Exchequer. I intend to address this haul. It would be the privilege of my lifetime but more important than that it would come with a great weight of responsibility. The responsibility to show our daughters, to show my daughter, that they should place no limits on their ambitions. And the responsibility too, like labour women before, to drive progress for women. Still, half a century after the equal pay act, Women In Britain earn on average 15 less than men. 0n current trends, it may take until 2044 that gap to disappear. But women cannot afford to wait that long and nor should we have to. The work of women has been undervalued for too long and that is why i have asked frances 0grady to examine how we can go further and faster, so that the next Labour Government makes the next Great Strides towards ending the Gender Pay Gap once and for all, ready to serve, ready to lead and ready to rebuild britain. We have changed this party so that we may have the chance to change our country. Labourwill we may have the chance to change our country. Labour will fight this next election on the economy stop every day we will expose what the conservatives have done to our country. Because of the questions people should ask themselves ahead of the next election are simple, do you and yourfamily of the next election are simple, do you and your family feel better off than you did 13 years ago . Do our schools, our hospitals, our police work better than they did 13 years ago . Frankly, is there anything in britain that works better than when the conservatives came to office 13 years ago . Now, if you do think that britain is better after 13 years, if you think our country is as good as it can be right now, if after all of this you want to leave your future, your childrens future, our countrys future, in the hands of the Conservative Party, then i may not be able to persuade you. But if like me you think that britain can do better, that britain can be better off. If you like me think that it better off. If you like me think thatitis better off. If you like me think that it is time to put Security First and reject the risk of five more years of chaos and decline, thenjoin us. Join us in our mission to rebuild britain. Join us in our mission to give britain its future back. Creating newjobs, driving down bills, reviving our high streets, rescuing our public services, more teachers in our schools, more police on our streets, more doctors and nurses in our hospitals. Lifting families from poverty, achieving Energy Security and bringing growth back to britain. We are here ready to serve, ready to lead and together we can and we will rebuild britain. Applause. Well, Rachel Reeves, the woman who would like to become the uks first female Chancellor Of The Exchequer. They are on their feet, they were on their feet several times through that hard hitting, unyielding and commanding speech from Rachel Reeves, where she set out in no Uncertain Terms about how she is going to rule with an iron rod of discipline. She said it numerous times, if they were uncertain in the hall they wont be now. If they were going to ask for money if labour won the next election. She said she would run the exchequer with an iron discipline, she would have Ironclad Fiscal Rules, neverto she would have Ironclad Fiscal Rules, never to be a repeat of what happened under the former conservative Prime Minister liz truss and her then chancellor, when she said they caused the market chaos, crash the economy and let the working poor to pay the price. She talked about a war on waste. Three particular areas you could almost feel the confidence from Rachel Reeves on the stage they have a really good chance of being chancellor this time next year. The most interesting bit of that speech is that labour now think they are on the front foot on the economy. Historically, typically in british politics that has been the conservatives who have been seen as slightly more reliable on the economy, maybe even a bit more confidence in making their economic pitch, but it was hugely striking that at the end of that speech Rachel Reeves talked about fighting the next election on the economy. In some ways that is obvious, the Cost Of Living pressures and everything around Economic Growth is going to be a key Talking Point in the run up to the next General Election. The fact now that labour have the confidence going into the General Election saying we will take the fight dominic comes to the economy is quite a symbolic moment. The reason we heard Rachel Reeves said that she thinks she believes labour can win that battle is quite a simple one. You heard her say towards the end they the question that we will be asking people over the next year is do you feel better off than you did 30 years ago . Do you still trust the conservatives after what happened with liz truss and the mini budget and some of the financial turmoil . And the mini budget and some of the financialturmoil . In and the mini budget and some of the financial turmoil . In some ways it is, not a risky strategy, but a bold strategy. Rishi sunak is try to recast himself as the man who stabilised the economy, a former chancellor who knows how it all works. Rachel reeves think she can go one better at the back than that and say i am a former Bank Of England economist, i can give you the fresh start that it all needs. It feels like a bit of a moment to me, the fact that labour are so prepared to say there was a Big Battle Coming On The economy, we are welcoming it and we think we can win it. I welcoming it and we think we can win it. ,. ,. ,. , welcoming it and we think we can win it. ,. ,. ,. , welcoming it and we think we can win it. I ust want to point our viewers to it. Some senior figures in the labour party saying that Rachel Reeves is the politician that Rachel Reeves is the politician that sir keir starmer is the politician that he trust the most on all issues, notjust the economy. Another story has been developing over the weekend, and of course that is the conflict in israel and gaza. Earlier, the shadow Foreign Secretary said labour actually condemns the appalling attack by hamas on israel. Let condemns the appalling attack by hamas on israel. Hamas on israel. Let me start by addressing hamas on israel. Let me start by addressing the hamas on israel. Let me start by addressing the events hamas on israel. Let me start by addressing the events of hamas on israel. Let me start by addressing the events of the hamas on israel. Let me start by| addressing the events of the past few days. Labour actually condemns hamass appalling attack on israel. Applause. There is never, never a justification for terrorism. Labour stands firmly in support of israels right to defend itself, Rescue Hostages and protect its citizens. Applause. The hostages so cruelly taken, including children, should be released immediately and hamass indiscriminate attack set back the cause of peace. Both israelis and palestinians pay a terrible price. There will not be a just and lasting peace until israel is secure, palestine is a sovereign state and both israelis and palestinians enjoy security, dignity and human rights. Applause. And though it may never have felt more distant, we will not surrender the hope of two states living side by side in peace. That was the shadow Foreign Secretary, david lammy. Lets hear from rishi sunak, who gave his thoughts on the situation. Many of you will have seen what has happened over the last 36 hours in israel and the scenes are truly, truly horrifying. As i said yesterday, this is not time for equivocation. We should just be straightforward in what is happening here and that is that hamas and the people who Support Hamas are fully responsible for appalling acts of terrorism, we should call it out for what it is. Citizens of israel are being murdered, innocent people are being murdered, innocent people are being kidnapped, including children. 0bviously that is shocking and horrifying and they should be held accountable for that. What ive said today israeli Prime Minister we will provide all the support that they need to ensure that israel can defend itself against these attacks. We have a long standing relationship with israel, we are one of their strongest allies, we have provided in the past the kind of equipment that they have used to defend themselves in the last couple of days and we will continue to provide, whether that is diplomatic and intelligence as they need, i am sharing at cobra this afternoon with my colleagues. We can cross back to nick eardley, he is at the labour party conference. The situation in israel has always been a complicated issue for the labour party. Are they handling at this time around . Sir keir handling at this time around . 5 Keir Starmers approach eight has keir starmer s approach eight has been to patch away most of the questions by saying that labour fully stands behind israels right to protect itself, and it was put by senior ministers this morning to get back to people who have been kidnapped and find ways of fortifying its defences. That has been a bit of a thing this morning. The last lap or we have been talking about the economy and the speech we just heard from the Shadow Chancellor trying to contrast what she sees as some of the mistakes made by the Conservative Party over the past 30 years in office, and what she says would be labours approach. I will chat that through with the shadow secretary of state for work and pensions, liz kendall. I was quite struck by Rachel Reeves talking so much about being confident, trying to be on the front foot, to take the fight to the government on the economy. Are you not trying to compare something that is not really there any more . Youre talking about something that happened last year and rishi sunak is very different Prime Minister. I think the impact of what happened last year think the impact of what happened last year when the tories crashed the economy are still being felt today the economy are still being felt today in the economy are still being felt today in peoples mortgages, their rents. Today in peoples mortgages, their rents. The today in peoples mortgages, their rents, the cost of food. Rachel is right rents, the cost of food. Rachel is right to rents, the cost of food. Rachel is right to say rents, the cost of food. Rachel is right to say that we will be the party right to say that we will be the party of right to say that we will be the party of economic stability. If we want party of economic stability. If we want people to trust us with their hard earned taxes, we will have to show hard earned taxes, we will have to show how hard earned taxes, we will have to show how we will spend every penny wisely show how we will spend every penny wisely. Today was about much more than that wisely. Today was about much more than that it wisely. Today was about much more than that. It was a message of hope and change than that. When i talk to people on the doorstep, people want change, but they the doorstep, people want change, but they dont believe things can change but they dont believe things can change. We know we have to give people change. We know we have to give people hope that we can put money in their pockets and get the economy growing their pockets and get the economy growing again. Over the weekend wed a real contrast with the weather north to south. In scotland, we had torrential rain which led to some disruption and flooding, whereas as we pushed across england, wales and Northern Ireland, this area of High Pressure was very much in charge, so it was settled and it was very warm for the time of year, as it will be today. We do have a weak Weather Front draped across northern england, Northern Ireland and also parts of southern scotland. It has been producing some patchy light rain. That will continue to fade. We also have a lot of low cloud, mist and murk close to the irish sea coastlines. You can see here a lot of dry weather, a fair bit of sunshine, warm across the far south east. A wee bit fresher as we push further north, but feeling much better in scotland today than it did over the weekend. Through this evening and overnight, the low cloud, mist and mark in the irish sea will push a bit further inland and drift across the English Channel coast, as well. Well also have some more rain coming in across western scotland. In fact, the met office has a yellow Weather Warning out for this because this Rain Is Falling on already saturated ground. It will be with us tomorrow, courtesy of this Weather Front which is just very slowly pushing southwards. Tomorrow, as you can tell from the isobars, its going to be breezy wherever you are, windy in the north and the low cloud. The low cloud, mist and murk thats pushed inland overnight will start to retreat back towards the coasts, but what youll find is some of it will linger. Temperatures tomorrow widely 19 to 24 degrees, but on the other side of the Weather Front in the north it will start to turn that bit fresher. 0ur Weather Front makes it down into england and wales during the course of wednesday. Behind it, brighterskies, still noticeably breezy with a few showers peppering the north and the west. You can see the fresher conditions nine to about 18 degrees behind the Weather Front, but ahead of it were still in the much warmer air. Still for london 23 degrees. Then, as we look beyond that, our weatherfront, which has come south, looks very much like, on thursday, its going to push northwards again and weve got another one slipping south. We could well see these two merge during the course of friday. Still a bit of uncertainty about it, but what it does mean is that in the outlook period it does turn more unsettled with more of us seeing some rain. But behind the Weather Front in southern england, as it moves north, will get warmer. Today at one israel says its troops are back in control of all the communities that were attacked by hamas militants over the weekend.
