And at least four Police Forces dont have any fixed speed cameras at all. Alan clayton reports. For motorists caught out by them, they infuriate and bring a hefty fine. Safety campaigners argue speed cameras are lifesavers. New Research Suggests only around half of the luminous boxes throughout the uk are operational. The press association sent a freedom of information request to all of the 45 forces asking how many fixed speed cameras they had and how many were active. The 36 which responded had a total of 2,838 cameras, of which only 52 were working. Forces in cleveland, durham and North Yorkshire said none of their fixed speed cameras were active. While northants said it turned its cameras off six years ago but left them in place to deter speeding. Those than replied said they used mobile speed cameras and regularly reviewed which cameras were turned on. I suspect in this case there thinking that the yellow boxes are there, theyre sending out the message that motorists ought to be recognising about risky roads, but theyre also increasingly looking to more advanced technology such as average speed cameras, or indeed better engineering of the road, which might have a more beneficial affect. The National PoliceChiefs Council said the decision to use cameras was an operational matter and that all forces have individual responsibility for their use of the cameras. Alan clayton, bbc news. More now on our top story the Sexual Harassment allegations at westminster. A short while ago the shadow foreign secretary Emily Thornberry has been speaking about the issue. She says she feels ashamed that the sort of behaviour that is being exposed to be happening within her own party and she says more must be done so that young people can feel co mforta ble done so that young people can feel comfortable and safe. There was a problem with harassment of women in all aspects of our society and westminster is part of that. I think in westminster as well things are changing but there is still quite a majority of sort of older, powerful men, and younger, ambitious young men, and younger, ambitious young men and women and that, plus drink, plus everything else, there is no excuse for it, but i think there is a power relationship and i think some of the men abuse it. You have beenin some of the men abuse it. You have been in politics for a long time, have you experienced this first time a first hand . Have you experienced this first time a firsthand . Yes. I experienced it in all parts of my life but not as much when i get older but certainly when i was younger, of course . In what form is . You mean, apart from being groped and flashed out in the street, there is all of that . That has happened you . It has happened to me, it has happened to everyone. It happens to all of us, ask all the women in this room, of course it does. Then there is the point about being assaulted by people who you are close to or you have acquaintances with, that is different. Then there is a more su btle different. Then there is a more subtle power relationship, i think, which is quite difficult to know what you do about, older and powerful man saying, do you want to be my friend, because if you want to be my friend, because if you want to be my friend i will be your friend, if you want a hand then i can help you but i expect you to be close, that kind of thing, which is horrible, and it puts all kinds of things onto the victim of that when actually it is the bloke taking the advantage of the situation. Sometimes, of course, you even get a situation where women judge other younger women who says she is doing well because she must have slept with someone. That is horrible because the focus is all on the young woman and not on the bloke who was taking advantage of young women. Do you still see that happening in the corridors of power, in front of you in westminster . I am not so aware of it these days but i dont pretend for a moment that it doesnt happen because this is how these things work and it shouldnt. Now we have a woman Prime Minister and more women in politics and 45 of labour mps are women these days, i think things are starting to change and there is a Younger Generation who are not prepared to put up with it in the way that frankly my generation did. Wejust in the way that frankly my generation did. We just saw it as the norm, and i am really proud of the norm, and i am really proud of the Younger Generation that doesnt put up with it so much. What we need to do, i think within the labour party, pa rt of to do, i think within the labour party, part of the things that we need to do is we need to make sure that our youngsters know that we will listen to them and we will help and that it is not acceptable and that they dont need to put up with any of it. We have to say no to this and they will find friends and allies, people like me who will not put up with this. Some of the things i have heard in the last week have been so disgusting and i am ashamed that this could happen in the labour party. It happens up and down the country and in all walks of life but we in the Labours Party hold ourselves to a higher standard. We wa nt to ourselves to a higher standard. We want to do things as well as we possibly can and this is not the way to proceed and this is not the way to proceed and this is not the way to behave. The shadow labour foreign secretary Eberle Thornbury speaking at the labour regional conference in blackpool a little earlier. I have been speaking to Alistair Graham who was the founder of the Standards Committee on public life and he told me today that there were still questions about how an independent redress body might actually work. What were talking about here is different to the expenses scandal we had a few years ago, in that with expenses there is hard information on hard evidence available and you can quickly move to a judgment, whereas as far as the Sexual Harassment allegations, they need very careful investigation and the complainants need a great deal of support and i am not sure the house of commons has the sort of independent, skilled people available to do that so that is the first thing i think that needs to be determined by the meeting on monday, where are these people going to come from . And the second most important thing is can they work with speed . Who is going to receive the report . Will it be all members of the house of commons . Will we use the existing disciplinary arrangements that exist for members of parliament. Those are key questions because there needs to be total transparency, and there needs to be swift disciplinary action if the evidence justifies that. I wonder how confident you are that. I wonder how confident you are that all the parties are saying now that all the parties are saying now that something must be done and we have reached the point that now things must change, whether an independent organisation if they we re independent organisation if they were established would be quite so enthusiastic about it . That is a lwa ys enthusiastic about it . That is always the problem. They didnt like not being able to control the expenses system and there is still some unease but i think that system, on the half of parliament, has done a good job. Whether it needs a new body or whether itjust needs some very skilled professional people able to deal with complainants and carry out investigations is another matter, but i still think the key issueis matter, but i still think the key issue is who will these people report to . Is it going to be the house of commons Standards Committee . Will be the full house of commons . Will it be the Prime Minister or the leader of the 0pposition . These are key issues that will have to be quickly sorted out. The former chairman of the committee of standards in public life. Im joined now by douglas murray, associate director at the Henry Jackson society and associate editor of the spectator. What you are made of these events this week was my i am concerned about it. I read it in a magazine this week. We are in the middle of something we have been through before in recent years, i am thinking of the mcalpine events and the allegations that conservative mps have been murdering children a couple of years ago. This is not to diminish the seriousness of some of the allegations, far from diminish the seriousness of some of the allegations, farfrom it, but what i think is very serious allegations are being caught up with ones that are frankly in some cases frivolous and anothers unprovable and in some cases just nonexistent. This list of allegations that have emerged this week that has moved from the online world into the print media includes serious allegations of Sexual Assault alongside consenting adults having a relationship and i just think that we have got to think much more carefully a nd we have got to think much more carefully and deeply about what is actually happening because something is shifting and we have to make sure that it shifts in a responsible manner. That list was suggested to be the work of veryjunior people at westminster who were trying to protect one another and warn them about predatory behaviour. Isnt pa rt about predatory behaviour. Isnt part of the problem that the peculiarity of westminster means that people were for individuals and do not work for an Institutional Political Party and that creates a risk of exploitation. Well, it can do and if that is the case and we are now discussing Complaints Procedures that could be in case then that is quite different from what happened with this list. It made allegations that were totally baseless about some people. One mp had alleged behaviour with someone else put beside serious allegations and a mention of an adult single mp having a consensual relationship with another adult, we have to be very careful that in addressing the actual illegal behaviour that could have gone on, it is like the Harvey Weinstein thing, actual illegal behaviour could have gone on and that needs to be looked into but were having a crowd stampede on this at the moment and i think we really need to take stock of it before wejoin really need to take stock of it before we join that. You might not have heard all of the interview with Emily Thornbury right now and she was making a point might arise in the scenario that you are talking about, talking about two adults forming a relationship where one of them works with the other, where there are implied standards which are breached because one is the employer and one is the employee. There is something in this organisation at the bbc where someone organisation at the bbc where someone who is in a relationship with someone else cannot then be their boss because lines could be crossed and those are the sort of situations where you can actually say that it is a consensual relationship and it can cause problems in the workplace and it can cause problems for other colleagues. Yes, and in those cases it can be looked at by what we must be careful about is lumping latin with illegal behaviour because a lot of these services lie with allegations and nobody knows where the allegations are being made and it goes from the online world and the print media are keen not to be left behind so we have a stampede towards things which we do not know the basis of all ways. If you are not in the media and you see that another mp has had the whip removed we go back and nobody knows if the allegation is the brushing of a hand against a knee or a rape. The brushing of a hand against a knee ora rape. 0ne the brushing of a hand against a knee or a rape. One of the newspapers this week on its front page stuck a serious allegation of rape alongside an aspiring journalist who claims that a government ministers hand brushed against tony. This is madness we are in at the moment. It is a crowd madness. You will have heard roger gale use the word witch hunt this morning in the course of an interview on the today programme on radio 4. Is there a Political Risk here . We know the Prime Minister is ina here . We know the Prime Minister is in a weakened position because of all of the events this year including the general election. She is trying to get ahead of the curve on this and trying to take the initiative and have new procedures for the conservative mps and we have had her new chief whip effectively suspending a mp who has complained about and other mps are starting to push back, are their Political Risks . Yes, some people are clearly pushing for political gain. We saw this recently in a complaint against labourmp and a this recently in a complaint against labour mp and a lot of conservatives we re labour mp and a lot of conservatives were keen to push a tandem with a conservative complaint the labour party are very keen to push it. You have to hold the same standard what ever the allegation and what ever the party or individual lives, that the party or individual lives, that the law remains the law and the same standards apply outside the law in the realm of manners. Coming back to the realm of manners. Coming back to theissue, the realm of manners. Coming back to the issue, there are people who are clearly hoping that they can destabilise the government by getting us all into this frenzy about this. Some of the people bolstering up every and any allegation i think are clearly being motivated by other political ends andi motivated by other political ends and ijust motivated by other political ends and i just would motivated by other political ends and ijust would strongly urge people to step away from that. The witchhunts phrase i wouldntjoin m, witchhunts phrase i wouldntjoin in, the thing about witchhunts is they are all wrong because there is no such thing as witches. When it comes to areas of Sexual Assault, there are people carry out outrageous actions and people who break the law and that should the focus but for partisan political gain or because you want to derail brexit or slow it down or damage the government or anything, that you would use this sort of tactic seems to me to be politics at its lowest. Do you have much confidence in the meeting on monday in which the Party Leaders will discuss a common procedure that could apply at westminster regardless of party and mps . My fear, as with all stampedes, is that it is very hard to resist whichever direction you feel the stampede is in. Not manyjournalists actually even want to point this out and notjoining actually even want to point this out and not joining the actually even want to point this out and notjoining the stampede because there is always the allegation that you must have skeletons in your closet that you are trying to cover up closet that you are trying to cover upfor closet that you are trying to cover up for something. Everyone knows that that is the sort of area we are in here and it would take a very brave party leader to say the law is the law and we will prosecute that but this type of relationship in the workplace. Look, people have relationships in the workplace. A lot of people meet their other half in the workplace. As you know there are all sorts of things you can put in place for that but i feel that the stampede as such at the moment that Party Leaders are likely to simply go into the area of going in the direction they think the public is going in but the public do not know. We are making these rules up on the hoof a lot of the time. Since when was it a case that colleagues couldnt have relationships or that if there is an age difference in a relationship it is immediately suspect also are people saying that . Absolutely. Absolutely. At least one of the cases on this purported list is of people who are being condemned for being what in a working relationship. Another case is purely hearsay because of an age difference between an mp and a researcher on which nothing is known to have occurred. We are in an area of madness and we must separate what is true from what is not and i wish there was a bit more thought about this. Thank you very much. Let us have a look at the weather. It has been dreary and drizzly and miserable here in london. A lot of places it will be nicer. Tell us where they are, please of course. It is either improving story. It was not a promising start for many of us and it was gloomy with outbreaks of rain but look at this picture from cornwall and that is how it looks at the moment with beautiful blue skies and a few shower clouds as well. That is the story for most of us this afternoon with plenty of sunshine but a fair few showers coming in from the west and some are heavy and thundery and wintry. Glasgow has just 7 degrees in the middle of the afternoon. In the south east it will take awhile to the cloud to clear away but it will clear. This evening we have clear spells but it will be chilly for fireworks displays. Showers are still feeding in from the west and they are still thundery and heavy and wintry and temperatures are really dipping away. Tomorrow quite windy down towards the south west and we see some showers, particularly in the morning, and in the afternoon things dry up with spells of sunshine. A chilly day and as we going to bonfire night tomorrow night it turns very cold with quite a widespread frost. Hello. This is bbc news.
