Theresa may has insisted she has full faith in the British Ambassador in washington, Sir Kim Darroch, after the leak of emails hed written describing the Trump Administration as uniquely dysfunctional and inept. President trump has complained that sir kim has not served the uk well but mrs mays spokesman said the uks strong relationship with the white house would continue. An investigation into the leak is under way. Our Diplomatic Correspondent James Robbins reports. Happier times in the uk us relationship. Last month, the president was at Clarence House for tea with the heir to the throne. Also in the room, a man donald trump has met before. British ambassador in washington Sir Kim Darroch. Hello, mr president , i hope its going well. Sir kim later reported the president was dazzled by the state visit, but it is not that secret assessment now leaked which generated headlines. It was the ambassadors description of the Trump Administration is inept, insecure and incompetent. The Prime Minister is backing the ambassador but not his assessment. Downing street says theresa may has full faith in sir kim. He was doing hisjob, providing honest and unvarnished opinions. It was the leak, says number ten, which was absolutely unacceptable. America is a force for good in the world. Our defence and security relationship, particularly in relation to intelligence, is the most important global relationship that we have. To maliciously undermine it is unprofessional, unethical and unpatriotic. The leak inquiry could take some time. Scores of people, including ministers and their advisors across several whitehall departments, would have seen sir kims messages. He seems safe in a job that he will leave soon anyway after four years in washington. It is a personal view and there will be many people in this building who dont agree with that view and indeed, i dont agree with some of the views that we saw in those letters. I have said i think that the Us Administration is highly effective and we have the warmest of relationships and a Partnership Based on standing up for shared values. But what ifjeremy hunt loses to the favourite, boris johnson, and he becomes Prime Minister later this month . Washington is a key post. Mrjohnson is very close to the president. Could he send another friend of donald trump to be britains next ambassador . Nigel farage isnt ruling it out. I dont think im the right man for thatjob but am i the right man to try and help, you know, forge a better, closer relationship in terms of intelligence, security and trade with an administration that contains friends of mine . Yes, i could be very useful. One thing is certain, in the short term, relations between london and washington are now under increased strain. But politics in britain are now so uncertain, very little about our future Foreign Relations can be guessed. James robbins, bbc news. Well, the Foreign Office minister, sir alan duncan, told the c0mmons this afternoon that the government utterly deplored what he described as a serious breach of classified information. We can speak now to our chief Political Correspondent vicki young whos in central lobby for us. Tell us what more was said. Youll make a lot of concern from mps on all sides because they are concerned about the impact it might have on others trying to do the same job. Siralan duncan others trying to do the same job. Sir alan duncan saying what this was was sir kim and aric are being very honest, telling the unvarnished truth about the honest assessment he was making about all this and saying that ambassadors are paid to tell it what it is like it is. Sir kim darroch. There was a lot of concern about people who might be working in other areas, where the relationship is not so good as it is between the United Kingdom and usa, and very concerned that britain was reputation could be severely by this. We have had an awful lot of talk about lea ks in this. We have had an awful lot of talk about leaks in whitehall over the last couple of years. This is particularly sensitive, serious and what sir alan duncan said about the enquiry being launched. If evidence of commonality is found, then, yes, the police could be involved. The most important focus is to establish who is responsible for this despicable leak. There is a lot of speculation about who might be behind all of this and we might find out who it is. Even if there is a senior minister, because these lea ks, senior minister, because these leaks, the senior minister, because these lea ks, the documents senior minister, because these leaks, the documents they have go back two years so it is someone who had back two years so it is someone who ha d a ccess back two years so it is someone who had access to them right up until a couple of weeks ago, so in the house of commons it was interesting that it was not there was not unanimous support for Sir Kim Darroch. People like bill cash, the eurosceptic tory mp, said he should not be in the post because he said he isa not be in the post because he said he is a europhile, against brexit, against donald trump and are not impartial. There was a lot of booing and shouting at that but a couple of mps theyd make that point and the speculation around here as to whether this is politically motivated in some way trying to attack sir kim, make sure he may believe before his stint ends in january in order that someone else can be moved into the post. Thank you very much. We can speak now to the International Trade secretary liam fox from our washington studio where he is there for trade talks. Thank you forjoining us. What reaction if any are you hearing where you are to the events back home. It does not seem to be quite as big an issue here in the us as it is in the uk. I think for those of us is in the uk. I think for those of us who are part of the british government, it is a very embarrassing event. I think the relationship between us is largely based on the fact that we can swap confidential information in both directions, which its about being able to trust our diplomats and they can tell ministers what they think at any one time, the views expressed by sir kim are not necessarily the views of the government, in fact are not the views of the government on particular occasion. But that is not the point, it is about security of information and as i have said on other occasions, this is a relationship that is absolutely key for our security relationships and we have to know the mechanisms by which we transmit the information is safe and secure. Therefore this particularly malicious act, however it was motivated, needs to result in whoever was responsible having their head on a spike. When President Trump said of Sir Kim Darroch we are not big fans of that man and he has not big fans of that man and he has not served the uk well, how much does that worry you . Of course the president will have his view and will probably be understandably a bit hacked off by what he has heard. On the other hand, i think sir kim is well respected across washington, he is well known and well liked, and people to understand that, just as im sure the American Ambassador to london sending back some pretty colourful portrayals of what is going on over brexit in british politics, politicians need to be able to have that ability to access information from the diplomatic posts around the world. When that is compromised, as alan duncan said, it is despicable, embarrassing and potentially very damaging to that a wider relationship on which we depend for the security of our people. Most people accept the point you make about people being able to be candid in situations what the reason i highlight that quote is because of the man at the top is sufficiently irritated by this to say what he has said, how damaging is four us uk relations. Say what he has said, how damaging is four us uk relationslj say what he has said, how damaging is four us uk relations. I do not think it is. The president has broad shoulders and will shrug it off. Here in washington, is not a city unknown to lea ks. Here in washington, is not a city unknown to leaks. The question is one of professionalism and of ethics in our system. When i worked as a doctor before i was a politician, everything we did was subject to the concept of confidentiality and we really should be able to expect the same really should be able to expect the sa m e levels really should be able to expect the same levels of professional behaviour in public life in the uk. Theres a hint of a criminal investigation here as well although clearly that is determined to an extent by what the initial investigation unveils. Would you be co mforta ble investigation unveils. Would you be comfortable with that if it is regarded as being required . Absolutely. No one is above the law and when you are in a privileged position to get information that is only circulated to a small number of people because that helps with decision making, then i think all the more reason why you have to behave in an ethical way, and when those ethics are broken as they have beenin those ethics are broken as they have been in this case, with the potential damage that there is to oui potential damage that there is to our national interest, then its vital we get to the bottom of it and if there has been criminality, it does not matter whether it is a Civil Servant or politician, or anyone else. They deserve to have the book thrown at them. Are you confident the system in westminster will be able to get to the bottom of this . Well, its always difficult to know and im afraid i do not know how widely these documents were circulated. I certainly know that some of them had a relatively small circulation, so it is perhaps going to bea circulation, so it is perhaps going to be a bit easier than in some investigations in the past, but it bothers me that what we are seeing isa bothers me that what we are seeing is a failure of the standards and we have a right to expect those standards of our public servants. It is disappointing, i think it is damaging, ithink is disappointing, i think it is damaging, i think it is despicable. Thank you very much indeed for coming on. The former head of the Civil Service Lord Kerslake is in our westminster studio for us now. Good evening. A sense from you first of all as to how damaging you think this all is. I think it is a grievously bad leak that reflects extremely poorly on those who did it. There will be some short term damage undoubtedly but a new long term, i agree with doctor liam fox that it will recover. What is in a sense more serious here is that it will potentially impact on the confidence of diplomats to do what they should do, which is to feed honestly and accurately what they find on the ground. If they worry that that will be leaked, then they will be more cautious, and thats not in our interests. Wherever they are in the world . Indeed. This is a point i would make, what was said in sir kim s memo was a generally known. A lot ofjournalists had said it but lets, for example, think of feeding back from another country where the issues are much more sensitive and the damage that is lea ked sensitive and the damage that is leaked could do. It is essential there is a confidential, reliably confidential process and i do sincerely hope that this investigation will find out who did it and action will be taken. Let me delve into that point because how effective is the process of looking into Something Like this . Clearly there have been leaks before. Do we look back and see a system that works by and large or not . Its quite hard to pin people down, i think that is true, but i think this is and does work. Its pretty robust. There are very experienced people there who know how to track down leaks people there who know how to track down lea ks of people there who know how to track down leaks of this nature and of course they have two on the go at the moment because of the equally bad, in my view, briefings out against the leader of the opposition, jeremy corbyn, so they have a lot on. What are the possible motivations here, do you think . M is really ha rd motivations here, do you think . M is really hard to see what they are, other than pure mischievousness. Some have said it might be too embarrassed sir kim i do not think anyone could seriously have thought it would truly damage the president. After all, there is a lot more and was being said in his own country about him. Its really genuinely difficult to see who it benefits from this very mischievous and damaging leak. The comments this afternoon, with a few exceptions, we re very afternoon, with a few exceptions, were very supportive of Sir Kim Darroch. I mentioned that quote from the president to liam fox who was clearly irritated by it. How much more difficult doesnt make his job in washington . The it will make it tougher, there is no question. Indeed, i think he is due to step down relatively soon. I think it would be grossly unfair for him to be punished for doing what he is now to do, feedback honestly. That would be completely wrong. But it will make his hard job much harder in this current period, no question. Thank you very much indeed for coming on. The headlines on bbc news. The foreign secretary has ordered an inquiry into a leak of emails from the uk ambassador to washington that are critical of the Trump Administration. Deutsche bank starts to make the first of 18 thousand job cuts including in london as part of a radical reorganisation. British airways is facing a record fine of 183 Million Pounds for a data breach the biggest penalty handed out by the information commissioner and the first to be made public since rules around personal data changed last year. Its after hackers attacked the Airlines Website last year and harvested details of around 500,000 customers. Ba says its surprised and disappointed by the penalty and is planning to appeal. Our Technology Correspondent Rory Cellan Jones has more. Back last september, British Airways revealed it had suffered what it called a sophisticated, malicious criminal attack on its website. Now it is facing a record fine over the attack which saw thousands of passengers having crucial data stolen. Many had to get their credit cards replaced, including this customer. I think overall, it was quite a surprise that an organisation the size of ba succumbed to a problem like this. What has been a bigger surprise has been the poor handling of it since, not really getting much detail on what the issue was and the overall effect. Around 500,000 people thought they were just buying a flight from the British Airways website, entering, crucially, payment card details. But the information commissioner found some of the traffic was diverted to a fraudulent website. They are blaming poor security arrangements at ba. The information commissioners previous record fine was the £500,000 penalty imposed on facebook over the Cambridge Analytica scandal. Now the watchdog plans to fine ba £183 million, the first big penalty levied under tough new data laws. But it could have been fined as much as 4 of its turnover, getting on for £500 million. This really just highlights the sharp teeth of the new Data Protection laws. It will be a wake up call to all of the businesses who have been trying to invent suitable security practices and Information Security practices to make themselves compliant or perhaps putting off the evil hour. British airways says it responded quickly to the criminal attack and there is no evidence passengers were defrauded. The company says it is surprised and disappointed by the information commissioners initialfindings. It now has 28 days to respond. Deutsche bank has made the first of the 18,000 job cuts announced yesterday as part of a radical reorganisation. Teams of share traders in tokyo and other offices in asia were told today that theirjobs were going. In london, some staff stayed away from work after being told their access to the banks building was being removed. We can cross to the city and speak to our economics correspondent andrew verity. What sort of level of clarity are you hearing there at the moment . Weve established that there was about 800 people who work for the Equities Trading division, the division that buys and sells shares, which is normally a core part of any investment activity. Deutsche bank has decided to get out of it com pletely has decided to get out of it completely so 800 people work in that division in london. That is going to shot. Those were some of the gloomierfaces i going to shot. Those were some of the gloomier faces i saw roundabout the gloomier faces i saw roundabout the cafe is and pubs that i popped into to have a diet coke or a coffee today. Some people saying its not a good time to be looking for work as a trader. Having said that, compared to other people, these traders are inafairly to other people, these traders are in a fairly good position. They make very good money while they are working. There isjust an ambulance going by. They make very good money while you they are working and they will get a nice, fat redundancy cheque when they leave but it can turn peoples lies upside down when they have been earning well, built their lives around it, big mortgage, school fees, and they can no longer afford to do that. A lot of these people will now be looking for other work. They have not been clear, Deutsche Bank, on precisely where else the axe will fall over the next three yea rs axe will fall over the next three years but we do know they will get rid of 18,000 people. The chief executive Christian Savings said this is the most radical restructuring of the bank in decades and they must get back to profitability. Christian saving. Every 2 euros, they make a return on that on just every 2 euros, they make a return on that onjust1 cent every 2 euros, they make a return on that on just1 cent per year which isa that on just1 cent per year which is a very poor return on equity they call it. The other thing is Deutsche Bank has been fined for some astonishing things, like Money Laundering controls being too lax, 10 billion of russian money coming west via Deutsche Bank and aidan did not seem to notice or ask the right questions about where the money came from or who their customer was. They are also fined for Interest Rate rigging and they have got into trouble for other things like sanctions busting like spying on people who are criticising them and over the years many fines and huge damage to their reputation. What they are saying is, weve been in too many games and we have not done then wealth is that we have to focus on being a good Old Fashioned corporate bank. Thank you. The scammers often get cash grants in behalf of claimants in return for a fee. The unsuspected claimants often find out the money is fraudulent only when their current benefits. , and they are left in debt having to repay the loan to the government. Lets talk to our social affairs correspondent. More on how this scam works first of all. Essentially what has happened is that the government in order to try and fix one problem, appear to have created another. When universal credit was designed, it was designed to pay people in arrears that would have to wait to get the money. That created real hardships for them. They made them wait five weeks rather than six. They also started publishing these advance lows that we re publishing these advance lows that were available and they made available much quicker so people could get the money they they actually applied for universal credit. There is nobody, no body checking the application. It is a pure Online System and scammers have found a way to go for that opportunity. According to some officials we have spoken to, in staggering ways. You have spoken to someone who needed cash and got drawn into all of this. A number of people who needed cash and what typically happens is that somebody comes forward and claims they are from thejob comes forward and claims they are from the job centre or perhaps offering a payday loan they can get access to money that then we will not have to be paid back or some of it will not. For instance, one woman was approached, the scammer made an application for universal credit on her behalf, she is £1500 into her account and he demanded a fee of £1000. She was happy about that because she was getting £500. A lot of those things that were completely fictitious that was said. We have sought online chat room discussions within the dwp itself which you have official saying, how many more times can claimant have children called ha, ha and ha. Oryou have can claimant have children called ha, ha and ha. Or you have someone called harry kane. You have University Students being targeted, 19 years old with six blind children. A fourth rights the loss of taxpayer money could be in the region of £20 million and that is believed to be a conservative estimate. What are the dwp doing to try and clamp down on this . They say they now have a team that is trying to spot these fraud cases and they have had one prosecution so far. They are encouraging people to be aware of the scammers but the really protective of their Bank Accounts because essentially the scam works by the money going into your bank account being visible through Online Banking and then the scammer being in front of that individual and demanding theirfee. In front of that individual and demanding their fee. Thank you very much indeed. Thank you very much. Hospital leaders in england say waiting lists for routine surgery have grown by as much as 50 per cent in some parts of the country, because of a dispute about the tax rules for senior doctors pensions. Consultants have begun refusing to work beyond their planned hours after receiving unexpected tax bills, following new pension rules in 2016 with those earning over one hundred and ten thousand pounds limited on contributions. Nhs providers which represents trusts says reports of delays are increasingly common, with consultants saying they cant afford to work extra shifts. Speaking in the house of commons in the last hour, chief secretary to the treasury liz truss said tax to apply to all professions. This house will recognise that the same tax rules must apply, identically, to everyone in the same situation and regardless of their employer. Its simply not possible to have different tax rules for senior clinicians in the nhs compared to everywhere else. I understand that the secretary of state for health and social care will publish a consultation on proposals for a new 50 50 pension flexibility for clinicians in the nhs scheme. 50 50 will give senior clinicians in england and wales are more choice over their pension accrual and so control tax charges. Welcome. Thank you for coming in. You you see this playing out value are working . With me now is dr helgijohannsson, who specialises in anaesthesia at the Imperial College healthcare nhs trust. I will call the colleague angela for this interview. Angela is a respected colleague in her mid 50s doing a heavy clinical workload and taking on the responsibility of leading her department. She had recently been subjected to a surprise enormous tax bill which she actually struggled to pay. If she wa nts to actually struggled to pay. If she wants to do extra work, and most of us wants to do extra work, and most of us actually want to help hospitals, not only because it is good for the nhs in general which we believe in but also because most of us enjoy our work and if she wants to do an extra days work for her hospital, at best she will earn £30 for the whole day. At worst, if she is in a particular part of the tax bracket, it will actually cost her an enormous amount of money to do that extra tables might work and that just does not make sense to me. What are you and others now saying should change here within the system to try and accommodate this differently . think essentially this is a very unfair part of the tax system and the law thats coming to place penalises doctors and notjust doctors but Public Employees who have a Pension Scheme with. Such as the nhs Pension Scheme. It penalises us for wanting to do extra work to help our colleagues out. Do you want a system whereby your profession is singled out in some way within the tax system . Not particularly. I think the Public Sector consultants like us should be treated similarly. If your salary goes up, if you take on an extra responsibility or more work, it doesnt make sense that you actually end up paying more. The difficulty with the argument, youre probably only too well aware of this, you speak about people who are pretty well paid and it is therefore hard to put forward an argument for changing your tax system which might be seen to be benefiting them when others are much lower paid. be seen to be benefiting them when others are much lower paid. I do not think any of us resent paying tax and personally i absolutely believe in paying tax. If i pay more, if i earn more rather, i should pay more in tax but it should be proportionate, it should not be that i take proportionate, it should not be that itake on proportionate, it should not be that i take on extra work and i get paid less by taking on extra work. This does not make any sense to me and i think its unfair. We sold trust speaking a moment im out with was there anything there that would make you think she is having a change of heart . There are a glimmer of hope make them as a hope but the 50 50 scheme does not make sense either. It is essentially making things easierfor me now it is essentially making things easier for me now but actually reducing my pension in the long term, andi reducing my pension in the long term, and i am paying the same amountjust term, and i am paying the same amount just over a longer term, and i am paying the same amountjust over a longer period of time, and im still paying to go to work. We must leave it there. Thank you very much indeed for coming in. Time for a look at the weather, with matt taylor. It has been a fine day for the master majority of us. Vast majority. With little over a fortnight to go until the new leader of the conservative party is announced, were looking at the policies being promoted by the two candidates. Tomorrow well hear about what borisjohnson is planning to do if he becomes Prime Minister, but today its the turn ofjeremy hunt and his campaign pledges. With me now is our reality check correspondent, chris morris to take us through some of the foreign secretarys campaign pledges. The obvious place to start, chris whatever either man wants to do, i think they brought know brexit is the only game in town. Mainly he wa nts to the only game in town. Mainly he wants to change the Withdrawal Agreement negotiated by the government of theresa may. He says it will be a new negotiating team and he thinks there will be an alternative deal renegotiated and ratified and then legislated for before the end of october. Thats a pretty tough ask given that the eu has said it does not want to renegotiate at all. One of the things he is trying to do is talking about Technological Solutions to resolve the age old problem with the irish border. The thing about technology is there are all sorts of things you can do to make trade easier with bar chords and radio frequency identification chords. Codes. None of it would make it as simple as it is no. There are about 30 different agencies operating at each border and they would all need to be put into one system which will not happen by the end of october. Does he want to leave the deal . Yes, but he says he would be prepared to leave an ordeal if necessary but with heavy heart. Leave with no deal. He says he will assessed whether a deal is possible and if not he will move to no deal planning with real purpose. The problem is there are plenty of mps including those from his own party who see no deal under any circumstance is admissible. Lets talk about what he would like to tax on what you would like to spend. People want to know about the pound in the pocket and saw mr hunt has a couple of eye catching suggestions for tax plans. Number one, corporation tax, the tax on company profits. He wants to cut it to 12 and a half percent. Is19 at the moment and will be cut to 70 next year. Cutting to 12 and a half percent, we reckon, and we have looked at the comments of the institute for fiscal studies, would cost about £13 billion per year to start was still quite a lot of money to find someone else. Another user friendly proposal for smaller businesses is to look at business rates. He wants 90 of businesses, high Street Retail operations, to penal business rates. The local tax you penal business rates. The local tax yu pay penal business rates. The local tax you pay only using a property for anything else other than a domestic purpose. That will probably cost more than £1 billion per year extra. Saw some tax cutting things people might like. You have to find the money elsewhere because there are also spending budgets alongside tax budgets. His big idea is to have a big rise in defence spending. He wa nts to big rise in defence spending. He wants to increase at over five years to two and a half percent of National Income which would cost probably about £15 billion extra by 2023. So another big pledge in spending money that would have to be found somewhere. We can talk now to singer songwriter Gabrielle Aplin she played at glastonbury this year and donated to oxfam the gold jumpsuit that she wore at the festival. Tell us more about the jumpsuit and what you are offering. tell us more about the jumpsuit and what you are offering. I am known to love a jumpsuit and i have too many of them. When i was asked by oxfam to be part of this campaign i guess i thought it was a Good Opportunity to give my jumpsuit i thought it was a Good Opportunity to give myjumpsuit to someone who may want it. We await the fate of the jumpsuit. Tell me the importance of the campaign more broadly. Why does it matter to you . For many reasons. I feel very strongly about re purpose and claws and i have a lwa ys re purpose and claws and i have always bought second hand for fun and when i was younger i couldnt afford new clause so i see the fun side of repurposing and making but for the environment a lot of cheap clothing is made out of synthetic materials. They are basically made out of plastic and we threw away and consume so much clothing. And it just gets sent to landfill so the more we can reuse and repurposed and bilayers and think about by less and think about the choices we make while purchasing and the people who made it. With fashion comes sweat shops and child labour a lot of the time andi shops and child labour a lot of the time and i think we can do a lot to help with those issues. When you look at the number of people who performed at glastonbury who are going along with this, what signal does that send . I think its great. I think artists speak out about things and there is usually a bit of a backlash but it is really nice to see everyone wanting to get involved. A lot of donations were made and i think it only helps the cause. You have not seen a backlash on this one, or have you . Not this one. I was really impressed with glastonbury this year. I think it was 90 of tents were taken. There was 90 of tents were taken. There was an issue before with people leaving tents there and they tend to be single use things. There was no plastic this year at glastonbury and i feel like people really plastic this year at glastonbury and ifeel like people really got plastic this year at glastonbury and i feel like people really got into it and there was no complaining and it and there was no complaining and it just felt lovely and felt really great and really clean. You hinted at this a moment ago. In your own everyday life this has been a matter of importance to you for a while. Will this make you look at that even more closely no in terms of how you behave in your own personal life . Absolutely, yeah. I really love making clauses well. I have been known to just buy fabrics and has been a lot of ways that goes with as well. Even making small changes to things i enjoy about not buying new cheap clause and buying second hand. Really thinking about everything i am using an for example i love fabric shops and the usually cell scraps and ends of rules and trying to use things that would end up in the bin. The usually cell scraps. Repurposed saying and dying and sewing patches on. It is something you can really enjoy. You may love something you thought you were going to throw away.
