Basically, balochistan is in pakistan. A lot of, especially in the past few months, a lot of militants have crossed the borders and coming to balochistan as well. There is another attack that has happened just now around the southwest. And over there, some military officers have been killed. This has been going on for a while. Pakistani taliban, in the meantime, they have refused, have not claimed any responsibility. Earlier, last time, when such a huge attack happened in mastung, it was claimed by Islamic State at that point in time. They were further casualties at that time. There are a lot of problems going on in the district. The main problem is between the militants and the current Military Establishment of the country. Thank you very much for updating us on that. We will be following that very closely as more details emerge. Lets head back to the uk. Guided by a Senior Police officer, they made their way to the exact spot where the 15 year old was stabbed and killed on wednesday. Eliannes mother in the Black And White dress, inconsolable with grief. Later, a statement was read on behalf of the family by the bishop of croydon. We as a family are struggling to comprehend this painful tragedy that has happened to our beautiful daughter and beloved sister, elianne. Our hearts are broken and we are overwhelmed by sorrow and grief. Elianne was a beautiful person inside and out who loved jesus. She was intelligent, thoughtful, kind, and had a Bright Future ahead of her. Eliannes family have released this photograph. They described her as the light of their lives with friends who adored her. A girl with hopes and dreams now shattered. All day, police searched the area around the bus where the attack happened. Elianne had been on her way to school when she was stabbed. Police officers who were first on the scene and tried to save eliannes life laid flowers in her remembrance. All day, there was a series of vigils as a community tried to understand how and why a life was cut short so young. Graham satchell, bbc news. Our correspondent frances read in croydon gave us the latest. Yes, this is quite a fast moving investigation at the moment. In the last couple of hours police have given us more details. They say the 17 year old, who was arrested within an hour or so after the incident, has now been charged with murder and possession of a knife. That 17 year old will then appear here at croydon youth court, at croydon magistrates, here in south london later today. Magistrates, here in south london latertoday. He magistrates, here in south london later today. He is not being named for legal reasons. That is quite normal at this stage for a youth court proceedings. We are not expecting a name any time soon. But officers have also released more details about the investigation and a little bit more about their involvement in what happened. They say they were on the scene within two minutes of that fatal stabbing occurring, but unfortunately, they were not able to help elianne. We heard about the Air Ambulance and paramedics also not being able to save her life. Homicide detectives have been working on this case. They say they made the arrestjust have been working on this case. They say they made the arrest just about an hour, 70 minutes orso, say they made the arrest just about an hour, 70 minutes or so, after the fatal stabbing occurred. But crucially, they also now say they have recovered a knife. They have recovered a weapon from about half a mile from here, and also half a mile from where the fatal stabbing occurred. That is the latest from police. But we are expecting an appearance at court on those charges later here today. fiend appearance at court on those charges later here today. Later here today. I think people across the country have been really shocked by this, especially people with children, to think that a 15 Year Old Girl was in her School Uniform in broad daylight, on her way to school. I think a lot of people have questioned how that could happen. The Prime Minister has said that he is just horrified by what happened. As well as the mayor of london. So i think a lot of people have been questioning how that can happen. Idris elba, the actor, has also been saying that he thinks there needs to be better punishment and things like that to deter people from doing anything like this in the first place. Frances read speaking to me earlier. In the netherlands, police have arrested a man after two shootings in rotterdam. At least three people died in the attacks at a house and a medical centre. Dutch police said the gunman was known to them. He was convicted of Animal Cruelty two years ago. Anna holligan is in rotterdam with the latest. This is indeed where one of the shootings took place. The gunman went on a rampage year. The students, the doctors, the patients, were evacuated. Notes were posted to some of the windows, people letting the Emergency Services know where they were. There were fears they would be stuck inside. He was eventually arrested underneath a helipad at the back of the hospital. There have been photos shared on social media of a man in Combat Gear Being engulfed. In terms of the mood, it is interesting. You might be able to hear some students in the background. This is one of the main student hubs in rotterdam. Although students at the University Medical centre have been given the day off, there are other students around here and they are clearly quite captivated by the media presence. But beyond that, this man, the suspect, has been identified as mr nunez feijoo. He was known to the authorities. More details have emerged. He was a 32 year old from rotterdam. He was a student here. Fouad l. It looks as if previous warnings about his troublesome behaviour may have been ignored by the university. A note was shared by the university. A note was shared by the suspects a few months ago on the Social Media Platform for channel, which the Public Prosecution service has confirmed as being authentic, in which they warned the hospital that he had displayed psychotic behaviour. There was one incident in which he was found half naked in a garden. And also, during that previous conviction, where police went through his phone, they found images of stabbings and far right extremist paraphernalia. Butjust to be very clear, the number of fatalities, three so far, it is not thought anyone else was targeted. It looks as though he was acting alone. And on some kind of personal, rather than any kind of political vendetta. But the fact he was a student here. The fact they suspect, the main suspect, was a student, has been accused of multiple murderers murders, one of the lecturers is among the dead. 0ne murders, one of the lecturers is among the dead. One of the shootings took place in a classroom. Ali3 year old lecturer shot dead. That is effective students at that university. For others, the younger children arrived arriving at other schools and colleges around this area, for a lot of them, they are shocked by what happened, but also quite intrigued by the fact there are so manyjournalists are now covering this story. Anna holligan in rotterdam. Around the world and across the uk, this is bbc news. Lets look at some other stories making news. More than one in 20 children are sleeping on the floor because they dont have a bed of their own. New research by the Charity Barnardos have found so called bed poverty is on the rise amid the cost of livid crisis. The government says its providing record levels of support to families. A ban on some Single Use Plastics is due to come into force across england this weekend. From sunday businesses will have to stop have to stop using single use plastic cutlery, plates and containers. There are exemptions for takeaways and retailers. Environmental campaigners say the ban does not go far enough. Police say Cannabis Farms are driving a major increase in cases of Electricity Theft in england and wales. Electricity thefts are where meters are tampered with or bypassed to avoid paying for energy. Thefts have grown by more than 75 since 2012. Youre live with bbc news. Next, lets look at developments out of Nagorno Karabakh, a landlocked area in the south causcaus mountains. Its internationally recognised as part of azerbaijan, but for three decades has been controlled and largely occupied by armenians. On thursday, the separatist leader of the region declared an end to the struggle for independence from azerbaijan, concluding more than 30 years of separatist rule. More than 75,000 Ethnic Armenians well over half the population have now left for neighbouring armenia. And more are expected to leave in the coming days. Earlier we heard from Vusal Hamzayev from bbc azeri. I started by asking him what azerbaijani leaders are saying about the situation. Azerbaijani officials are calling for them to stay. They say that you can stay in your homes and they have presented a new website for the reintegration programme. They say you can register through that website so we know what your needs are. Armenians say theyre scared. They dont want to stay with azerbaijanis in karabakh. Just talk me through this sense of being scared. Why are they scared . They say we dont know what will happen to us when the Azerbaijani Army enter khankendi stepanakert. Theres this notion of. They dont have much information to be honest with you. They just see the Video Footage and they are scared. Thats what theyre saying to ourjournalists. Have you managed to speak to any armenians . What are they saying to you . What do they want . We havent managed to speak to anyone in stepanakert khankendi. But the journalists who were in the border between armenia and azerbaijan spoke to some armenians who left karabakh. What has the reaction been since the announcement by the separatist leaders that Nagorno Karabakh will cease to exist . This follows demands from azerbaijan to surrender and cease to exist all the institutions in karabakh. But we havent heard anything from the officials yet, especially regarding this decree. Members of the Spanish Parliament will on friday vote for a second time on whether to appoint Popular Party leader Alberto Nunez feijoo as Prime Minister. Feijoo failed to obtain enough support on wednesday to form a government. The Popular Party won the most votes injuly s national election, but fell short of a majority, and has struggled to attract sufficient coalition partners. Mr feijoo is also expected to lose fridays vote. If that happens, spains sitting Prime Minister, the socialist pedro sanchez, would then be offered the chance to form a governing coalition. 0ur correspondent in madrid, guy hedgecoe updated us earlier on what to expect. This vote will take place sometime this afternoon. We dont know the exact time. There may be some debate beforehand. But this would be the second vote that mr nunez feijoo is faced this week, the second and final vote, faced this week, the second and finalvote, because faced this week, the second and final vote, because he lost the vote on wednesday when he needed an absolute majority. He fell four votes short. Today all he needs is a simple majority, more yes votes than no vaults. But again he is expected to fall short because the only party that appears willing, the only main party that appears willing to support his conservatives, is the far right vox. Even with the support of vox he does not have enough votes to form a majority. There are other parties that perhaps in other circumstances may have supported him, but the fact vox is helping them, they dont like that. That leaves him isolated. We do expect him to lose this vote. Leaves him isolated. We do expect him to lose this vote. What happens if he does lose him to lose this vote. What happens if he does lose this him to lose this vote. What happens if he does lose this vote . Him to lose this vote. What happens if he does lose this vote . Well, him to lose this vote. What happens if he does lose this vote . Well, if. If he does lose this vote . Well, if he loses that if he does lose this vote . Well, if he loses that vote, if he does lose this vote . Well, if he loses that vote, pedro if he does lose this vote . Well, if. He loses that vote, pedro sanchez, acting Prime Minister, the socialist leader, will be invited by the king to form a government himself. He will go through the same process that mr nunez feijoo has gone through. In the coming weeks, possibly as soon as late october, mr sanchez could face in a vestige of out himself. He would, in the meantime, have to try to get support from other parties. He has the support of parties to his left. The big question is whether he can get the support of catalan nationalist, who is backing he really needs in order to form a majority. Gut; order to form a maority. Guy hedgecoe order to form a maority. Guy hedgecoe in h order to form a majority. Guy hedgecoe in madrid. Leaders from nine mediterranean countries, collectively known as the med9, are gathering in malta for a summit that is expected to focus on migration. Among those attending are the leaders of france, greece and italy, who have all been under pressure with the number of people arriving on their shores. Another country which is part of that group is slovenia. Ive been speaking to the bbc s Guy De Launey about how big an issue illegal migration is for Central European countries like slovenia and croatia. Migration is going to be at the top of the agenda. Climate change will be another one which is of concern to everybody in the med9 grouping, to everybody in the med9 grouping, to here in slovenia after last month pass around as floods, which people are still feeling the impact from. But if we go back to the migration issue, it has been at the top of the news agenda here in slovenia over the past week because news has been coming out that the number of irregular Border Crossings has travelled over the past year trebled. Croatia, our neighbour, is also reported a regular crossings of mike by more than 150 . For small countries like slovenia, with a population of 2 million, croatia, a population of 2 million, croatia, a population of 2 million, croatia, a population of less than 4 million, these are the big issues. They are not the countries of the greatest resources. They are on the balkan route for migration, which everybody will rememberfrom route for migration, which everybody will remember from 2015. It may come as a jolt to some people that while we hear a lot about arrivals by sea into the european union, the balkan route, which goes from greece through north macedonia, serbia, sometimes into bosnia, croatia and slovenia, is still very active. You did mention slovenia, is still very active. You did mention very slovenia, is still very active. You did mention very briefly there that Global Warming is also going to be on the agenda. Environmental issues. Talk us through that . In on the agenda. Environmental issues. Talk us through that . Talk us through that . In slovenia, for example. Talk us through that . In slovenia, for example, we talk us through that . In slovenia, for example, we are talk us through that . In slovenia, for example, we are in talk us through that . In slovenia, for example, we are in the talk us through that . In slovenia, for example, we are in the capitalj for example, we are in the capital here, ljubljana, and there was a study recently which said that of all the Capital Cities in europe, lovely and i was going to experience the highest rise in temperatures by 2015. The highest rise in temperatures by 2015. Ljubljana. The highest temperature here in 2050 will be 8 degrees celsius higher than the Summer Temperature we are used to. That will have a big impact. It was already uncomfortably hot this summer. Tomorrow we have the other extreme, the worst Natural Disaster in slovenias relatively short independent history, independence gained in 1991. They were horrendous floods throughout the country in august, which affected pretty much everywhere by the very centre of ljubljana. It is raising this issue, we are very proud in slovenia by the waterways, the lakes, the little strip of Adriatic Coast here in slovenia. But it is increasingly clear that will become a problem for the people who live here and how to mitigate these problems, in all these mediterranean countries, croatia also red Temperature Warning throughout the summer, temperatures pushing towards a0 degrees on a regular basis, this is an issue these countries have to get to grips with. At midnight eastern time tomorrow the Us Government will run out of money to fund itself unless congress can agree a last minute deal. If the story sounds familiar well, it is. It would be the 20 second time in the last fifty years that Us Government services have had to be shut down because of a Budget Deadlock in congress. The last time in early 2019 saw a month of widespread disruption to the Worlds Largest economy. Erin delmore reports from new york the clock is ticking on capitol hill. The democrat led senate and the republican led house will need to agree on a deal to help fund the federal government passed some time of the 30th. There is bipartisan support in the stopgap bill that would extend funding and sub september the 1ath. Republicans have rejected it. They are fighting over spending levels. Hardline conservatives have called for deeper cuts and tying any funding bill to the ongoing issue of immigration and security in the southern border. House speaker Kevin Mccarthy has a handful of holdouts in his Republican Caucus who have said they will oppose any short term funding bill. Severalare will oppose any short term funding bill. Several are threatening to oust mccarthy from his post if he does not meet their demands. Any shutdown would impact hundreds of thousands of federal workers, many of whom would be out of work without pat of whom would be out of work without pay. And relatedly, americans who rely on federal assistance would see services are slow or stop. That means nutrition benefits lapsed, civil trials postponed, museum is closed, inspections for hazardous Drinking Water stopped, Clinical Trials for new medical treatments delayed. The Us Government has shut down at least partially three times in the past decade, and Credit Agencies have taken notice, with some downgrading the us Credit Rating already. And finally, a famous tree that stood for hundreds of years has been chopped down, in an apparent act of vandalism. A 16 year old boy has been arrested on suspicion of criminal damage. The sycamore gap tree, on hadrians wall, featured in the 1991 film, robin hood prince of thieves. Alison freeman reports the word iconic can be overused. But this tree at sycamore gap in northumberland most definitely was. Gracing many a photo taken at hadrians wall, it was the perfect model to show off the northern lights. And it became truly famous when it featured in the 1991 film robin hood prince of thieves. Azeem, the great one, i am home whoo but last night, the tree was felled. And the reason it clearly wasnt an accident or a result of last nights storm agnes, is the very clean cut line. It is really sad that someone has felt a drive to do this, because i can imagine whoever or whatever people did this know how important sycamore gap is. Many were shocked at the sight that greeted them here today. Everybody sort of feels bereft about it. Who would do it . Its devastating. Its heartbreaking. Just a special place, i proposed to my wife here. I saw it as a young kid in the states. I and for those whove been responsible for the tree, they hope all is not lost. Its a very healthy tree, we can see that now because of the stump. It may well grow a coppice from the stump, if we could nurture that, that might be one of the best outcomes and we keep the tree. Northumbria police say a 16 year old boy has been arrested and is assisting them with their inquiries but the investigation is at an early stage and they are continuing to appeal for information.
