That you have a plan to fill the jobs in these fabrication plants. Because if we are sending money to a wrecked large scale fabrication plants which is a very large undertaking when it comes to creating chips we have to make sure we can those jobs and that means filling the construction jobs. I think we would be much stronger to create a less burdensome Regulatory Environment in which the producers are incentivised to come to the United States because its easier to do business here, it is our lower cost environment rather than simply propping them up which unfortunately can cause a very artificial price structure.
