The government has warned it will cut funding to oxfam if it cannot fully explain its handling of reports of Sexual Misconduct by aid workers in haiti. Its handling of reports of sexual the International Development secretary, penny mordant, accused the charity of a failure of moral leadership, and of having lied to her department. Of moral leadership, and of having oxfam, which received £32 million from the government in the last financial year, has announced new measures, for the prevention and handling of Sexual Misconduct cases. Our correspondent Angus Crawford has the details. First haiti, now chad, one of the poorest countries on earth. New allegations that oxfam workers paid local women for sex. The charity says it is shocked and dismayed but cant confirm the reports. And dismayed but cant the head of the mission at the time, roland van hauwermeiren, was the same man who, five years later in haiti, resigned after admitting using prostitutes. Five years later in haiti, resigned four others were sacked. Five years later in haiti, resigned as the scandal grows, the International Development secretary, Penny Mordaunt, has sent a strong warning to all British Charities receiving public money they will lose the cash if they cant show a robust approach to safeguarding. If they cant show a robust i am very clear, it doesnt matter whether you have a whistle blowing hotline, it does not matter if you have got good safeguarding practices in place, if the moral leadership at the top of the organisation is not there, we cannot have you as a partner. She said oxfam didnt give her department the full facts about what happened in haiti. Give her department the full facts its about, was there any harm done . Give her department the full facts was there any involvement of the beneficiaries of aid involved . Was there any impact on them . The beneficiaries of aid involved . And they told us categorically no. The beneficiaries of aid involved . And they also told us. The beneficiaries of aid involved . That was a lie, wasnt it . The beneficiaries of aid involved . They also told us. The beneficiaries of aid involved . That was a lie, wasnt it . The beneficiaries of aid involved . Well, quite. The beneficiaries of aid involved . At a meeting tomorrow, the charity will be given one last chance or be stripped of its taxpayer funding. Bbc news asked oxfam for an interview. The request was refused. For an interview. But in a statement, its trustees announced a series of reforms to strengthen the vetting and recruitment of staff, set up an external whistle blowing helpline, and bring in mandatory safeguarding training for new employees. There have been more revelations about other charities, too. Reports that christian aid, save the children and the British Red Cross have all investigated staff over Sexual Misconduct allegations. Staff over sexual some who know the sector well arent surprised. People need to realise that the vast majority of aid work in crisis situations is extraordinary, it saves lives, it helps people who are very vulnerable, but aid agencies need to do more so that the best people are going into these areas, they are monitored, and these people who are very vulnerable, they have a voice too in how this unfolds. The government is now demanding every charity receiving taxpayers money disclose all past and current cases of Sexual Misconduct. A scandal affecting one charity is now threatening to engulf the entire sector. Charity is now threatening Angus Crawford, bbc news. Charity is now threatening our Diplomatic Correspondent James Landale is with me. As landale is with me. We were hearing, reports that its notjust oxfam as we were hearing, reports that its notjust oxfam who has had to deal with Sexual Misconduct allegations. How big a problem is allegations. How big a problem is all of this for the sector . allegations. How big a problem is all of this for the sector . I think its very serious, theres clearly a debate about how systemic the problem is. People like priti patel, the former international develin secretary, saying there is a culture of denial in the aid sector about exploitation. Others say that haiti was exceptional, it is wrong to tie the whole industry. The problem is this, aid workers operate in extreme circumstances and the chain of command get very stretched. Temporary workers, local hires, short Term Contract and you have primarily men with very large wallets a nd primarily men with very large wallets and a lot of influence. In that environment the abuse is taking place. Penny mordaunt, the International Develop the secretary wa nts to International Develop the secretary wants to deal with this when she falls in the oxfam senior managers, to say look, what are you doing about accountability, safeguards, vetting, to make sure this doesnt happen again . The reason Penny Mordaunt is threatening to withdraw funding not just from mordaunt is threatening to withdraw funding notjust from oxfam but all charities that receive taxpayers money is because this has reopened a political debate about britains £13 billion aid budget. To sun, a demonstration of global reach and soft power, but to others, a waste of money which should be spent at home to some people. The government says we are spending it better, less fraud and waste, all of those things. Its harder to make that argument when you have oxfam workers spending taxpayers money on orgies with young prostitutes. Thank you forjoining us. For victims of this crash and the the Prime Minister and senior members of her cabinet are to give a series of speeches in the coming weeks giving more details of the governments brexit plans. It follows criticism that not enough is known about what the future relationship might be, once the uk leaves the European Union. Once the uk leaves our Political Correspondent iain watson is in downing street for us tonight. Watson is in downing the watson is in downing government is keen to get or front the government is keen to get on the front foot in all of this. What are their chances of success . Their critics have been saying the Prime Minister has been clicking the can down the road on the brexit negotiations. That. , in the next three weeks the political equivalent ofa tin three weeks the political equivalent of a tin opener will be brought out, she will set out her vision of the relationship she wants with the European Union and between now and then, ministers will be filling in then, ministers will be filling in the detail. There is a snag, before you can get to that, the tricky task of negotiating a transition period immediately after brexit for up to two years must be completed and it looked as if a span was thrown in the works by the European Commission when they produced a paper suggesting britain would face sanctions unless it followed all eu rules during that time. David davies the brexit secretary accused them of bad faith. Tonight im holed there is growing confidence that the European Commission will change its approach. David davis is going to tour the european capitals, putting pressure on them to pressure the commission to get a good deal. Tonight the European Commission repeated that it was sticking to its line that a transition period is not a given and that phrase sends shivers up the spine of british businesses. A new day begins. Fergal keane reports. This was the place where south africans first greeted a free nelson mandela. South africans first and they knew their land was on the verge of transformation. Today, the man whos promised to restore mandelas legacy, Cyril Ramaphosa, walked in his footsteps. 28 years ago on this day, ramaphosa stood alongside mandela on this balcony and introduced him to the world. Long live the spirit of nelson mandela. Long live. Of nelson mandela. Now, very deliberately, strategically, mandela is invoked, to condemn the excesses under president jacob zuma. Nelson mandela was totally committed against corruption, against theft, against the robbery of the assets of our people. We will continue with his legacy. Of the assets of our people. For the last week, Cyril Ramaphosa and jacob zuma have been negotiating the state president s exit strategy. It seems to come down to the sequencing of his departure. This is a commemoration but frankly it feels like the beginning of a coronation because Cyril Ramaphosa has given the clearest signal yet that the age ofjacob zuma is coming to an end. Tomorrow, the Ancs National executive Committee Meets and many people here expect and hope that very soon, Cyril Ramaphosa will be this countrys president. Very soon, Cyril Ramaphosa will be i caught up with him as he left cape town. Mr ramaphosa, is tomorrow d day . As he left cape town. Well talk to you after that. As he left cape town. Thank you. Fergal keane, bbc news, cape town. Of freedom betrayed too often. A helicopter has crashed in the grand canyon in america killing five people. At least four others were hurt. The cause of the crash is not yet known. A report commissioned by mps says Many Councils in england dont offer adequate help to the children of parents, with serious drink problems. Help to the children of parents, it says alcohol is a factor in 37 help to the children of parents, of cases of children dying or suffering serious injury at the hands of their parents. Or suffering serious injury the foreign secretary borisjohnson or suffering serious injury has held talks with myanmars leader Aung San Suu Kyi over the rohingya refugee crisis. Aung san suu kyi over hundreds of thousands of people have been forced to leave myanmar, seeking shelter in neighbouring bangladesh, following a military crackdown, and violence from pro government militias. Mrjohnson has called for the safe return of all refugees to their homes, and a full investigation into the violence in rakhine state. And a full investigation Reeta Chakrabarti is travelling with the foreign secretary. Her report does contain some flash photography. Among the burnt out remains of a rohingya home, borisjohnson took in a chilling sight, the charred remains of a former life. Sight, the charred he found this site himself although his visit to this region was heavily controlled by the myanmar authorities. Can you work out where the house was . He travelled from village to village by helicopter. From the air you could see whole areas razed to the ground. It is where the Myanmar Military and buddhist mobs are accused of pogroms against the muslim rohingya. These pictures of burning villages in the area were filmed by the bbc last year. In the area were filmed you genuinely have no idea who did it . Some rohingya are still here and were brought out by the myanmar authorities to speak to boris johnson. All denied any knowledge of who had destroyed their village. This habitation has clearly been burnt out and deserted. One of the rohingya villagers that i spoke to a little earlier told me in english, i hope you understand, we are in a very bad situation and unhappy. He didnt dare tell me who had burnt this village. One government minister accompanying us told me it was what he called rohingya terrorists who turned on their own people and set fire to their homes. On their own people and set what do you think happened here . On their own people and set a terrorist attack against them. On their own people and set definitely that. On their own people and set earlier in the capital, a meeting with Aung San Suu Kyi, who has attracted International Condemnation for not speaking up for the rohingya. Condemnation for not speaking we were told we couldnt question her. I tried but we were stopped. Question her. Could we just ask what you are expecting from these talks . Expecting from these we would be happy to talk to you afterwards. Later, i asked the foreign secretary what came of their talks. I dont think it has come through to her, the whole extent, the horror of what has happened. Through to her, the whole extent, it is absolutely devastating and i think what is needed now is some leadership. And i think what is needed some calm, but some leadership, working with the un agencies to get these people back home. Working with the un agencies to get but this is what awaits any rohingya who do come back. A settlement with high fences and barbed wire. The myanmar government calls this a reception centre. To date, no one has returned to live here. Reeta chakra barti, bbc news, myanmar. Now, with all the sport, heres Lizzie Greenwood hughes, at the bbc sport centre. Lets get more now on our main story the warning from the government that it will cut funding to oxfam if it cannot fully explain its handling of reports of Sexual Misconduct by aid workers in haiti. The sunday times reported today that around 120 aid workers working for different organisations, notjust oxfam, have been accused over the last year of a range of offences. Andrew macleod is a visiting professor at Kings College london and currently works for the charity hear their cries, which fights sexual exploitation. He was asked if that was an accurate figure. No, its really the tip of the iceberg. We estimate there are about 60,000 victims of the Un Peacekeeping alone in the last ten years. To see that calculation, go to www. Heartheircries. Org. I was an aid worker, i spent the 90s in yugoslavia and rwanda, i spent the 2000s in pakistan and afghanistan, and i know the industry very well. The problem is that you have a lot of white men in positions of power, with a lot of wealth, going to underprivileged countries where the rule of law has broken down, and abuse takes place. Weve got to understand, for the mums and dads, your good viewers who want their taxpayer dollars or charitable donations to go to good, we have a duty to make sure that good is done. The vast majority of aid workers are good people, but like the catholic church, there is a small number of people that are doing the most heinous acts, and we only know that a charity is taking it seriously not if they report to the charity commission, but if they report to the police. These people are breaking british sex tourism laws and need to go to jail. And well find out how this story and many others are covered in tomorrows front pages at 10 30 and 11 30pm this evening in the papers our guests joining me tonight are parliamentary journalist, tony grew and the entertainment journalist, caroline frost. South koreas Prime Minister has indicated that certain conditions need to be met before the countrys president can accept an offer to meet the north korean leader, kim jong un. More talks were held on sunday with the delegation from pyongyang the south said they were frank and candid. Kim jong uns sister, kim yo jong, has now left south korea after the highest level visit from the north since the korean war. Our correspondent Stephen Mcdonell is in seoul and has more. Opinions are definitely divided here in seoul and right across south korea as to the way forward in terms of how the government here should treat north korea. Essentially, the debate goes, more engagement or keep trying to freeze them out . Of course, its more complicated than that and some would say you can still have a dialogue while maintaining maximum pressure in terms of sanctions. And i guess this is what the government of moonjae in would say to the trump administration. They had essentially urged the south korean government to not up its dialogue with the north, and yet moonjae in came to power here saying he would try and communicate with the north. So he would say i have a mandate to at least attempt some kind of communication. You mentioned the sister of the north korean leader, kim yo jong, and the fact that there has been so much attention on her here. Part of it is just seeing her. We know nothing about these leaders in north korea. There has been a bit of a misunderstanding from some in the general public about why are you giving this despotic regime so much coverage . Well, because it is such big news here. It doesnt mean a lot of people like the north korean government or that theyre letting them off the hook in terms of human rights abuses or their nuclear weapons. Its just that they would love to know. You mentioned before that she had said that she expected the south to be more unusual. Thats because people in north korea are. Well, brainwashed into thinking that there are all sorts of evils to be found in the south. You would love to know what she really thinks about whats going on here. Thats why wherever she goes, the cameras are following her facial expressions, trying to guess what is going on in her mind, because she will be going back and reporting to her brother, i saw this and that, and this is the type of response we got. So, absolutely Game Changing communication between north and south korea at these Winter Olympics, nothing short of that. Time for a look at the weather now. Sunday was a better day than saturday for most of us. There was more sunshine in the forecast, despite it being cold and blustery. This evening, wintry showers will continue across Western Areas and for many eastern areas, it will turn frosty. The speckles on the satellite picture are all those wintry showers pouring down from the north west in a cold, polar maritime airstream. It really will be cold tonight and tomorrow. Plenty of snow showers across the west, particularly western scotland and Northern Ireland, where the accumulations will continue. The odd one may travel into the midlands, but generally, central and southern parts of england and eastern scotland should stay dry and very cold. Sub zero values across the board, with a risk of ice on monday morning. Monday is not looking too bad. We have a ridge of High Pressure in south west ahead of this weather system which will arrive on monday evening. Monday itself will be cold, but there will be sunshine for england and wales and much of eastern scotland. A few wintry showers across the western hills, mostly across western scotland. Looks drier in Northern Ireland by the end of the day, but the wind will pick up here ahead of the weather front which will come sweeping in during the evening to bring a mixture of rain, sleet and snow. Disruptive snow is likely as it continues to move eastwards over the Higher Ground of northern england, the pennines and central and southern scotland. It will be windy, with gales around, a0 to 60 mile an hour gusts, particularly over the hills. Tuesday morning could bring disruption from the snow and ice across northern england, central and southern scotland. Keep an eye on your Weather Forecast before you head out. Eastern areas will stay damp as the weather front clears away further west and it brightens up again with sunshine and wintry showers. We do it all again on wednesday. The next weather system comes sweeping in from the south west to bring windy weather with gales and rain, sleet and snow. The sleet and snow will be confined to the hills of the far north of england and scotland again as we see a little less cold air associated with this weather system, but there will be a lot of rain around
