Pyongyangs oil imports as punishment for its recent Ballistic Missile tests. Two south american football executives are found guilty of multiple charges at a us trial into corruption in the sports governing body fifa. Sir bruce forsyth, liz dawn and sir roger moore just a few of those who left us this year, and whose lives are celebrated in review 2017. We remember thats in half an hour. Good evening and welcome to bbc news. The first visit by a British Foreign minister to moscow for five years has ended in public disagreement, with russia accusing the uk of fabricating allegations against it. Boris johnsons visit was intended to try to repair what both sides acknowledge is a low point in relations between the two countries. Mrjohnson accused russia of meddling in the uk election and brexit referendum the Russian Foreign minister Sergei Lavrov said mrjohnson was making that up and criticised the uk for making what he called a series of aggressive and insulting public statements about russia. Our Diplomatic Correspondent James Robbins reports from moscow. Handshakes can be deceptive. True, this foreign secretary has broken a five year british boycott of visits to moscow. But when russias Sergei Lavrov says he wants a return to business as usual, Boris Johnson says thats impossible. As you rightly say, sergei, things are not easy between us at the moment. The talks aired the grievances on both sides and examined space for a limited cooperation, by supporting the Iran Nuclear Deal together, and opposing the Nuclear Threat from north korea. But deep disagreements remain. At theirjoint news conference, that was stark. For all the attempts at banter, there was a seriousness when Sergei Lavrov tried to brush off british allegations of russian meddling in foreign elections. Translation my neighbour, Boris Johnson, recently stated he had no evidence that russia meddled in the referendum on the withdrawal of britain from the European Union. Not successfully. Not successfully, i think is the word. Not successfully is the word that i think you need to introduce. Translation you see . He is scared if he doesnt disagree with me, his reputation will be ruined in the media at home. Sergei, its your reputation im worried about. But this was dark, serious humour. When borisjohnson was asked if he trusted russias foreign minister, he tried to make light of that. You know, its a measure of my trust that as soon as i got into this excellent foreign ministry, i immediately handed my coat, my hat, my gloves and indeed everything that was in my pockets, secret or otherwise, to Sergei Lavrov. Translation i can say there was nothing in the pockets of boris coat. So how did relations go from bad to worse . Russias use of radioactive poison to murder Alexander Litvinenko in the middle of london started the slide. Three years ago, russias annexation of crimea and interference in ukraine, provoked tough eu sanctions strongly backed by britain. Then last month, theresa may accused russia of Cyber Espionage and meddling in the elections. Britain says it has cyber weaponry to retaliate if attacks get worse. So, striding across red square, the foreign secretary was no mere tourist. He was nodding to russias historic greatness, while pressing for a radical change of direction. Coming here to red square, Boris Johnson insists he loves russia. He points to his name, the fact he has russian ancestry. What he doesnt love is the present russian government. So, paying his tribute at the tomb of russias unknown soldier had a particular symbolism. Britain and russia fought together against hitler as allies. Restoring that closeness now seems a long way off. And well find out how this story and many others are covered in tomorrows front pages at 10 40 this evening in the papers our guests joining me tonight are martin bentham, Home Affairs Editor of the Evening Standard and the political strategist jo tanner. The former leader of catalonia who was sacked for declaring independence from spain has called for talks with the National Government after separatists won a majority in new regional elections. Carles puigdemont, who was in belgium to avoid prosecution on sedition charges, set only dialogue could end the political crisis. Mariano rajoy said he would talk to whoever led the new catalonian government, but only if they obeyed the law. Heres james reynolds. Catalonias Pro Independence voters enjoyed their victory. And now they want their power back. Starting with the return from exile of their deposed leader, Carles Puigdemont. But he cantjust fly back from belgium. He faces arrest in spain on the charge of rebellion. So, from brussels this afternoon, mr puigdemont had a message for spain lets talk. We want to be an independent state. This is the wish of the catalan people. The next step is to talk with president Mariano Rajoy. We need to find new ways, the political solution to our crisis between the spanish state and catalonia. That offer doesnt interest spains leader. This afternoon, Mariano Rajoy made it clear, if Carles Puigdemont isnt here, he cant talk to him. Translation i will have to talk with the person who actually occupies that office of president of the catalan regional government. For this to happen, they need to take up their seat and be in a position to talk with me. There then followed months ofargument, protest, debate, emergency measures, and then the vote. Now, catalans find that they are right back to where they were when the crisis began. Nobody has really changed sides. For now, the local government headquarters here awaits its permanent occupant. The man who won this election cant come to take up his old job. The law says that all sides now have until april to decide what to do next. James reynolds, bbc news, barcelona. 0ur correspondent, tim wilcox, has spent the day in barcelona, where hes been getting reaction to todays developments. Name orfag name or fag robotlike Mariano Rajoy would like dialogue with whoever takes the biggest grouping here. The biggest grouping here. Lets talk to a professor of economic at the university here and a pro separatist supporter. Will Carles Puigdemont be pragmatic, grown up, wise enough to actually reach out and meet the spanish authorities halfway to bring about some sort of change, because the status quo cannot continue, can it . Well, we dont know. First he will have to be elected, no . Then he has been offering dialogue and meeting with president rajoy. But will he put independence to one side to bring about some sort of movement here to allow the country to move forward . This is doing huge damage, according to madrid authorities, to the spanish economy. They have to negotiate with the other party. They are very tight. There is also a coup. First they must agree in what sort of proposal they are going to make. One of the parties has 32 seats. Puigdemonts party has 34. What more could madrid offer the separatist grouping, short of independence . Well, its up to them to make a proposal. What do the separatists want . Independence. It is the others who have to offer something. They have independence in their programme. They already organised a referendum. They ran for the elections. They won again. If the others have something to offer it is up to them to make a proposal. Its up to them. Thank you very much indeed. So, after three months of turmoil, mass demonstrations, hundreds of thousands of people out on the street, either pro or against separatism from spain, we are really back at where we started. The United Nations Security Council has passed tough new sanctions on north korea that will cut oil supplies vital for pyongyangs missile and nuclear programmes. With chinas backing, the Council Unanimously adopted the us drafted resolution that also forces the repatriation of north korean workers abroad, cutting off another revenue stream of kim jong uns regime. Its the third time sanctions have been imposed on north korea this year, following a series of missile tests. Heres what the Us Ambassador to the un, nikki haley had to say a short time ago. Today for the tenth time this council stand united against a north korean regime that rejects the pursuit of peace. The regime continues to defy the resolutions of this council, the norms of civilised behaviour, and the patience of the International Community. Their arrogance and hostility to anything productive has set their country on a destructive path. We can speak to our United Nations reporter who is in new york, tough words there, give us a flavour of the debate overall. As you said, nikki haley promised kimjong un that further defiance would mean further isolation and further punishment from the United Nations Security Council and we saw a united voice, the fact that this resolution passed with the support of china really shows that the International Community is very concerned about the threat of war on the Korean Peninsula and there have been no good options on how to deal with this issue so diplomats said this was trying to exert maximum pressure on kim jong uns regime to was trying to exert maximum pressure on kimjong uns regime to get was trying to exert maximum pressure on kim jong uns regime to get them to negotiate and to get them to roll back their nuclear programme, chinas ambassador was very clear that this resolution was passed because they were concerned but that negotiations needed to start soon and he repeated his claim that china has sacrificed more than any other nation in imposing the sanctions on north korea because the United States had questioned chinas commitment to peace urging them to cut these oil imports and again the Chinese Ambassador said there should not be any unilateral actions outside of the Security Council and every party should work towards getting negotiations underway. Behind the scenes, how hopeful are they that this will work in terms of exerting the right pressure on pyongyang . This is the tenth sanctions resolution on north korea and the Security Council and none of them have convinced kimjong un and the Security Council and none of them have convinced kim jong un to abandon his programme. I asked diplomats that, i said, if he thinks this programme is so essential to his survival, what makes you think the sanctions will do anything else. The diplomat said at the very least this will be able to restrict his ability to carry out Nuclear Tests and to have the military programme in place, and it will certainly hurt his struggling economy so that is the hope from diplomats, that if it is not a complete reversal, at least it will restrict his programme. Thanks forjoining us. Our United Nations reporter there. The first visit by a British Foreign minister to moscow for five years ends in a public spat as russia accuses the uk of making up allegations of election tampering. 5 . 33. 1; 12 . {iii a . Two of the worlds most powerful former football officials have been found guilty of corruption in a us court this evening. Theyre the first verdicts from an american led probe into the sports world governing body fifa. Our sports news correspondent Richard Conway is following the trial in new york. A partial verdict delivered, involving three of the most powerful men in World Football once upon a time, the former head of the Brazilian Football Federation has been found guilty on six out of the seven accounts he faced for fraud and bribery charges, and the former head of the confederation which ran football in south america, guilty on three out of five of the similar charges that he faced, and the head of the peruvian fa faced one charge of the peruvian fa faced one charge of racketeering conspiracy and that is still undecided and the jury will go away for the weekend and the christmas and come back on tuesday and continue their deliberations on that, but this is a big test for the american prosecutors. They started his progress in may 2015 with those dramatic dawn raids in switzerland, fifa officials being arrested, and since then they have tried to pursue this investigation which has been in court for the last five weeks and now we know the jury has come back, delivering those guilty verdicts, partially against two of them, with one can still be next week. A group of mps has called for a deposit scheme for plastic bottles, to try to reduce pollution in the oceans. The Commons Environmental Audit Committee suggested a deposit of between ten and 20 pence per bottle, which would be refunded when the bottle is returned. Its also called for more public water fountains, so that people can top up refillable bottles. Heres our environment analyst, roger harrabin. The uk uses around 13 billion plastic bottles every year. Nearly half are put into landfill, incinerated or left as litter. Many ultimately find their way into the sea. The mps are urging the government to introduce a deposit and return scheme for bottles as soon as possible. They want a new rule obliging all cafes, pubs and restaurants to provide free tap water so people can top up their own refillable bottles. And they want many more public water fountains. We want people to think before they leave the house, will i be needing water . To re use the bottles theyve got. We want people to be able to fill up for free in cafes and restaurants. And we want then to capture the bottles that we do use, so we have a sustainable, resource efficient economy. But crucially, so that we end up with far fewer of these bottles in our streets and on our beaches and in the sea. The mps also propose a sliding scale of charges on Plastic Packaging so firms using easy to recycle materials pay least, and those using complex materials pay most. Ministers say theyre consulting with firms to find the best solutions to what they acknowledge is a serious problem with plastic waste. Roger harrabin, bbc news. Ten members of a moped gang from london have beenjailed for between seven and 18 years for a series of smash and grab raids on mobile phone shops. The judge at Blackfriars Crown court said the robberies had been meticulously planned and that nothing and no one was allowed to stand in the gangs way. West Yorkshire Police say the blast happened just before three oclock this afternoon at a house on silk mill drive in tinshill, just north of the city centre. British passport covers are to revert to blue once britain leaves the European Union in 2019. The current burgundy passports will continue to be issued until then, but without the eu insignia. The home office says the new blue passport will be more high tech and secure to prevent fraud and forgery. Our Home Affairs Correspondent tom symonds reports. The Great British passport shortly to be available not in european burgundy because, it turns out, brexit means blue. 0n the passport, the eu word is nowhere to be seen. Some will rejoice. But i passport proclaims the reality of what we are, where we feel we belong, and for some people pocket sized burgundy simply isnt british. The passport is something that so many people still have fond memories of, their british passport, the blue companion on your travels for many years and im pleased to be able to let people know that were going back to back classic blue and gold design. Not quite. The classic 19805 gold design. Not quite. The classic 1980s passport was bigger, hardback, the eu one was definitely easier to slip into a shirt pocket, and the new british passport will be broadly of the same design. The government says the new colour wont cost any more, passports are redesigning regularly to make them harder to forge. The blue one will start appearing in 2019 as passports are renewed. Tom symonds, bbc news. Following the Manchester Arena bomb poet tony walsh found words were there were no words. His poem this is the place caught the mood and the defiance of a city which refused to be cowed. As 2017 comes to an end and we look ahead to the new year north west tonight asked tony to write a new poem. Something which marks the events of the year gone by but also celebrates the spirit of the region. Its called up ere. From up ere you can see it all, in here and here you can. Cheshire, liverpool, manchester, lancashire, cumbria, isle of man. From the front page to the back page, from the north, south, east and west. For lots of reasons, what a region, great by any test. Historic here, magnificent and wonderfully wild, an iconic here. Elegant and so stunning. How its styled. Wheels turning here, real burning here, rewriting the rules. Such learning here, much yearning here, for cutting edge and cool. 0ur engineering, architecture, ancient with the modern, ourfinest minds, theirfine designs, once seen but not forgotten. Such scenery, much greenery, machinery and science. Ill never walk a loneliness, our love shown as defiance. Oh, but what a year, here. What a year. 0ur passion and our pride, we fought and grafted, longed and laughed. We partied and weve cried. 0ur victories and our memories and the history weve made. The way weve loved and lost and soared and sang and hurt and prayed. With such stories. And much glory. But our flowers and our pain. We got muddied, bloodied, flooded, but we got back up again. Still making changes, making progress, making history still. But weve never stopped believing in together, never will. And some things run right through us, just like sticks of blackpool rock. Courage, kindness, humour, hope. Sometimes its all weve got. 0ur grit determined nation, our communities stood strong and the whole world hears the spirit of our cities in our song. And we look out to a new year now, we make our resolutions, we resolve to solve with all involved, inclusive new solutions. And we look out at this patchwork, at our people and our places, at our region as a legion of so many faiths and faces. Our friends and neighbours, colleagues, children, grandkids. Me and you. Were counting on each other. 96. And 22. Take our passion, our compassion, as we hold our loved ones tight and make our love a towering beacon across the northwest tonight. Tony walsh reciting his own poem. Now the weather forecast.
