It is a question of looking to see whether there are actions we can both take that help resolve a conflict would both like to resolve, if that is true. If we can actually live up to those two statements, i think we would all agree on those, and we would be successful. The problem is that where there are Russian Forces in ukraine, that is where the risks to russian speaking people live. If we can remove the Russian Forces, have an International Force to come can remove the Russian Forces, have an internationalforce to come into genuinely provide security it can actually provide a way forward and maybe even a base for improving Us Russia Relations at a point when it is already very low. We are talking a lot about the reaction from moscow, what about the reaction from kiev . One of the criticisms of kiev is that they dont do enough to reach out to those people in the dom bass region . I think they do need to do more to reach out to those people, every thing from communication, education, pensions. They make some effort but there is a lot more they could do. At the same time, you put yourself in the position of ukrainians, where you are seeing position of ukrainians, where you are seeing someone come position of ukrainians, where you are seeing someone come in, invade your territory, take part of an occupied part of it, claim to annex of it, it makes it very difficult politically to take steps to be reaching out, when you dont see anything coming from the other side, no ceasefire, no security, no withdrawal.
