Thousands of people are being moved out of their homes in the town of Whaley Bridge in derbyshire after flooding caused the partial collapse of a dam wall at a nearby reservoir. 6,500 residents have been told to gather at a local school, and to take with them any pets they have and any medication that theyre on. The Environment Agency has warned there is a danger to life. Meanwhile there are still many other Flood Warnings in place across parts of Northern England. Richard lister has the latest. This dam has taken a battering from days of torrential rain. The fear is that more rain could undermine it and the reservoir could burst through. This was yesterday evening. Millions of gallons pouring down that spillway as the reservoir ove rflowed. That spillway as the reservoir overflowed. It is how the dam is designed to work but local people say they have never seen so much water for so say they have never seen so much waterfor so long. Say they have never seen so much water for so long. I have never seen anything like i saw last night. We had two or three hours torrential downpour in the afternoon. All the roads were flooded. Homes nearby. You can see how vulnerable Whaley Bridge would be if the dam gave way. Derbyshire police have now advised all 6500 residents to get out for their own safety. Water from that spillway ends up here in this river. It could be used to ta ke here in this river. It could be used to take the pressure off the dam that a former derbyshire mp who lives nearby worries that could put other areas at risk. Given that the river downstream has been flooding areas in bramall and pointon and manchester already you have to be a bit concerned if a lot of money was let go. That is the thing that has to happen for that dam to be made safe. Whaley bridge residents are assembling at this local school where police are coordinating the infatuation this macro coordinating the evacuation. Nobody knows how long it might be before they can return home. Engineers have been examining the reservoir but volu nteers been examining the reservoir but volunteers volunteering to reinforce it with sandbags were turned away with the warning that there was a high risk that dam would fail. There is always a chance you will move people and nothing will happen but that is better than not moving them and then something happens. They will be trying now to let the water out but as was highlighted in your previous interview that needs to be done as fast as possible but not too fast so as to cause further problems downstream. That is one thing they will be looking at. Is that the priority now, to let the water out . There are massive repairs. They will be trying to shore it up but still trying to drop that level behind the dam. The eventual repair will take some time. They will have to empty the dam. When you say it shore it up, how easy or difficult is that . They will be doing whatever they can. It is not always that easy. You mentioned sandbags earlier. That is a small measure. They may be trying to put more earth in where the gap is to shore it up a bit. They will be monitoring the situation with the concrete facing to dry and make sure that no more of it comes away. How unusual a situation is this . 0bviously unusual a situation is this . Obviously there are dams and reservoirs all over the country. There was another situation in 2007 when there were floods in the sheffield area. There was a failure there. People downstream near rotherham were evacuated. That was 12 years ago. Since that the government has insisted that a lot of dams have been re analysed, check what the danger is, and to come up with plans for evacuation if necessary. Presumably the people who have been evacuated may be away from their homes for a few days. This is not going to be a quick fix . |j their homes for a few days. This is not going to be a quick fix . The bank left Interest Rates unchanged at 0. 75 against a backdrop of weaker Global Growth and trade tensions between the us and china. Our correspondent, Simon Gompertz is here. A gloomy forecast from the bank. It is. This reduced forecast for growth, this year the economy will expand by just growth, this year the economy will expand byjust1. 3 , growth, this year the economy will expand by just 1. 3 , next growth, this year the economy will expand byjust1. 3 , next year that is reduced from 1. 5 both ears that was forecast previous years, that is assuming a smooth brexit, which all along, the last few years, the bank of england has done the forecast saying that things will be smooth and there will be a transition. There are concerns, worries, predictions about that have changed. Now there is a heightened possibility of a no deal brexit. They do point out in their commentary today about what is going to happen in the future that Business Uncertainty about a no deal has become more entrenched, that is obviously a factor. Also the note marked depreciation in the value of the pound because of these uncertainties. The governor of the bank of england, mark carney, was pushed to comment on what would happen to the economy in the event ofa happen to the economy in the event of a no deal brexit. In the event of no deal, its probable that cpi inflation would rise and gdp growth would slow. For example, our agents surveyed for businesses find that most companies now report that theyre largely ready for no deal. However, just a fifth described themselves as fully ready, while three quarters of respondentss say they are as ready as they can be and despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 over the next year in the event of no deal. That is the governor of the bank of england speaking earlier. Some people say we are always getting gloomy forecast for the bank of england, some people will say this project fear, why should we care what mark carney says . There are those that will see that and some take a dim view of the sta nce and some take a dim view of the stance that mark carney has taken about brexit but the important thing about brexit but the important thing about the bank of england as it controls the levers as far as Interest Rates are concerned in this country. It will increase them if it is worried about inflation, worries about the economy expanding too fast, it will reduce them if it is concerned about where things are going and businesses are not doing enough and deployments might be threatened. The situation is that people expect if there was a disorderly brexit and the economy was hit then the bank of england would cut Interest Rates, but they could have a dilemma, because if this pressure on the pound, on sterling, gathers, and there is something of a sterling crisis, on the one hand they will be under pressure to cut Interest Rates, on the other day might be pushed to raise Interest Rates in order to defend the pound, get Foreign Investors to put their money into sterling. The money will be used to recruit hundreds more border staff, improve infrastructure at ports and carry out a Public Information campaign. As time ticks away towards that 0ctober deadline, the government today ramped up preparations for a no deal scenario. At a port in essex this morning, the chancellor sajid javid said they had to be ready. Look, in 91 days, we will be leaving the eu. We want to leave with a good deal, something that abolishes the undemocratic backstop, but if we dont get that good deal, we will be leaving with no deal, and since i arrived at the treasury, i have turbo charged our preparations, both at the treasury and helping across government, to prepare for no deal not because we want it, but because we have to be prepared because we will be leaving on october the 31st. The chancellor has announced £2. 1 billion to go specifically on no deal planning, on top of the £4. 2 billion of brexit preparation money already allocated when theresa may was in charge. From the money announced today, £3114 million will be spent on upgrading border and transport infrastructure. More border officers, 500 of them, will be recruited. Another £434 million will be spent on making sure vital medicines are available, and £138 million will go on a Public Information campaign. The previous chancellor already committed £4 billion to prepare for brexit, whether it was for a deal or without. What i think the current chancellor is doing is buying an insurance policy, which is if we do end up with no deal at the end of october, we will need to have made some preparations. In the end, we might not need that insurance policy, in which case a lot of this will have been unnecessary but if we do need it, we will have been glad to spend it. But how much we can achieve in three months has to be open to serious question. The money announced today comes despite borisjohnsons suggestion the chances of a no deal exit from the eu are vanishingly small. The shadow chancellorjohn mcdonnell says preparing for a no deal scenario is an appalling waste of taxpayers money and the watchdog which looks into parliaments spending says it will look into whether todays cash announcement is value for money. We have to call it out for what it is, its bluster, megaphone diplomacy to brussels, spending taxpayers money like water to do so and we will be looking closely to see what the taxpayer gets from this. If it isjust money. You have to prepare for no deal but if that is still on the table, thats a political choice, so its irresponsible, but its a lot of money and i dont know, im yet to be convinced that this will actually deliver anything long term and meaningful for the british taxpayer. With three months to go until the deadline, the new Prime Minister and his team were once again sending a clear message to brussels, that they are serious about leaving on the 31st of october, with or without a deal. Jessica parker is our Political Correspondent and is in westminsterfor us now. Is this, as that report was suggesting, about political messaging to brussels . That government would argue there is a practical side to this £2. 1 billion that they have announced. To get ready for that possible no deal scenario. The government is saying that many of the measures would have to be taken anyway because regardless as to whether there is a deal or there is not a deal at some point in the future we will be leaving the customs union, leaving the single market. But undoubtedly there has got to be some kind of political message here as well, saying to brussels, as the government has been, again and again, that the uk is preparing to leave on the 31st of october, come what may. Sensible precaution by the government to put another £2. 1 billion into brexit planning . Given the amount of money they have already spent, we have done it 11 reports at public accounts, looking at how they have spent it, what decisions they have made, the conclusions we have come to is that with such short leave times, 91 days left until the october 31 deadline, that deadline is a political choice. That is going to be quite difficult to see how 2. 1 billion can be spent effectively in that time. The job of the public accounts committee, a cross party the public accounts committee, a cross party committee, is to look at what can actually be achieved, what we have seen in the run up to the march 31 deadline was bad decisions we re march 31 deadline was bad decisions were being made. Seaborne freights being a very good example of that. A risky endeavour that turned out to do nothing more than actually have eurotunnel sue the government for £33 million. When we looked at that contract we did not see what value that was going to give to the taxpayer. 0k, estates have been made in the past, you might argue. First of all, i believe that this is a Prime Minister who has not been elected by the people en masse, it was by a small number of conservative party members. He does not himself have a mandate and he is trying to implement a policy that does not have a mandate, whether you voted to brexit or not it is not true to say that everybody that 44 brexit voted for no deal. Now we have got 91 days left. He has said do or die. In brussels it is quite clear this is megaphone diplomacy. If he was serious about getting a good deal he would have come here and said he was going to meet with Michel Barnier and he would be taking this seriously. I think what we are seeing here is borisjohnson starting his next election campaign. I think that £2. 1 billion being spent on him doing that is an incredible amount of money. We will be looking at that very, very carefully in the public accounts committee. It is a major issue. Like it or not no deal is still a possibility whether it is Boris Johnson in charge or not. Because parliament has not approved a deal, therefore no deal is still a possibility, therefore is sensible for any government to prepare for that, put money into that. And they have been. The Civil Service has been preparing for this since 2017. They have set themselves, they have been doing this slowly but surely over time, but it is a political decision. You do not disagree with the principle of putting some money into this . Absolutely. If this is what the government has decided to do, it is right that they put money aside to do this, my personal view is that we should not be brexit at all, that is the liberal democrat position, but the government of the day putting in money to prepare is one thing, however there is a difference between preparing for brexit with a deal which is what they were doing for a long time and preparing for what is meant to be a one ina preparing for what is meant to be a one in a million chance of a no deal. Is this a good use of £2. 1 billion. It is notjust about money, it is about Civil Service time. The department for transport has 2500 people at least working on brexit preparations. What else could they be doing with that manpower . What else could they be doing with that money . We are looking notjust at how they are spending that money but also what is not getting done in the country by preparing for brexit, in particular preparing for no deal. You said you agree with the principle. How much would you spend on planning for no deal brexit . would spend no money at all. If i was in government now and the liberal democrats were in government 110w liberal democrats were in government now we would have a policy of not exiting the eu. That would have been taken democratically exiting the eu. That would have been ta ken democratically and exiting the eu. That would have been taken democratically and that is how we would have got there. The issue that we have at the moment is that the Prime Minister is spending £2. 1 billion on a policy that neither he has a mandate for, and the policy itself does not have a mandate for. If they are going to spend at the need to make sure it is going to deliver a level of taxpayer value for money. What we are trying to push for at public accounts is make these preparations but then plan ahead. If no deal does not happen, what extra capacity does this give as in the long term . If you are going to do this why did they axe the money that they had earmarked for ramsgate port which they have identified as one of the ways they could take some of the pressure off dover . The axe that on the 1st of march, why did they not continue . These are important questions that look to the long term resilience of the uks ability to pass freight across our border. I am not convinced that £2. 1 billion is the best use for that level of money. Thank you very much forjoining us from brussels. Louise porton from rugby murdered three year old lexi draper in january last year and then killed 17 month old Scarlett Vaughan just over two weeks later. She is 23 year old louise porton, a former model from warwickshire, whose selfishness led to the unimaginable. The murder of her two girls, just weeks apart. First it was lexi, who had been taken to hospital on two occasions days earlier, after she had stopped breathing. Then, this. Ambulance service. Is the patient breathing . When the paramedics arrived lexi was already dead. She had been suffocated. During the trial witnesses told the jury that porton seemed like an unloving mother who did whatever she could not to have her children. She had an incredibly active social life and her daughters interfered with what she wanted to do and with whom she wanted to do it with. 18 days after lexis death scarlett was murdered. Experts said it looked like she had been strangled. In the aftermath porton was described as being calm and emotionless. Throughout the trial she has shown no remorse. The american rap star asap rocky has been testifying in his own defence in a court in sweden. The rapper is facing Assault Charges over an altercation on the streets of stockholm last month. He says he acted in self defence. Maddy savage joins us from outside the court in stockholm. Asap rocky faced more than two hours of cross examination here in stockholm. He gave his own account of what happened that night that he got into a fight here in stockholm. He said here he said he and his entourage were trying to use an app to get a scooter back to the hotel when they were approached by the alleged victim and his friend. He said that the group felt threatened by this man, that he had not been going away, despite repeated calls from asap rockys bodyguard to leave the scene. Asap rocky talked about his celebrity lifestyle, he said in the past he has been attacked and robbed and that this affects how he a cts robbed and that this affects how he acts in certain situations. He said he felt scared. But he denied that prosecutions central claim that he had got into a fight using a glass bottle. Public Health England says a sixth patient who became infected with listeria as a result of hospital food contamination has died. The patient had been treated at the western sussex trust. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. 0ur africa correspondent, Andrew Harding has the latest from johannesburg. The police this morning have confirmed to me that, yes, alana did definitely open the door of this small cessna style plane herself between five and ten minutes after it had taken off from a fairly remote airstrip in the north of the country. Theyre investigating multiple theories as to why she may have done that. There were at least two other people on the plane, including the pilot. Theres speculation, of course, that this might have been some sort of suicide act. There is also speculation. And, of course, her body is currently still missing, and so its hard for police to do much in terms of forensic investigations. But the other theories theyre working on was that this was some sort of mental crisis and also that this crisis could have been triggered by, its thought, anti malarial drugs that she may have been taking. We know that some of these drugs particularly lariam have been connected to psychotic episodes and there have been reports in some papers that she had in the days running up to this incident last thursday been having some sort of psychotic episodes or Mental Health troubles in that period. Have you been told how long this evacuation might have to last for . We are told it might be several days. I would be surprised if it wasnt several days until the dam can be made safe. Nobody is saying anything at the moment but it is ha rd to anything at the moment but it is hard to see how they can get the level of water in the reservoir down any quicker than that. Have you ever known anything like this to happen before . 0bviously Whaley Bridge is right in the shadow of the reservoir, of the dam. Yes, it had some significant structural repair about ten years ago, the reservoir was almost fully drained in 2009 and 2010, and we were told after that that it was safe but we have just had an unprecedented amount of water coming into the reservoir and water coming into the reservoir and water coming over the top of the dam has caused the concrete slabs to be eroded from the outside. Do you think there might be a structural weakness . There clearly was. Do you hold anybody to account for that . Is it anyones fault . Nobody is looking at laying the blame at anyones door. We are making sure that people in the town of Whaley Bridge are safe, trying to make sure we can shore up the dam as much as possible until the water level reduces it so we can hopefully prevent it bursting, and everything is concentrating on that at the moment rather than looking at whos to blame for what has gone on in past. That is something we will have to look at when it comes to. We can speak to nigel carson, a resident in Whaley Bridge. What is the situation with you . You have been moved out of your home . We live three or 400 feet above the dam, almost adjacent, so we are safe. How worried are people they are . Thousands have been evacuated. I am not convinced a lot of people are worried enough. Having been down there and just come back, it isa been down there and just come back, it is a major incident, i have never seen so many it is a major incident, i have never seen so many police and rescue services in my life, and i am not convinced a lot of residents are perhaps taking it as seriously as they should. Has this been a worry for some time, what could happen with this reservoir and this dam wall . I dont think so. It is the first we have heard of any problems. Today i have learnt of problems going back many years but, as ruth said, there were repairs done a few years ago. One question that does come up and must be answered fairly quickly, i heard from one of the ca nals quickly, i heard from one of the canals people that the floodgates we re canals people that the floodgates were only open at 10 30am this morning despite the fact that it rained very heavily here for 48 hours and the level of the reservoir was as high as i have ever seen it. We can see helicopter shots now showing how the town is right underneath the reservoir, the dam wall, it is very vulnerable if anything were to go. The whole of the village is vulnerable. It is a ghost town. At 12 pmi was there and there were still people there, the police were turning up. The warning was raised at 10 30am when i believe the dam cracked. The village was closed off around 1pm, businesses closed, people started to leave, and there is nobody there at all now. And it could be quite some time before people can go back to their homes and shops in Whaley Bridge. Now new data for england shows that single plastic bag use has dropped significantly since 2015. The information relates to englands seven major retailers asda, marks spencer, morrisons, sainsburys, the co op, tesco and waitrose. Theyve recorded a staggering reduction of 90 since the 5p charge was introduced. And in the last year alone, theres been a 47 decrease in single bag use. That means the average person now buysjust ten single use plastic bags a year, compared to 140 five years ago. Plastic bag use has also dropped in scotland and the holyrood government is now pushing ahead with a Deposit Return Scheme for some plastic and glass bottles and cans. Some critics say ditching single use plastic bags means switching to heavy duty bags for life, which can often contain more plastic. But at a time when consumers are being urged to go green, this is one issue that campaigners will probably feel has been all wrapped up. John mcmanus, bbc news. People are taking cotton bags, reusing bags for life, but the numbers are down and what we are calling for is perhaps this is a template which can be taken to other areas, plastic bottles a nd taken to other areas, plastic bottles and so forth. We have seen some experiments with waitrose and other people with paper bags, the Old Fashioned way. Other people with paper bags, the oldfashioned way. We rank waitrose is the most ethical of supermarkets on our tables and they have stopped all single use plastic bags so they are taking the lead here. We need the other companies to be more ethical and follow the lead, but really to go into other product sectors. Plastic bags are a wonderful template and a wonderful thing we can do as a country, to set an example to the world. We are not the leading country in the world. Rwanda has banned plastic bags altogether. And scandinavian countries tend to be at the cutting edge. Other sectors you have mentioned, some examples of other areas you would like to see improvements. Plastic bottles are one example in terms of a year since trying to cut down general usage. Coffee cups, there is a plastic film which means they are difficult to recycle. That should be changed. The Good Shopping guide endorses this token taxation. Lets go back to our top story, the evacuation of Whaley Bridge in derbyshire. These are live pictures from our helicopter. The damage we have shown you to the wall of the reservoir which has necessitated Police Moving people out of Whaley Bridge. You can see some Emergency Services and surveyors they are at the scene. They have evacuated 6500 people from Whaley Bridge, from their homes, shops and offices. They have been moved to a school, told to ta ke have been moved to a school, told to take with them their pets, any medication they might be on as well, because they may be away from their homes for several days while engineers and structural experts try to shore up the dam wall. There are Flood Warnings in place in other parts of Northern England but at the moment this is the most acute situation. We spoke to a Structural Engineer expert earlier on who said longer term they will have to empty out the water and bring about long term structural repairs to the wall. You can see huge chunks of the concrete which have just come away because of the water, and they are just starting, early signs of them starting to lay down some sandbags. It will be a long process. These are the first few sandbags going down. They have a lot of work to do.
