1 0 in the fifa womens world cup. And at 5. 45pm, theres another chance to see simon mccoys extraordinary interview with d day veteran eric chardin, who took part in the landings aged just 19. Good afternoon. One of the candidates for the leadership of the conservative party, michael gove, says he deeply regrets taking cocaine more than 20 years ago. He told the daily mail that he had taken the drug at several social events while working as a journalist. He said it was a mistake but he didnt believe it should disqualify him from becoming prime minister. Peter saull reports. Michael gove has put himself out there like ten of his colleagues. I confirm that i will be putting my name forward to be prime minister. But he is now facing up to his past, admitting taking cocaine more than two decades ago. In his confession to the daily mail today, he says. He adds. One of the other would be leaders has some sympathy. I think michael set out that he made a mistake. It was a long time ago, people willjudge it as it is, but i do believe in a Second Chance society generally and its up for mps and colleagues, members, to decide, but i dont see it barring him from this race. And michael gove is not alone other candidates have admitted taking drugs themselves. The International Development secretary rory stewart apologised for smoking opium at a wedding in iran 15 years ago. The jetsetting foreign secretaryjeremy hunt has also learnt his lesson, telling the times he drank a cannabis infused drink while backpacking in india. Have you snorted cocaine . And then theres borisjohnson, who has faced questions in the past about claims he took cocaine while he was a student. I tried to, but unsuccessfully, a long time ago. Three years later, he said it was simply untrue he had taken cocaine. Equally fresh faced, this is michael gove in the late 1990s. Little did he know that 20 years hence, he would be a candidate for prime minister. Fast forward to now and with plenty of support among mps, he is considered a frontrunner. But if he makes it to the final two, will the tory membership conservative by name and often conservative by nature find it hard to forgive his past misdemeanours . And peter explained why mr gove may have decided to talk about his past. This is becoming a feature of the conservative leadership contest. The International Development secretary, rory stewart, talking about a wedding. Being passed an opium pipe. Saying he felt he had to smoke it due to politeness. Others making similar admissions of taking drugs, dominic rabb saying he smoked cannabis when he was at university. You saw the clip of borisjohnson as well when he was presenting have i got news back in 2005. This is a question that politicians are often asked, how did they behave and they were younger . Perhaps any former life as politicians and i think the kind of message you can take from michael gove today is, look, judge me on my record as a politician in parliament, because, remember politicians had passed lives. They were people before politicians. In terms of how he is handling it, how is he being received . I think the key question is how it goes down among the tory faithful out there in the country. Michael gove is a very popular figure within the conservative party in westminster. He is considered one of the favourites to get through to the final two. Those rounds of voting whittling down to the final two will begin on thursday. Hes got a lot of support within the parliamentary party, he ticks quite a lot of boxes for his colleagues. He has a wealth of experience in the cabinet. Hes also a brexiteer, which is clear criteria for a lot of people. But, you know, the clue is in the name as far as the conservative leadership goes. They are conservative and largely older in demographics. They may take a dimmer view than some of his conservative colleagues in westminster to some of his past misdemeanours. Joining me now is ian hamilton, a senior lecturer in addiction and Mental Health from the university of york. Thank you forjoining us here on bbc news. Are you surprised by the story . Not at all. When we thing about the number of people who use drugs in this country every year, it would be astonishing if members of the cabinet and other politicians arent using drugs. They like to remind us, dont they, they arejust one of us . If they are just one of us, they would just be doing the same as iran else and actually using the drug. Being one of us, taking the drug. Being one of us, taking the drugs, that is a criminal act, is in his . If we are hearing now, being forgiving, brushing aside, what is the real story here . Its interesting, is in its . Its not clear to me why hes decided to make the statement now. Unfortunately, he fits a bit of a pattern people confessing, or to clearly mps, in that its almost full of regret and remorse, when we know the vast majority people take drugs because. The majority of them do, so because. The majority of them do, so would be great or refreshing if michael gove and other mps and said, look, i really enjoyed the experience but ive grown out of it, oi experience but ive grown out of it, or is something i wouldnt want to do now . A lot of people are talking about this being a middle class drugs scourge. And then people will point out that if you were a young black man and youd been convicted of drug use, you would be in prison. Yeah, so theres an obvious disconnect, or difference, between what happens to people like michael gove when they confess to drug use and, as you point out, to people in certain groups. Not just and, as you point out, to people in certain groups. Notjust young black men but also working class men and women across the board. We know that the sanctions committee consequences of drug use are often far worse than the consequent is of drugs themselves, so what i want to know is, will michael gove be able to travel to america again . Americas very strict on a history of drug use, so it will be introducing whether hes able to go back and even get into the united states. Because if he was a normal member of the public, he would not be allowed. To exe have experience in addiction and Mental Health. How do you, or how would you like the story, to be taken how would you like the story, to be ta ken forward . The how would you like the story, to be taken forward . The reality is, drug use, those caught in the hell of addiction, its very different succulent is. A vast majority of people it is. Succulent is. A vast majority of people it is. Wouldnt it be great if michael gove, having made this admission, really knowledge that hes like everybody else, looked again at policy and drug policy, which desperately needs reevaluation and almost a start ain . Reevaluation and almost a start again . We are in the worst possible position where we vet this kind of collective political denial of drug use, and really harsh penalties for people who need help. So what im really concerned about is, the way that often people who develop problems and dontjust have the problems and dontjust have the problems with the drugs but also with the way that they are stigmatized, and that i think its in the way of them seeking treatment, and we have seen absolutely savage cuts to drug treatments in this country over the last few years. Its about time when we know people need treatment, theres fewer places available. I think michael gove could do some really positive about this and say hes going to be courageous enough to look again at drug policy and funding for drug some point i would like to know your opinion, then, on legislation surrounding cannabis. I would like to know your opinion. How do you think that should go . We have already seen a small change with that, havent we, with an opening up or a change in the law with Medicinal Cannabis . Were in the worst possible position at the moment with the law on cannabis. We need to accept the fact that millions of people use this drug every year and really it should be regulated. It should not be left to people who, criminals who essentially have no interest in the health and well being of users, so i would like to see cannabis regulated. That doesnt mean to say it would be a free flow. We thing about things of minimum age you can access it, taxation which is then used two funds treatment for a small never people who a problem, so i am certainly coming at it. Use it funds treatment. Ian hamilton, thank you so much for your time. The us President Donald Trump says the us and mexico have reached a deal on illegal migration. The american president had threatened to impose tariffs on all mexican imports from the start of next week unless action was taken to stem the flow of people crossing the border illegally. Will grant reports. Pourous, jungled, and nearly impossible to police. Every day, people move back and forth across the suchiate river, mexicos natural border with central america, on inflatable rafts. Many cross for work, commerce, even school. But for us bound migrants, its a crucial step on their arduous journey north. For now, punitive tariffs have been avoided. Yet few in mexico think the shaky piece on immigration will last. Yet few in mexico think the shaky peace on immigration will last. President Lopez Obrador has urged donald trump towards more dialogue, insisting that mexico has clamped down hard on illegal immigration in recent months. Still, so far, its made little difference. President trump continues to paint this as basically an unmanned gateway into the united states. Once inside mexico, the tough part begins. Mexico says its prepared to increase the deterrence by sending thousands more troops to its southern border. This week, some 500 migrants were detained, joining the more than 80,000 deported since december a huge jump on the previous year. Meanwhile, local immigration agencies are clearly overwhelmed and underfunded, as they struggle to provide basic services or help with asylum claims. Translation the first time, we dealt with around 20,000 migrants. We just didnt have the resources. The mayor of the town had to dip into her own pocket to help out. Typically, most migrants are from central america, though some have reached tapachula from half a world away democratic republic of congo, Central African republic, cameroon. Theyre all fleeing one thing in common violence. Theres war in cameroon. That is my reason that, i suppose, made me to leave cameroon. So i am trying to go to us because theres a lot of human rights in us. The group showed us disturbing images of their trip to the darien gap, one of the most hostile environments in the americas. Some of their travel companions never made it, they said. For mexico, this is a major issue. The mexican government, i feel, has been doing everything it can in the circumstances, and what we need is american cooperation, not unilateral threats. Mexico can ill afford an economic conflict with the us, its largest trading partner. A recession would surely increase immigration north, exacerbating the problem. Yet mexicans fear mr trump, whos recently cut aid to central america, isnt interested in the causes of immigration, only in seeing it stamped out. Willgrant is in mexico city for us now. Is this a win win for both sides, for america and for mexico . is this a win win for both sides, for america and for mexico . I think, ina sense, for america and for mexico . I think, in a sense, it is. Certainly mr trump is going to be pleased he is getting this reaction from mexico thousands of National Guard on the border, a commitment to tackling the Human Trafficking organisations that operate in this country, and also certain things on remaining in mexico while your asylum claim is going through in the united states. Those particular key for the trumpet ministration. I think mexico can afford to be pleased too. For the trump administration. The tariffs, their main objective. Just remind us, what was at risk for president obrador and mexico . How awful with these tariffs have been . Awful. Billions in trade heading north every year. Billions in trade heading north every yea r. If billions in trade heading north every year. If you imagine a 5 tariff on all of that, thats going to be initially painful thing for producers and manufacturers in this country. Whether or not thats avocados and tequila or carports, fridges, cars themselves, and the irony was that a lot of the components of these items were made in the us. Come south, assemble in mexico, and they go back north. They would have hurt American Consumers and american businesses as well, and that might have actually been the point that swung President Trump to not impose these tariffs. This could bea not impose these tariffs. This could be a very short lived hiatus for mexico. How large a task is it going to be for them to adhere to these conditions . I think the fear and mexico is that donald trump has not done something which is linked trade and immigration, and in the past that wasnt really the way that things were done. You treated each things were done. You treated each thing separately in terms of your bilateral relationship with your closest neighbour, your neighbour and one of your main allies. Mr trump has essentially said, if you dont do what i want you to do, on immigration, im going to hurt you in trade. I think mexico is particularly keen to break that relationship again and get things back onto a footing and way, say, look, lets Work Together on immigration and trade is a separate question. I things dumb i think things are shaky for now on i think we will see things progress i think things are kind of shaky for now. In 90 days time, well see how things are then. Will grant, thanks very much. Youre watching bbc news. A 16 year old boy has been arrested over a homophobic attack against two lesbians in london. I dont it will be the big stories. I dont it will be theresa may, i dont think well be theresa may, i dont think well be donald trump, i dont you will be politics come i dont think it will be brexit. Theyre aimed at catching so called boy racers revving their engines in quiet communities. Our Business Correspondent katy austin has more. People who live in the hampshire countryside are fed up of hearing things like this. Bikes roar. We have had readings over 100 decibels. Jonathan chairs a group that has campaigned for years for action against people who cause a racket with illegally modified exhausts. You dont live in a village with a main road going through it without expecting some noise. However, it is the anti social times that the noise is made, particularly in the summer months, when the windows of houses are open because it is too hot to sleep otherwise. Cars and motorbikes already have to meet strict noise level requirements before they are allowed on the road, and they shouldnt be modified to make them noisier. The police already enforce the existing rules where they can, but the government is looking at using new technology to crack down on excessively noisy vehicles. It says acoustic cameras would probably work a bit like speed cameras. The noise from the vehicle would be picked up by a microphone. If it picked up noise above a certain level, yet to be decided, it would trigger one or more cameras to capture a Registration Number and other images. An alert would then be sent, prompting a fine to be issued. This technology could provide an alternative to make sure those communities are protected against excessive noise, that people who acting illegally are prosecuted, it is a simple and easy way of doing it. Why are you not simply giving the police more money or powers to tackle it themselves . Its about using Smart Technology to find different ways for the police to enforce the law. We asked some bikers in hampshire what they thought. I like the sound of a good bike exhaust, but i also get irritated by excessive noise from bikes. Bikes can be noisy, and that is part of the thrill of it. I know it can cause people some concern, but personally, i try and keep to the law, keep to the speed limit, and dont cause too much noise. Campaigners like jonathan would like to see more evidence about exactly how a noise camera would work. Im not convinced. Well have to wait and see what the results of tests and trials by Hampshire Police in this case, if they are prepared to do that, then we would be interested to know how they get on. The government will now develop its noise camera idea and decide where to trial them. Trials will include deciding exactly how loud vehicle would have to be to earn its owner a fine.
