We do not want to panic people. Thank you very much for being with us, it is immensely opaque, it is difficult to fathom, can you decipher what they might be thinking of . Well, it is very difficult, i havent seen any details of the publication of the report, but the fundamental problem is, that if you are not in a Customs Union with the eu, there have to be border controls and if the north of ireland is in a Customs Union with the south, there have to be and the rest of the United Kingdom isnt, there have to be border controls in the irish sea, it is impossible to fig out your how thatis it is impossible to fig out your how that is avoidable. There have been rumblings there might be some sort of venn diagram arrangement where you could have a Customs Union that would incorporate the island of ireland, and then another one that would keep the Northern Ireland in sync with the rest of the uk. How feasible is that . Well, on the basis of what we normally know about Customs Unions, you can only ever be in one Customs Union at a time. You have free trade with the other members of the Customs Union, and you have all the same rules on third countries, so, if britain is in a Customs Union with the, sorry, if the north of ireland is in the Customs Union with the south of ireland, and the uk isnt i there have to be border controls between them, for example if the uk wants to allow Great Britain, wants to allow cheap chinese imports in, and the eu doesnt, then there has to be some mechanism to stop the cheap chinese steel going from Great Britain into Northern Ireland and duty free into the south. You cant have it both ways. It sounds, then, as if what could be termed a Customs Union is actually more like a trade deal. Could be termed a Customs Union is actually more like a trade deallj think that is probably right. Mrs may spent ages and ages and ages trying to find a solution which she eventually came up with, with the name of facilitated customs arrangement where you could get something that appeared to be a Customs Union but wasnt, so if the british were to go back to her plan, that most people have forgotten about now, you might be able to make it appear that there was a Customs Union, but actually you still need very, very detailed customs controls. Checks at every stage in the processing of good when they come in, from third countries, where are they sold to, do they remain in Great Britain, do they go to Northern Ireland . Great britain, do they go to Northern Ireland . You have a kind of vat system on steroids where every transaction has to be monitored to see if it includes good or not and if not what tariff rate do they pay. Why does everybody seem to have lost sight of the fact that some of the proposals are only meant to be temporary any way and if you get on with a trade deal you get round them pretty fast, as fast as you can ever doa pretty fast, as fast as you can ever do a trail deal of course. The problem is that, the eu doesnt trust britain, and in particular, since the arrival of the new government, the backstop was intended to be a temporary arrangement, the right wing of the conservative party insist it wasnt necessary because there were Technological Solutions that would make it unnecessary, in which case it would be very short term, but the, the british are constantly talking about not adhering to the promises they made for example in 2017, so the more the british insist they want the right to wriggle out of promises they have made, and not to be pinned down to promises they make in the future, the more the eu is going to want to put a lock on any promises, so that short term doesnt mean after two years the british can walk away. How much trust is there in the other direction, how much British Trust the eu . I dont know. It is very difficult to see what economic justification the eu would have for wanting to do that, i think that, what you can say is that the eu has been absolutely consistent right from the beginning on what its negotiating positions are, it hasnt changed, it hasnt gone back on promise, the uk has continuously done that, so from a negotiating point of view, the uk has got less reason to suppose that the eu will change its line, than the eu does, because it is the uk that has been changing its line consistently. Remember, the British Government signed up to an agreement in december 2017, which effectively included the backstop, mrjohnson was foreign minister at the time, and hes now saying he finds that agreement unacceptable. Dr peter holmes, good to have your thought, thank you. A group of mps says the bbc and the government should find a way for everyone over the age of 75 to continue to have free tv licences. The current plan is that free licences will end next year unless viewers are on pension credit. Our media correspondent David Sillito reports. Dont switch us off theres been widespread protest about the decision to end the free licence fee scheme for everyone over the age of 75. The bbc has agreed to pay for the licences for anyone over 75 who receives pension credit, but it still means more than 3 million pensioners will lose their benefit. We feel so strongly because we felt we were given it forever, type of thing. And for this to come out of the blue that you were not going to get it from next year and that the only ones that would receive it was people on pension credit. There is over 32,000 people in wales alone, older people, that do not claim pension credit. And its not just about broken promises. Silver line, a helpline for the elderly set up by esther rantzen, says that tv is a vital public service. People were actually relying, a lot of people, relying on television, particularly the bbc, for company. At our helpline, we get 10,500 calls a week from people who are really not talking to anyone else. And for them, television is not a luxury, it is their only company. The problem is money. The government used to pay for it, but passed the responsibility on to the bbc. The annual licence fee is now £154. 50 a year. The total cost of the scheme is £745 million. The bbcs pension credit offer will cost them around 250 million, but it says it cant fund the rest without big cuts to services. And todays report from a group of mps, the commons media select committee, says the government does need to contribute to save the universal over 75 benefit. The bbc takes on some responsibility for this concession and the government the rest as well. The bbcs offered to pay for about a third of the free licences, but i think we should look at how everyone is paying. I dont think that can be a cost the bbcjust takes on itself. Or if it does take it on, we really have to look at how the bbc could make up the money that its investing. Because otherwise, that money will simply come out of the programming, because theres nowhere else for it to come from. Now a new exhibition opens today exploring some of the abandoned stations and hidden spaces deep beneath the streets of the capital. Danjohnson has been to have a look. Im a0 metres down under londons streets, in one of londons old bomb shelters. You can see the sort of signage here from world war ii. This is one of the abandoned places that features in this new exhibition. And chris nix is from london transport museum. What else can we see in this exhibition, chris . Well, its a chance for people to be able to get behind the scenes of abandoned tube stations, see what lies behind all of those secret doors and grilles that you walk past every time you use the tube. And also find out how they were used, ingeniously, for wartime shelter, things like growing micro herbs. And it means that people dont necessarily have to go to these spaces to experience them, but can see just how fascinating they are the sights, the sounds, the peoples stories behind these hidden places beneath the city. So there were, how many, thousands of people sheltering down here during the war . 8,000 people could shelter down here. This section is about a 16th of the site and there were 500 bunks just inside here alone. Weve had the privilege of meeting and interviewing one of the people who lived here for about two years as a child when herfamily home was destroyed, and found out how life was down here and living in this incredible space. And its stories like that weve been able to bring to life and let people experience some of these bunks in the exhibition, the entertainments, the living conditions. And it wasnt just civilians, of course. There were people like. The railways were being run out of down street station. Winston churchill even took refuge there. And, you know, places like that were vital to winning the war effort and keeping morale up and people safe. This is just one of the tunnels and there are, what, 16 tunnels like this . So there are all sorts of strange, weird, quirky places under the streets that you would never even think of, that you would never even imagine that were here. Our top story this afternoon counter Terror Police are leading the investigation after a stabbing incident at the arndale Shopping Centre in manchester. The centre was evacuated after Police Say Three people were stabbed and taken to hospital with stab wounds. A fourth person was also hurt. A man in his 40s has been arrested, witnesses described him as lunging at multiple people at random. Police say they are keeping an open mind about the motivation of the attack. Borisjohnson who has said he was shocked by the incident, praised the Quick Response of the Emergency Services and said his thoughts are with the injured and all those affected. Our correspondent danny savage is at the scene of the attack in central manchester. What is the situation theyre in now . At the moment, a large area around the Arndale Centre is still cordoned off and locked down following the events here at about quarter past 11 this morning. In number of people were stabbed at that time. Three women, one man were reported injured by police. Two of those women are in hospital in a sta ble those women are in hospital in a stable condition. The same but the man who is age and his 50s. Another woman in her 30s was treated at the scene, but not found to be seriously injured. Having seen some of the pictures running a social media at the moment, that people said at the time, there was a real sense of panic and alarm inside a Shopping Centre late this morning. As people retort evacuate, as they realise what was going on and many people ran out in a great wave of panic, if you like. Most of the areas cordoned off, there are police cars still all around and forensics officers carrying out tests, as well. Beyond that, manchester is carrying on as normal. As i was buying them, i heard screams outside the shop. Quite a lot of people by the shop. Quite a lot of people by the sound of things. Evidently women, obviously i do not know the gender, what gender it was. And then literally just after, a gender, what gender it was. And then literallyjust after, a woman wearing a brown jacket came into the shop and said that a guy had tried to stop her. She was not sure if it was a real nice or what the situation was. I do not know whether the sky, because this guy was clearly going around the shop trying to get random people, because obviously this woman had no relation to him. I believe the knife grace of a jacket, i think she got something tiny on her summit, but nothing serious. She did not even think was a real knife initially. But after police came in and confirmed to was a real knife, she obviously burst into tears, which is obviously devastating. It is been a bit of a shock. I am still in shock from it. I just know that there are lots of officers walking past a shop. They shut the doors to the shop, presumably what they covered the incident. I did not witness it and im glad i did not. But the mood has definitely improved after yesterdays meeting between borisjohnson and the irish leader leo varadkar. It has left the eu feeling cautiously optimistic, although there is more caution than optimism. I have received promising signals from the taoiseach that a deal is still possible. Of course, there is no guarantee of success and the time is practically up. But even the slightest chance must be used. A no deal brexit will never be the choice of the eu. I would anticipate that that will lead to some more detailed proposals being laid down and then the possible t4 talks to enter the proverbial tunnel. What is a mystery is what has happened to unblock this process. Either the eu has relaxed the guarantees it knees for the irish border, or the uk has relaxed its position that Northern Ireland can never, ever be part of the eu customs zone. What emerges from brussels is one thing. Whether it flies at westminster is another, for another day. The Prime Minister has been speaking the afternoon and says theres still work to be done to a deal. Theyjust seem to be a huge change in tone, particularly from the irish, in the last 24 hour. What is it that you have offered the eu in way of concession . We are working very hard to get a deal, but i want to stress that if we cannot get a deal, if we cannot get the right way forward for the whole of the uk, Northern Ireland included, then clearly that will mean that we have to come out in different terms or have to come out without an agreement. But i think the best thing we can do now is let our negotiators get on with it and is let our negotiators get on with itand do is let our negotiators get on with it and do their work. So, you not going to tell me what the concessions are that she has offered the eu. There is a lot of speculation, can use a promise by example but Northern Ireland will come out of the eu Customs Union . |j can so need time that under no circumstances will be so anything that damages the ability of the whole of the United Kingdom to take full advantage of brexit and i think thatis full advantage of brexit and i think that is what people would expect. That is what i think we can achieve. But the best thing now, really, would be for the negotiator to get on and do theirjob. One of those ideas is that Northern Ireland can somehow still stay in the eu customs territory in order to avoid any cheques, but also be part of the uk Customs Union in order to take part and take phil advantage of your church ideas with other countries. Boris johnson staying very tight lipped there, but i think that interview will give credence and make a lot of people think that maybe that is why the government is going with this. But of course, it is far too soon to say. We have not seen anything that is written down in black and white and what will be very important, i think over the coming days is yes, what does details are, but also how certain groups here in westminster react to them. Namely, the democratic unionist party. They are particularly important, because those eurosceptic conservative mps who voted down theresa mays deal but have hinted they could try and support Boris Johnson if but have hinted they could try and support borisjohnson if it possible, they built to some extent ta ke possible, they built to some extent take their lead or at least be mindful of what the du peace say and what they find acceptable. I do not wa nt to what they find acceptable. I do not want to be whites like it, but we have had optimistic noises before and sadly for the government it has come to nothing. From the outset, following the referendum result, i think we and those other sectors you have mentioned have consistently talked about avoiding tariffs, avoiding delays at border, trying to make sure that we continue to retain and have access to highly skilled people, where we want to participate in projects and also and significantly keeping our regulation aligned with our current eu Regulatory Framework and you said earlier, that some of that language did appear, in the previous Withdrawal Agreement and the political declaration, what we are seeking now is clarification really, because certainly my conversations with ministers, there is a nodding of mends in agreement about where it makes commercial and environmenal sense to stay close to our regulatory regimes we have, there is a meeting of minds, if you like, what we want to understand a bit better is some of the language in the uks most recent offer, has taught about taking back control of our own Regulatory Affairs and we wa nt to our own Regulatory Affairs and we want to be clear about where does that leave us as the sectors you have mentioned, where staying close to our regulatory regimes is something that not only do we want as uk industry, but also our continental European Partners were saying the same thing because we believe that outcome will help deliver and retain commercial competitiveness and most importantly, for consumer, and for the society at large in our case, a regime that will ensure continued Safety Health and Environmental Compliance and doing Something Different wont add to that. Why shouldnt this country set its own regulation, particularly if it means that trade deals with countries like the us are more likely if we do . Well, i can speak on behalf of my own industry, we are heavily regulated and that is right. Since 2010, we, alongside our european colleagues, having invested in a regime called reach. What we want to avoid is because we have looked at other regimes around the world, and with one or two exceptions, most of the chemicals regimes round the world are increasingly influenced by the european regime, which is setting that Safety Health and environmental bar if you like, so we could diverge but by definition according to the work we have done we would immediately misalign ourselves with huge parts of the world, so we see great commercial and environmenal logic in staying close to what we know and what we currently participate in. In. Are you automatically assuming then, if there was a divergence in regulatory terms it would mean a lowering of regulations, fewer standards . No, i am not saying that, what i am saying and we are doing a lot of work in support of the government, we want to encourage and support a deal. At the same time, alongside most of the business community, we are also informing as best we can all of the no deal preparation and planning and thatis no deal preparation and planning and that is absolutely right. In doing that is absolutely right. In doing that we have been working with the government in the design and potential implementation of a uk regime, that effectively in many respects mimics the existing european one, it is not a question of dumbing down on dan standards but its a question of duplicating the coast the hands level of investment i spoke about earlier and in our view, in duplicating the regime we have, not really adding anything commercially for business an not adding anything in terms of environmental and safety reassu ra nces environmental and safety reassurances for the consumers and the public. Who are your political allies who share these concerns . Well, i think as i said at the beginning, what we are looking for is just beginning, what we are looking for isjust some beginning, what we are looking for is just some reassurance and clarity about what governments position on this is, because certainly within the past few weeks we have had that nodding of a head and that meeting of minds around regulatory alignment and where it does make that sense to stay close, we have had that from many members of the government, we are also talking of course to all of the political parties, first and foremost, for us, this is about at this stage, seeking that reassurance and at the same time supporting ideally a positive outcome by way of a deal and thinking if we have to in the event of no deal, how do we best somehow or other protect the regime that we currently respond to, and how do we minimise cost, and avoid duplication of effort we doesnt deliver an improvement in standards. I believe this letter was sent this week, how much of a detailed response and reassurance have we had so farfrom response and reassurance have we had so far from the government . Think it is early days and i think most people would expect that, given the tension and the timetable linked to, how can i put it, the higher political developments, so i think to expect an answer round this particularly in this week, given the exchanges between the eu 27 and the uk government, i think is not realistic but certainly we would be looking beyond this week, and obviously before the end of october, to get some reassurance about whether we really have a meeting of minds on regulatory alignment. More now on brexit and the news that the eu has given the green light for intensified negotiations. The main outstanding issue is the border between ireland and Northern Ireland, which would be the uks only land border with the eu after brexit. Heres our reality check correspondent chris morris. It is worth bearing in mind if a last minute deal is to be done, most of theresa mays Withdrawal Agreement will remain in place, but what about that irish border . The biggest problem is custom, the uk insists on getting rid of the irish backstop, the legal guarantee to avoid a hard border in ireland under all circumstances. It has proposed replacing it with light touch checks elsewhere in fact tris and other location, it also proposed exemptions from customs for many businesses, and the eu having to change its own customs laws to suit the uk. Now the eu basically rejected that proposal, hence the search now for another compromise. From from a customs point of view it doesnt matter where you put the border, can border can be over sea passage on a Land Boundary so whether the politicians decide they wa nt whether the politicians decide they want to put the border is kind of up to them. But what you end up with, if you have a border, you have to make Customs Declarations as goods cross it. We dont know what is being discussed behind the scenes but one possible solution would be to designate the land border as the legal Customs Border but make ports on the irish sea the practical border where checks take place. Could both sides swallow some version of that . Maybe. But the other issue is consent. The uk has agreed that Northern Ireland would have to follow many of the rules of of the eu Single Market as long as Northern Ireland gave its consent. But the uks suggested method for doings that appeared to give a veto to one party, its allies in the democratic unionist party, over whether to follow ewan rule, the good friday agreement which lies at the heart of the Northern Ireland Peace Process is based on the idea that no single party can wield a veto over any aspect of the deal and they may have to be the way forward in these negotiations too. The uk had wanted the ewe to give a legally binding commitment that there would never be any checks before the eu could know how the uk proposals would work. No way, said the eu, but if all this can somehow be fudged. Its would enable Northern Ireland to enjoy the benefit of any free trade deals the uk did while at the same time allowing Northern Ireland to remain hie highly aligned with the eu, it is a Half Way House solution but it is complicated, and it is the kind of thing the European Commission doesnt like, and we dont have a lot of time. We dont, there is a european summit on october 17th and brexit is still due to happen on october 31st. So is there still time to sort out all this before then . I wouldnt bet the house on it. So they want to try and rush talks ahead of thursdays summit and the tunnel they are talking about, it means they are talking about, it means they want people not to leak anything during the talks, because that often does scupper talks so it is asking the uk to commit to coming in and having very serious talks and not leaking any of the details until the talks are finished, probably late on monday. How encouraged would you be by it then . I still think than even though borisjohnson says he is going into talks with a lot, a lot of confidence, i cant see any deal really coming out of it. The current things that are being proposed by some people involve no checks on the British Border in ireland, but keeping them in the Customs Union, but that would mean east west checks and that would be a new Common Partnership and it is exactly that sort of partnership in theresa mays deal that led Boris Johnson to leave the cabinet, under her premiership. And also the dup will be very, very unhappy about anything that makes Northern Ireland different to the rest of the uk. And you know, we can talk about the good friday agreement and how no party should have a veto but it is important to remember that the dup we re important to remember that the dup were against the good friday agreement so they will come out against it. Hard brexiters will come out against it and borisjohnson will have to think about how he keeps those people on side and it may all collapse. So what is his strategy then . We are told there is still very much in there, pitching, trying to get a deal in time. I dont think that a lot of people in number ten enbelieve that is going to happen, but borisjohnson needs to happen, but borisjohnson needs to make the public think he has tried everything and when on 31st october he is forced to ask the eu foran october he is forced to ask the eu for an extension, he can say people in parliament have forced him to go and do this, it wasnt his plan and this had no say in the matter. It is all about optics and if there is an extension, you know, after 31st october, then the opposition parties with will happy to have a general election. So i think, i think Boris Johnson is thinking more about possible general election than us actually leaving under brexit at the moment. Dawn, i mean how much of a risk is it, to ask for another extension when we know that some members of the eu 27 are running out of patience with downing street . Well, its a chance for people to be able to get behind the scenes of abandoned tube stations, see what lies behind all of those secret doors and grilles that you walk past every time you use the tube. And also find out how they were used, ingeniously, for wartime shelter, things like growing micro herbs. And it means that people dont necessarily have to go to these spaces to experience them, but can see just how fascinating they are the sights, the sounds, the peoples stories behind these hidden places beneath the city. So there were, how many, thousands of people sheltering down here during the war . 8,000 people could shelter down here. This section is about a 16th of the site and there were 500 bunks just inside here alone. Weve had the privilege of meeting and interviewing one of the people who lived here for about two years as a child when herfamily home was destroyed, and found out how life was down here and living in this incredible space. And its stories like that weve been able to bring to life and let people experience some of these bunks in the exhibition, the entertainments, the living conditions. And it wasnt just civilians, of course. There were people like. The railways were being run out of down street station. Winston churchill even took refuge there. And, you know, places like that were vital to winning the war effort and its stories like that weve been able to bring to life and let and keeping morale up and people safe. This is just one of the tunnels and there are, what, 16 tunnels like this . Just in this one shelter alone. There were eight of these sheltersjust in london. So there are all sorts of strange, weird, quirky places under the streets that you would never even think of, that you would never even imagine that we were here. This is the sort of thing that you can explore on a tour, if you can make it, but if you cant, then the exhibition is a chance to learn more about it. During last nights and this morning some spots recorded more than half the rainfall they would normally expect in the whole month of october. It has been very wet indeed. It stays very wet for some of us over the next few days, this pipeline of cloud ploughing its way across the British Isles, bringing those outbreaks of rain. Some of that rain has been very heavy. This is how it looked for a weather watcher earlier on in wolverhampton the rain coming down in stair rods. You can see from the earlier radar picture where rain has already fallen, bands of heavy rain moving across england and wales, also some really hefty showers packing in across the western side of scotland, and there are some strong winds out there as well. The windiest weather of all through the end of the afternoon for western and central parts of scotland, the north cost of Northern Ireland and also down towards the south of england and south wales. Through this evening and tonight the winds will slowly ease a little, but outbreaks of rain will continue to affect some southern areas at times. We keep some showers further north, some clear spells as well. It is going to turn into a relatively chilly night, particularly across the north east of scotland, could get down to two or three degrees. A little milder down to the south where we keep the cloud and the rain, and there is more rain to come through the weekend. Not for all of us all of the time, but where we do see rain, the ground is saturated so there could be some problems with flooding. As we go through saturday well have this band of rain always quite close to southern counties of england. It may be that rain peps up again as we go through the afternoon. Further north, quite a lot of sunshine to enjoy. There will still be some showers in the north and west of scotland. Maybe the odd one into Northern Ireland too, and top temperatures of 13 15 degrees, although it wont be as windy as it has been today. Now during saturday night, it looks like that rain in the south will start to surge northwards again, so expect another spell of heavy rain for the likes of wales, the midlands, eventually Northern England. You can see this frontal system here developing a bit of a wave, so that will hold it back, and bring it northwards across the uk. This little front also tere introducing hefty downpours from the west. So those two different areas of wet weather combining to push northwards across the uk during sunday. There will be outbreaks of heavy rain, northern scotland possibly getting away with a dry and bright day, and it could well brighten up down to the south later on.
