Battle for a tiny piece of Literary History as a work by 14 year old Charlotte Bronte goes up for auction in paris. Good morning and welcome to the bbc news at 9 00. Police are surrounding a Hong Kong University campus after a violent overnight stand off with hundreds of protesters inside. Dozens of protesters tried to leave after sunrise but turned back as police fired tear gas and rubber bullets. At least a0 people have been arrested and police have been clashing with other protestors in the surrounding streets. Several hundred people are thought to remain inside the university. Lets go live to hong kong. Robin brant is there for us. What is the latest . The latest is, we now know Police Arrested 154 protesters. Most of them on the periphery of this University Campus, about a third of those were women, about a third of those were women, about two thirds were men. The youngest was 13, we are told. When we left this campus late last night we left this campus late last night we research on the way out by police who wanted to see our id and basically check we were real journalists. They believe that some of the protesters inside are wearing these yellow vests and i will ask my colleague to tilt slightly to the left, wearing the yellow vests reporters were here to identify themselves. They think some of the protesters have been dressing up as medics to try and escape. So everybody was being searched as they left, including us. That shows you the kind of level of suspicion on either side and the tactics the police say the protesters are using. In terms of what we have seen here in the last few hours, familiar scenes unfortunately. This road, 4 lane highway, the entrance to one of hong kongs tunnels, it is blocked by debris, chairs, bollards and gates set by protesters. The effort to have as much impact as they can on the hong kong infrastructure. Fire brigade attending to a fire on the edge of the year Due University about an hour ago. The blockade remains in place and the police are waiting to see. There is a stand off that continues. We are entering its second night now. We think the protesters are inside in considerable numbers, the police dont want to let them go free because they dont want them to be free to launch similar protests in future, they are trying to mop up the individuals they see as responsible . Yes, there are two points to that. Going into this building, firstly it is not particularly easy and the footbridges can be barricaded and blocked by the protesters. We saw no end of petrol bombs being manufactured and stored in crates and boxes by protesters and i suspect lots are still inside. Not a safe environment to try and operate m, safe environment to try and operate in, particularly if you are police trying to storm it and protesters trying to storm it and protesters trying to storm it and protesters trying to defend yourself. But Police Believe there are a hardcore of protesters inside and they are responsible for much of the increased violence and aggression we have seen in some these protests. They think they can essentially wait it out, but they are being much more controlling about letting people, protesters and even people working here for theirjobs like us, come out because they want to make sure no one can essentially escape. They wa nt to no one can essentially escape. They want to do as much as they can to deter and arrest and even charge some of these protesters. It is obviously Late Afternoon in hong kong, another development earlier today was the ruling by a court that the ban on face masks the government imposed is unconstitutional . Yes, this is still open to appeal by the government, but the High Court Ruled inafairly government, but the High Court Ruled in a fairly lengthy ruling, some 100 pages or so, the measures instituted by the government here a month or so ago which make face masks and covering one at illegal gatherings, most of these gatherings are deemed illegal, should be outlawed. That was intended to give the police more powers of arrest, also to make it more difficult for protesters to hide their identities. The high court has ruled that is unconstitutional. That is a slap in the face, pardon the pun, for the government. It was pretty much unenforceable anyway for the police because the demonstrations we have been to, the larger scale, more peaceful ones, everybody is wearing a face mask. It is impossible to pick up everyone, but it gives the police more powers to further arrest and detention. The people daily in beijing has said there is no room for compromise. We have to move on now and look at other news this morning, it is a busy news day. A lawyer who represented epsteins alleged victims has told breakfast that the duke showed an astonishing lack of empathy in his bbc interview at the weekend. If there are questions that ghislaine has to answer, thats her problem, im afraid. Im not in a position to be able to comment one way or the other. When was your last contact with her . In part because of a lack of clarity about how it would work, he would be allowed in. Above all whether it will choke off business ability to choke off unskilled labour. The business secretary, Andrea Leadsome defending the governments approach on immigration. We will have an australian style points system which will enable a far better control over who comes to our country. Youve been in office nine years, im asking about your record, youve had control, youve been in office and you havent done it . The issue of course with immigration is that there are families that come together and they are able, under current immigration rules, to be able to come to this country under a different set of rules. Thats why we are introducing a points based system which will enable us to be fair to all of the world and not just to the european union. I have been at a few of the cbi conferences and normally the questions from Business Leaders tend to be perfectly courteous, not too probing. I wonder actually whether we might see a different tone today, in part because of the bombshell announcement at the weekend from john mcdonnell, a Labour Government would nationalise parts of bt. I think that at the Business Community com pletely think that at the Business Community completely by surprise. But also the package of measures being put forward by labour, higher business taxes, taking 10 of the shares of some of the larger companies, strengthening employee rights. That isa strengthening employee rights. That is a package which will cause some unease in the Business Community. Albeit labour have been pretty open about it. They will, they say, produce a radical, transformative ma nifesto. Produce a radical, transformative manifesto. But they tried to ease the concern in the Business Community by saying we will invest in infrastructure, invest in skills. They are talking about 80,000 more climate apprentices. 0n climate, we gotan climate apprentices. 0n climate, we got an interesting sign that labour might be going to pull back from suggestions they will commit to ensuring britain being Carbon Neutral by 2030. Listen to the business secretary Barry Gardiner this morning suggest that has gone on the back burner now and they are talking about 2050. Have a listen. We will have our power sector 90 powered by renewables by 2030. That is absolutely in line with achieving the overall targets that we have set, which is to make sure that well before 2050, we have achieved the net zero, which we need to do. Right, so its still 2050 for the net zero . That is the global target we need to achieve, indeed. And, not forgetting the liberal democrats, jo swinson will address the cbi conference this afternoon. Her message, and a surprise, we are proud brexit, brexit is what business wants. Also maintaining freedom of information. If you have a remain parliament, which you will have if you vote many liberal democrat mps into parliament, then we will be able to push for remain, which is good for business and the only uncertainty in that context, is how big the upside is. We have talked about the 50 billion remain bonus which we can invest in Public Services if we remain in the eu. The alternative, which is to deliver brexit, is how damaging it is. All the Prime Minister will be doing is trying to negotiate a deal that is worse than our current deal. No getting away from it, the big overarching issue, as i guess in the selection is brexit. That is crucial for many, many businesses and they will be assessing the different parties in terms of their approach to brexit and what that might actually mean for their business. Norman, thanks very much, as ever. How is this all playing with voters, we have four weeks away from the election. Here to assess the mood is sirjohn curtice, professor of politics at the university of strathclyde. Good morning. How does it look, you crunch the numbers, look at the polls and you do the thinking, where do you see it going . The truth is, the polls look rather rosy for the conservatives. We have had seven polls published over the weekend, including one this morning. Between them they suggest the tory vote is up them they suggest the tory vote is up by them they suggest the tory vote is up by about three points. Compared with the position a week ago. I think we should bear in mind, it is an election in which we have had the overhang of what happened in 2017, when the labour party gradually and then eventually, dramatically narrowed the conservative lead. There is no sign of that so far. If anything, it has been moving in the right direction. 0ne anything, it has been moving in the right direction. One of the things that happened last week, the brexit party decided to stand down in every conservative held constituency. The polls at the moment are between how they are handling that and one of they are handling that and one of the things we are not sure about is the things we are not sure about is the extent to which the increase in conservative support is simply the product of brexit party support, is discovering they dont have a Brexit Party Candidate in their constituency. The increase in the conservative vote, is arising amongst the voters, the party has two thirds of them, more than it had in 2017. So it sounds as if leave voters are crystallising around the conservatives. Is that happening in seats where both are standing . That is the one thing we dont know. Given that the brexit partys vote across the country is down to around 6 , there cant be that much of a Brexit Party Vote left, even in the constituencies where they are fighting. And probably there isnt an awful lot more the conservatives could hope to gain by squeezing in that direction. But i think what we can say is on the other side of the fence, remain side of the fence, there is assigned the labour is making a bit more progress at the expense of the liberal democrats and one clear warning sign to the liberal democrats in the polls, they are investing a lot of hope in being able to win over, in a wayJeremy Corbyn perhaps cant, the 20 or so of remain voters who say they will vote that the conservatives. There is no sign in the liberal democrats are making progress in their group. Equally, labours attempts to gain ground amongst leave voters by talking about the domestic agenda, nationalisation, no sign that that is making any impact at all. Labours votes amongst leave voters is flatlining. There is a clear warning to the principal opposition parties, so far the strategy isnt working. Labour want to talk about something other than brexit, but it seems to be the thing that is dominating how people switch. At the moment, the lib dems are not successful at winning over either. What about scotland, such an important Battle Ground . What about scotland, such an important Battle Ground . The truth is, in scotland we havent had much in the way of separate polling for scotland. What we have now dates from mid october when the conservatives were in a weaker position in the polls than they appear to be position in the polls than they appearto be in position in the polls than they appear to be in the uk wide polls now. If we take that into account and we look at the recent britain wide polls, it is clear the snp should at least hold the share of the vote they had last time at 37 . But maybe the conservatives have now recovered some ground north of the border. Such they might have a reasonable chance of hanging on to the 13 seats they are trying to defend. For the Labour Party North of the border, it doesnt matter what polling you look at, it is relentlessly pessimistic and the snp will be looking to pick up all of the seats they lost to the labour party in 2017. We have seen issues around these bar charts already. 0ur colleagues at trending are looking at a bar chart that was doing the rounds in hastings and rye. This is the article. They are looking at where these charts come from and who compiles them. There are some very creative uses of statistics, as we have already seen in this election. And even before the election started, we heard from the election started, we heard from the Uk Statistics Authority about how serious this is. They said statistics can be a powerful support foran statistics can be a powerful support for an argument but misuse damages integrity. My colleagues at trending say their argument is a great thing about where we are online now is that when people put this information out, people will immediately pick it apart and see if there is any truth behind it and we get some very funny responses. Like this one. There is a lot of it happening. I was looking through twitter at some of the high profile candidates out campaigning and one of them had as part of the literature they were showing on the doorstep was a bar chart printed out ona doorstep was a bar chart printed out on a big a3 of paper. It is all well and good if you go online then you can have this stuff deconstructed but what if you dont want to go online . This is a very serious issue here. Is any of that Campaign Literature being checked in any authoritative and impartial way . Not that i know of there are organisations online like fullfact organisations online like fullfact or trying to help us understand how factual they are, but somebody glancing at this chart, somebody on a doorstep, cant know what is true. And parties need to be held accountable . Yes, and it speaks to the problem with our system. If you are ina the problem with our system. If you are in a seat that is not marginal and it has always gone one way or the other, you wonder if you have any power and if your vote means something but if you are shown a chart that there is actually your party, the one you want, could win here, that might persuade you to go one way. I know you are watching, said that is helpful for starters. And on the paid advertising space, four weeks away from the election, is that heating up . Yes, we have seen interesting shift in tactics. The conservatives are taking this approach quite often now. Headlines from newspaper articles are being sent out and paid for advertising. This was a labour tactic early on in the election. Articles in the garden, sent out to people on facebook. Maybe that has been working for them. Facebook. Maybe that has been working forthem. In facebook. Maybe that has been working for them. In the guardian. In the last couple of days i have noticed that shift. The snp on instagram, their stories are now asking for indyref 2020, so clearly asking for indyref 2020, so clearly a big campaign for them as well. And i want to bring up the liberal democrats and their advertising. They have been fascinating in this general election. Look at this advert, it is one of almost 4000 that the party is currently running. The other parties have gotjust a few, and this is going out to women who are 25 to 34 and men 55 to 64 and that is it and i dont know why and that is it and i dont know why andi and that is it and i dont know why and i would love to know why. We would like the facebook advert library to tell us more details like where it is going and what interests these people have. It is amazing that they have gone so targeted and they are doing something that might be working for them but we will not know until the election. Can you ask them .
