Well, its a solid performance by the uk economy in the Third Quarter and its outperformed Market Expectations as the uk economy has done overall since the referendum last year and what it shows is the underlying fundamental strength of this economy. A little bit of autumnal sunshine fell on the Economy Today and the chancellor is certainly in a better mood but at the treasury they dont quite believe its time to hang out the bunting. That brexit risk is still there and productivity a continuing problem. Thats our ability to create wealth which leads to wage rises. For people like sadie and cindy who live near leeds the Household Economy is still stretched. Working for the Public Sector we havent had a real pay rise for years. I mean, its been capped, hasnt it . So, no. That to me, yes, if i could say i was going to get a decent pay rise, maybe something above inflation, then that would help. Theres hard working people out there that if anything need recognition. Yeah, that pat on the back and that pay rise to say you are doing a good job. These are the kind of people that labour wants to speak to, arguing that the present government is not delivering. 0ecd, imf, the 0br, all those independent forecasters have said growth is pulling back. Wages stagnating, but also, more importantly, productivity stagnating, so were falling behind our competitors. In this budget thats coming up, hes got to change direction. The chancellor is also facing other noises off about how to boost the economy. Your cabinet colleagues are saying a way to do that would be to borrow more for investment, sajid javid has said for housing, other cabinet members i have spoken to have said we should borrow more, record low Interest Rates, its a good time to borrow more. Do you agree with them . We still have a very large deficit and we have a debt which is 90 of our national income. That leaves us very exposed to any future shocks to the economy. So we want to continue to get the deficit down. All attention now on the bank of england which will decide next week whether to raise Interest Rates. Sounded clear, but then came the time to explain that to mps. Can the Prime Minister please explain how its possible to have a meaningful vote on something thats already ta ken place . Im confident because it is in the interest of both sides, and its notjust this parliament that wants to have a vote on that deal, but actually there will be ratification by other parliaments that we will be able to achieve that agreement and that negotiation in time for this parliament to have the vote that we committed to. That wasnt a promised parliament would get a vote before brexit, just a hope the deal would be done in time to give mps the vote they want. Some tories say the brexit deal should be made law by parliament or else. My own view is if the government were to try to do it without statutory authority, there must be a serious risk that there would be a legal challenge to the government doing it, and, therefore, i think its very much in the governments interests that it should have a statute to underpin the final deal. The governments trying to smooth over the row about parliaments right to vote, saying britain will get a good brexit deal and in good time. Convincing the doubters in europe, and here at westminster, thats much more easily said than done. 0ur Political Correspondent alex forsyth is in westminster for us now. I guess the brexit secretary got himself into a bit of a tangle today by answering a hypothetical question. We had mutual statements from the Prime Minister, but also the department for exiting teu, david daviss department clarifying he was talking hypothetically. What we are hearing now from the government is that they are saying if we were talking about march 2019, the negotiations going right up to that point, we are not think we would sign of a deal and then have an afterthought vote. They would have to look at the time frame around that. They are clear that they would give parliament a vote before a deal is finalised. Theres all plays into the critics of the government to say they are not even the same hymn sheet, they havent got their act together when it comes to brexit. The statements are now quite clear that this gives more fodder to those who say they are not handling these negotiations well and its these kind of details that matter. All in all, at a busy few days on brexit and that meeting of eu leaders and theresa may being in brussels, where do you think we are . Where is the timetable right now . What you couldnt take away from what he said is this point about going down to the wire with the European Union. Victoria silliers showed no outward signs of her injuries today, walking into and out of court and standing to give her evidence. Her husband, on the left, arrived to hear her talk about his affair with another woman and his debts. The couple were married in 2011. Both were in the army and it was her who introduced him to parachuting. Mrs cilliers told the court about her love of the sport. She said parachuting became an obsession, an addiction, not dissimilar to drugs. Adding, he, emile, learned about parachute packing from me. He would bring in a simpler, lower charge for carbon emissions, instead of the price cap the governments planning, he would have a cap on the profit margin allowed for in the price, but keeping interventions to a minimum. What the government should stop doing is tinkering, you can not solve our Energy Problems by simply adding more sticking plaster to the problems. What you have to do is stand back and say we need to radically think about what kind of Energy Market and what what kind of interventions are needed. If they dont want to go down that route, the system will become even more complicated and there will eventually be a full scale crisis. The bbcs Business Editor kamal ahmed spoke with the chancellor of the exchequer, philip hammond, who welcomed todays figures. Its a solid performance by the uk economy in the Third Quarter and it has outperformed Market Expectations, as the uk economy has done overall since the rafa and last year. What it shows is the underlying fundamental strength of this economy. What do you put that down to . A lot of people thought that the brexit risk would mean the economy would perform less well. Has the Brexit Process been a positive or negative for the economy . We a lwa ys or negative for the economy . We always knew that as we went through the process of negotiating our exit from the European Union it would inevitably create some uncertainty in the economy. The important thing is that underneath that temporary uncertainty is a strong and resilient economy. With world leading industries that will drive us leading industries that will drive us forward in the future, for example were here at the crick institute, the Life Sciences industry, britain is a world leader. These are the kind of high paid, high tech and high productivity sectors that are going to power our economy in the future. Thats the chancellor talking to kamal ahmed. With me now is vicky pryce, chief economist at the centre for economics and business research. We are going to chew over these figures. Thank you forjoining us. First of all, this 0. 4 rise in growth, what do you make of that . Chancellor saying it is a solid performance . Is it significant . Chancellor saying it is a solid performance . Is it significant7m is good news that we are growing, at a reasonable rate. In the first three quarters of the year we have grown very three quarters of the year we have grown very slowly. We arent talking about any serious acceleration of growth. The forecast of the year as a whole, maybe 1. 7 and quite a lot of international forecasts including some domestic ones have been adjusting and re evaluating what may happen next year and have been lowering their forecasts for 2018. When we talk about growth, it is growth in particular sectors of the economy, it is broken down, so we will do that now. The service industry, what do we mean by that and how is it performing . Is the sort of things that keep householders going in the sense that people go out and spend, they purchase goods, retail, that kind of activity, it is buying cars. There is an industry element in terms of producing it, the motor trade. The people who do the exchanges for you, it is it services. It is a very important part of the economy right now, and additionally areas like hospitality and entertainment and people going out more generally. How is that sector faring . Its doing rather well, if you add to that Business Services and confessional services, lawyers and consultants, thenit services, lawyers and consultants, then it adds up to quite a lot. It accou nts then it adds up to quite a lot. It accounts for about 80 of the economy. Then we have the manufacturing sector. The heart of the british economy traditionally. How is that performing . Better than it has done recently because the low parrot has helped exports significantly. The thing about this sector is that it tends to be more productive and services, soap of course we have such a big part of the economy that is services and a small one, manufacturing. Now manufacturing is starting to grow slightly faster on the back of the cheap pound. It is rather good news in terms of export growth and encouraging investment. It is not going to rebalance the economy because of its share of gdp, it matters, but not that much. So they have been doing well but one area that hasnt been doing well, construction. Another key sector of the economy. It tends to be the one area that we find very difficult to estimate. The first estimate of gdp is always changed in the sense that construction can show completely different value the next time you look at it because the surveys on which that is based, notjust construction but also services and manufacturing, you ask them what they had done, they tend to be rather limited and then you expand a bit. Construction is 6 of the economy and unfortunately it has gone down for the last two quarters. We are now talking about recession in that sector even know Housing Construction has been doing reasonably well. It means there isnt much investment, not much Infrastructure Spending so construction companies. Look at the third runway, its still not happening. I lot of Infrastructure Projects that should be happening isnt occurring and that is a serious problem for the economy as a whole because it suggests that underlying these figures weve seen, there is some weak Investment Sentiment suggesting that we may see the final quarter not being very bright. But all in all, decent figures, 0. 4 . When we add it up and averaging it out. What are the vocations of that, specifically for Interest Rates, because weve been getting some heavy hints from the bank of england that we may be in for a rise next week. Is that how you see it after these figures . dont think they should raise rates but it is likely that they will because they will find themselves in a corner by saying that when things get normalised, the bit of the economy they will do something about, Interest Rates, we may see them going back to where they were just before the referendum. They cut rates by a quarter of 8 because of concerns the Financial Sector and Financial Stability after the referendum. Putting it back there where it was before makes some sort of sense but i think actually it will send quite a lot of signals to consumers who have borrowed hugely. This data we have today shows that we are doing well. That is because the consumer has borrowed hugely, gone out spending in these areas, the service side and borrowed hugely in order to do that and that has become a serious issue. If they are worried about Interest Rates now making what they have borrowed the unaffordable and if businesses which have survived so long with low rates find that we are going to a different environment and then we should worry about the indications. So you dont think the rates should go so you dont think the rates should 9 up so you dont think the rates should go up but you think that they will. Thank you forjoining us. And more women than men said they were targeted by a boss or senior manager. In the last couple of weeks, the scale of this type of abuse has been shared on social media, after allegations of Sexual Assault by the hollywood producer harvey weinstein. Since then, women and men have been sharing their own personal stories using the hashtag metoo, a campaign that dates back more than a decade. My ultimate goal is to make sure this is notjust a moment, that this is definitely a movement and we will continue to raise our voices, we will continue to disrupt and continue to tell our stories until we are heard and until we move the needle. Politicians here are also now making a stand. So many things have happened to me, and im only 40. I do think we need to be saying if so many women are coming forward and saying this is part of their daily lives, what are we all doing about it . Consumers can bring complaints and it sometimes only ta kes complaints and it sometimes only takes one complaint to see the advert banned and we have officers who practically monitor this kind of thing. The encouraging sign is that some influences are telling us about their colleagues falling short of these standards. All they have two saiss ad to say is ad to make it clear. Some have fallen short. We are embedding this message among the influencers and celebrities. We arent happy but we think they are going in the right direction. So its about people being upfront and honest . Its incredibly easy, ad is the way of doing it. We are talking to the talent agencies and agents to make sure they are aware of the rules. Ultimately its good for the celebrities because its about trust between their followers and the influencer and if people are being advertised to without their knowledge they feel taken for granted. It usually holds a billion litres of water, to feed into neighbouring canals and rivers, but up at bittell reservoir, nestling on the edge of rural worcestershire, is being drained for urgent repairs. The fish, however, wont be left high and dry. Today, a rescue mission is underway to make sure they stay alive during the process. Theres bream in here definitely. Large nets are being deployed to capture them and its costing tens of thousands of pounds, so why do it . Fish are an important part of the ecosystem. Theyre food for birds like herons, kingfishers, and even perhaps the occasional otter would visit here as well, so its important that we save the fish. But wading through the thick silt and handling the slippery, often aggressive fish can be challenging. Weve we had hundreds of pike but this certainly isnt the biggest, weve had fish to nearly 20 lbs, so nearly double the size of this. Is there a danger some of them might die in the process . If theres any Underlying Health issues with the fish, then possibly, yes, but the mortality rate is very small for what were doing.
