Weve got record employment, weve got unemployment at its lowest level for 44 years. Wages are growing at their fastest rate for a decade. Weve got natural debt falling as a proportion of gdp. In fact, the imf is forecasting that we will grow faster this year than germany, italy, japan, as fast as france and so the fundamentals of the uk economy remain resilient and strong. Youve announced a new spending plan but not a spending review. It was said by the Prime Minister and yourself but that extra money would come from the proceeds of a growing economy and an economy that is not growing any more. We are going to have a fending round up very soon, next month, and one thing i have done is that i want to make sure that all departments including my own are very that all departments including my own are very focused on our priority which is to make sure that we leave the European Union on october 31. Austerity means living within your means andi austerity means living within your means and i will make sure that our country continues to live within its means and the good thing is that because of the expected growth that, again, look at the leading forecasts of expected growth, our economy remain strong and that means we can continue to invest in the priorities for the british people. Research by the bbc shows that charges at council owned sites have risen by almost a fifth since 2015, and bereaved families are paying hundreds of pounds more depending on where they live in the uk. I think the only way to explain them is to say that the funeral sector has been charging what it can get away with. The competition and markets Authority Investigation which is going on at the moment has shown the largest private operators, crematoria, have been raising their prices by 6 8 for the last eight years which is more than twice inflation. I think the reason for that is because when you are organising a funeral, you could not be less empowered. You could not be less empowered. You could not be less empowered. You could not be less of an empowered consumer if you tried, so what is happening is most people live in an area where they do not get a choice of crematorium. They have a local crematorium and the next one might be 30 or 40 miles away, so they pay what they pay and then people who happen to live in, for example, london, where there is a lot of choice, people dont realise they have a choice of people are not shopping around and i suspect that Funeral Directors are not doing as much as they could to inform clients about their options. You talked about their options. You talked about their options. You talked about the fact that this is already being looked at. Would you anticipate change in the sector soon . I really hope so. You know, i think it is a sector that hasnt been very well thought through for a long time and i think i am really thrilled that the competition and markets authority i doing this investigation. I think Funeral Directors themselves, crematoria, we all need to question whether we are doing everything we can to provide the best possible service. Are we giving us choices to our clients or are we allowing the lack of power that families exert to allow us to kind of remain comfortable with how things have been . This focus specifically has been on council run sites, by and large, and those running them have said, look, you know, yes, the figures do look high in some cases, but there are costs of maintaining these places. More than 1,400 adults and children died from asthma attacks in england and wales last year. Asthma uk says the deaths are unnecessary, as too many people are failing to get the basic level of care. Im joined now by asthma uks head of polichoe farrington douglas. Good morning. I highlighted the figures that you are airing today. How come we are suddenly seeing this rise, do you think . Well, asthma uks investigation has seen the shocking rise of death, upper third in the last decade and that means over that period, over 12,000 people have very sadly died from asthma attacks. That is a really shocking wake up call, we think, for everybody and the nhs to take asthma much more seriously, so there is a real problem of complacency and not taking asthma seriously enough which has to stop. How does that play out, realistically . You say it is not being taken seriously enough, what is not happening that should be happening . Well, five years ago, the department of health commissioned some experts to look into asthma deaths and they came into recommendations on how to prevent deaths. Those recommendations have not been implemented. With basic care, not been implemented. With basic ca re, two not been implemented. With basic care, two thirds of deaths could be prevented, things like having a regular checkup with your gp or asthma nurse, you having your asthma inhaler technique checked and having a written action plan. Everyone should have one of those in place and if they did, we would be able to bring these very sad deaths are back down again as they were coming down in the first decade of this century. What of wider causes here . Clearly there are some who are raising the issue of air quality and air pollution. How much is that a part of the story . There are lots of factors involved in causing asthma and lots of causes that trigger asthma attacks which can be fatal, so air pollution is going up and thatis so air pollution is going up and that is a real concern. There is also air quality in peoples comms that can trigger asthma attacks. Extremes that can trigger asthma attacks. Extre m es of that can trigger asthma attacks. Extremes of weather can be very dangerous for people with asthma, so there are lots of figures at play here. We cannot ignore the fact as well but asthma deaths were going down while more resources were going into the nhs in the 2000s, and in the last decade those deaths have been rising again, so we think pressure on hospitals and gps is making it harder for people to get the basic care they need. A word of advice, then, if people are watching this and have asthma and are understandably worried by these figures, what is the best advice you can offer them . Take your asthma seriously. Asthma is a life threatening condition. Many people are able to manage it well, but even if it feels that your asthma is well managed, you need to keep maintaining, keep following your action plan, keep up that basic care, make sure you are taking your preve nter care, make sure you are taking your preventer in here on a regular basis and the government could also make that easier by making preventer in hilo is free of charge. At the moment, people have to pay prescription charges which prevent them from taking that medication, so there is a lot that people with asthma but also the nhs could do to improve the statistics. The numbers are official government statistics but may be revised at a later date. It follows an uptick in Economic Growth in the first three months of the year because of stockpiling ahead of the expected brexit date in march. The news sent the pound falling to just below 1. 21 to the dollar and 1. 08 against the euro, but has recovered some of the lost ground in the last hour or so. Malaysia has charged 17 former and current Goldman Sachs bankers including richard gnodde, goldmans most senior banker in london over the corruption and Money Laundering investigation at its state Development Fund 1mdb. Goldman helped raise 6. 5 billion through Bond Offerings for 1mdb. The bank said it would vigorously defend the charges. Lets have a look at those Economic Growth figures. Gdp shows the size of the economy, and here we are looking at how much it is growing quarter on quarter. This is the historic charge, that takes us back to 2012, the last time that gdp actually contracted. Rather bizarre figures here, actually. That there is the olympics. But on either side of it, you see the economy actually contracted there. Then we return to fairly substantial growth. The general trend, though, is slowing growth. As i say, each one is how much the economy grew every quarter. The other interesting thing to notice is these, the last quarter, usually to do with christmas at the end there, but last year, towards the end of last year, we did not see very much growth. Still some, but not as much. The other thing to look at is the Third Quarter. Again, it is usually quite strong. Not so strong there, but strong there. The reason for that is often to do with weather. It often to do with the summer, how much we spend in the summer. Lets have a look at why we have gone into negative growth. Lets go over to there was a lot of stockpiling in the First Quarter. That has come off in the First Quarter, mainly on the business since the investment side which is shrinking and if you look at imports which is also engaged with demand especially on the corporate side, that are shrinking as well. Hopefully things can improve a bit, at least not deteriorate in the next quarter. This next quarter, the Third Quarter which we are in at the moment, you would expect things to start coming back . We are spending a bit more, stockpiling more ahead of the top of the 31st . There is a possibility and that Business Activity in q1 will be repeated in q3, but in the spending side, it interesting that personal and Government Spending figures were slightly above market expectations, so there are patches of optimism for the economy but, again, uncertainty abounds not just in the economy but, again, uncertainty abounds notjust in the economy but everywhere. I cannot ask you to stick your neck out and go right through to christmas and ask you what kind of growth you would expect then. For the whole year, we are looking at just below then. For the whole year, we are looking atjust below 1. 5 , so they should average out to about 0. 3 expansion every single quarter. So no recession quiz make a recession, as we know, is to quarters of contraction. That is a technical recession. You cannot rule anything out. In global terms, recession. You cannot rule anything out. In globalterms, europe recession. You cannot rule anything out. In global terms, europe is not doing so well, the trade what is affecting people, but no recession, not a prolonged recession in the uk. We are ruling that out. What about in comparison to other countries of a similarsize . In comparison to other countries of a similar size . If you look at european numbers, numbers out of germany in particular, not great right now. There are different reasons, of course. The Auto Industry are suffering right now which is hurting germany and also global trade. The export driven economies are hurting as well. The big concern for the boe right now, the bank of england, in addition to the bank of england, in addition to the economy, all Central Banks globally are all cutting rates. Can the bank of england stay where they are right now . That is a very open question. Thank you very much. It made a £63. 5 million loss in the first half and has cut the dividend it pays out to shareholders by over one third. Our top story the chancellor sajid javid has said its a challenging time for world economies as new figures revealed the uk economy shrank in the Second Quarter of this year. The gdp figures show a 0. 2 per cent decline between april and june, the worst performance of the uk economy since 2012. Even the usually Strong Services sector, showed just 0. 1 per cent growth in todays figures, which have led to fears of a uk recession. Speaking this morning, sajid javid insisted the announcement was no surprise, and he didnt expect the uk to go into recession. No one will be surprised by the figures, there was a general expectation that growth in this quarter will be slower than the previous quarter and the important thing is the fundamentals of the uk economy remain very strong. We have record employment, unemployment at its lowest level for 44 years, wages growing at their fastest rate for a decade, National Debt falling as a proportion of gdp. The imf is forecasting we will grow faster this year than germany, italy and japan, as fast as france and so the fundamentals of the uk economy remain resilient and strong. With me is our Business Correspondent katy austin, katy what do the figures tell us . Band b and expected that growth would be flat, so the 0. 2 contraction is worse than expected but on the other hand sajid javid has been quick to point out some people would have expected things not to have been as buoyantin expected things not to have been as buoyant in the first three months of the year because a lot of the growth we saw then was boosted by companies are stockpiling ahead of the original brexit deadline. That stock seems to be being a wild down, that pace has not continued but there are warning signs particularly about the service sector, in the past three yea rs service sector, in the past three years that has been fairly strong but very small growth in the last quarter and manufacturing and production and construction seeing dips. Jeremy corbyn is asking for the most senior Cabinet Civil Service member in the country to advise the government and the scenario and a big if that is an Election Campaign taking place over the at which britain would leave the eu with no deal to say an extension to article 50 so we do not clash with no deal as in place before that happens. The big argument investments that is whether that is considered new policy and whether the Civil Service head would have the Civil Service head would have the power to mandate that that is not carried through. At the moment this is a politicalfootball and here is what the conservative mp had to say about the letter. For me what is undemocratic and unconstitutional is the fact that our parliament overwhelmingly voted for a referendum to give the british people the choice of whether we remained on left the eu, they decided on the referendum by 1. 3 million votes that they wanted to leave and we have a parliament that is blocking that. That is undemocratic and unconstitutional. In essence this is a policy that many are arguing has already been agreed so it would not be a new policy but we have had people including a professor of government on the news channel saying what could make a difference at their was a change in legislation that is the only thing that experts are pointing towards that could take the prospect of no deal of the table and that would have to happen very quickly when mps returned to the commons in september. Joining me now is conservative mp dominic grieve, who is in brittany. What difference at any does this letter make . It clearly highlights an important issue because generally speaking a government that loses a motion of confidence becomes a ca reta ker motion of confidence becomes a caretaker government, it is either a ca reta ker caretaker government, it is either a caretaker government, it is either a caretaker government in anticipation ofa caretaker government in anticipation of a new administration being formed by somebody else or for the duration of the general election that is going to follow. Caretaker governments should not take any decisions that have unimportant impact on our future as a country. Cussing a shout of the eu in the middle of an Election Campaign crashing us out which is a fraught with risk because it is going to require careful handling and it is not a suitable activity for a ca reta ker not a suitable activity for a caretaker government. There is perfectly logical sense for arguing that a government should postpone the date of brexit effort can do that with its European Partners until the election is over. But it wouldnt necessarily be actively taking that decision because that consequence is where we will go f nothing else happens before now. entirely agree and doubtless this is the argument to government will put forward. It is not a very good one because when you look at it rationally the whole reason behind the action taking place would be the issue of should believe with no deal. For the government to say actually are going to do this in the middle of the Election Campaign despite the fact they are only a ca reta ker despite the fact they are only a caretaker government and furthermore not even have a parliament to pass or sanction emergency not even have a parliament to pass or sanction emergency measures not even have a parliament to pass or sanction emergency measures that may have to be taken as quite frankly a reckless act. I entirely accept that argument can be made by the Prime Minister, itjust happens not to be a rather bad one. What is your position with regards to a confidence vote question about what will you do . The question as to where i vote depends on where we are in respect of no deal brexit. I add a number of other mps, conservative mps have made our position pretty clear. I have been a conservative Member Parliament for many years and i wish to remain in the conservative party if possible, i didnt want to go anywhere else but equally i take the view that a no deal brexit is going to be uniquely damaging to our country. It is going to have appalling consequences for our agriculture, financial sector, manufacturing annual have Immediate Repercussions for everybody in this country. In those circumstances if we get to a point it is clear i cannot persuade the government by other means to avoid a no deal brexit i am going to have to consider bringing the government down if i think that was from happening. But not necessarily do it. I almost certainly will be doing it, the only circumstances i would not as if i thought it would not serve a useful purpose. Clearly at that point you thought it would send a useful purpose. I think you have a nswered a useful purpose. I think you have answered the question. I put that in asa answered the question. I put that in as a because i didnt what will happen in the course of the two months of september and october when clearly heading for a major particle crisis. We get to this point there isa crisis. We get to this point there is a vote and the government is defeated and that is via the period another government to be formed, what partridge you conceive you might in that . I have no idea what pa rt might in that . I have no idea what part i would play but obviously to kill the in light of what the Campaign Minister has been saying taking us out in the middle of a campaign, there are strong arguments for trying to set up an alternative administration that would act on that because fashion. And if Jeremy Corbyn is part of that . That is a hyper hypothetical question. Mr corbyn and i disagree on many issues but always matters which have to be factored in and it is not the National Interests to create a Labour Government in downing street from my point of view. But leaving with no deal it is important to understand, in my judgment with no deal it is important to understand, in myjudgment is likely to lead to the break up of the United Kingdom in diameter unionist politician and quite frankly the chaos at is going to ensure is a pretty fertile breeding ground for an extreme government whether it has the right on the left, both those things ought to be avoided. There is a Bigger Picture within your own party, you highlight the particle differences that exist between you and Jeremy Corbyn but another conservative mp was on this programme and arrival pointing out that back in 2016 there was a referendum, a clear result and it is your duty as a member of parliament to honour that. I understand the point but i cannot get away from the fa ct point but i cannot get away from the fact that i am sent to westminster to exercise my judgment fact that i am sent to westminster to exercise myjudgment to the National Interest and what was not debated in 2016 was the likelihood he would end up leaving the eu with no deal in the midst of a political and economic crisis that is going to affect everybody in this country. Four recently to turn round and say there is nothing i can do, this decision was made in 2016, over three years ago, when i do not know what the opinion of the public is andi what the opinion of the public is and i do see real risk from continuing with this policy, i would be failing in my duty and a sympathy i understand the point, it is not an improper one but it has to be balanced against the reality risk and if that means it has to bring my career as a conservative mp to an end in order to prevent something from happening which i think is very potentially damaging for the country then i am afraid that is the place that has to be paid.
