And, the tale of the reservoir thats getting rid of all its fish. Coming up on sportsday on bbc news the successful run continues for englands youth teams as the under 17s reach the world cup final. Good evening and welcome to the bbc news at six. The economy had higher than expected growth in the three months to september, raising the prospect of a rise in Interest Rates next month. An initial assessment by the office for national statistics, suggests the level of gdp, or the total amount of goods and services produced in the uk, rose by 0. 4 , with strong performances in the services and manufacturing sectors. However, construction is continuing to perform poorly. Heres our economics editor kamal ahmed. Not exactly firing on all cylinders but today better news on the economy that will have cheered the chancellor. He visited the Francis Crick Research Centre in london, just the kind of high skilled innovation he would like to encourage. Well, its a solid performance by the uk economy in the Third Quarter and its outperformed Market Expectations as the uk economy has done overall since the referendum last year and what it shows is the underlying fundamental strength of this economy. A little bit of autumnal sunshine fell on the Economy Today and the chancellor is certainly in a better mood but at the treasury they dont quite believe its time to hang out the bunting. That brexit risk is still there and productivity a continuing problem. Thats our ability to create wealth which leads to wage rises. For people like sadie and cindy who live near leeds the Household Economy is still stretched. Working for the Public Sector we havent had a real pay rise for years. I mean, its been capped, hasnt it . So, no. That to me, yes, if i could say i was going to get a decent pay rise, maybe something above inflation, then that would help. Theres hard working people out there that if anything need recognition. Yeah, that pat on the back and that pay rise to say you are doing a good job. These are the kind of people that labour wants to speak to, arguing that the present government is not delivering. Oecd, imf, the obr, all those independent forecasters have said growth is pulling back. Wages stagnating, but also, more importantly, productivity stagnating, so were falling behind our competitors. In this budget thats coming up, hes got to change direction. The chancellor is also facing other noises off about how to boost the economy. Your cabinet colleagues are saying a way to do that would be to borrow more for investment, sajid javid has said for housing, other cabinet members i have spoken to have said we should borrow more, record low Interest Rates, its a good time to borrow more. Do you agree with them . We still have a very large deficit and we have a debt which is 90 of our national income. That leaves us very exposed to any future shocks to the economy. So we want to continue to get the deficit down. All attention now on the bank of england which will decide next week whether to raise Interest Rates. With growth stronger and inflation higher, many now believe they will for the first time in 20 years. Kamal ahmed, bbc news. The brexit secretary has suggested parliament might not get a vote on any brexit deal, until after the uk leaves the European Union. David davis told a committee of mps, it was possible talks with brussels wouldnt conclude untiljust before the uks withdrawal in march 2019 and that ratification could happen after that date. But labour says parliament has to have a meaningful vote on brexit and that wouldnt be possible, if britain had already left. Heres our deputy political editorjohn pienaar. Brexits about britain taking back control the promise to the country before the Eu Referendum and since, but will the British Parliament be guaranteed a vote on the Historic Deal to leave the European Union before its done . Welcome, secretary of state. Today, the minister in charge of brexit answered no. He told mps getting a deal, if there is one, could go down to the wire, the last moment before britain leaves. Its no secret that the way the union makes its decisions tends to be at the 11th minute, the 59th minute of the 11th hour of the 11th day, and so on, and thats precisely what id expect to happen here. We had a lot of pressure, very high stress, very exciting for everybody watching, but thats all that happened. So what about the governments promise parliament would have a meaningful vote on the deal . The vote of parliament the undertaking weve given. Could be after march 2019 . It could be, yeah, it could be. It depends when it concludes. Mr barnier, remember, has said. Sorry, the vote of our parliament, the uk parliament, could be after march 2019 . Yes, it could be. Did he mean that . Ministers had promised mps a vote ahead of brexit. When you said that it is possible that parliament might not vote on the deal until after the end of march 2019, im summarising correctly what you said . Thats correct. In the event we dont do the deal until then, yeah. So, theresa mays government could strike a deal without getting parliaments backing first. Sounded clear, but then came the time to explain that to mps. Can the Prime Minister please explain how its possible to have a meaningful vote on something thats already ta ken place . Im confident because it is in the interest of both sides, and its notjust this parliament that wants to have a vote on that deal, but actually there will be ratification by other parliaments that we will be able to achieve that agreement and that negotiation in time for this parliament to have the vote that we committed to. That wasnt a promised parliament would get a vote before brexit, just a hope the deal would be done in time to give mps the vote they want. Some tories say the brexit deal should be made law by parliament or else. My own view is if the government were to try to do it without statutory authority, there must be a serious risk that there would be a legal challenge to the government doing it, and, therefore, i think its very much in the governments interests that it should have a statute to underpin the final deal. The governments trying to smooth over the row about parliaments right to vote, saying britain will get a good brexit deal and in good time. Convincing the doubters in europe, and here at westminster, thats much more easily said than done. Tonight the Brexit Department is saying it expects and intends mps to get a vote before britain leaves but david davis was equally clear he expects a nail biter, if mps are not guaranteed that vote, rebel tories may try to force ministers to promise one. The greatest danger potentially facing the government, if parliament does throw out the brexit deal when its done, that could shatter the Governments Authority and even call its very survival into question. Thank you. The wife of an Army Sergeant who was seriously injured in a parachutejump has been giving evidence at the trial of her husband, whos accused of trying to kill her. The report, commissioned by the government, said households arent benefitting from falling wholesale prices. The review is also critical of the governments support of Renewable Energy policies, as our Business Correspondent Simon Gompertz explains. Switch on and the bills seem so high. Think of the future and you worry about where the power will come from. Twin concerns which prompted the government to plan a cap on prices and ask for advice about making Energy Affordable in the long run. Now oxford professor helm has delivered the advice and he says customers are paying too much. The fossil fuel price has halved. The fossil fuel price has halved. The costs of renewables are tumbling. The cost of dealing with intermittency from the wind in particular is tumbling too. You know, big problem for my report to look at is why havent we had the benefits of these substantial falls in costs in our bills . Here is the problem. Prices are still high, british gass have just risen 12. 596. British gass have just risen 12. 5 . Meanwhile, reliable coal power stations are being closed to meet targets for cutting carbon emissions. Wind and solar are supposed to help plug the gap. But they cant be relied upon all the time. So the question is, how to keep prices down while keeping the lights on . The cost of supporting Renewable Energy as much as 20 , so people could at least see when underlying prices are falling. He would bring in a simpler, lower charge for carbon emissions, instead of the price cap the governments planning, he would have a cap on the profit margin allowed for in the price, but keeping interventions to a minimum. What what the government should stop doing is tinkering, you can not solve our Energy Problems by simply adding more sticking plaster to the problems. What you have to do is stand back and say we need to radically think about what kind of Energy Market and what what kind of interventions are needed. If they dont want to go down that route, the system will become even more complicated and there will eventually be a full scale crisis. This report has suddenly landed without any government fanfare, without any government fanfare, without any government fanfare, without any press release, without any statement and i think thats because it probably makes very bad reading. The review says industry should be paying a lot less and that Overall Energy bills have borne too much of the cost of dealing with climate change. Simon gompertz bbc news. Our top story this evening the economy has grown faster than expected, raising the possibility that Interest Rates might go up next month. And still to come. Snapchat becomes the latest social media platform to fall foul of advertising rules. Coming up on sportsday on bbc news england captain Dylan Hartley will be available for next months autumn internationals, butjoe marler will miss two tests. Both appeared in front of the Disciplinary Committee today, following incidents on the weekend. The government has identified coastal areas and former industrial towns, as being particularly badly affected, by a lack of social mobility. Life chances in blackpool for instance are some of the worst in the uk. Now, extra money, mainly from the lottery, is being provided to help educate parents, and cut the number of children being excluded from school or leaving with few qualifications. Our education editor bra nwen jeffreys reports. Blackpool showtime and bright lights on the front, behind, some of the poorest streets in britain. For parents, it can be a lonely place. Graham wants roxanne to have a better chance. Hes getting help to learn to read to his daughter. From these groups, i am confident enough to pick a book up and go through the pictures and show her that i am trying. From where i was, i didnt know how to deal with, especially having a girl as well. Graham had to fight for shared custody of roxy. He told me it left him with little confidence, wary of authority. I wouldnt be confident to walk into this building and sit down, because i would be thinking, theyre looking, theyre watching me. And now im not bothered. What difference do you think that will make, in terms of being able to look through books with her and share stories . Its showing her daddy might be scared of doing something new, but hes trying. Blackpool wants dads to feel they can make a difference. Its got them Building Library furniture. Dads dont seem to matter as much, i think. Dads are seen as they dont matter as much as mums. How does it feel when you can show the kids what youve been doing . Proud really, because you can say weve done that from scratch, and then weve got somewhere dads can come with their kids, sit there, read with them and bond with them, give them that experience, kids can learn to read with them. In some areas, parents no longer know the basics, like what to feed a baby starting on solids. People dont know that you actually dont blend a mcdonalds meal or you dont blend fish and chips, because nobodys taught them that. Its real basic, some of it, around what kind of things do you blend . So it would be bananas or potatoes. Decades of struggling schools, a loss of belief in education, leaving teenagers like mishe on the brink of being permanently excluded. Shes one of 11 children herself. Hi, mishe. Good morning. So the schools arranged a weekly work placement. Coming here and seeing the staff and then how theyve turned out, like theyve obviously gone to college and done their gcses and studied the same like i want to do. Itsjust inspired me to want to do childcare. This has really given hope for your future . Yeah, big hope. So how do you create a sense of opportunity . Mishes school has been rebuilt. To raise standards, they have to fill in the gaps in simple childhood experiences. The students are saying, do you go to the Pleasure Beach or do you go to the tower . Youd be surprised how many people dont, because they cant afford it or their families cant afford it. Or when were on a school trip at the end of the year, and you saw a 15 year old enter the Pleasure Beach for the first time and you saw their face even though they came from blackpool, its a unique feeling. I like fireworks but not those fireworks. Can blackpool make roxys future better . The town has pulled in tens of millions of pounds in funding. If these efforts dont work, another generation of children will fall behind. Branwen jeffreys, bbc news, blackpool. A labour councillor in rochdale, has accused the leader of his local party of misleading the independent inquiry into child sexual abuse, about his knowledge of allegations in the 1990s. Peterjoinson told the hearing that the Rochdale Council leader richard farnell, had probably not been telling the truth, when giving evidence yesterday that he knew nothing about the sexual abuse of boys at the knowl view residential school. Lets speak to tom symonds, whos at the inquiry. Tom. The inquiry has heard one of these politicians is likely to be lying. What we know for sure is back in the early 90s education officials knew about allegations of sexual abuse in rochdale but the leader, richard farnell, says he didnt know at the time, he wasnt told by anybody. Today, his colleague came along and said to the inquiry that actually he had had a meeting with the leader about three years ago, and at that meeting the leader had said that he had seen a draft report raising concerns about sexual abuse backin raising concerns about sexual abuse back in 1992. Richard farnell says that evidence, which is based on a note given to the inquiry yesterday, that that was fabricated. You should know that both of these men are political rivals. But the inquiry has to decide who is telling the truth, because that question is fundamental to its investigation of whether there was a cover up in rochdale. Tom, thank you for that. A labourmp has a labour mp has been suspended from the party pending an investigation, jarrod omara has apologised for online comments made more than a decade ago but denies more recent allegations of verbal abuse from earlier this year. Posts by a celebrity, on the social media app snapchat, have been found to have broken advertising rules. Marnie simpson, whos appeared on the programme geordie shore, had uploaded images of products shed been paid to promote, but didnt indicate they were adverts. Its the first case of its kind involving the app, as our media editor amol rajan explains. Marnie simpson is the quintessential modern media phenomenon a reality tv star who uses her fame to build a commercially valuable brand on social media. So commercially valuable, indeed, she was paid to promote a brand of contact lenses and a teeth whitening product called diamond whites on snapchat, the social media platform that is hugely popular among young people. But because neither she nor the brands made it clear that it was an advert on snapchat, it has incurred the wrath of britains advertising regulator. Ads have got to be obviously identifiable as ads, and if brands do a deal with celebrities or social influencers, where they pay them and they insist that they promote positive messages, a post that results from that is an ad and it needs to be properly labelled. Marnie simpson declined to comment but in a statement diamond whites said it was disappointed by the ruling and would ensure that adverts and promotions with all influences make the necessary standards. Would you guys be able to tell that that was an advert . No. What does that look like to you . If you saw that on snapchat, what would you think of . Just like a friend trying to show that theyre getting whiter teeth. Youre advertising something, so you have to let people know and notify them, yeah, yeah, they should be told. Snapchat is one of the Fastest Growing platforms in britain, with around 10 billion users most of them under 35. Big Technology Companies generally dont like new rules governing their behaviour, but its clear that regulators are increasingly worried about the use of social media, notjust by foreign powers trying to influence elections, but also celebrities pushing products without being clear about their true motive. Before i get into this review, i want to disclose that this is not an unbiased review. Good practice means being transparent. Other celebrities do often flag up their links to brands or companies. Regulators want compliance with their code to become the norm, and that means celebrities have to play by the rules. Amol rajan, bbc news. Hundreds of thousands of fish are being sifted out of one of the largest reservoirs in the midlands. Its to make way for essential Maintenance Work on bittell reservoir in worcestershire. The operation will take two weeks, and cost hundreds of thousands of pounds. Sima kotecha has the story. It usually holds a billion litres of water, to feed into neighbouring canals and rivers, but up at bittell reservoir, nestling on the edge of rural worcestershire, is being drained for urgent repairs. The fish, however, wont be left high and dry. Today, a rescue mission is underway to make sure they stay alive during the process. Theres bream in here definitely. Large nets are being deployed to capture them and its costing tens of thousands of pounds, so why do it . Fish are an important part of the ecosystem. Theyre food for birds like herons, kingfishers, and even perhaps the occasional otter would visit here as well, so its important that we save the fish. But wading through the thick silt and handling the slippery, often aggressive fish can be challenging. Weve we had hundreds of pike but this certainly isnt the biggest, weve had fish to nearly 20 lbs, so nearly double the size of this. Is there a danger some of them might die in the process . If theres any Underlying Health issues with the fish, then possibly, yes, but the mortality rate is very small for what were doing. Once they re caught, theyre put into slings, weighed and placed in tanks before being taken to their new home. Well, hundreds of thousands of fish have already been moved from here to other rivers and canals across the region, thousands of fish still remain. These fish were netted yesterday. Here weve got bream and pike. Theyve also caught at least 30 eels, a critically endangered species at risk of extinction. The last time this reservoir was drained with almost 100 years ago. All that comes with emptying waterway might raise questions about whether its absolutely necessary. You imagine if the Waterway Network is a body and the waterways are the veins, and this reservoir really is the heart that pumps the water to the body, so its absolutely essential that these reservoirs are fit for purpose. As for the fish, were told most will be brought back once the reservoir is running again, and that is likely to be late year. Sima kotecha, bbc news, worcestershire.
