And coming up, week go behind the scenes on the latest adaptation of sir philip pullmans best selling trilogy, his dark materials. Good evening. There is intense pressure on footballs governing. After players were subjected to the sustained racial abuse. They head of bulgarias Football Union resigned today after the trouble today during the european qualifying match led to criticism from the england captain. Fans of the game and Many Political figures. Theres been simmering resentment for years that the footballs governing body has done too little repeatedly to tackle racism. Heres ed thomas. In full view, unmasked. The nazi salutes, the monkey chants, unashamed hate for all to see. I mean, i heard it before i even got to the other side of the pitch in the warm up. Everybody wanted to carry on and do their talking on the pitch, which im extremely proud of. Its not easy to play in circumstances like that. More than a0 minutes into the match, after two stoppages, this Group Finally left the stadium. According to uefas own 3 step protocol, this is what should happen. Firstly, a stadium announcement warning those responsible. Secondly, the referee takes the players off the pitch, and finally, the match is abandoned. Im incredibly proud of all the players and staff. Weve made a huge statement, and frankly, we were in an impossible situation to get it right to the satisfaction of everybody. And this reaction from englands raheem sterling. Marcus rashford tweeted. Post match, england fans were defiant, but today many called for action. They should be kicked out of the next qualifying period might. Its going to happen. If we were pre warn that it has happened, it will happen again. I have been living in bulgaria for five years as a brit, and i have had to go through what you guys so yesterday. Its not fair or right, but im glad its out there now. In a statement, uefa said. Former bolton midfielder. There hasnt been much of a progress, looking at it. 12 years ago, he played in the same stadium, facing the same abuse. What should happen to those racists in the stadium . All you hope is that they can go through each individual and give them a life ban. On facebook, a group openly talked about trying to arrange a fight with england fans. In the crowd, the same flag. Here, Boris Johnson described the abuse as vile, and further condemnation inside parliament. Im writing today to the uefa president , but again, the consequences of failing to tackle this issue will be severe. From bulgaria to england, racism is not one countrys problem, but before the match, players warned this could happen. Maybe this generation of england footballers refusing to be victims will be the ones to finally force authorities to end this shame. Ed thomas, bbc news. Lets get the view from bulgaria, Petar Karaboev is the chief editor at the bulgarian newspaper dnevnik. He joins us from sofia. Thanks very much for being with us. Hello, good evening. What happened last night, many people expected. Many players said they heard monkey cha nts many players said they heard monkey chants in the tunnel, we know there have been problems concerning racism in the stadium for far too long. Does the bulgarian fa Football Union understand that it has a problem in its sport . First of all, it depends on what the society understands of when we speak about racism in the country. For bulgarians, the things that happened last night are really shocking because if you see, as you said in your previous report, the people from the fringes of society, probably about 50 people on the stadium created such a huge scandal on an International Stage that this evening, fifa said we could extend the sanctions on the global scale starting from sophia for a very small nation, with 50 idiots in the stadium. This is a regularly shocking event, and the scandal proceeded to topple down the chairman of the bulgarian football association, who was in office for 15 years. You must keep in mind that this was a country that was on a Major International football championship or tournament for probably more than dozens of years wasnt on a. Probably more than dozens of years wasnt on a. I want to understand with the bulgarian Football Union thinks about this. The goalkeeper said he thought the supporters behave rather well, and that the england players overreacted. The head of the Football Union has now resigned, but he was originally saying that he didnt think there would be a problem at the game. Does bulgarian football understand it has a problem in its midst . The short a nswer a problem in its midst . The short answer is no. Why . The position of the bulgarian captain of the National Team, who was very openly speaking defending the reaction of the english team, and you must take in mind that he plays in russia. You will have to remember that the team of bulgaria, the National Team is not the famous one from the mid 90s, meaning many young people on this tea m meaning many young people on this team are not playing in many international, like german, spanish, english, italian tournaments. They dont understand the standards for racism or what is allowed and what is completely unacceptable on an international scale. But my point is that it international scale. But my point is thatitis international scale. But my point is that it is the bulgarian football authorities who have to tell their players that this is wrong, and they need to tell the supporters. So what is the bulgarian Football Union thinking about this or doing about this . I got your point, i i am not ina this . I got your point, i i am not in a position to speak on the name of this federation. Sure. But as a journalist, i can tell you probably they are doing nothing at all. Why is yellow i dont know. There is probably a strange kind of love between the owners of the bulgarian football clu bs between the owners of the bulgarian football clubs in this radical faction. Really . Really . Iwill explain it shortly. Take in mind that for the last ten years, the visitors of the football match in bulgaria is 2000 people at best, meaning that the visitors are shrinking in numbers and leaving the stadiums to the radical minority. So there is a resurgent made by the local ngo extensively a couple years ago that concluded that these types of fan ago that concluded that these types of fa n clu bs ago that concluded that these types of fan clubs are becoming groups of racketeering, the owners of these football clu bs racketeering, the owners of these football clubs i would use very strong colours, they say they can create a large scandal and make nazi salutes, and make monkey chants. If you dont pay us, because the fine from uefa and fee if i will be bigger, so you can pay us. And suddenly you dont have fan clubs, you have people for hire. The sad thing is that in a country in which the Media Freedom is in very Poor Condition, you dont have a public debate on this. Second, when you have people for hire on the street, suddenly there Political Parties in some shady special Interest Groups in the power which use them. We are now in the process of choosing a new prosecutor general for the next seven years, and there are people who dont agree with his positions and his way of thinking. They protest, and suddenly there is this normal european looking liberal people, and suddenly you see among them, boston from god knows where. These are the same guys you saw on the stadium last night. Dressed in black, unshaved with masks, etc. So people are becoming nervous and they are starting to ask questions. Who brought them here . Because they are groups for hire. I just want to say that the bulgarian Ministerfor Foreign Affairs has said that she cannot hide her anger at the small bunch of racists who set a stain on the country. But of course, the football owners, the club owners in bulgaria, im sure they will just the club owners in bulgaria, im sure they willjust dispute what youve just sure they willjust dispute what youvejust said. Sure they willjust dispute what youve just said. But bearing all that in mind, should uefa act much more decisively now . Should bulgaria be kicked out of future competitions . Because nothing is happening as far as the bulgarian Football Union is concerned. As i said at the very beginning, it would be unfairfor said at the very beginning, it would be unfair for bulgarians to be punished so harshly because of the very Poor Condition of bulgarian football at all in general. So why you are kicking the fallen down on the street, it would be unfair. Second, of course most of bulgarians are not so intolerant. They are not radical in their conservative thinking. But unfortunately, the foreign minister is right in general. She is paid to say good things for the country. But in fact, we have three nationalistic some of them right wing parties in the bulgarian government. So they are spreading this, and intolerances pouring from every point in daily life. And i have to say that fighting racism is not something you can be proud of because you have saved, as bulgaria did, dues during the second world war. This is something you have to practice on a daily basis. We dont have dark skin people on the street, this society can be easily frightened by immigrants who are coming no one is coming to bulgaria. I will close with this there is a very strange and per pervasive acclamation that racism is created by formal imperial powers like the United Kingdom to be enforced into destroy bulgarian identity. There is that story, as well, but we are talking about bulgaria now, not anyone else. Thank you very much for that. Element youre welcome. There are signs of progress in the latest brexit talks in brussels ahead of a key summit at the end of the week. The European Unions chief negotiator Michel Barnier says he believes a deal can be reached but insists the legal text has to be approved tonight. The uk says it doesnt recognise the deadline. A number of conservative mps have been meeting senior government figures in downing street. Heres our political editor, laura kuenssberg, with her assessment of whats happening behind closed doors. A tired rub of the eyes how much longer . While the politicians are still turning up, there is a chance of a deal. The talks are ongoing, we need to give them space to proceed, but detailed conversations are under way and a deal is still possible. The dup were in downing street last night are they on board . Impossible to know who will be on board. A possible agreement, with compromises and concessions, has not been done. So, if the eus negotiator looks exhausted by the process, hes probably not the only one. Even if an agreement will be difficult, more and more difficult, to be frank, its still possible this week. How many ways can you say, its hard, well have to wait and see . Reaching an agreement is still possible. Obviously, any agreement must work for everyone. The eu uk stand off is over. The conversations are real about finding a solution, to solve the conundrum that centres on managing the irish border, when after brexit, one side would be in the eu and one side will be out. Initial indications are that we are making progress, that the negotiations are moving in the right direction, but whether we will be able to conclude a revised withdrawal agreement, which after all is an international treaty, in time for the summit on thursday, that is as of now one clear. Are you optimistic about the deal, Prime Minister . Will there be a deal tonight . The Prime Minister might be good at the meet and greet, but today, the chief of nato was the recipient of thejohnson grip and grin. The diplomacy is about the black and white detail, notjust the big, colourful brushstrokes. And borisjohnson is up against not just the contradictions of brexit, but two deadlines. One, the vital meeting of eu leaders this week, and his own self imposed promise of getting us out of the eu, whatever happens, at the end of this month. And all that with allies on all sides to keep suite. Brexiteers visiting downing street this afternoon arent the only ones who might have the numbers to crash any agreement that emerges. A deal theyre waiting for could just about be concluded in the next few days. It was a very constructive conversation, and i am optimistic that it is possible to reach a tolerable deal which i will be able to vote for. But even that will not finally mean it is done. Laura kuenssberg, bbc news, westminster. This evening, the dup leader Arlene Foster holding talks with borisjohnson in london. She arrived at the Cabinet Office just after 7pm with nigel dodds. Speaking to the bbc ahead of that meeting, she dismissed speculation around a possible Customs Border down the irish sea. There has been a huge amount of speculation since the Prime Minister met with the taoiseach last week. So far you cant even see the mark, to be honest with you. I think what is important is if we stick with our principles, if we want to get a deal it principles, if we want to get a deal it has to be a deal that respects the constitutional integrity of the United Kingdom, and that means all the United Kingdom, Northern Ireland included. Thats important to us. The United Kingdom, Northern Ireland included. Thats important to usm your party willing to concede a Customs Border down the irish sea. It is important that we say that we must remain within the United Kingdom customs union. Lets get more on this with our political correspondent, jessica parker, whos at westminster for us. Does it look like the dup have been thrown under the bus . |j does it look like the dup have been thrown under the bus . I think it is too early to say, as Eileen Foster has been saying, theres lots of speculation over what the shape of this deal could be, if negotiators are hammering out in brussels. But it does seem those negotiators are definitely in what is known as the tunnel, where very little comes out. Theres no leaking or breathing. Now you will see people have had reports where there could be some arrangement whereby a Northern Ireland is somehow sticking to eu customs rules, but actually still pa rt customs rules, but actually still part of the uk customs union, therefore able to take part in trade unions. But it is all still speculation at this stage, those details are still being hammered out, and we are waiting until that midnight deadline that Michel Barnier set. It is worth mentioning that downing street really didnt quite seem to accept that deadline, andi quite seem to accept that deadline, and i think it is significant that the Prime Minister put off cabinet that was supposed to take place this morning, now taking place tomorrow afternoon at lipm. Indication there is at the cabinet will get the update as to the state of the brexit talks, that may be downing street hopes the talks could go on beyond midnight, even speculation it could go on through the night. It all leads up to thursday and fridays European Council summit. Just briefly, if there is no deal reached by saturday or the end of friday, what happens in . Saturday is 19 0ctober, what happens in . Saturday is 19 october, when the bin act would be triggered, whereby Horace Johnson would be required by law to send a letter to the eu asking for a three month delay. Boris johnson letter to the eu asking for a three month delay. Borisjohnson has been repeatedly affirmed that the uk is leaving the eu on 310ctober, do 01 is leaving the eu on 310ctober, do or die. Jessica, thank you very much. Lets cross over to brussels now, and speak to our europe correspondent gavin lee. Gavin, it sounds as if the compromise from both sides is that there will be a border down the irish sea, that Northern Ireland stays within the eu customs union. Is that what you are hearing . There are is that what you are hearing . There a re lots of is that what you are hearing . There are lots of rumours and reports, and thatis are lots of rumours and reports, and that is exactly what pretty much universally those who have suggested they were getting the leaks are saying. The official voice that we heard from eu officials has been that they will not give details out. In fact, its some have said that they need to calm down, including journalists like us. We have 28 countries, functionaries, diplomats and ambassadors different leaks coming from different people. But heres the thing where it all becomes confusing, there are roughly 24 becomes confusing, there are roughly 2a people in a room in floor five of the European Commission building just behind me, and they have been going at it for roughlyjust under 40 going at it for roughlyjust under a0 hours now, 2. 5 hours here in brussels from that midnight deadline that Michel Barnier set. Now ambassadors from the 27 countries got to see that text earlier today. Lets say we are close to an landing zone, that you got to see it a few hours ago in luxembourg and make written notes in pencil, they couldnt take quick snapshots of it. They had to brief their investors from that, and ive been told by chinese whispers that some of the briefings from the estonians, the polish have all got slightly lost in translation, which adds to the confusion of the leaks. At the moment we are still waiting for an update, and many people are being told to calm down. Indeed, i will also calm down, i promise. Thanks, gavin. And well find out how this story and many others are covered in tomorrows front pages at 10 a0pm and 11 30pm this evening in the papers. 0ur guestsjoining me tonight are the author and journalist, rachel shabi, and deputy comment editor at the telegraph, madeline grant. The headlines on bbc news. Time for a full sports round up, heres gavin. Hi there, the head of u efa heres gavin. Hi there, the head of uefa says the football family must wage war against the racists as the governing body is urged to act swiftly a nd governing body is urged to act swiftly and decisively following events in sofia. In a statement, it said it was doing everything it can to eliminate what it calls this disease from football. You if i have opened for Disciplinary Proceedings against bulgaria, including racist behaviour in throwing objects. Theres also been two charges against england, including an insufficient number of travelling stewards. Luther bliss is unsure whether this will change anything in bulgaria. For me, they should have called a special meeting and bed on top of this to get a resolution to find out what the actions will be. So we await the kind of sanctions that will be put in place, but again, they are put in place against not enough stewarding in their point in place against what happened on video screens, when this should be isolated and dealt with instantly. The president of the bulgarian Football Union has resigned after last night matched with england was marred by racism, uefa is cause to raised war on the racists. Describe the fans who made racist chance as a stain on our country and vows to bring them tojustice. Stain on our country and vows to bring them to justice. The Democratic Unionist Party are meeting officials in downing street as reports suggest the uk is closing in on as reports suggest the uk is closing inona as reports suggest the uk is closing in on a brexit deal after giving significant ground to the eu of the irish border. I believe it is important that we say that we must remain within the United Kingdom customs union. A car thief who drove over customs union. A car thief who drove over drove over and seriously injured a Police Officer. The duke and duchess of cambridge have met the Prime Minister after their five day visit to the country of pakistan. Lets go back to our top story tonight. Uefas president has called for a war on racists after england players were subjected to sustained racist abuse during a european qualifying match against bulgaria in sofia. The head of bulgarias Football Union has already resigned. There has theres been praise for the way england players and their manager handled themselves on and off the pitch. But what do Young Players make of what they saw last night . Our Community Affairs correspondent Adina Campbell has been speaking to youngsters at star player Raheem Sterlings former secondary school. He is the poster boy of his former school in northwest london in just a few weeks ago, he paid a visit to the academy. To know that he has gone to the struggles and turned out to be one of the best players in the world. It is inspiring. Raheem conducted himself in a way and persevered. Me so it happened yesterday. I was utterly disgusted. The level of where england is playing right now, International Level and the highest level of the game. As a black boy, you dont expect it, but it does really happen. When it did, its not like you were shocked, but its like you are kinda prepared for it. Are we taking this seriously enough, do you think . Its not enough. As well as affecting their performance, it affects the players mentally. I think a zero tolerance policy should be taken into consideration because we cannot be having any type of racism in football. We cant be having any type of racism in the world. Have any of you experienced racist abuse while playing at school or at club level . Back in premier school, people used to be aggressive to me. I have had a couple of moments in my career, but i kept my head cool. What did they say to you . Just being racist, they called me an immigrant. What does football mean for all of you . It means everything to me. Some of us want to be professional footballers. It isjust a beautiful game, to be honest. You are just trying to spread positivity. We dont want any sign of negativity. Joining me now is kieran egan, hes a former football hooligan who has now won a Princes Trust award after reforming his life. And by dr Martha Newson who lectures on radical groups and football hooligans at oxford university. Ifi if i can start with you, if i can start with you, what was going to the minds of those going on in sephia. What was that they were trying to achieve . What was it were they doing . I think theyre just trying to intimidate and you compare hooliganism and racism, i think they are two different brackets. A hooligan is someone who just wants to fight and intimidate the opposition fans, people that are going to games to be racist and single out people because of their colour and ethnicity, i think they are different brackets. They are more severe than people that going to fight because that can have a catastrophic effect in the future and after the game is finished. I think when they go there that they arejust think when they go there that they are just trying to be bullies and there is no real place for them anywhere in the game. You are drawing a distinction there. Do you see a distinction . It is hooliganism, isnt it . It is verbal and doesnt involve fists, but it is and doesnt involve fists, but it is an aggression that is all too common in parts of europe. Parts of hooliganism is a culture that pretty much died out in the 1990s and civil hooliganism is something that england was really well known for for a long time and as a footballing nation, it led to exclusions and what we might be seen with the english fans is an anti hooliganism feedback. It is an inclusivity in bringing together. There may be some fans that come into matches with the racist mentalities, but many figures, we saw use positivity and protect and defend each other and people transcending racial boundaries. I would like to think that may be this is the start of england taking centre stage for this positive change. You have turned your life around, you went to other terraces looking for trouble in this group those involved in the racist chance, they are repointed that they we re chance, they are repointed that they were looking for england fans to fight, so they were not only racists but hooligans who wanted to get into a fight as well. How did you go about seeing and realising that all of this is futile, rather stupid and painful . I think it is the realisation that you do not look smart. You are not achieving anything by going out to try to fight people and when youre getting to trouble, as soon as you are in trouble, where the people that stood next to you, they are nowhere to be seen next to you, they are nowhere to be seen and you next to you, they are nowhere to be seen and you were next to you, they are nowhere to be seen and you were nothing to them u nless seen and you were nothing to them unless you are fighting. 0nce seen and you were nothing to them unless you are fighting. Once you are in trouble, they are not there for you then, so that realisation that i was just being silly and it is not the place that any young person should go into. You talk about the uk and english football fa ns about the uk and english football fans perhaps being at the forefront of fighting this in tackling this, but there is a responsibility, isnt there on the game leaders to make it clear that this is unacceptable and finding the england team for wearing the wrong socks way more than they would a team whose fan base has been racist is not a good look. No, it does not make sense and for football being family, that really said something to me because i think, first of all what he is saying, when theyre on the front line, youre looking on that family group. Who was there for you. It really harks back to this very trouble instinct that we have to come together and fight for our group that we have to come together and fight for ourgroup and that we have to come together and fight for our group and football is a far bigger organisation, almost global superpower, management at the top levels of football really need top levels of football really need to come down on this. We have incredibly courageous people like raheem talking about his personal experiences, talking politically. I wa nt experiences, talking politically. I want to see managers doing this. I wa nt want to see managers doing this. I want to see managers doing this. I want to see managers doing this. I want to see club owners doing this andl want to see club owners doing this and i think the response of football asa family and i think the response of football as a family is so powerful among fans andl as a family is so powerful among fans and i would just like to see more of it come top down from those in the most powerful positions. The chanting on the terraces, if it involves racism, that it is part of the game. You somehow are, this is somehow part of the characteristic of the tribal atmosphere of the football match and therefore, is to be perhaps not as shunned as perhaps most outside us would understand it should be. There is a perception that that is part of the thinking amongst some in the game at the very highest level. I think that is absolutely crazy and makes no sense. It is not a static game, a football match and the emotions and the intensity of that experience in the connection everyone around you, maybe that does not change too much. Sorry to interrupt, but how do you explain the fines over many, many yea rs . Explain the fines over many, many years . It just explain the fines over many, many years . Itjust doesnt make any sense. Racism has been a big part of football. Racism is still a huge problem in football an issue that we should reflect on how racism is still an inherent issue in europe. It reflects society at large. We are marrying teddy make mirroring the very patterns and society of racism the policies need to catch up with our changing condemnation of racism. We are changing but not quick enough, i suppose. You have turned your life around, we have seen what your life around, we have seen what you have seen is appalling and we you have seen is appalling and we you see others continuing to behave perhaps in the way that you were and others behaving in a racist way, how do you feel when you see that . When youre saying behaving, we are talking about hooliganism in england, it is not as bad as it used to be. Years ago, it used to be after every game. You do not see it was reported on much any more, the racism site as well. When you do see it, it is mainly like Eastern European countries and each of the trouble happening in the videos and sometimes, people are caught up in it and put it is not actually them and then its people there in the moment and when i look back and think, how they feel about it, you dont know what situation theyre in. Idid dont know what situation theyre in. I did not have a social circle, i was lonely and not had many friends, so you have to look at the Bigger Picture of what that person is going through and what is going on in their minds to be involved in that. I think some people are there because they want to do it and they wa nt to because they want to do it and they want to look good and some people are caught up in it when they do not wa nt to are caught up in it when they do not want to be and do not know how to get out. There have been famous incidents in the last couple of seasons in the premier league of players being abused from the terraces. It is a problem that we have here but im sure you are right that it have here but im sure you are right thatitis have here but im sure you are right that it is a lot better than it and is far worse in other parts of europe. Thank you very much indeed for your perspective. Thank you. The headlines on bbc news. The president of the Football Unit has resigned after the game was marred by racism. Regulators have warned that the nhs in england is facing a perfect storm with increasing demand, Staff Shortages, and patients with learning disabilities stuck in unsuitable hospitals. The Care Quality Commission also says more than half of accident and Emergency Departments are not good enough. But the government insists its making record investments in the nhs and plans to reform social care. This report from our social affairs correspondent, alison holt. This is the house that adele green hopes will one day be home to her 20 year old son eddie, but shortage of support locally means after seven years hes still in a Specialist Mental Health hospital nearly 200 miles from home. Eddie has learning disabilities and other complex problems. When he had a crisis, he ended up in a series of secure hospitals. Todays report warns of deteriorating quality, a lack of Skilled Staff in such places, familiar concerns for eddies family. We. We knew of a time when he was locked away in a seclusion room for about four months, fed through a hatch, not given the medication because there wasnt the right staff there to give it. I wouldnt treat an animal like that, and theyve treated my child like that. In 2018, Care Quality Commission inspectors who visited hospitals for people with learning disabilities and autism rated 1 as inadequate. This year, 10 are failing. The cqc warns that this reflects pressures being felt across the health and care system. Its notjust people with learning disabilities, autism or Mental Health issues who face problems. More generally, people needing social care are finding it increasingly difficult to get the right support in the right place. Growing demand and Staff Shortages mean Emergency Departments are picking up the pieces when people cant get help in the community. And they are struggling. About half continue to be rated not good enough. What were hearing from accident and Emergency Services is that theyve seen a 10 plus increase in admissions over the last year, and thats a significant increase in demand. If you cant get services in the community, you go to the one place which is open 2a hour city, and that your local accident and emergency service. The government says it is making record investment in the nhs, and that Mental Health services are being transformed. But for those at the sharp end of the health and care system, there seems to be no sign of the pressures easing.
