The pakistani Prime Minister, imran khan, has vowed to fight the move, even taking the issue to the un if necessary. India and pakistan each control part of kashmir and both countries lay claim to all of it. India has locked down the territory on its side of the border, with no phone networks or internet for a second day and tens of thousands of troops on the street. In a moment well hear from our pakistan correspondent, secunder kermani, but first with the view from kashmir and delhi, heres yogita limaye. Another day in lockdown. Troops at every corner, watching for any sign of protest. Phone and internet lines remain down. Living in fear and confusion, kashmirs people are trying to make sense of whats happened. Why have we been cut off . , one man asked. This indicates that theyre doing something which will hurt us. Today we have begun to think that we are not free, that we dont live in a free country, another man said. Those away from home have been struggling to make contact. Faisal fehmi last spoke to his parents two days ago. They were talking to me and saying, we dont know when were going to talk again so just take care of yourself. And my mother was all teary eyed and she was just crying. In parliament, indias home ministerfiercely defended his governments actions. Kashmir is a cause worth sacrificing our lives for , he told mps. And the countrys Prime Minister gave his first reaction, he said Jammu And Kashmir is free from the shackles of vested groups, a new dawn and better tomorrow awaits. Kashmir pakistan in pakistan, there had been some protests, the crowd chants that one day all of kashmir will become part of pakistan, the slogan has been repeated for years, but this latest move by india seems to have caught the government by surprise. Prime minister imran khan addressed the parliament. His message, calling on the International Community to take action. Translation im telling you, it will have serious consequences. Everyone will lose, so this is the time to act. The head of the Pakistan Army also met with Senior Officers today. He said they would stand by the people of kashmir in theirjust struggle. That support seems likely to remain at a diplomatic level. It was only a few months ago that pakistan and india nearly went to war with each other over disputed kashmir with both countries launching airstrikes into each others territories. A military response in pakistan hasnt occurred yet, but tensions have existed for the past 70 years and seems set to increase. Lets take a look at some of the days other news. Theres a deepening war of words between the eu and the uk government over brexit. The British Government has accused brussels of refusing to engage in new talks. But the European Commission says its open to further discussions. The uks foreign secretary, dominic raab, insists the uk will definitely be leaving the eu this autumn. And i have to say to you, it is written in law, it is the will of parliament, that we leave at the end of october without a deal if we dont get an agreement from the eu. That is the ultimate expression of parliaments will. This doesnt and on october 31. You know, some people i know have become weary of brexit, and they may take the view that this should end on october 31 either with a deal or with no deal. This doesnt and on october 31 stop if there is a deal, were going to answer into several years deal, were going to answer into several yea rs of deal, were going to answer into several years of negotiations on a new Free Trade Agreement with the uk and a new economic and security partnership. If there is no deal, then at a certain point we will have to begin negotiations again. Talks are being held in qatar. But earlier, they also denounced next months president ial election as a sham and vowed to disrupt the campaign. Russian prosecutors are seeking to strip a couple of their parental rights after they took their son to an unsanctioned opposition protest last month. Now, mariko, beijing hasnt ruled out using force or the Peoples Liberation army. For instance, they hinted out that, we know there have been drills involving some 12,000 Police Officers in shenzhen, in anti riot gear which is very similar to those used in hong kong, how worrying is the suggestion that china is gearing up for an even biggerfight . Well, i guess that is the most extreme option for beijing to sort this out. It is still one of the options. It hasnt been ruled out, but at the same time, analysts are saying that is probably unlikely because that would probably get a lot of International Condemnation of that was to happen. But it doesnt want to be seen to week either on these protesters. Beijing has said hong kong has full faith of beijing, and despite repeated calls for carrie lam to resign, she has said they have her full support. President trump is due to visit el paso in texas in a few hours where a shooting on saturday left 22 people dead. It was just one of three shootings in the us in the space of a week. Lets update you on the investigation into all three of them. The el paso shooting is being investigated as a domestic terrorism case, defined as an act designed to intimidate the population. On tuesday, the fbi said its opened an investigation into the shooting in dayton which killed 9 people after discovering that the gunman also followed a violent ideology and the shooting at the gilroy garlic festival injuly is now also being investigated as domestic terrorism after officials revealed they had discovered the gunmans target list which included religious and federal buildings. The bbcs north america correspondent peter bowes gave me an update on these investigations. Well, when we have an investigation, and there are two now being investigated as potential domestic terrorism, it includes an entirely new layer of investigation to see whether the suspect was promoting his violent thoughts and his aspirations in terms of these ideologies that officials are talking about by carrying out a shooting. And targeting a specific population. Now, as far as the shooting in gilroy, in california, is concerned, it happened just over a week ago at the garlic festival. The authorities there have been looking into the Digital Media of the suspect in that case and have revealed he was interested in competing violent ideologies. And by that i mean no specific ideology, they have found a so called target list in which he apparently was looking at political organisations, but on both sides of the political divide, also government buildings. So they havent reached any specific conclusions in that case. And the president , donald trump, due to be making a visit soon . Yes, he is visiting el paso, he is also visiting dayton, ohio, the two most recent mass shootings. Often in cases like this where the president goes to the scene of a mass shooting, he is described as the consoler in chief, to consult people on the ground after what theyve gone through. This will be a very difficult day for the president , weve already heard from both cities, from some people, that the president will not be welcome. People, certainly in el paso believe that perhaps the president s own words in terms of his angry rhetoric regarding immigration, this is a city right on the border with mexico, that it may well have fuelled the anger of some individuals and could be in fact partially to blame for what happened. Lets return to our top story. Indian administered kashmir remains in lockdown after it was stripped of its autonomous status. Telephone networks and the internet have been cut off since sunday and tens of thousands of troops are patrolling the streets. Communications with the region are extremely difficult, but we spoke to one person outside the capital, srinagar. We are not giving his full name to protect his identity. Heres what he told us. People are shocked, saddened. Theyre shocked and horrified at the situation that has developed over the last couple of days. The banks are closed, the atms are out of cash. People have run out of gas. We have somebodyjust coming to our home, they have run out of rice and flour so we gave them some stuff from our home. 0ur vehicle was stopped multiple times so that we can allow the Free Movement of the army that is coming from south kashmir into srinagar. That the government decides the future of the state without consulting with them, people are very, very saddened about it and they feel helpless, because at least they do not see any big powers intervening or condemning what has happened here. Its also hard to imagine that kashmir is still, at this stage, quiet. I think they have lost everything and they have given a lot of sacrifice over many decades. Their rights have been taken away from them and it has been really very draconian on the part of india in their heavy handedness, the way theyve conducted this. I hope the International Community will really stand up for kashmiris, it is standing up for the right, of our rights, and i think india has exceeded all the limits of decency and civility and democracy. A major global report has warned that 17 countries in the world are extremely affected by water scarcity. India is one of those countries where water stress is extremely high. That means that the country is running out of ground and surface the bbcs World Service environment correspondent Navin Singh Khadka travels to two of indias worst affected states, punjab and haryana. This is a struggle for their lifeline, water. Nilan tindish is one of the thousands of protesters in this village of Haryana State of northern india. Translation you cant drink this water, its contaminated. But we have no choice because we cannot buy bottled water. Its been 42 days since we started the protest. We are fighting so we can drink safe water for ourselves and our livestock. There is a serious scarcity of Drinking Water in villages like this one in Haryana State of northern india. Villagers here are very angry and therefore they are protesting like that. Now, this may become a common sight in many parts of india as water becomes increasingly scarce. Apart from haryana, the global report prepared by the World Resources institute has listed eight other states in india as extremely water stressed. One of them is punjab, where groundwater is dangerously depleting. Its the same story across the border in pakistan. There too, water tables are rapidly falling because of pumps like this. Now, farmers on both sides know this is worsening the situation but they say they have no choice. Translation about 20 years ago, we had to dig 150 feet underground. 10 years later, we had to dig 300 feet. And now this machine has had to dig 500 feet to get the groundwater. Soon they wont even be Drinking Water, forget water for agriculture. I am so worried. Surface waters are disappearing as well. Elderly citizens show how the ponds they use to swim in have been eaten up by rampant urbanisation. Indian authorities brought out a report two months ago warning that water availability in the worlds second most populous country would be a serious challenge. They said there are now more than 20 million wells pumping out water across the country. Rising population, Falling Water levels and worryingly changing climate all these are fuelling fears that indias water scarcity level could soon reach that of desert countries. She was known for her novels about the life of black americans winning a pullitzer prize, and she was the first black woman to win the nobel prize for literature. David sillito looks back on her life. I dont mean that there were no narratives that slave women told and there was no information about it. I mean, it wasnt the narrative in literature. My effort in beloved to do that, to talk about a woman who had to make some choices. Toni morrison and beloved, a story of slavery and grief. The sort of book that Toni Morrison wanted to read, but had to write herself. 30 years on, its success is more about than just sales or being part of the school syllabus, it is what it has done to tell the untold. She had the ability and the genius to create a world that had not existed before. Not only that, a quintessentially american world. She is an American Writer, shes an African American writer. There is my house. Toni morrison had grown up in lorain, ohio and she made it to cornell university. Her grandparents had been sharecroppers in the deep south. You could go to jail or be fined if you were white and taught a black person. That says it all about reading. So my family took the whole thing very seriously, it was like a revolutionary act. She began writing in the 60s. Her first novel, the bluest eye, was a story of childhood, black childhood in a white world. Each night without fail, she prayed for blue eyes. Fervently, for a year, she had prayed. 23 years later, Toni Morrison was awarded the nobel prize for literature. Just one of a mantelpiece full of awards. There was, she said, a vacuum in literature. Now, if you dodge the showers and you get the best of the sunshine just like we had yesterday in suffolk, a beautiful day, temperatures peaking into the mid 20s but some of the showers were really quite torrential as you can see from this weather watcher a picture sent in on tuesday afternoon from birmingham. Today, the area of low pressure will be sitting to the north of scotland where most of the frequent showers will be and with lighter winds here, pretty slow moving as well. Elsewhere, a breezy day and we start off with a decent slice of sunshine coming through but there will be showers out to the west which will drive in across the country on a brisk south westerly wind. For england and wales, the showers fairly isolated into scotland, particularly eastern scotland, theyll be quite heavy, slow moving and torrential times so weather warnings remain in force. A blustery day however you look at it. If you dodge the showers, you keep some sunshine. Again, we could see temperatures peaking into the mid 20s but underneath the cloud, with the showers, a disappointing 16 degrees, lets day, for aberdeen. As we move out of wednesday, that low pressure will drift off into the north sea and will allow this ridge of High Pressure to build so on thursday, not a bad day, certainly the best day for getting out and spending some time outside. That doesnt mean to say we will rule out the showers completely, there will be one or two isolated ones particularly across northern scotland and maybe into the south and eventually by the end of the day, the cloud will gather here but not a bad day for many and temperatures again, 16 24 celsius, thats 75 fahrenheit. I hope you can get out and make the most of it because by the end of thursday and friday, an unusually deep area of low pressure for this time of year, bringing wet and eventually some windy weather with it so if youve got outdoor plans, under canvas over the next few days and towards the weekend, keep abreast of the forecast.
