You are making claims about billions here and millions there, we want to believe ina millions there, we want to believe in a utopia but were grown ups, we know it is not realistic. Give us the honest truth, we can take it, but be honest, say where you plan to get the money from, where it is going and tell the truth for once. No in terms of the nhs there has beena no in terms of the nhs there has been a promise that if re elected we will put almost 35 billion p more in the nhs. I asked you about 20 new hospital upgrades and forging new hospitals. Misleading, yes or no . We had seven hospital upgrades under way already, shovel ready, good to go, and there are plans to make sure we put in place 40 hospital upgrades, which will be very deliverable in addition to the 35 billion extra p put into the nhs to deliver better patient care. Six nhs trusts are sharing £2. 7 billion with the aim of upgrading by 2025, the rest are sharing a small pot of money in relative terms to plan for possible Building Work but not to begin any work. From the labour party. That its not you, those hospitals had said they have a wish to expand, they have been supported in that expansion, their plans have been brought forward to fruition, the money will be put in place later to support the plans and make sure those hospitals are developed. Sorry, i dont want to labour this point, but when the Prime Minister said we are building 1a new hospitals, that is not true. I will bring labour if i may, for a moment, Lloyd Russell moyle. You claimed the conservatives will, quote, cripple oui conservatives will, quote, cripple our hospitals and then people will die. What kind of claim is that . If oui die. What kind of claim is that . If our Hospital System continues to go the way it is, people will die, we have already seen, most independent studies show, austerity has led to the early deaths of 100,000 people in this country. Applause it is not an exaggeration to say that current policies of this government have led to the deaths of people and the continuation will lead to more deaths. It is true. Do you have any evidence . The americans have said to stop the negotiations, that needs to be on the table. We do, i think people forget how bad the 2010 financial crisis was. We said in 2013 that we thought the time had come to stop the cuts. In 2015 we we re very come to stop the cuts. In 2015 we were very clear, and have been ever since, there should be no further cuts. Part of the problem, particularly with the social care system but also the nhs, is there has not been enough and jingling into the system. It is notjust doctors and nurses, it is right to the system. There has been real terms increases in nhs spending every single year under the coalition. It has not been enough. The challenge facing our Health Care System, and every Health Care System in the world, particularly high income countries, is an ageing population and many people with medical conditions like diabetes and heart problems, about 3 Million People in this country have three or more long term conditions. The nhs is treating, as many people, if not more people, than it was hysterically, but people are presenting with much more complex needs and much more people are presenting overall because of the challenge we havent people being looked after. Do the challenges have anything to do with the squeezing of the funding . The nhs has been under pressure financially, i do not think it is controversial to say that, but evenin it is controversial to say that, but even in spite of very difficult Economic Situation we inherited in 2010, we have put in extra money every year and putting in the best pa rt every year and putting in the best part of 35 million over the next five years, it will be the biggest step change in nhs funding for about three decades, a positive step forward. As a doctor, i have a role in looking after some of those vulnerable patients had Mental Health, i am vulnerable patients had Mental Health, iam really vulnerable patients had Mental Health, i am really pleased to see Mental Health much higher up the priority list and we will see meaningful increases in spending on Mental Health for the first time in probably about 50 years. Are you ashamed that the last time a e waiting time targets were met was july 2015. Are you showing that the last 10p awaiting time targets were met was december 2015 . The last time cancer waiting time targets . There have been challenges with the two week access. I would like patients to be seen in a timely manner and diane dodds happy that the nhs has had those pressures, but iam very the nhs has had those pressures, but i am very happy that across the Political Parties there is an a cce pta nce Political Parties there is an acceptance that there needs to be a step change in funding. Of course part of the problem is funding, we have had a huge squeeze in the nhs, but in 2010 the conservatives in liberals said they would not do any top down reorganisation of the nhs, but what they did was a top down reorganisation of the nhs that splintered things, meaning that Public Health was moved away from the nhs to local authorities that we re the nhs to local authorities that were already squeezed and had no money to do anything. The Early Intervention stuff you mentioned was underfunded in that period, meaning we have more pressure on a e and doctors because Early Intervention has been ignored. No, we will spend more money in an integrated way with social care. You had to be clear with people, you know . You have had Serious Problems with carers being able to come into your home, you need help getting up and going to bed at night, and in your area, for the foreseeable, the council said they had no parents . the foreseeable, the council said they had no parents . I had to go for a week without care, relying on family to help me, and obviously your coverage helped resolve the situation but beyond that there was no support. My parents are getting older, i dont have brothers and sisters, it is really worrying. And i think, you sisters, it is really worrying. And ithink, you know, we sisters, it is really worrying. And i think, you know, we had promises ofa i think, you know, we had promises of a green paper on social care, now they are talking about a white paper. It undoubtedly needs funding that you cant just throw funding at a broken system. You need to reform and fix the system so there is a Long Term Plan. I agree entirely with some of the comments made, far too often health and so is a political football and what we would like to do is gain some political consensus about the right way forward on this, because that would make a big difference. For me, if you look at how we improve and inform the system. I willjust answer the ladys very important point about transforming the system, the nhss own plan for the system, not a Party Political plan, is to deliver more integrated and joined up care, which is what we have to do. Will people have to sell their homes . There would be a small amount, nothing like the 1000 pens a week, absolutely open for years and years and years. An insurance system would probably kick in, that is a recommendation that lots of professionals are making. So you are suggesting people will not have to sell their homes, and an insurance system . We want to National Social care service which provide social care free at the point of delivery and you pay for a National Insurance contribution. In the short term, we need to talk about bridging that gap, we would ensure no one pays more than 100,000 pens their lifetime. That would be right now, the day we get in. We would ensure that we recruit the 100,000 talents that we recruit the 100,000 talents that people are missing in the social care sector and give the responsibility of the new local authorities to ensure that that happens and they coordinate that and they do not allow people like you or my constituents or others to be left waiting. You will not have to pay more than £100,000 . We will work on it being free at the point of delivery. What do people think about the level of £100,000 . 0blak how can people with learning disabilities afford to pay £100,000 . They do not have money anyway. Introduce yourself, marilyn . I am a family carer, my daughter is with me, she is 23 years of age. In norfolk at the moment they are facing 33 cuts in benefits. Nobody can afford this. Nobody is talking about working age disabled people. Nobody is talking about them. I am very happy that people over the age of 65 are getting help, dont get me wrong, very happy that Children Services are getting help, but nobody is addressing the 18 to 6a Year Old Age Group who have been cut either cuts in minimum income guarantee, cut especially hard in norfolk. Sara, is there something you want to say . Yes. I would like to say but the vote to the people about the money, i need the money to dart to help with the future. I need the money to go out and see my friends. Sara does not have enough money because her benefits are being cut, do you want to respond . That is why we will scrap universal credit and reform the system, we will stop these rotating pip and Work Capability assessments which are cruel and nasty. I know once where the centre deliberately put ballads 100 metres away so you cant physically get there by car. If you walk to the centre you are immediately disqualified, you have to phone the centre and ask for a wheelchair and if you dont, you will be disqualified. That will all be scrapped, we will return back to a system where your doctor and carers certify you, and that lasts for a decent period rather than every few yea rs decent period rather than every few years going through it, wasting government money. I think there have undoubtedly been challenges with the universal credit syste m challenges with the universal Credit System and the transition towards the new system. My understanding is, and we have more things to iron out, i believe, with universal credit. Laughter but i believe once people are on the system, the principle behind it, rather than a complex arrangement of about 80 different benefits, there is one single benefits, it is a sensible concept, it is a much less complicated benefit system. I think what we would see, if we get the roll across correct, i believe about 300,000 people would be slightly better off. What i do know is there have been people who have understandably have had a tough transition. This i am going to read some m essa g es this i am going to read some messages from people from all around the country. This one says. The severe lack of funding in local government has decimated social care. We are being asked next year to make even more savings. How can we trust the conservatives when they say austerity is over . How can labour keep a straight face on the nhs, says this one, when they privatised parts of the nhs through pfi . This one says. Why havent they funded the nhs to meet the requirements . This one says. 0ver the years the nhs and education have had major cuts, when the parties are talking about extra funding, it is not actually extra. They are replacing what is needed, not giving extra. Alisons has. I am at home receiving social care. Several of my ca re rs receiving social care. Several of my carers do not drive, they have to walk in all weather and they need to look after themselves as well. The Nursing Agency have cut their car fuel allowance for those that do drive, therefore not only is it that, but they have to run a car for work. A 27 year old man has been found guilty of the murder of british backpacker Grace Millane, whose body was found in a suitcase in new zealand last year. The student from essex met her killer on the evening of her 22nd birthday and spent several hours drinking with him before she was strangled. He said that grace did not deserve to die in this brutal manner, that this has ripped up their lives, and that this was going to stay with them for the rest of their lives. The brexit party will unveil its policies for the general election this morning in what it describes as a contract with the british people. Thats why our manifesto commits to providing freefall day early years childcare and education to all our children, and offering sea mless to all our children, and offering seamless care between the ages of one to three from early years into school. We are also committing to a new, £35 a week welsh child payment for every child in low income families, lifting 50,000 children in wales out of poverty immediately. We can build that care in wales together in the next few weeks. An incoming plaid cymru government in 2021 will be committed to free social care at the point of need, delivered by a new and seamless National Health and social care service, a new vision of care from the cradle to the grave. In government, too, we will train and recruit an additional 1000 doctors, 5000 nurses and 100 dentists for the welsh nhs. Safer communities is also key to well being, so we will recruit another 1600 extra Police Officers, at least two for every community in wales, and we will establish a Welsh Justice system. We need to hit net zero by 2040 to be certain of staying under1. 5 by 2040 to be certain of staying under 1. 5 celsius which is what the ipcc has recommended, and that means we have to cut emissions in half by 2030, which is two election cycles. In terms of Going Forwards, we need to continue to invest in Renewable Energy forms, in 2018 38 of energy in the uk came from renewables, a good step in the right direction, and i believe we have to doa direction, and i believe we have to do a lot more in terms of home Energy Efficiency and help people not to just reduce fuel bills but reduce energy omissions in their homes with better insulation. The big thing in the manifesto, transport is a major polluter, probably the major polluter, and we have not done enough so far. The ma nifesto, have not done enough so far. The manifesto, there is a big encouragement for electric cars, a funded roll out of more charging points, which has to be the big thing we look to as a country to reduce Climate Change Going Forward. Liberal democrats . 0blak it is a climate emergency, it has to be an absolute priority. We undertake getting to zero emissions by 20a5, between say that 80 of that can be donein between say that 80 of that can be done in the next three years. Insulating homes is a major emissions area, we think all those in fuel poverty who often live in badly insulated homes will have insulation, we will provide Tax Advantages for people who do their own homes, a major project of that, planting 60 Million Trees a year not just because it is good for the environment but because it will help capture carbon. I could go on. The greens say the fact you are promising 60 Million Trees planted means you are not serious. They promised 700 million. We are serious, and the ifa says it all adds up. Labour . The third chapter of the manifesto is about transforming our country. We are not only doing it because we need to do for the environment, meeting the 2030 target we heard earlier, but we will do it because de jager labour are not going for the 2030 target. Look out the young person said we had to achieve half of those savings by2030 had to achieve half of those savings by 2030 and the full savings by 20a0, that is in the manifesto. At your conference at. Sorry, you side as though this is not true, at your conference, delegates voted for a motion to aim for net zero Carbon Emissions of greenhouse gases, to stabilise global temperatures, by 2030. It is not in the labour ma nifesto. 2030. It is not in the labour manifesto. In the manifesto says we have clear pathways to achieve the majority of that by 2030, we will aim forall of it majority of that by 2030, we will aim for all of it by 2030 but we have to be realistic and follow the science. Let me make this point about why it needs to be done for the wider economy, the Global Economy will change. Do we want to be able leader because we will get the economic benefit from being the first to develop the good electric ca rs first to develop the good electric cars and we will sell them . Or do we wa nt to cars and we will sell them . Or do we want to be the last and lose out on that Industrial Revolution . I wanted to be the first step, we can then invest in the social care. As farmers, landowners and blood managers, we have a key role to play in Climate Change in the future, we must be involved in that conversation. The National Farmers union has an ambition to be Carbon Neutral by 2040 but we wont do that on our own, we need government help, support and guidance. We need an integrated environmental and Agricultural Policy that actually leads the way from a Land Management point of view, and l leads the way from a Land Management point of view, and i challenge the parties to tallis what they will do to assist that move. You want cash to assist that move. You want cash to change . Incentives, that its cash and the ability to do things that will help Climate Change. You could do it yourself . Not on our own, it needs to be an integrated policy across government. Climate change should be at the top of the agenda, but food, farming and agriculture can provide a lot of the answers. Parties are talking about Climate Change as an important issue, by 2023 we will not meet our carbon budget, we are already overshooting. The conservatives might put in place a 2050 target by decarbonisation but they have consistently cut subsidies for Renewable Energy, they are not investing in insulating homes, we are not putting this at the top of the agenda. Your response . In 2018, 37 or 30 of electricity in our country was produced by renewable forms, showing a consistent investment in Renewable Energy under the current government. One of the other things is about investing in interconnected, there is a lot of offshore wind in denmark, having interconnected so we can tap into excess energy interconnected so we can tap into excess energy production, that is going on at the moment and will help us to have more Renewable Energy forms power in the uk. Carbon emissions have reduced by 25 in this country. I absolutely agree that we need to do more on transport, that is why we really have to push the agenda for electric cars. It is pretty flipping wedge for the tories to claim credit on the fact we have had renewable wind power running the country, it was donein power running the country, it was done in coalition under the lib dems and the moment we left, the tories because most of our initiatives, including the future Green Investment bank, so you are seeing the benefit of lib dems promises in action.
