And im here at Harpenden Rugby Club where some fans are still here are celebrating. Albeit, disappointed, but still proud of some of the boys that trained here. The government halts fracking for gas in england until there is evidence the controversial process is safe. And click checks out what made in taiwan means in the 21st century. Thats in half an hour, here on bbc news. South africa has won the Rugby World Cup for the third time, crushing england by 32 points to 12. South africas captain, siya kolisi lifted the webb ellis cup in front of the 70,000 strong crowd in the yokohama stadium injapan. He is the first black man to captain the springboks; south africas National Team today has six black players, compared with just one when they won for the first time in 1995. Andy swiss is outside the stadium in yokohama. 0bviously, obviously, a huge disappointment for england, but an incredible win for south africa. Yes, you may be able to hear the South African celebrations in the background. What a victory for them, but huge disappointment for england. They came here with such high hopes, they we re came here with such high hopes, they were the favourites but could not find anything like the form that they showed in their thrilling semifinal victory over new zealand. They got off to the worst possible start, losing Kyle Sinckler to concussion just after two minutes. That seemed to upset their rhythm, they seemed nervous, there were so many handling errors, they never seem to find any accuracy or fluency. South africa took full advantage, scoring four or penalties in the first half, they led 12 6 at the break and after that, they consolidated their position, scoring two late tries to steal and ultimately emphatic victory. Delight for South African fans, but for england, as they leave the stadium behind me, there has been only bitter disappointment. Lets hear from some of those england supporters. South africa deserved it. If you cannot win a sciutti oi south africa deserved it. If you cannot win a scrum or set piece, you cant wina cannot win a scrum or set piece, you cant win a match. Well played, south africa. Disappointing, i thought they would come out and really step up to the plate, but they didnt. Hey, itsjust a game of rugby, mate, its all good. They didnt. Hey, itsjust a game of rugby, mate, its all goodm was a disappointing game to watch, because theyre just simply was not enough rugby being played. And unfortunately, south africa had the advantage of having played a game like that with wales only a week ago, whereas we had played an absolutely stirling game against new zealand. That will be the match to remember from this world cup. No doubt that south africa thoroughly deserved their victory. It was a ruthless performance from the springboks. As for ending, when the springboks. As for ending, when the dust settles a little, they can ta ke the dust settles a little, they can take positives out of their performances at this tournament, particularly the quarterfinal victory over australia and that memorable semifinal victory over new zealand. They have found a lot as impressive young talent, the likes of sam underhill, tom currie, lots of sam underhill, tom currie, lots of hope for the future. That will be of hope for the future. That will be of precious consolation right now to these thousands of england supporters who came here with such high hopes that they might lift the world cup for the second time, but those hopes have ended in bitter disappointment. And ijust those hopes have ended in bitter disappointment. And i just wanted to pick up on the South African captain, isaw pick up on the South African captain, i saw kolisi being interviewed after that game and saying, when he was young, he used to worry about his next meal, and he then said, a lot of us need the opportunity, i got mine and i took it. He was so humble in victory, he is an inspiring figure, isnt he . He is an inspiring figure, isnt he . He is inspirational. You could see during the national anthems, just how much it meant to him. So much generation, and people may remember the 1995 South African victory on home soil with Nelson Mandela awarding the trophy to francois pr, thatis awarding the trophy to francois pr, that is a huge moment in sport and politics. Pina r. People from many different racial backgrounds, so many different racial backgrounds, so he is a huge figure and certainly has the potential to be a huge globalfigure in sport. As i say, no doubt that south africa thoroughly deserved their victory, it was a ruthless performance from them. Handing the trophy to francois peinaar. Lets go to Harpenden Rugby Club now where fa ns go to Harpenden Rugby Club now where fans have been watching the game. Chi chi izundu is there. It was an interesting match and deserved victors from south africa. Indeed, there is disappointment here at Harpenden Rugby Club, because lets not forget that four of the england squad were actually trained here, including captain 0wen farrell, and we have some of his schoolmates here with us. Lets start with michael, how did you feel todays match went . Well, we didnt go to the game plan. We played the occasion, didnt play the game, and thats where it all fell down. Very pooh thats where it all fell down. Very poor. And how do you feel . Gutted, unfortunately. Very loose word, but gutted and disappointed, yes. You two gentlemen, you went to school with the players, how do you feel . We are so proud, Saint Georges is an immensely proud rugby school, so even after leaving school, everyone goes straight into rugby, we have both played at uni, i am now a coach myself because of the skill, and it is brilliant to see owen farrell play so well. The children on here, they really see owen and george and jack, and other players, and they think, what could i be in ten years time . It is a massively encouraging thing for Young Players around here. It was for us when we were at school and hopefully the best will come for the future. Even though you might discover them, how did you feel about todays result . Obviously, we hoped for the win, but at the same time, we cant help but be massively proud. Our brothers are behind us, everyone around here are so proud that st georges and harpenden has had its effect on the National Team. It isa had its effect on the National Team. It is a factor of pride, we are really happy for them. We were lucky enough to go on to south africa for out enough to go on to south africa for our rugby to ourselves, so at the same time, we are gutted to see the boys lose, but in terms of what we have experienced unseen before, it is brilliant for south africa, we are so is brilliant for south africa, we are so proud of who play today. The people we met out there, they would be so happy about it. All in all, it is brilliant it is cutting, but a good result for rugby. How are you quys good result for rugby. How are you guys continue celebrations . You guys have been here since atm with a couple of pints . I think we will enjoy ourselves. The elder brothers are behind us, we will probably have some more drinks, but we will just. May be if we won, it would bea just. May be if we won, it would be a bit more, but at the same time, we willjust be a bit more, but at the same time, we will just have be a bit more, but at the same time, we willjust have a few drinks and reflect on what has been a really Good Campaign for the squad. reflect on what has been a really Good Campaign for the squad. If you could give a message to the boys out there, they will be heartbroken . would say, you have had a brain and well cut, you beat new zealand, best team in the world, coming second place is absolutely phenomenal. I dont know about myself, everyone around me has loved watching it, it has been a brilliant world cup. Congratulations, guys, disappointment by pride at harpenden by disappointment by pride at Harpenden Rugby Club. The thank you. 0ur correspondent, milton nkosi is with south africa fans in johannesburg. People must be jubilant. People must bejubilant. Indeed, South Africans are celebrating winning the world cup for the third time. Iam winning the world cup for the third time. I am joined winning the world cup for the third time. Iamjoined by winning the world cup for the third time. I am joined by some of the supporters who have been watching on the big screen here. How are you feeling following this victory . Come on, baby 2007, we beat the english, 506. We on, baby 2007, we beat the english, 50 6. We beat them again. I knew it, erasmus said we can play the same game, i knew it. 15 6. Erasmus said we can play the same game, i knew it. 156. And how about you . Game, i knew it. 156. And how about you . We are saying, one nation, one team, yes it is one nation, one team, yes it is one nation, one team, won the spirit, standing in unity together, springboks, we are proud of you, thank you for bringing cup home this is the place to be you can see, that is exactly the mood, not just here in that you had as bag, but throughout the country. Not just here in johannesburg. Wyre davies is injapan, with fans in tokyo, about 20 miles north of the International Stadium in yokohama. My my time there of course, hugely disappointed for england. Night time there. But the south africa tea m time there. But the South Africa Team was a fantastic one to lose to. That was a much easier match to watch as a neutral than as a partisan supporter. I was within own official fan zone with thousands of japanese supporters who had a whale ofa japanese supporters who had a whale of a time. It was a fantastic match, especially when it opened up for the second half. The game plan for south africa was picture perfect on the japanese fans will acknowledge that. Many were supporting england, but it isa many were supporting england, but it is a fitting end to what has been a brilliant world cup. 0ne is a fitting end to what has been a brilliant world cup. One of the best things about the Rugby World Cup in japan has been the number of unexpected results, right down to the final, you could argue. 0f course, japan surpassed all expectations, beating ireland and scotla nd expectations, beating ireland and scotland to reach the quarterfinals. We had uruguay beating fiji in the earlier rounds, and there was a lot of open running rugby, despite the physicality of some of the players. Of course, the final was a brutal affair with at least three players having to leave the field because of pretty bad injuries. But in the end, all the japanese fans were remarkably proud of what has been achieved here. There have been 500,000 visitors in japan, achieved here. There have been 500,000 visitors injapan, going to games across the country, the Japanese Team to reach the quarterfinal, and rugby injapan is growing strongly. Rugby sevens for men and women will be a big part of next yea rs men and women will be a big part of next years 0lympic men and women will be a big part of next years Olympic Games here in tokyo, and that is the next big event here in japan, tokyo, and that is the next big event here injapan, the olympic and Paralympic Games in tokyo. This final has been a fitting end to what has been a really good Rugby World Cup injapan. Has been a really good Rugby World Cup in japan. And when you look back, either any key people or a key star is that people injapan and around the world have really taken to their hearts . Kolisi of his are going to be a star of the future. Yes, but also the japanese side themselves, they have an influence on japanese rugby which themselves, they have an influence onjapanese rugby which has been from the southern hemisphere, particularly the all blacks, but most of the japanese side were not foreign imports, most of them were home grown, young japanese players. They are not massive in stature but we saw some fantastic rugby handling from the japanese. That is good for the future of japanese and also asian rugby in this region. They dont breed to the big second row forward that we have in south africa, new zealand and perhaps england, but running rugby was a feature of this world cup. It was an attritional battle up front in the first half of this final, but the running rugby we saw from both South African wings was really appreciated by the japanese public. Thank you for joining by the japanese public. Thank you forjoining us. England suffered an early blow when prop Kyle Sinckler was taken off after just three minutes with a suspected head injury. He credits much of his success to a teacher who helped him set up a school team and realise his ambition. And that teacher, anastasia long spoke to me earlier. He will be so disappointed that it ended that way. I think it is disappointing when it happens at any stage during a tournament, but to have happened during the biggest game in is life, and so early, he will be so gutted that he wasnt able to give more to the team. For those who didnt see it, what happened . It was so quick, wasnt it . Yes, after about two minutes, he collided with maro itoje, while they were both trying to tackle a South African player, and caught him in the wrong place on the head. You could tell initially that he had been knocked out and he was to play no further part in the game, it was really heart wrenching to watch. I hope he is ok. That worry about concussion is a real fear amongst injuries in rugby, a worry for parents, standing watching your Children Play it. How much of that is a factor in trying to work out a strategy for the players and the captains here . To be honest, i think the laws of the game address that in terms of tackle height and managing the contact area and things like that. I dont think the players think about it any more than they do any other injury. It is obviously a topical issue to be discussed by pundits and spectators, but i think in terms of tactical perspective, the teams just think about how they can beat the game and how they can outwit their opponents, and i think south africa did that better than england today and england will be disappointed with some of the errors that they made, but there was a huge pressure from south africa in the set piece piece and in open play where they were punished for any mistakes and sometimes, mistakes compound other mistakes and i think they will feel it was not their best performance, but they will be disappointed because i think they know that they can play so much better than that. But in the same way that new zealand probably feel like they did after the game last week, that came from pressure from south africa, so fair play to them and on the day, i think they were to the deserving winners. Do you think Kyle Sinckler will be back . Is another International Final possible for him . Absolutely, there are a number in that team who are still young enough to go and play in another world cup and hopefully, they will get to another world cup final, there is so much more to come from this team and the work eddie jones has done with them has been fantastic. And the upbringing that those players have heard, coming through a very different regime of academy and england under 16 and under 18 preparation, with those coaches, that has created a new generation of player that we are going to see for many years to come. Im really excited for what they still have to show. When you saw kyle when he was younger, did you see this incredible potential . Yes, i think both from a character perspective and it was clear that he was going to go places. A bite from a character perspective and physical talent. He had such a burning desire to get to where he wanted to go and he sacrificed a lot to get there. He fully deserves his place in the tournament and he has been a standout player. Over the next few years, he will show that he is the best tight head prop in the world. From an early age, he sacrificed a lot, he was always determined and never had to be pushed by anybody. He just needed the support and guidance to navigate through that journey, as any other young player does. But there was always that commitment and self motivation to do that. I am thrilled for him that he got to show that up until today. And there have been a couple of notable tweets on the rugby from politicians this morning. The Prime Minister posted a photo earlier of him watching the match at home with his dog. He later tweeted, hats off to south africa who were just rocklike in defence today but england can hold their heads high after an amazing tournament. And Lindsay Hoyle one of the candidates to be the next speaker in the house of commons also tweeted his support to the england team this morning from his living room. Everyone has been watching. The headlines on bbc news. South africa have won the Rugby World Cup final, after convincingly beating england 32 12 at yokohama injapan. The government halts fracking for gas in england until there is evidence the controversial process is safe. President trump ridicules former democratic president ial hopeful, beto orourke, saying his rival quit like a dog. The government has called a halt to shale gas extraction, known as fracking, in england amid fears about earthquakes. The decision marks a significant change in policy. Heres our Business Correspondent katie prescott. Fracking is the extraction of gas from rocks using High Pressure water and chemicals. Its supporters say it is a free flowing and home grown source of energy that would cut our gas imports and our carbon emissions. But it has proved to be highly controversial. They had to stop it following an earthquake in lancashire in august, and now the oil and Gas Authority says it is not safe and Companies Must halt their activity, but with one important caveat unless and until further evidence is provided that it can be carried out safely. Theres no doubt that extracting more natural gas in the United Kingdom would be very attractive. But weve always been clear, we can only do that if it can be done safely. And on the advice from the oil and Gas Authority, were no longer convinced that thats the case. But we will follow the science. So, in future, should the ability to be certain about seismic events, and so on, we will look at it again. Frackings industry body says. Environmental campaigners are relieved by the news, but this isnt the first time that fracking has been suspended. It was stopped after earthquakes in 2011, and the door is still ajar for activity to begin again in the future. Im joined now via webcam by david cox, an Energy Analyst and managing director of London Energy consulting. Thank you forjoining us. This is surely a wise move by the government to pause things until safety can be guaranteed . I dont think so, because it isnt really following the science, it is following the politics of where we are at the moment with the general election, rather than following the science. Doesnt this report indicate that it is difficult to predict, for example, when an earthquake can be caused and people are understandably worried about their environment and thatis worried about their environment and that is why fracking must be paused . The first thing is that earthquake isa the first thing is that earthquake is a rather exaggerated term. What has been happening are tremors that are equivalent to a lorry driving down your road. Rather than earthquakes, as we see them from disaster areas. The second thing is that geology is not an exact science, so the idea that one can drill into a rock and predict what will happen is quite sensible really, so one could be waiting a long time if the government are thinking that one can drill into rocks and predict what will happen. It is rocks and predict what will happen. It is quite fun to civil. What you have to do is drill exploratory wells and see what happens, how much gas is there, what the impact is and so on. Gas is there, what the impact is and so on. That is the best way to discover and prove whether this gas can be produced economically, whether there is enough there to do so. Whether there is enough there to do so. You say that the government should not be initiating this pause, but the Prime Minister had previously written that the discovery of shale gas was glorious use for humanity, he wrote that in one of his previous columns. So he clearly was in favour of this, even if he is leading a pause, then surely, that must be the widest path . I think it is really politics in the election, rather than anything to do with the science. Do you think it could be back on after the election if the conservatives win . Well, i think all the parties are now against fracking, it seems, even the conservatives, with this freeze. It is difficult to see it coming back in the nearfuture, i think, even if the conservative government was elected with a majority. I think we are likely to see quite a long pause before a happens. And what about the industry . Well that just happens. And what about the industry . Well thatjust disappear in this country . Well, it is difficult to know. The problem is with this is that environmentally, it is not good news, that the idea that it it is not good news, that the idea thatitis it is not good news, that the idea that it is ok for us to burn us shale gas, which is what we are importing now from the us, we are quite happily and the environmentalists are quite happy to burn that gas in their boilers, as long as it comes from somewhere else. It will not do anything for Climate Change, the sort of thing that we need to do is to move to a low carbon future, that will take 20 yea rs, low carbon future, that will take 20 years, probably, before we can phase out gas usage. But until then, simply not producing it here just means that we produce it somewhere else, so it is not sensible from a Climate Change perspective, from an economic perspective, because the government will not be able to raise the billions of pounds in revenues and royalties that they could possibly obtain from this reduction if it was proven that could build new hospitals and schools and make things better for all of us. New hospitals and schools and make things betterfor all of us. That would be lost, we would simply have to import the gas from the middle east, from the us, from nigeria, wherever, but we will not be producing so much ourselves. When we probably could, we dont know whether we could yet, it is still unproven. But the report, just to quote moore, further detailed geo mechanical analysis is needed to evaluate before you can see whether this can resume in a safe Sustainable Way with minimal disturbance to those living and working nearby. You seem dismissive of that, the impact of people who are living on this . No, i think one has to deal with the size of the disruption, so is a rumble equivalent to a lorry going by a problem for people . Well, people are worried about the safety of their homes and if the fracking continues, what that could then lead to. One can be worried about lots of things and certainly, conventional Gas Production can cause problems as well. So one has to evaluated by doing the experiments in tests to do so. Doing the experiments in tests to do so. But you cant completely predict it, that is the problem, isnt it . You will not be able to, i suspect ever. The idea that one can drill into rock and be sure that something will happen, that is why 90 of holes drilled for oil and gas are dry holes, they dont produce anything. Even though all the geology and seismic analysis is done in advance, they hope to find oil and gas, they dont. The idea that one can prove that there will not be any tremors, simply by some computer model, i suspect is cloud cuckoo land. Would you be happy if a big fracking site was near where you live . Yes. Im in the middle of london, so its probably unlikely, but the point is that these sites are actually quite small and not disruptive. 0nce are actually quite small and not disruptive. Once they are drilled, there is normally a bit of equipment to left left to deal with the production and to pump into the gas system. They are not actually disruptive once they are set up and turned into production sites. The drilling is a little bit more disruptive, but that is because it is onshore, so when you are building a wind turbine it is disruptive while you are building it and laying the concrete, but it is easier when the concrete, but it is easier when the wind turbine is up and working. It is the same with fracking. There has been a lot of scaremongering with fracking. Much gas is reduced in the us and around the world, using fracking technology, safely and environmentally soundly. And we need to do the science rather than just do politics. Its no good to speak to you, david, thank you. Its good to speak to you. The labour Leaderjeremy Corbyn has promised to lead a government thats tough on environmental protection, if he wins the election on december 12th. Speaking at a Campaign Speech in swindon, mr corbyn said there was no greater issue facing the world than Climate Change. There is one way of looking at Climate Change is a catastrophe mentality, saying, it is terrible, it is shocking, theres nothing we can do about it. While there is another way of looking at it. Use oui another way of looking at it. Use our brains and intelligence, our ingenuity and our technology to confront it. Hence our wonderful team, the shadow cabinet, becky, sue, barry and danny, they worked very ha rd to sue, barry and danny, they worked very hard to put together the whole strategy of a green Industrial Revolution. That green Industrial Revolution. That green Industrial Revolution that we invest in, sustainable jobs, will invest in green energy technology, invest in retrofitting homes, invest in a public transport system that is worthy of the name. And so, today, we are saying quite clearly, we will ensure decent standards of insulation in all homes across the country, the waste of energy that comes from insufficiency of insulation in homes is absolutely massive. Likewise, the issues of excessive car use in cities when public transport is a better option for it. And of course, invest in technology, i mentioned the battery plant we wanted to develop here in swindon. Jeremy corbyn speaking earlier today. 0ur really simple guide to the election explains the nuts and bolts and allows you to tap or click on key election terms to learn more. Check it out on the website or bbc news app. The campaign will get really under way this week. 30,000 people across the uk are being invited to join a new Citizens Assembly to consider how to tackle Climate Change. Invitation letters are being sent out on behalf of six commons select committees, which are working together on the project. The government has set a target of achieving net zero emissions by 2050. The former texas congressman beto orourke has dropped out of the us president ial race. 0n social media, he said his campaign for the Democratic Party nomination didnt have the means to go forward but he says hell work to ensure donald trump is defeated. This is a campaign that has plighted itself. Im seeing things clearly, and im speaking honestly and acting decisively. We have to clearly see, at this point, that we do not have the means to pursue this campaign successfully. Several thousand properties have been left without power as strong winds sweep across the south and south west of the country. Gusts have also blown over trees and theres been travel disruption. The Environment Agency has issued 22 flood warnings while police are urging people not to make unnecessary journeys. Now its time for a look at the weather with alina jenkins. Some very wet and windy weather in this forecast and we have already seen this forecast and we have already seen gusts in excess of 80 mph in when england this morning. A number of met met Office Warnings in place. Widely inland gusts of 50 to 60 miles per through this morning into this afternoon.
