Quantum supremacy. I cant explain what that means, but David Shipman definitely can. Here in the uk, a major Police Investigation is under way after 39 people were found dead in a refrigerated lorry. It was found on the side of a road in an Industrial Park in the county of essex. That is not far from that is not farfrom london. These pictures show the lorry being driven away under police escort. The victims bodies were still inside. Its been taken to a secure facility for a forensic investigation. Heres the police. Early indications suggest that one of these people was a teenager. The rest are believed to be adults. A Murder Investigation was launched and the lorry driver, a 25 year old man from Northern Ireland, was arrested on suspicion of murder and remains in police custody. At this stage, we have not identified where the victims are from or their identities, and we anticipate this could be a lengthy process. The lorry driver has been named as this man, mo robinson. Hes from from County Armagh in Northern Ireland. The lorry itself is registered by a company thats owned by an irish woman. And police say the tractor unit the front part of the truck also comes from Northern Ireland. It travelled across the channel from zeebrugge, in belgium, and entered the uk at the port of purfleet last night. Police were called about an hour later. Its not been confirmed that this is a case of people smuggling or that the victims were migrants, but all indications suggest this was the case. Well, this tragedy was discussed in parliament earlier. In this clip, youll hear local mp Jackie Doyle Price and then the Prime Minister. To put 39 people into a locked metal container shows a contempt for human life that is evil, and the best thing we can do in memory of those victims is to find the perpetrators and bring them to justice. I do share her strong desire now that the perpetrators of that crime, and indeed all those who engage in similar activities, because we know that this trade is going on, all such traders in human beings should be hunted down and brought to justice. Since 2014, five migrants have been found dead in lorries or containers. 19 years ago, 58 chinese migrants were found dead in this lorry at the port of dover. Heres the local mp again. One of the points that i will keep reminding the government is that this is not something we can do by ourselves in this country. This is a trade that is organised by Major International crime gangs. There is a hell of a lot of money in it. Theyre very sophisticated in how they manage this, and theyre trading on peoples hope and incurring misery to them. We will only tackle it by working multilaterally, with other partners and agencies across europe and the world. We have to collectively tackle this because its a menace to humanity. The man arrested in the early hours of this morning was a 25 year old man from Northern Ireland called mo robinson, from the portadown district in cou nty from the portadown district in County Armagh in Northern Ireland. He was arrested on suspicion of murder. He is being questioned as we speak. As i understand it, detectives in england have up to 96 hours, four days, in which to question him, at which stage they have to decide whether to release him without charge or charge him with something. For all the talk of taking back control, right now the uk has no control over what happens. It has to wait. Heres the irish Prime Minister on what happens next. If there is consensus, we can do this by written procedure, without having to have another meeting of the european council. If there is not consensus, well have to convene a meeting of the european council, possibly next monday, maybe even on friday, to discuss whether or not to grant an extension to the uk, for how long and under what conditions. Irelands foreign minister added that an arrangement may be offered which allows the United Kingdom to leave the eu, if they can get a deal done well in advance of january. Whatever the eu goes for, it requires all 27 remaining eu Member States to agree. Than some of the others. Heres its europe minister. I think that another reason why eu leaders are not rushing to sort of give their opinion on an extension and deliver their verdict, if you like, is because they want a bit of time to make a point, which is to say to the uk, just dont expect that we are always going to give you some kind of rolling brexit extension it has to really be used for something. And the french europe minister, actually i think because president macron is currently in the indian ocean, or on an island in it, shes been very forthright about this, and saying that time alone is not going to solve the uks brexit dilemma and they have to tell us exactly what they are going to use this extension for. But, that said, weve had this discussion about conditions attached to an extension when theresa may asked for one, and legally thats very difficult for the eu to do, because imagine if eu leaders were to say, you can only have this extension if you have a general election. Well, that would be directly interfering in the domestic politics of what is still an eu member state, and they cant really be seen to be doing that, and legally its extremely questionable, so i think this is a time for noise, time for making a point, but i think, when the extension itself is granted, they will say, we expect you to do a, b or c, use it wisely and so on, but not actually put concrete conditions attached to it. He needs two thirds of mps, under the fixed term parliaments act, to secure that general election, and we will wait and see if he gives it another though. If the labour party is committed to stopping this form of brexit, a general election would seem to offer the best way of doing that. Why isnt itjust agreeing . The labour official position is it doesnt want a general election until no deal is off the table. What exactly that means, i think, is worthy of attention, because you could argue, even if the eu did offer a three month extension, you could still be looking at the possibility of no till at the end of january, the possibility of no deal at the end of a transition period, if you get to a stage where a deal is approved, but there is a view amongst quite a lot of labour mps that they dont want an election for a number of reasons, with some of them thinking the labour party might do badly, and some of them not relishing the idea of a december election. I dont think labour mps are necessarily alone on that. It isnt seen as a particularly good time of year. Voters dont necessarily want politicians on their doorstep at christmas, the weather might not be good and it is rather dark. They might seem strange reasons, but they seem to be actual consideration for mps looking ahead to when might be best for a nationwide poll. Thats in part because the bonds that give commonly used plastic its strength and durability are also the reason it takes so long to degrade. Well, a team of us scientists has come up with a new technique which breaks down those bonds. 0ne professor involved called it a eureka moment. Heres victoria gill. New Research Published today essentially turns plastic bags into motor oil. Its a study from North Western university in illinois in the us, and the scientists have taken a polythene bag in the lab, put it into a reactor and, with a clever catalytic process, theyve essentially chopped it up into smaller units, transforming it chemically into a liquid. Now, this is a really interesting approach, but whats particularly interesting about this is that its an example of a much bigger approach towards the chemical recycling of plastic. Plastic waste is building up in the environment, so many of us will have heard about that, and meanwhile about a Million Tonnes of new plastic are made every day. While recycling normally uses a mechanical approach, which means each of the different polymers or plastics have to be sorted into the different types, they are then melted down and formed into these little beads which can be melted and remoulded, this essentiallyjust breaks down the plastic into the same type of plastic, so it can be moulded into new objects. Chemical recycling, on the other hand, is quite different. It takes these plastics and, crucially, it can take may be a mixture of different polymers and plastics and transforms them chemically using a process like this one that the scientists here have used into Something Else. That could be an oil, a liquid or maybe a food stop that could be used to make a new plastic. This is something that industry are throwing a lot of money behind. There are a lot of companies in the us, asia and europe trying to figure out a way to use chemical processes to chemically transform plastic into something of much higher value. Facebook boss Mark Zuckerberg has been grilled by members of congress over plans to launch a Digital Currency called libra. He pledged to resolve their concerns about the new currency and accepted facebook faces a number of challenges. The idea behind libra is that sending money should be as easy and secure as sending a message. Libra will be a global payment system, fully backed by a reserve of cash and highly liquid assets. I believe that this is something that needs to get built, but i get that i am not the ideal messenger for this right now. Hello there. Weve had some severe thunderstorms reported across parts of north east spain. From north east spain and affecting southern france. Now, just near the border of spain and france, thats already picked up 202mm of rain in the last 2a hours. Now, that rain has been causing big problems across the north east of spain. We have had reports of flooding problems, there have been some damaging gusts of wind, and we will probably see similar scenes to these across southern france. Now, beyond that, as we look at the forecast into thursday, this area of thunderstorms is going to push eastwards. So sardinia and mainland italy, the main focus of the heavier downpours through thursday. Cooler air extends into southern france, and for spain and portugal, there will be some showers that will be nowhere near as heavy. Now, those storms have partly been kicked off by an upper area of low pressure. So this is the jet stream passing what looks like a giant octopus, a big ridge of High Pressure bringing fine weather to eastern europe. But down towards the south east of europe, its a different story, with troughing downstream of our thunderstorm activity, and we are starting to see an area of low pressure spin up. Now, this one could be quite nasty as well, affecting, perhaps, parts of egypt, maybe parts of the west bank, isreal, that kind of area could see some damaging gusts of wind as we look at the forecast over the next few days. A risk of some localised flash flooding as well. Meanwhile, in india, we continue to see a couple of areas of low pressure. This one in the bay of bengal, it will weaken with time, but it has been bringing heavy rain to eastern areas, and this one out in the arabian sea is forecast to strengthen. We are still expecting this initially to become a depression, then on into a cyclonic storm. Although there is some doubt about where exactly its heading, its probably going to be close enough to the west coast of india to bring torrential rain northwards, bringing a risk with it of some localised Flooding Issues. So you can see the winds beginning to accelerate, as that cyclonic storm really starts to strengthen and deepen. But, as i say, there is a bit of uncertainty in the exact track of that developing system. Meanwhile, we have got this typhoon out into the pacific ocean. Thats going to bend away from japan, but this area of cloud you can see here on the satellite picture, is a developing area of low pressure thats going to be bringing some heavy, thundery rain. So we could see some localised Flooding Issues here as a result of the torrential downpours. Spinning across towards the United States now, we have cold weather pushing southwards at the moment, bringing some snowfall to the mountains of colorado and new mexico. Could get 30 cm of snow here over the next 24 48 hours. The main investigation is in the uk but the Belgian Police have said that the federal prosecutors here have an open investigation, and they are also looking into what happened. They are not certain at the minute the exact sequence of events, and are looking into the fact that this trailer unit, in fact, the container on the back of the truck and the trailer it was on may have started here, because there is daily connections here to the uk, three orfour sailings a day across container, so thats 4000 continues back and forth, or trucks back and forth, and the thinking is that it may have originated here. Last night, in a sort of afternoon sailing, probably, it seems, that arrived in the uk, just around midnight. So thats what they are looking into. The prosecutors have also said that there is another route as well from the port of rotterdam a little bit further up the coast. One a day roughly from there, i think, so they are also considering that as an option. But the thinking is, at the minute, that it may well have been from here. And more broadly, do the people who work there acknowledge that people smuggling is an issue they are dealing with . Yes, absolutely. And it has been for a very very long time as well. Now, there are, at the minute, already joint uk and belgian operations. Uk police or Border Force Officers who are working here to ensure the links back and forth in communication back and forth, they have already helped to try to control the issue here, and all the way down the coast, i mean, its not that far down the coast from here where you get to the french ports, where we know that there has been a lot of publicity about the issues there with migrants trying to get across the channel tunnel and on fairies. But they also come up the coast here and try to go from ports here. And we know as long ago is nearly 20 years ago, there was, in fact, and even more serious incident when 58 people of chinese origin where on a container that went to the port of dover and suffocated in that container, so its been a problem for a very long time, that attempts have been made to control. President trump has announced that he will be lifting sanctions imposed on turkey after he received assurances that a ceasefire in Northern Syria would be made permanent. Here he is on it. This was an outcome created by us, the United States, and nobody else. No other nation. Very simple. We are willing to take blame, and we are also willing to take credit. This is something theyve been trying to do it for many, many decades. Bear in mind, turkey began its offensive against Kurdish Forces after President Trump effectively gave it the green light by telling president erdogan us troops were being pulled out. That led to a political backlash from inside his own party. Kurdish forces had helped a Us Led Coalition defeat the Islamic State Group Critics the us was abandonning its allies. President erdogan though sees them as terrorists. He claims they are one and the same as the kurdish pkk group which has carried out attacks in turkey. The deal yesterday was cut by the leaders of turkey and russia but President Trump is nevertheless saying he and he alone is responsible for it. Heres Chris Buckler in washington. President trump is really trying to spin this as being a huge success for america. Ultimately, you are right, that many people do blame President Trump for having that conversation with president erdogan, essentially moving troops, and allowing turkey to go ahead with this invasion of Northern Syria will stop and there are many, particularly within the Kurdish Forces command within the Kurdish People who have been displaced. Remember, hundreds of thousands of people have been displaced, as well as some people killed, who feel betrayed and abandoned by america. Their ally who fought alongside them against the Islamic State group. But President Trump is saying time and time again, that as far as hes concerned, the pain and suffering of that three day fight which happened after troops were moved away from the border and allowed turkey to go in, he says that was responsible for getting turkey and kurds to make a deal. He also made a point of saying all of this happened without the spelling of any american blood. But of course, there was kurdish blood spilt in all of this. And although there are many people extremely critical in washington, particularly even some members of his own Republican Party who has felt he has let his allies down, it is also worth saying that the Kurdish Forces have actually thanked President Trump today for their efforts, they have also suggested that hes going to keep a partnership going in some way with the kurdish lead sdf forces. But exactly what that means we cannot be sure, because it was very clear from that speech today that President Trump has no interest in the middle east. He wants to get troops out. Yesterday mps voted in support of borisjohnsons Withdrawal Agreement bill which would take the uk out of the european union. But mps rejected the governments three day timetable for getting the bill through parliament. This is what borisjohnson said at Prime Ministers questions today. They said that wed never get it through parliament. And they did their utmost, didnt they . They did their utmost to stop it going through parliament. And we got it through Parliament Last night, mr speaker. So thats borisjohnson, in the house of commons, saying the deal got through Parliament Last night. Except it didnt. Not at all. Nor has it passed parliament as the Prime Minister told Convservative Party members in a letter today. The bill got through whats called its seond reading a significant moment no doubt, as theresa mays deal never received a parliaementary majority. But there are still further stages it has to go through in parliament during which mps might choose to reject it outright or may amend it before it becomes law. You can look at this from faisal islam, bbcs economics editor picked up on Something Else the Prime Minister said earlier. This seems to be a discrepancy between what the Prime Ministers saying and what is actually in his deal. Bbcs andrew neil spoke to the Justice Minister about this earlier quoting the Prime Ministers words. If there are no checks between Great Britain and Northern Ireland, there will be some light touch measures to assure no illegal trade and endangered animal species and banned firearms, but thats not true, is it . I think he is making a distinction between administrative, what we used to call paperwork, a lot of it would be done digitally. Under sort of checks, the actual physical checks that of course wouldve been a real issue when it comes to making sure that there was that seamless niss within our ireland, and of course that issue about the border, east, west, i think theres a difference. But there will be checks. Well, there will be some administrative procedures, and i think. Which is also known as checks. Well, it could be. Otherwise. Borisjohnsons team briefed that he had no intention of prorouging parliament, and then he did. Mrjohnson said he would never ask for a brexit extension and then did on saturday, as the law required of him. He also promised brexit would happen on 31 october come what may. That looks unlikely now. They have been funding adverts telling people to get ready for that eventuality. Their strategy are to carried dress, and it looks unlikely that will happen. They have come to represent a much bigger issue of any quality, austerity, in this country, which is one of the most wealthy countries in the region. But in terms of equality, it has one of the largest gaps. When you go out onto the streets here in santiago, everybody is united in saying that they want the president to resign, they want the president to resign, they feel that the politicians are out of touch, structural change needs to happen. But everybody also has a very individual complaints, whether thats about education, health care, and general austerity in chile. Inevitably the cameras focus on the violence and clashes weve seen, but how representative of that is of the demonstrations more broadly . The vast majority of protesters are protesting peacefully. Theres been no shortage of wet weather across the uk so far this month. For some of us, its certainly set to be an above average month though in terms of rainfall. Another dollop of heavy rain to come for parts of england and wales to end the week and into the weekend. Some wet weather around to the west of england and, of course, wales for first thing on thursday, but that will drift eastwards as the day goes on. Some heavier downpours though i think for a time across eastern england. Further northwest, a band of quite punchy showers rolling across Northern Ireland and into western scotland, will be accompanied by gusty winds. As those showers move through, we will pull in some colder air behind this area of low pressure to the north. Still, to the south, some pretty mild air from the continent, and where the two meet for friday, weather fronts, and that will push in through the course of the day to england and wales. The low centre, further north, continues to feed showers into the northwest of scotland, some rather chilly air as well. Theres a bit of weight there on the chart, yes, theres a chance of some snow across the tops of the mountains. Further south, the rain, heavy particularly for wales in Northern England. Naturally, bumping into the colder air further north, we could even see a little snow across the pennines. Big contrast to the temperatures across the uk on friday. Single figures in the north up to 15 in the southeast. And then that frontjust continues snaking away across england and wales all the way through friday night and on into saturday, before it will slowly pull away southwards. Hence, some concerns that the amount of rainfall could cause localised flooding, certainly i think some difficult travelling conditions, thanks to sir for water and spray. Surface water and spray. Heres saturday, not a pretty picture across much of england and wales, although, Northern England should become increasingly dry and see some brighter spells. High pressure starts to build from the west, and that looks like it would like to stay with us on into next week and settle things down. Sunday should see some decent of sunshine across the uk, but it will feel cooler. Top temperatures perhaps 11 12 degrees. And i think quite an extensive frost as we go into the early part of monday. But, for next week, as that height establishes itself, quite a significant change to what we have had. A much drier story for the coming days, but it will feel different as well. Here we go then, sunday into monday, the area of High Pressure extending across the uk, one thing we are watching closely though, is this low to the south. Theres just some uncertainty that may run into southernmost reaches of the uk, and bring some rainfall. At the moment, we are favouring the High Pressure though dominating the story. For first thing on monday, quite a widespread frost, and then with that area of High Pressure in place, we should see plenty of sunshine as we look at the days ahead on into next week. But look out for some chillier nights. Tonight at10 00, a Murder Investigation is under way, after the bodies of 39 people are discovered in a lorry container in essex. The container had crossed the English Channel from the belgian port of zeebrugge. Police say they cant rule out the involvement of organised crime gangs.
