However, there are still many questions about the circumstances of his death. Peter fonda, star of the 1969 cult classic, easy rider has died at the age of 79. His family said he passed away peacefully at his home in los angeles after suffering from lung cancer. 0ur correspondent, peter bowes takes a look back at his career. Easy rider, the counterculture classic. The open road, sex, drugs and rock n roll. The film was written, produced and starred peter fonda, along with dennis hopper, playing a pair of long haired bikers travelling through the American South west and deep south. It touched a nerve with the countrys youth and the mood of the times. It also spawned a new era in filmmaking, focused on younger generations. It turned peter fonda and oscar nomination for best original screenplay, and catapulted him to start in hollywood. Later in his career he was nominated for best actor in the 1997 drama yulis gold, in which he played a florida beekeeper. He won a golden globe for the film. Peter fonda was part of hollywood royalty, the sun of the actor henry fonda and brother of jane fonda. Like his father, he was honoured with a style hollywoods walk of fame. A lasting tribute to the actor. As news emerged of his death, a place for his fans to remember their hero. In a statement peter fondas family said they were mourning the loss of a sleet and gracious man who had an indomitable spirit and love of life. Jane fonda said he was her sweet hearted baby brother and went out laughing. That was peter bowes reporting. We can speak now to film reporter brian welk who joins us from los angeles. Tell us a bit about the reaction that has been to his death . There has just been an outpouring of support. He was such a cultural touchstone, he really defined an entire era of counterculture, as was previously sat in the segmentjust a moment ago. Really, easy rider was so moment ago. Really, easy rider was so much more than a movie. It was representative of an entire generation in the 1960s, of an era of filmmaking, and he was the face of filmmaking, and he was the face of that. As his character, captain america, he really jumped of that. As his character, captain america, he reallyjumped off the screen. And of course, the fonda dynasty, but extraordinary acting dynasty, but extraordinary acting dynasty that existed across four or five generations. Tell us a bit about that. It is interesting, henry fonda, when he saw the movie, he really didnt understand it in the same way as really representing an old guard of hollywood, and suddenly his son was now the face of this new generation, becoming a millionaire. That was really the mood at the time. He has been part of an entire generation that even surpassed him, with his own daughter, bridget fonda. It is reallyjust part of a long line of hollywood royalty, as you already said, and what was great was that he managed to go beyond his cou ntercultu ral was that he managed to go beyond his countercultural legacy unproven even yea rs countercultural legacy unproven even years and decades later but he could actually act and he was more than just a biker character, or a actually act and he was more than justa biker character, ora hippie. And prove even years and decades later. The new Quentin Tarantino film is very much set in that era, the late 19605 and early 19705. What was it about that time that peter fonda wa5 was it about that time that peter fonda was so part of, in terms of the acting and the style of films that was changing so much . Well, you know, he got a start as a movie actor in be films with roger corman, and he was doing 5everal actor in be films with roger corman, and he was doing several of those, but with easy rider, he really wa nted but with easy rider, he really wanted to break out and do something independent. B film5. Do something that was representative of the youth of the time period 5pecifically. He managed to do that, they put in rock music, they put in a lot of sex, drugs and rock n roll, but all the story was kind of stripped away and suddenly this was pa rt stripped away and suddenly this was part of a new, an entirely new style of filmmaking. It was indebted to a whole group of anti hero movies of that era. It was kind of the great biker movie, after seeing great westerns in the generations before. It was really just westerns in the generations before. It was reallyju5t one of many things, as part of this larger, com pletely things, as part of this larger, completely 5hifting culture and uptime. Brian, thank you. That was brian well, talking about the death of peter fonda. That new5 well, talking about the death of peter fonda. That news was announced this morning, he died at the age of 79. Labour has warned that high street5 are facing a retail apocalypse and has announced proposals to tackle the number of empty shops. Lets talk to our Political Correspondent tony bonsignore. Good morning, tony. Empty shops i5 empty shops is something we talk about a lot, isnt it, and how this problem can be solved. What is the plan . Good morning. Yeah, it has been talked about by both of the main parties for a while now. Labours plan, this particular part of their plan, Jeremy Corbyn i5 going to be in bolton later and what he is going to announce5 going to be in bolton later and what he is going to announces that he, labour, wants to give local authorities the power to take over boarded up shops which have been empty for 12 months or more. He reckons there are about 29,000 of the5e acro55 reckons there are about 29,000 of the5e across the country, and the plan, according to labour, is to allow them to be turned into, for example, start up nur5e5 allow them to be turned into, for example, start up nurses or cooperative busine55e5 example, start up nurses or cooperative businesses or Even Community projects. Start up busine55e5. Labour say that radical action is needed because otherwise were going to get ghost town5. We need to reverse what he is calling this retail a5 need to reverse what he is calling this retail as you can imagine, the conservatives do not agree with the subtle. They say would have the opposite effect. It would off busine55e5. Opposite effect. It would off businesses. The tories have their own idea, it is called the future high street is fun, £675 million they are ploughing into this. I think the politics is that both parties are think the politics is that both parties a re really think the politics is that both parties are really trying to go after those town5 who think they have been a bit forgotten over the past few yea r5, have been a bit forgotten over the past few years, especially voter5 have been a bit forgotten over the past few years, especially voters in tho5e town5 past few years, especially voters in tho5e towns in the north and the midlands. On top of that, we have also seen this morning but the chancellor, sajid javid, has given an interview with the Times Newspaper where he is talking about potential tax changes when it comes to buying a house. What is that about . This interview that he has given this morning, sajid javid, Everybody Knows he is a new chancellor and everybody is trying to work out exactly what he might do. He was pushed pretty hard in this interview on specific policies, and one of them will stamp duty. His message here, i dont think we can read too much into what might happen with stamp duty, other than what bori5johnson with stamp duty, other than what Boris Johnson talked with stamp duty, other than what bori5johnson talked about in the leadership campaign, his clear me55age leadership campaign, his clear message here, sajid javid, i5 leadership campaign, his clear message here, sajid javid, is that he has a low tax guy, a simple tax quy he has a low tax guy, a simple tax guy, and i think the main thing this tells us is that the government is clearly thinking about what they are going to do if we get a no deal brexit, and of course about the po55ibility brexit, and of course about the possibility of an early general election. Tony, thank you very much. Youre watching breakfast from bbc news. Time now for a look at the newspapers. Lets look at the front pages. The daily mail leads with a tribute to pc Andrew Harper who was murdered after attending reports of a burglary. It has a photo of the officer at his wedding just four weeks ago. The mirror also has a picture of the officer with his wife and says they were planning to go on honeymoon next week. The times also has the couple on its front page, but lead5 with news of the chancellors radical plan for his first budget. The paper says sajid javid is considering a change to stamp duty which would switch the burden from buyers to sellers. And the Daily Telegraph lead5 with reports that ken clarke has volunteered to become caretaker Prime Minister to avoid a no deal brexit. It says he has also given his backing to a proposal by the lib dem leaderjo swinson, to lead an emergency government to sort brexit out. All of this we will be talking about throughout the programme this morning. That brings you up to date with what is in the papers this morning. I would draw your attention to one story, you know you are talking about the high street, it is loo5ely linked, this. Go with me, steph. Where do people want to go . You want to get people on the high 5treet, into shops, maybe they want to go to toilets. Apparently a lavatory in hull. Are you going to tell me you are familiar with it . |j am not this lavatory in hull is now am not this lavatory in hull is now a lonely planets new guide to the nations top 500 de5tinations a lonely planets new guide to the nations top 500 destinations in the uk. If you have a photograph. Decency rules apply, of cour5e. Photograph. Decency rules apply, of course. Let us know. That is interesting. We should go and have a look at some point. We will send somebody to. Yes, somebody else. Heres thoma5 with a look at this mornings weather. Good morning. Nice to see you, stephan charlie. Ye5terday good morning. Nice to see you, stephan charlie. Yesterday was a wa5hout. It really was a very unpleasant day. Today it looks brighter but we have showers in the forecast, certainly not completely dry. This is what happened yesterday, is weather front 5wept acro55 yesterday, is weather front 5wept across the country yesterday. Not really what you want to see in summer. Its starting to think of it like autumn, this weather. This lower5 body much driving weather all through the course of the weekend, there is another little bout of rain heading later on to north west of the uk, but if you want sunshine, im pleased to say it is mostly good new5 im pleased to say it is mostly good news a cross im pleased to say it is mostly good new5 across england and wales by the odd shower. However the gu5t of wind and the showers will be a lot more frequent later on in the north west of the country. Around the5e coastal areas here we could see gu5t5 approaching 50 mild an hour. Further 5outh, breezy, not as windy, and with the sunshine temperatures are going to be more pleasant a5 with the sunshine temperatures are going to be more pleasant as well. 22 in london, possibly in the high teen5 22 in london, possibly in the high teens in the north. So here is that rain overnight and in the evening on sunday. To the south, for england and wales, were talking mostly clear weather. Notice there is a little bit of rain there in the south east, its a weather front thatis south east, its a weather front that is just missing u5, south east, its a weather front that is just missing us, just gue55ing that is just missing us, just guessing the south east, su55ex that is just missing us, just guessing the south east, sussex and kent there. So we think tomorrow acro55 kent there. So we think tomorrow across england and wales its just about a dry day for most of us but look at these showers 5till dotted around here and there. There is carried on the advance agree5 around here and there. There is carried on the advance agrees with the low pressure 5till carried on the advance agrees with the low pressure still very much driving our weather. So, the low pressure still very much driving ourweather. So, not the low pressure still very much driving our weather. So, not a bad weekend, but i think certainly if you are out for any lengthy period of time be prepared forjust a brief sprinkle. Now, into next week the local5 away to the north. That means it was a weighed 5alary weather as well. Still some showers around but i think on the whole its looking mostly sunny for most of us with ju5t mostly sunny for most of us with just the occasional, a5 mostly sunny for most of us with just the occasional, as i say, sprinkle. Temperatures reaching 21 degrees. Back to you. Be prepared for a good sprinkle. That is good advice. See you in a bit. Its 6 18am. Time now for the film review with Carrie Gracie and james king. Hello, welcome to the film review on bbc news. And to take us through this weeks cinema releases is james king. So jame5, what have we got . Well, we have got leo, brad and margot, as i like to call them, teaming up for Quentin Tarantinos ninth film, once upon a time in hollywood. And dora the explorer goe5 from cartoon to live action and searches for the lost city of gold. And if youre desperate for a film where12 year olds say di5gu5ting things, youre in luck. Good boy5 is also out. Well, lets not start with the 12 year old5, lets start in hollywood and Quentin Tarantino. How is it . Its just a lot of film. Its a film i have seen a couple of times, im desperate to see it again. So we go back to 1969 hollywood for this movie, a changing time. It was, we really see the Youth Culture and the counterculture starting to encroach upon the old guard, upon the mainstream. It focus on three different people. One is rick dalton, hes an actor played by Leonardo Dicaprio, who feels like his moment has passed. He feels middle aged and too old for this whole game. Cliff booth is played by brad pitt, who is ricks best friend, his 5tuntman, and you have sharon tate, played by margot robbie. Sharon tate was a real person, she was a real actor, married to roman polanski, and she is the opposite, her star is on the rise. So its these three people over a few days in hollywood, 1969. This is a clip where rick i5 desperately trying to get some 5tu nt work for cliff. Lets have a look. I cant afford to hire a bunch of guys that Smoke Cigarettes and sit around and talk to each other all day n the chance i might use them. I got a four man team here. I need more than that, i got to get it approved. I got to look after my dudes. Hey if your dudes were a better match i would say ok, you got me, but thats not the case and you know it. He is a great match for me. Yes. You could do anything you wanted to him. Throw him off a building, right. Light him on fire, hit him with the lincoln. Get creative, do whatever you want. Hes happy for the opportunity. Rick. Yeah. I dont dig him. And i dont dig the vibe he brings on set. Well Leonardo Dicaprio look5 like hes having fun. Are they all having fun . I think so. That is one thing that actors get in a tarantino movie, they can go to town. And there are some big tarantino esque moments. He is known for big 0tt moments, there are a couple of those in the film. Ab5olutely. But i think it is a slightly more melancholy and mature film from him. Because it is about growing old, it is about two guys having midlife crises, and with the sharon tate 5toryline, obviously, in the background of the whole film, theres the man5on family, the man5on family cult, which brings us a much darker side to the story. So there is a lot going on. Yes, if you want your big 0tt tarantino moments you just saw a clip of bruce lee there are moments like that in the film. But overall, it is much more 5eriou5, more authentic, perhaps less immediate than some of the other films, but it is one, you know, as i said, i have been to a couple of times, i think its a film you will want to revisit because there is so much going on. I have seen criticisms that it is self indulgent and that the sharon tate character, played by margot robbie, a great actre55, 5hejust isnt given enough line5. Yes. Yeah. She doesnt have a lot of dialogue, that is true. I think there is a problem that it is margot robbie. Becau5e shes famous, we expect her to be in it more. Shes a supporting character, shes not a lead. If it was someone le55 famou5 we wouldnt focus on it so much. But there are moments where it is about her and she doesnt 5ay anything, but through facial expressions she says so much. Theres a scene where sharon tate is watching one of her own films at the cinema, its perhap5 the most beautiful moment in the film. She doesnt say anything, but you get the sense of what she is trying to convey. So its not all about dialogue. We havent mentioned violence a lot yet. I mean, tarantino, cataclysmic violence quite often, what about here . Ye5, certainly some moments, 5ome explosive violence, but overall it feels 5lower, calmer, and it does feel more mature. This is his ninth film. He has been making movies for, what, 27, 28 years, now . Hes not the young buck that he once was. That is very much reflected in this film. Its about people who arent as young and cool as they used to be. Let us move on to dora and the lost city of gold. Does it strike gold . It is actually fun. Its a live action version of the cartoon series. Its huge on kids tv. In the cartoon shes young, probably about six in the cartoon. In this live action version she has been aged up, shes a now teenager, 16 years old. Leaves the rainforest and goes to la to hang out with her cousin. Still very adventurou5 though. One good thing about the tv show, it has been quite moral and upright. Educational, very strong on celebrating latino culture. Its all still there in the movie but the key difference is it is co written by a guy called nick stoller, who worked on the recent muppet films. If youve seen them, they send themselves up a bit. Theyre very respectful of the muppet legacy but they send themselves up and its the. I love that line, respectful of the muppet legacy. Youve gotta be respectful of the muppet legacy. This is respectful of the tv show, but it does have a laugh too. There is a few knowing wink5 and a few knowing nod5 and gag5 in there for the adults who will take their kids. Ultimately, very clean cut, very sweet, very lovely, but there are some good jokes in there too. And the idea being thejungle of school or secondary school is more 5cary than the jungle jungle. Yes, yes, yes. Its like you have seen it. Saw the trailer. Its a teen movie because of that, but i still think it plays to under tens. Its not like a proper teen film, its very much aimed at Young Children. Now talking about the Young Children, what about those 12 year olds and theirfoul language . Yes, good boy5. So, its produced by seth rogan, he is a writer, producer and actor. Even though its about three 12 year old boys, because its produced by seth rogan, who made the brilliant film superbad 5everal years ago, a fabulously filthy teen movie. This is like a junior version of superbad. So three boys, and theyre getting into trouble when they lose their drone in a neighbours garden. Lets have a look at good boy5. Look, can we please have the drone back . If you dont give it back, ill tell my dad you stole it. Ill tell them youre a pervert. Well tell the whole school. This is harassment. We will tell everyone youre a misogynist. I never misoged anyone. This is what happens when you dont respect women. I respect women. My moms my best friend. What about me . Does it work . That is all we could show. Ah because . Because it is fruity. That is the joke, the joke is it is a 15 certificate film and it is Young Children saying inappropriate things, and they say some things that will make you laugh out loud, and they say some things that will make your hair curl. As well as being funny, that is truthful. I remember being 11 or 12 and you think you know everything, you have a lot of bravado, you dont really know what you are talking about, but you pretend you do and thats certainly reflected in the film. The interesting thing is, as the film goes on, it goes from being superbad to being more like stand by me. It starts to get poignant and deal with issues of growing up and friendship and childhood. So yes, there is a lot of dirty joke5, its not for children, aimed at 15 year old5, but the surprise is at times it get5 quite touching. I never expected that. Do you think, like the three 12 year olds in question are boys, is it going to appeal to girls . Yeah, i think teenagers, i think thats the joke, is that they are too young to be saying this, and that is the joke. If you are a teenager youll find that funny. What do we do now . Lets talk about. Notorious, this is the best film out at the moment. A rei55ue, bfi have rei55ued this, the classic hitchcock movie, Ingrid Bergman, cary grant. There is a cary grant 5eason at the moment at the Bfi Southbank in london, so it ties in nicely with that, and restored as well, so looking 5parkling, like it could have been made yesterday, and the chemistry as well between cary grant and Ingrid Bergman isju5t 5till sparkling itself. So good together, this romance, shes undercover on a mission in rio, hes her government handler and they have a complex romance. Still look5 brilliant, immaculate, perhaps a simpler story than some other hitchcock movies, but so glad to see it on the big screen. It still has that brooding impending horror about it. So brooding. The tension is ridiculous, there are classic moments, scenes that go on for a long time, youre at the edge of your seat because you dont know what is going to happen you kind of do because you have seen it before. But the tension is there, so even though its 73 years old. 73 years old 1946. Ye5, still works. Just time for a look at a dvd, what is your favourite . Benjamin. This is out on dvd. Simon am5tel wrote and directed this. Star5 colin morgan playing the title character. Benjamin is like simon am5tel, because he is sort of a neurotic vegan film director. So this is a british film . Ye5, romantic comedy. This is what happens when benjamin, uptight, meets the new love of his life. This is noah, very laid back, french, very relaxed, musician. Its a romcom, reminds me of annie hall, angst ridden romcom5, theres so much anxiety in this. All the characters have neuroses, but very charming and funny and packs a lot in. Its 85 minutes long but it packs a lot in. And even better than that, there is a cameo from mark kermode in it youre kidding me what does he do . He plays himself, who else . Great romcom, very romantic, very funny. And 5lightly younger than the annie hall generation. It feels like it is very much twenty5omethings in london, trying to cope with life, trying to cope with being grown up. And poignantjust or funny enough . I think it is both. It feels like it is simon am5tel opening up his heart, showing to it the world and the results are very poignant. Thank you. It has been great having you, come back again soon. Thats it for this week. Thanks for watching. Goodbye from our film review. Hello, this is breakfast with Steph Mcgovern and charlie stayt. Good morning. Adrian only made his debut when alisson came off injured against norwich last week. Managerjurgen klopp had this to say to the unwelcome pitch intruder. No doubt about how much we love our fan5, no doubt about that. But if they could stop doing that, that is not the worst example, actually. But i have so far heard about. Its not funny. What can i say . I dont know what you can do against it, but it i5 what you can do against it, but it is not. I like the fact that we dont have fence5 is not. I like the fact that we dont have fences in the stadium, but that means there is a lot of re5pon5ibility but that means there is a lot of responsibility for the supporters as well. Wales and england continue their preparations for the Rugby World Cup later when they meet in cardiff. Its only six days since england beat wale5 at twickenham but head coach eddiejone5 says they need to be absolutely brutal if they want to win this one, and wales bo55 Warren Gatland says that defeat means his players have to prove themselves to secure a world cup spot. There is a lot of pressure on those quys there is a lot of pressure on those guys on the weekend, because if some of them do not front end do not perform, then they are opening the doorfor somebody else. The uk bodyboarding championships are approaching, so mikes been to newquay to find out more. Surfs up off the cornish coast. A5 we swooped down, you might notice something is missing. Where other surfboards . For once, it is time to leave those on the shore and rely solely on body power. It is the original form solely on body power. It is the originalform of solely on body power. It is the original form of surfing, solely on body power. It is the originalform of surfing, the one that was around long before we had the luxury of boards. It is just you and the waves. And 0k, flippers, to give mea and the waves. And 0k, flippers, to give me a bit of extra power. But thatis give me a bit of extra power. But that is it. The art of body surfing. Pete connolly is one of the originals. He has been body surfing since he was 11. He is now 74. You are in touch with nature. It is just wonderful to be in the ocean with nature. To me, it is much better than being on a board, its developed with hand boards which are used in certain competitions to give you extra speed, power and, street cred. Anywhere these colourful hats to make it more visual as a spectator sport. You can see me disappearing under the waves stop now, the hand glove gives you the control to get started, and they did begin to feel liberated, albeit at times they may have looked like a telly to be in a washing machine. I like the freedom. That you can swim out, you dont have a board, itsjust that you can swim out, you dont have a board, its just you and the sea. Its amazing. Ifind with have a board, its just you and the sea. Its amazing. I find with a board, it just gets sea. Its amazing. I find with a board, itjust gets in the way. Its fun tojust board, itjust gets in the way. Its fun to just duck under the waves. Its just a closer connection to the water that youve got. Its a different experience than i know i sound lazy, but it is a bit easier to run down to the beach and have a paraffins and one of these. Although, i do love surfing, its just different. Itsjust, yeah, just different. Itsjust, yeah, just a different connection. And with the uk championship taking in the next month, dozens of athletes will be attempting to surf their way to various trophies, some with the hand gloves, others with nothing but their own steam. Its great that we can do the way we like. You can do better manoeuvres that way. 0ffshore winds help. Ah, so there obviously wasnt enough offshore wind for me. Mike bushell, bbc news. It looks gorgeous, doesnt it . Yeah. What a contrast between those vehicle images there and makes look. That is a look, isnt it . Mikes look. Those little hats but with the ears out . My theory as it could be down is a balance. With the ears out . My theory as it could be down is a balancelj with the ears out . My theory as it could be down is a balance. I think you need your ears to get a gauge of where the way you are going. 0r maybe just to hear. Where the way you are going. 0r maybejust to hear. But where the way you are going. 0r maybe just to hear. But i think its great that surfing is back on the 0lympic agenda. It could be a sport thatis 0lympic agenda. It could be a sport that is taken seriously and becomes popular, mainstream and could be the start of a whole new movement. And it is nice to watch. 0bviously start of a whole new movement. And it is nice to watch. Obviously the actual competition but also the waves as well, its beautiful. There very tranquil, i think. Not for me. We will see you later on, thank you very much. Thanks stop its 7 15am. Lets find out whats going on with the weather. Thomas . Im not a surfer but obviously you need a bit of wind. Thats for sure something were going to have over the next couple of days. Very breezy, perhaps bit too breezy in some western parts of the uk. As far as showers go, a lot better than what we had yesterday. Yesterdays weather front is now mostly out of the way, you can see it in scandinavia. But there is low pressure over us now, its huge. Its burning from north of iceland all the way into france. The huge area of low pressure looks a little bit more like september or 0ctober little bit more like september or october to be honest, not something that you want in august. Anyway, its there, driving our weather. You can see the wind spiralling into the centre of the low pressure and closer to the centre of below you can see some showers, cracks of thunder and strong gust of wind across the north west. But for england and wales, i think overall the weather is not looking bad at all today. By the odd shower sneaking in on that atlantic breeze. 22 in london, 17 in the lowlands of scotland. Notice that low Pressure Centre is very close to what is in scotla nd centre is very close to what is in scotland overnight, western scotland, you can see the heavy showers moving and very gusty winds at times. Apart from the odd shower, saturday night into sunday is looking mostly clear. Here is sunday weather is forecast sundays weather is forecast sundays weather forecast, the low pressure in europe is jarvis missing just missing ours, a mixture of sunshine and showers. The most frequent are toward scotland and the west here. Again, the odd crack of thunder the further south and east you are on sunday the better the weather is going to be. It will feel a little bit warmer on monday because that low is so, so big, but moving into scandinavia. In the wake of her, as it pulls away we still have some showers around. You can see them again in scotland and northern ireland. Sub temperatures on monday around 21 degrees. If youre wondering what the week ahead is going to bring, its a little uncertain. It looks as though the weather is going to be improving somewhat across southern areas but i think a chance of thunder and showers will continue in the north. So, you know, still very much in the middle of summer, the back end of the summer, no real major warmth on the summer, no real major warmth on the way, well just the summer, no real major warmth on the way, welljust have to make do with what weve got. It really doesnt feel like some of though, doesnt feel like some of though, does it . No. I switch the heating on yesterday. Yeah. I know how close did you get to turning it on . Well i went and then when the battery went out, i couldnt be bothered. See you ina bit. Out, i couldnt be bothered. See you in a bit. Its 6 47am. Time for click. Heres something that splits opinion, you either love these or you hate them, depending really on whether you ride one, or whether youve had a Close Encounter with one. These e scooters are powered by electric motors and that leads to something really interesting that not many people know. In the uk, these things are not legal on public roads and they are not legal on public pavements. So, although theyre getting more and more popular, and companies are hiring them out to ride on private lands like here at the Queen Elizabeth olympic park in london, where theyre geofenced and speed limited, the law varies hugely around the world. One of the issues is that these things can reach speeds of over 30 miles an hour, which is very cool, but also very dangerous, again, depending on your experiences with them. Not long ago, presenter Emily Hartridge died while riding an e scooter. It was the first fatal collision involving one in britain. There have been similarfatal cases around europe. In france, there have been three e scooter deaths in the last four months, and there have even been deaths in los angeles where these are completely legal. So, whether its e scooters, segways, one wheelers or e skateboards, theres a lot of confusion over the legality of these new modes of transport. A5 0mar mehtab has been finding out. Here, at one of the busiest intersections in london, the metropolitan police are on the lookout for electrically powered scooters. These eco friendly and easy to ride vehicles have exploded in popularity and are rapidly transforming the make up of road traffic in cities around the world. However, as spencer pointed out earlier, with e scooters freely available to buy in stores, many people dont know that theyre actually illegal to ride on public streets. When i bought it online they should have told us that there are legal to ride here. I mean, ijust spent £500 for nothing, basically. The problem is, these e scooters are electrically powered, so theyre classed as motor vehicles, which means you cant ride them on pavements or in bike lanes. And to ride them on roads, you need insurance, licensing, tax. Things you cant get for light e vehicles at the moment. And if you get caught . Well, in the uk, you could get up to six penalty points on your driving license and a fine of up to £300. Stops today was just about education, about letting them know you cant ride these things on the road, you cant use these things on the road. Recently, just down the road, there on rosemary avenue, was a fail to stop collision involving an e scooter and a 125cc scooter. I think it sends out the message that this needs to stop and the vehicles can only be used on private property or land. But, theres some confusion in the uk. The law states that personal transport devices powered by motors are prohibited for use on roads, pavements and cycle lanes. However, in the different categories listed, they dont specifically mention e skateboards, and that is catching some people out. This man was stopped by the police on his way to work, given a written warning, and while he got away without the hefty fine, he was informed that his e skateboad was illegal to ride. All the information i can find is that this ones are not illegal, like the electric skateboard is in the grey area, kind of, theres not really legislation that actually bans it. Until today, you know . And the police told me and i was like what . Very upset. I said i bought this, it cost me a lot of money, ive been riding it for nearly five months now, no issues at all, no accident, no issues. And now from tomorrow, i think from this afternoon, i have to take underground, exactly. There will be queries with regards to e skateboards as well as e scooters and other types of powered transport but we recognise there was a growing trend with the use of e scooters around london and awareness that people werent necessarily educated to the fact that they are illegal to use on the roads and footpaths. So we have issued a number fines and also seized some e scooters, but we are maintaining that message that we would like to educate the public first and foremost and sort of spread that message wide that they are actually illegal to ride on roads, on the pavement or in cycle lanes. We contacted the department for transport and they told us they are actively examining how these light e vehicles can be regulated for safe use on the roads. But, for now, they are still illegal. So, this is michael. Hes the one who first introduced me to e skateboards and he is a part of the community. So, that is the official line of the met, theyre illegal to use on the roads and pavements. What do you think of that . I mean, theyre not wrong. As a mechanically propelled vehicle they are illegal on the road because we dont have things like insurance or licensees for these devices. The problem is, there is no legislation out the moment for that, so we cant get insurance, we cant get licenses, and at the exponential rate the boards are being used, legislation needs to be put in place so we can get insurance. Its not like we dont want to, its just that we cant. If we can legally ride on the roads with every other road user, whatever the cost, if its legal, id say go for it. Right. Michael, thanks a lot for chatting with me. Appreciate it. Now, this is the bbc, its private land. So, im out of here right, lets talk money now, or more specifically, plastic. Now, the last Time Technology touched one of these things was more than ten years ago when they made them contactless. Wave and pay uses nfc or Near Field Communication technology and its really convenient, but not exactly secure. Not if you have your wallet nicked. Anyway, thats why they limit Contactless Payments to £30 or roughly the equivalent in other currencies. But that limit could be extended by quite a chunk if a new security feature is added. Dan simmons has been invited to test the uks first debit card that can read your fingerprint. Its a big moment in the world of money. Natwest and rbs are launching this although the real life ones will probably be smaller. And they should help wave goodbye to fraud. What were learning from customers is they want experiences to be simple and easy. This means they dont have to remember their pin, it means from a safety and security perspective, they dont have to worry about standing at a cash point and someone looking over their shoulder and seeing what their pin is. And we think customers are really going to the experience. Could they not get an imprint . No, its not csi, it doesnt work that way. It doesnt . 0k. So, a photograph . Nope. If i go hi, theyjust go, oh, yes, excellent theres enough pixels there and nick that . That wont work. On a glass, you know, like Police Evidence kind of things . The powder . No, that doesnt work. No . Nothing . No, sorry, your television dreams are shattered. If something goes wrong and i find that somebodys got my money but shouldnt have my money, will you give it back to me . What you can always do is block your card with one phone call. Is that a yes or a no, georgina . We review all Customer Experiences on a case by case basis. Right. Its arrived. Ive got a sort of of like a card reader and the card itself. Im going to need that Little Black Box to kind of register my thumbprint on the fingerprint reader. Ive been invited to take part in a three month trial. The small battery in the reader is enough to power the card. After seeing my thumb from five different angles, its happy its got my print. Now, of course google and apple pay systems using our mobile phones linked to a debit card and credit card offer similar biometric security for payments. But your phone costs a lot more, needs to be charged and its a lot bigger. My new card is no thicker than a standard debit card. A strip down of it shows whats going on. 0n the right is the fingerprint reader, theres no battery inside, instead an inductive loop, shown here in red, acts as an aerial for the card to receive power from the card terminal. The six dots at the top are the programming port. And its here, in the microcontroller, when my fingerprint is stored and verified. All on the card, so our biometric data never leaves our hands. A coffee please. Now using the card is pretty much as easy as it is at the moment, except you have got to put your thumb, or whatever finger youve registered, over the golden box, so it can recognise it when you make the payment. A green light flashes to show alls 0k, and thats my plastic is not in some trickster tv producers mitts. Now the other big bonus i found is my new spending limit. Normally, Contactless Payments cap out at £30. But this allows me to spend up to £100 because of the additional security, and im told that by the time it comes to market, that limit could be limitless, which means i could get my weekly shopping, fill up my car, and buy a bike just with a tap of my card. So knowing all that will the card be secure . Gemalto is behind the tech. The actual sensor we use is dynamic, which means each time it reads your fingerprint it needs to be a 98 99 match. If there is a slight variation, a micro slash on your finger it will take that into account, so next time it knows that micro slash will be there. But does it then allow for someone with a similar fingerprint to get into the system . No, not at all, the variation is so small, there is not two people that would be within that level of variation. This would be the biggest change to payment cards for a decade, if the banks back it. Thats it for now. For the next couple of weeks were going to be recharging our batteries, so we will give you the chance to see again a couple of our favourite recent shows. We will still be here though, on the end of youtube, facebook, instagram and twitter, at bbcclick. So feel free to get in touch. Thanks for watching and we will see you soon. Good morning. Welcome to breakfast with Steph Mcgovern and charlie stayt. 0ur headlines today the Police Officer killed a week before his honeymoon. Detectives continue to question 10 people.
