We start in the us state of louisiana, which has declared a state of emergency as Tropical Storm barry approaches hurricane strength and nears landfall. New orleans is bracing itself as the storm approaches shore the city has already seen severe rain and flooding. New Orleans City Council says its as prepared as it can be and has told residents to say indoors from tonight. Our correspondent sophie long is in new orleans. What were experiencing at the moment are sudden downpours and gusts of strong winds. Now, forecasters are predicting that Tropical Storm barry could turn into hurricane strength before it makes landfall over the next 12 hours. So thats wind speeds of over 7a mph. Now, people here have been bracing themselves. The governor declared a state of emergency on wednesday. Theyve had plenty of time. Weve watched people fill sandbags trying to shore up their homes and businesses. The wind is not the main concern. You can see the mississippi behind me. The levels are really high already and they are expecting an extra 12 15, even more, inches of rain to fall over the next 2a hours, combine that with a predicted storm surge coming from the gulf of mexico, up mississippi, and theyre expecting river levels to crest at about 19 feet. Thatll be the highest they have been since 1950. That is dangerously close to the 20 feet that the levy system, the flood defences system protecting new orleans can cope with. Now, if it goes over that theyre expecting some overspill and the consequences of that can be really catastrophic. Very few people have forgotten the consequences of the aftermath of Hurricane Katrina, where there was a major overwhelming of the levy system. More than 1800 people lost their lives and many other lives were devastated by it. So no one here is taking the warnings that theyve had over the past 48 hours lately. People are preparing for whats ahead. Many people are confident that they will come through it. Sophie, what are they doing, as far as they can, to shore up those levies and defences . Well, levies have been shored up since Hurricane Katrina in 2005 and many millions have been spent on shoring up the levy systems and the drainage system in new orleans ever since. But we heard from the mayor of new orleans today, latoya cantrell, she said that with the amount of rain that theyre expecting to follow the next 48 hours, in that short period of time, she said there is not a flood system in the world that can be any more prepared for it. There is very Little People can do now. Ive spoken to people throughout the course of the day. Most people in new orleans are still smiling. The community has come together, they have been filling sandbags and helping each other shore up their properties. But some people are saying it should not have been left asleep. There is very Little People do now. Have been told by the citys mayor to stock up supplies, and water and emergency supplies and go home. She says there havent been any evacuations, either voluntary or enforced, because theyre hoping new orleans will be spared a direct hit. The problem is the huge of rain that Tropical Storm barry will bring with it. Sophie, were just looking at some coming into us live. We can see how bad its getting, we can see you and the camera crew are battling the elements. Just tell us what its like on the streets around where you are. Is it eerily quiet now . It has become much quieter over the past few hours. The deadline they have been given by the city mayor is eight oclock this evening, a few hours away. Throughout the day, we woke up this morning, it all seemed quite calm. What we experienced throughout the day was major downpours of rain and really high gusts of wind. So people have been taking the opportunity to do everything they can. The streets so much quieter now. You can see the waterfront behind me, it is deserted, it has been shut off, no one is allowed on the levies. It is very dangerous. The people here are used to hurricanes. The state of louisiana has experienced three Tropical Storms and two hurricanes in the past decade alone. So people are very used to big weather events. But even a category1 hurricane, which it may become in the next few hours, is a life threatening storm. So no one is taking the warnings they have received lately levels of most people are staying at home. Some people may have arranged to go away from the city. But i think most people feel confident that theyve seen much worse than this before and they will come through this one. Sophie long in new orleans for us. The Us Federal Trade Commission is reported to have approved a 5 billion penalty for facebook over its handling of users personal data. Republican members of the regulator are said to have backed the settlement, with democrats voting against. Facebook have not commented on the reports but the tech company did tell investors in april that it had set aside money to pay for a fine. Our north America Technology correspondent dave lee has more. It will be a record breaking sum for a us regulator to impose on a technology company, dwarfing the 22 million or so that google was fined not so long ago. And that may not be the sum of it in terms of the total punishment. The 5 billion fine may also involve extra measures put on facebook to hold it more accountable, such as privacy, oversight, or even, potentially, more personal responsibility for mark zuckerberg. Theyre the details we dont yet have about the settlement. It will be the more contentious side of this because some people think that the monetary penalty on its own wont be sufficient to really cause any great harm to facebook. In fact one senator has already described the fine, large as it is, as simply being a mosquito bite for facebook. That is the sense of some of the reaction to the so far. So what is it thats facebook as supposed to have done to bring about such a large fine . Well, specifically, in this case, and in terms of the case that the federal trade commission, the regulator here was looking at, is that in 2011 facebook came to an agreement with the regulator about how it was going to handle personal data people on facebook, and specifically how it was going to get consent for what it was going to do with that data in the future. Now, because of cambridge analytica, where of course data was used to target political advertising without peoples explicit knowledge or consent, and also several other slightly less high profile privacy mishaps that facebook has had, the ftc is saying that facebook went against that promise, that Consent Decree to look up the user data more thoroughly, so that is what they are being punished for, a settlement of 5 billion. It is worth saying, though, that facebook has already set aside much of that money. It told investors back in april that it was expecting up to 5 billion to be the amount. So it has already prepared for that so this isnt going to have a huge impact on facebooks financials going forward. Whether it could lead to tighter regulation beyond that is going to be the next big question. Dave lee in san francisco. But theyve got to stop their leaking problems there, just like they have to stop them in our country. Stopping more leaks is one challenge, finding the source of this one will be tough enough. He has pleaded not guilty to charges of trafficking underage girls for sex. In 2008, when he was us attorney for southern florida, alex acosta agreed a plea deal with epstein, granting him immunity from federal prosecution. El salvadors total ban on abortion means that women and girls are routinely imprisoned, even after enduring stillbirths and miscarriages. On monday a 21 year old woman will face a retrial on charges of killing her baby. She has to prove she didnt induce an abortion. From the capital san salvador, our International Correspondent orla guerin sent this special report. San salvador. A city where catholicism has deep roots, and where the church has had a commanding influence, and helped to ensure the total ban on abortion. A ban that has criminalised women like theodora vazquez. She went into labour alone at work and called an ambulance which never came. Theodora says she fainted during the birth, and came to surrounded by police, accusing her of killing her baby. Last year, her 30 year sentence was commuted and she walked free, to be reunited with herfamily, after a decade behind bars. Human Rights Groups says she is one of many women who lost their babies and were jailed for killing them. Speaks spanish. Theodora was already a devoted mother when she was convicted. Her son, angel gabriel, now 15, was just four years old when they were parted. Do you feel like you missed out on a lot of his life, on a lot of your sons life . Theodora says she was jailed for a crime she did not commit, by a society where men still have the upper hand. Some women and girls here do seek terminations, but the process has been driven underground. This doctor told me many of the women who come to him have actually miscarried, but are too scared to go to hospital in case staff called the police. He says most of his patients have been raped. There is so much Sexual Violence here. It affects almost 60 of my patients. Many are abused by gang members, and i see minors raped by a brother, an uncle, or a father. Im frustrated, as a salvadoran and a doctor, that victims are being punished by the law. And supporters say this woman, called evelyn, is being punished for a stillbirth. She asked us not to show her face. Speaks spanish. Evelyn told me she was raped as a teenager. She didnt know she was pregnant until her baby was born in a toilet. She was arrested in hospital and never allowed to see her sons body. After three years in jail, shes now facing a retrial. Campaigners say theyll fight on to free 16 women still behind bars because of the abortion ban. Many fear it will be a long march to justice and reform of the law. With less than two weeks to go until britains next Prime Minister is chosen, the two men hoping to succeed theresa may have been grilled in bbc interviews. Weve had to wait 11 years for these two to face each once again at wimbledon, and it was worth the wait. There really is something about these two that does bring out the best in each other. We didnt get the 5 setter that we had in 2008, but with their four match points and lasting just over three hours, it was the epic match that we were all hoping it would be. It was federer who started the strongest, initially kicking off proceedings with an ace, the first of seven in the opening set. And perhaps the number two seed was perhaps saving his energy, the pendulum swinging nadals direction as he levelled the match. After federer moved back in front, we start to see signs of nadal showing frustration, he just couldnt seem to find his flow while federers body language, it just didnt seem to change throughout the entire match. Keeping his cool as nadal saved four match points, as we hit that three hour mark. Federer then finally got over the hurdle at the fifth time of asking. It was much to the delight of the crowds behind me over on the hill, they had to close it off at one point because it was becoming far too overcrowded, people getting very excited and most of them, i will say, were supporting the swiss, the odd person there wanting the match to go on, go on to the full 5 sets, but definitely the support here for federer, an incredible atmosphere. Next for federer it is another old rival, it is defending champion Novak Djokovic, following his victory over Roberto Bautista agut earlier in the day. He had said beforehand he would be watching that match between nadal and federer very, very closely. With the weekend upon us, the weather is looking generally dry and settled for many of us, it has been a warm, humid week but actually things have been turning a bit fresher, through the weekend, plenty of spells of sunshine, one or two showers around, it wont be quite as hot and humid as it has been earlier in the week. The reason for the dry and settled theme is this area of High Pressure that is building its way in from the west, so that will slowly squeeze away a ny leftover showers, we will still have one or two showers on saturday morning, particularly for parts of northern and eastern scotland, and later in the day a few cropping up down the pennines in towards the midlands, and perhaps the odd one reaching the south east of england as well. Elsewhere a lot of dry weather, the cloud should break up throughout the day, allowing the sunshine to break through, temperatures in the region around 17 211, reasonably warm through the day on saturday. Of course, the action continues at the championships in wimbledon, during saturday we are expecting mainly dry and settled weather but there is the outside chance of the odd shower, but by sunday things should be dry at wimbledon. Heading through saturday evening you can see some showers continuing down the spine of england but they should tend to fade away overnight as we move on into sunday, as higher pressure builds in from the west. Temperatures a fraction cooler first thing sunday morning, wont be too warm and humid and there will be some spells of sunshine from the word go for many of us, but still some patchy cloud drifting about, the winds turning more northerly so that will draw in a bit more cloud and a bit cooler feel around these eastern coasts of england and scotland as well, just the off chance that we could catch one or two showers west by the time we get to sunday. It will be warmest towards the south west of england and wales, 23 in cardiff, cooler where you have the breeze coming in from the north sea further east. And of course it is the british grand prix at silverstone on sunday, should be dry, we are expecting a fair amount of cloud, 19 or so with a gentle north easterly breeze. And for the cricket World Cup Final as well at lords, a dry theme to the weather through the day on sunday, not quite as hot or as humid as it has been, and then that largely settled and bright theme continues into the first part of the working week, before it then turns unsettled from midweek onward.
