Theres a chinese saying coming events cast their shadow before them. That huge shadow, on display at the communist Party Congress in beijing, is the form of president xijinping, who wants to make china great through a unique kind of socialism, one with chinese characteristics, and with him very much at the helm. China will soon become the largest economy in the world, and also the biggest undemocratic country. Its something that the west cannot compute, and yet china affects all of our lives in some way or another. This is the largest trading nation, and yet it has a horror of free communication. It has a powerful internet firewall. Even messages that feature xi and his nickname, winnie the pooh, will be blocked. Is it possible that there will not at some point be a clash between the us and china . We asked Isabel Hilton, founder and editor of chinadialogue, for her view on xi jinpings china dream. You can tell a lot about a country through its dreams. Consider the american dream, the city on the hill, the beacon of hope, the land of opportunity. Even the European Union had a dream of replacing war with peace and prosperity, and today, kurds and catalans dream of independence. Chinas leader, xijinping, has a dream, too. Proclaiming a big dream is a bit of a novelty for a chinese leader, so what is xi jinpings china dream . First of all, it isnt like mao zedongs dream, he promised people utopian socialism tomorrow at the cost of a little sacrifice today. Deng xiaoping wasnt big on dreaming either. He advised china to stay quiet and get on with the business of growing, though he did encourage people to dream of getting rich. Partly to distract them from dreaming of democracy. But xijinping dreams big. When he came to power five years ago, xijinpings big preoccupation was how to keep the communist party in power. China doesnt look very communist these days. In fact, it has more millionaires, and even billionaires, than that beacon of capitalism, the united states. So if it isnt promising communism, what is it that entitles the communist party to rule china forever . The china dream really started as xi jinpings initiative, which then is embraced by the party. Now, there is actually a lot of buy in from the average chinese, because the china dream is about making china great again. Its the kind of populist idea and nationalistic appeal that gets a lot of Chinese People to buy into it. Xis dream of National Rejuvenation has four main components a civilised china with a high cultural tone, a harmonious china with no social strife, a beautiful china with clean air, pristine water and no more poisoned soil. And most importantly, a strong china politically, scientifically, militarily and economically. I think its a mixed picture when it comes to how effective the chinese dream has been in terms of making everyone feel they could become moderately prosperous, because china has become very unequal. But at around 2010, the level of inequality has plateaued. But i should stress, it has plateaued at a very high level, so communist china is as unequal as capitalist america. Five years ago, china was still growing fast, and many people thought that in a more open and prosperous china, the party would continue to step back, it would allow more freedom, and perhaps, eventually, even democracy. But today, growth is slowing, a worrying pile of debt, theres an ageing workforce, and theres the threat of the middle income trap. So far from stepping back, the party is back, with a vengeance, in every aspect of life in schools, in universities and in business. Its been an Interesting Development watching the private Chinese Companies started by entrepreneurs and the communist Party Members to their boards. So chinese businesses that i have spoken to say they could get called by chinese regulators several times a day about what it is theyre doing. And i think that is a fairly recent development. There is a well known saying in china, same bed, different dreams. So is this china dream also the peoples dream, or is itjust xijinpings . If you come out openly and say china dream is problematic, that you dont want to be part of it, or that you do not support it, its got nothing to do with you, then you are at best a bit of a dissident, or at worst a traitor. Of course, all of that means following xi, whose cult of personality is growing by the day. It might look like just another boring communist party ritual occasion, but this is a key moment. Mao zedong, they say, saved the country. Deng xiaoping saved the economy. Now, xijinping is saving the party. Its the moment when president xi says there is no peoples republic of china without the communist party, and everybody who wants to be in the bed business, culture, politics, law, even religion must dream the partys dream. Isabel hilton. And well pick up on many of those themes with our panel in just a moment. But first, it is worth reflecting on just how extraordinary chinas Economic Development has been, and continues to be. As britain still ponders whether to put an extra runway at heathrow, china plans to open 66 new airports over the next five years. Our business editor, helen thomas, is here. The growth has been phenomenal. It has, and take a look at this. This shows the share of world gdp, you can see china, back in 1980, 2 . On this measure, and there are a couple of different, it is about 18, and the us and india for comparison. That has been done through building, raw materials, building airports, new cities, infrastructure, the works. This is another way of looking at it. Now, what you can see is that back in 1980, us gdp per capita was a0 times that of china. Today it is about four times. Obviously, as we heard, there is inequality, but this is the next challenge can china go from being a middle income country to being outright rich . It is actually quite hard to do. Is that because there is a huge pile of debt . That is another complication. Look at this next chart. China is still growing at 6 a year, and they have been pumping debt into the system, so they have been opening the credit taps during the crisis, again in 2012, and in the last couple of yea rs. That raises concerns about stability, how much bad debt is there in the chinese banking system, how do you deal with these very Inefficient State Owned Enterprises . And then there is the shadow banking system, all these Financial Companies that dont count as banks. That has grown incredibly quickly and is worrying, and that is the real challenge, can china keep growing in the way it wants to, the economy, but keep a handle on all those risks . Helen, thanks very much. I hope to bejoined from beijing by associate professor of economics keyu jin, but with me here in the studio is author and commentator diane wei liang, and richard mcgregor, author of asias reckoning. Economics in a moment, but first of all, what we are witnessing here is the return of the cult of personality, Isabel Hilton is right, isnt she . Yes, it is, but we mustnt mistake this as a return of the cult of personality as in mao zedong. I dont believe xi jinping is modelling himself on mao. Instead he is modelling himself on Deng Xiaoping, the man who opened up china and did the reform and really brought china out of the shadows of communism and into prosperity, the second largest economy in the world. When i was growing up, i spent my first few years in a labour camp with my parents. Even when we moved back to beijing, in the 19705, we had very little to eat, a0 kilograms of cabbage for the entire family for the winter. And todays china is entirely different from what we knew back then, that is how much progress has taken place. I want to talk about whether the resultant, well, shall we say not poverty is something that has been allowing xijinping not to make democratic reforms, because in fact people are placated because they are reasonably well off. Linda yueh said there was a plateau in 2010, that inequalities are massive, and i wonder if it is something to do with xi himself holding this together. The remarkable thing is that china is richer than ever, but the political cycle is going in the other direction, politics gets tighter with every new party secretary. We are hearing about having communists on every company board. He is making that role public, in companies, in private companies, in foreign companies, everybody has to have a party representative. When you are talking about mao, i would put it slightly differently. I think xi talks like mao, acts like deng, it is a bit ofa mixture, but he is very much is own man, because we are witnessing a real moment in time, china, it is like a coronation in china, through xi jinping, both domestic, the local system, and global. Do you think this dictatorship can only work when the economy is on the up . We have heard there are ill winds ahead. Yes, but china has been on the up since 1978, Deng Xiaoping opened the doors. In the 80s, when i was in china, we didnt know anything about cars. Bicycles was all we knew. And Property Ownership only occurred in the 1990s. And today china has more millionaires and billionaires than the united states. But that inequality in other societies would pose huge problems. And it doesnt appear yet to be posing a problem in china, but if it presumably continues, and we get a situation where we have this mountain of debt, the death of traditional industries, the lack of a workforce because of the one child policy, things will get tougha. Things will get tougher, as xi said, but what xi has done is reform the state owned enterprises, and i must throw in a caveat in this having communist Party Members on the board of private enterprise. China has one of the most active entrepreneurial spirits of any market you see. And in some ways, chinas technology and, you know, development and everything in china is really leading in a lot of activities, a lot of enterprises. It is the spirit. So appropriating these americanisms, the china dream, the new silk road, the Asia Development company, it is a mirror image of america, isnt it . The question is what can america get away with, the superpower that china is becoming, they can get away with all sorts of things just because they are big, and they can also create their own world. America made its own world, in asia in particular, and china is doing that now. What is going to happen economically in the next decade . One of the big problem is that they cant do anything about is demographics, the workforce is going to contract rapidly from about 2020. Debt is a problem. Sooner or later, they will have a financial crisis, china has a tonne of money, but i will say one more thing diane is right about the entrepreneurial sector, but the party is moving in on that as well. They are colonising the private sector. If you have got an economic problem, you take the gaze elsewhere with a foreign adventure, donald trump was talking about currency manipulation, goading them and so forth. Is there any chance, do you think, of a conflict, whether it be overjapan, singapore, south korea, that actually the distance, the political distance between america and china could grow greater . It could go greater but that would not be the doing of china. If you look at history, of all the rising of great powers, and we have had the first world war, the second world war, china has been a rising powerfor a0 years, and there has been no expansionism. Part of the reason why china has done the asian development, the bank and silk road, china has been shut out by the world bank. This otherness . It was run by europe and america. So china decided it had to find a way of channelling its influence. That is how china and xi sees it. It is a way forward for china. It is a conundrum, it is a puzzle, because in other countries, you dont have that kind of flowering, the intellectual flowering of ideas and freedom of ideas, as a puzzle, because that is how this is. Socialism and the chinese characteristics means we dont have democracy, we have shutting down of the internet. We dont have facebook, we dont have google. They have all of those things, but it is channelled through their own systems. China is incredibly innovative, a nation of engineers. Technologically, very innovative. But i think the other side of it is being crushed by the party. I dont know whether that forever. Elections overnight is not advisable immediately, but it is a real issue. You cant turn off the spirits of 1. 3 billion people about. It is interesting, xijinpings daughter is at harvard, it is fascinating, so many Chinese Students are international now. They go all over the world to study. They have total freedom. Then they return to china, do they lock it down again and is that sustainable . They dont lock it down, but what happens when a lot of chinese go out and travel, and they returned to china. They think, look at america, look at europe, look at all the problems, look at fake news, donald trump. They go to china and they think, we actually think china has a better model. Of course, there is censorship. And dissidents are absolutely thrown in jail. There is not such a thing as free speech. Absolutely true. It is interesting, for a lot of the chinese, you have experience of freedom, they look at china and think, for china, in history, this actually is a model that can work. And its working. It has been working. Xi has such support. China is doing really well, there is no doubt about that. Whether it lasts for ever is another thing. Chinese people coming back to china, china has the most disciplined leader of a generation, and china is more powerful than it has been for 150 years. In the white house, we have the most ill disciplined president , maybe, ever. And he is ineffective to boot. The chinese have a comparison they can make at the moment. We have now be enjoined from beijing. Sorry we had such trouble getting the line to you. We were talking about the disconnect tween the huge amount of Economic Development and so forth, and heavy weather ahead on the economy, and the idea that it is a society that is not free, yet it seems to be working. This is the socialism with chinese characteristics. Absolutely. China has seemed to provide an alternative model that is different from the western democracy that can push through Economic Reforms at important times and lift people out of poverty. But the problem currently is that once that has been done, how do you keep the large middle class being employed . That requires improving the governance system, so china can transition into innovation based economy. And that requires really good institutions. Do you think those institutions are being built under xijinping . Actually, the current Party Congress, there is a lot of confusion about what that is. It is partly political centralisation, but a lot of it is about improving the governance system of the party. In the society when all decisions, small and large, need to be approved, it feeds into rife seeking an abuse of power. Really, the government is fine to produce and curtail that approval based system to create more checks and balances of all governments. And also, it recognises this time around that it is important to uphold the kind of morale of the chinese leadership. So i think it is much more beyond than pure political centralisation. Xijinping, during his speech yesterday, talked about the idea that the choices, the choice of the way of being that china has pursued, it could be something that other countries adopt, is that an expansionist policy . Is that a policy of exporting the chinese model . Is that worrying to other countries . The interesting question is, what is going to be the defining characteristics of a chinese leadership in the 21st century . Exporting of values and a universal morality is more an american thing. President xi was speaking to his countrymen. We are in a society where social values have not improved as quickly and as rapidly as economic growth. Where we have a society that there is confusion is, philosophy, that was the ethical foundation. That is nowhere to be found today. People have a deep void and he is addressing that. Do you agree that there is a spiritual void . In some ways, there is. Because we grew up with communism doctrine. I knew very little about lots of the traditional chinese values. So now we are going back to the revival of traditional chinese. So we are learning to adopt those values. And at the same time, we are dealing with a lot of values coming from outside of china. So its not new. Im not saying it is a void, but there are lots of choices, and which one should we adopt . Thank you, all, very much indeed. Thousands have been on the streets of malta protesting at the assassination on monday of the countrys leading investigative journalist. The Prime Minister of malta joseph muscat, accused of corruption by daphne carnuano galizia, has told the bbc there will be no stone unturned in the hunt for her killer. The fbi are helping with the murder inquiry and Police Sources quoted in the times of malta are saying that the explosive planted in her car is believed to be semtex. John sweeney is in maltas capital, valletta. Beneath the surface here, it gets dark very quickly, but one woman dived deep. Anyjournalist doing a properjob is going to have a number of enemies. She exposed more scandal than we could ever mention or remember. Shes been doing this work for years. Shes withstood any attack, any threat, and she has always fought for freedom of expression. Monday afternoon, Daphne Caruana galizia leaves home. Two explosions are heard, creating a ball of fire inside her car. It skids off the road and ends up in this field. She dies almost instantly. Her youngest son is first on scene. Police believe that the explosive was semtex, a first for malta. As executions go, this was a high end job. They targeted daphne, and daphne alone. The bomb maker knew his stuff. And the killer who triggered the bomb almost certainly had sight of her, possibly from somewhere up here. So what does all that tell us about the people who ordered the hit . That theyre sophisticated, theyre organised, and theyve got money. Daphne ca ruana galizia was a campaigning journalist, a mother of four, and a good friend to caroline muscat. When they spoke last week, they touched on the difficulties of independentjournalism on the island. Caroline says daphne was gloomy about maltas future. She said, if i had the choice, i would leave but i cant. But you should. She said, i enjoy a good fight, but i feel that time is running out. There is so much i could have done that i have not done. A few days later, we hear about her murder. She plumbed murky depths and dragged up a tonne of dirt. The Panama Papers showed that two senior figures in the government had set up Shell Companies there. She went after them relentlessly. Herjournalism fuelled opposition fears about corruption and Judicial Independence on the island. What is clear is that the Prime Minister himself has presided over a situation where there has been a steady, cynical deterioration of the rule of law in our country after he hijacked public institutions, rendering the commissioner of police a puppet, rendering the attorney general immobile, ineffective, and the result is the killing that weve had last monday. So there is someone who is specifically responsible and politically responsible for this state of affairs. Daphne alleged that the wife of the Prime Minister also had a Shell Company in panama. Thats denied. But to handle the political fallout, Prime Minister muscat called an early general election, which muscat won with the help of an endorsement from our very own tony blair. We were surprised that mr blair would associate himself with a Prime Minister who was at the centre of a scandal, of the Panama Papers, of a Prime Minister who kept on his chief of staff and his favourite minister despite being caught with companies in panama. Senior government figures have condemned the attack. Herman grech of the times of malta believes that any government involvement isnt at all likely. Joseph muscat, our Prime Minister, has just won a second election by a very healthy majority in an election prompted by Daphne Caruana galizias claims. So why should he want this to happen on his watch . Maltas criminal underworld, which includes the italian mafia, operates in the grey areas between internet gambling and Money Laundering, taking advantage of the islands easy come, easy go law enforcement. Daphne also made enemies of these gangs gangs already at war with each other. Weve had about five or six car bombs in the last two years, which is outrageous. And normally targeted people in the crime business in drugs, Money Laundering, ok . So somebody was commissioned to do this. Now, i dont know who was behind it, but daphne did also write about drug barons, about money launderers, and she said these people are acting with impunity. In maltas dark spaces hides dirty money. For example, 15 of government revenue last year came from selling passports often to entrepreneurs from the former soviet union. One investigation by the Daphne Caruana galizia was into a Company Based in the building behind me. Its name pilatus bank. She had only one source, but this whistle blower made allegations of Money Laundering and bribes that connected the Oil Rich State of azerbaijan with some figures close to the highest levels of government. Its understood that the source is herself wanted by the authorities over claims she defrauded the bank. Everyone concerned denies any wrongdoing. We may never know who was behind the bombing, but we do know that there is a political culture on malta that stands accused of allowing it to happen. John sweeney in valletta. There was an almighty row in the commons today over the problems of the roll out of universal credit, the governments flagship welfare policy. This morning, the work and pensions secretary announced that the helpline will become a freephone number. It had cost as much as 55p per minute. But with figures today suggesting that as many as one in five are waiting more than six weeks to get their money. Jeremy corbyn was sharpening the knife at pmqs. Mr speaker, last week, i asked the Prime Minister to scrap the unfair charges on the universal credit helpline. Today, shes finally bowed to that pressure. But the fundamental problems of universal credit remain the six week wait, rising indebtedness, rent arrears and evictions. Will the Prime Minister now pause universal credit, and fix the problems before pressing ahead with the roll out . Prime minister. Why have we introduced universal credit . Its a simpler system. Its a system that encourages people to get into the workplace. It is a system that is working, because more people are getting into work. And pausing universal credit wont help those people who will be helped by going to universal credit, getting into the workplace and bringing home more pay for their families. Well, we had hoped that the secretary of state for work and pensions, david gauke, would be able to join us this evening, but he cancelled at short notice. Our political editor, nick watt, is here, though. It looks like they are determined to present head with the roll out. As you saw from the Prime Minister, and david gauke said they would press ahead with the roll out, but there are nervous in the whitehall amongst ministers about universal credit, there is a feeling that it is a tainted brand, but they say it is progressive and incentivises people to come into work, but tainted because of the botched introduction, a feeling that there were big rows between Iain Duncan Smith and the treasury, and perhaps Iain Duncan Smith was not facing up to problems with the introduction of it. And there is also a great fear, as you saw today, thatJeremy Corbyn can make great hay of this, lots of videos going out from momentum. So the government was listening to the torah balls, we had that announcement from the Prime Minister saying the hotline would be free, and they are listening to the point being made by the tory rebels, can you reduce the waiting period from six weeks . They are listening very carefully, that the Prime Minister said that they would not be there for the labour vote and pausing universal credit. Under other circumstances, you might think the Prime Minister would be happy to escape to europe yes, big day, she will address 27 other leaders around the dining table, and she will take a letter to the 3 million eu citizens living in the uk, she will say, we want to make it much easier for you to stay in the uk, and you can be consulted. She wants to send a big signal so that we can move the trade talks. But as you are saying, theresa may is not the only uk politician there, Jeremy Corbyn meeting three Prime Minister is, not a great surprise, that is the meeting of the socialist family, but he is also meeting michel barnier, the eu chief negotiator, and the president of the european parliament. Those two are anything but socialists, they are not part of that family group that he is meeting, and it does show there isa great deal of interest in brussels at whatJeremy Corbyn thinks, because of course we have a hung parliament. The veteran rock singer Bruce Dickinson has been blessed with an extraordinary set of pipes that cuts through the sound of his metal band, iron maiden, playing at full volume to their roaring fans. Away from the screaming guitars, dickinson doesnt care to rest on his spandex clad behind. He has fenced to international standard, he owns a brewery and is a fully qualified commercial pilot. After overcoming cancer, hes publishing his autobiography, what does this button do . Our culture correspondent Stephen Smith joined Bruce Dickinson on the flight deck of a 7a7. And they go, why are we going to murmansk . Its in northern russia. And so wed get on the plane, and we say, well, theres only 20 passengers on a big 220 seat aeroplane. And it was big vip stuff, interesting, lots of personal security, and i said, what is there in murmansk . Of course, it was the soviet fleet headquarters out there. So we never found out why they were going to murmansk. You never did. We never got there, because the russians threatened to shoot us down. Dickinson put millions of his own money into an aviation business. He paid workers overdue wages out of his own pocket earlier this year and wants to upgrade his fleet. Its hard work, and at the moment were looking at getting some more investors to try and get some more modern kit. Because they were quite old aeroplanes, but they were relatively cheap, so they got us going, because we didnt have a lot of money. Dickinson says he listens to more radio a than metal these days, and hes been following Brexit Developments keenly after voting to leave the eu. The opportunities are still there. The process so far . Oh, the process, i dont have a clue. It could be that somebody has a handle on it, but this is a. This is a divorce proceedings. Divorce proceedings are always messy. But, you know, i dont think the answer, as macron suggests, is to have an Eu Parliament which is not answerable to anybody, and to have a whole load of deputies who dont have any national allegiance.
