Brisk north westerly breeze, making those showers pass through fairly quickly, and in between some good spells of sunshine, temperatures in the south perhaps reaching a maximum of 16 or 17 celsius. Across england and wales showers have the potential to be heavily this afternoon, the odd rumble of thunder not out of the question but moving through quickly thanks to that brisk north westerly breeze and in between some good spells of sunshine. For wales many showers focused in the north west, and for southern scotland and parts of Northern England, a little bit more shelter means fewer showers, the showers largely focused across the showers largely focused across the far north and west of scotland, andindeed the far north and west of scotland, and indeed Northern Ireland. As we go through this evening and overnight, the focus of showers will edge southwards through southern scotla nd edge southwards through southern scotland into Northern England and parts of wales and the far north midlands. Further south we will see the showers begin to ease into western coastal parts and a cool night to come, in rural areas temperatures touch cooler. It fresh and bright start of the day tomorrow, plenty of sunshine around first thing, we will tend to see the showers bubbling up through the day, and again they have the risk of being quite heavy, the odd rumble of thunder not out of the question for england and wales. The wind slightly lighter than today, the two bridges in the mid teens, highs of 16 celsius, taking us into the weekend. Temperatures in the mid teens. It looks rather cool at night, the winds will start to ease, as the High Pressure topples in, mixture of sunny spells and showers but we will see fewer showers moving through the weekend. Ucb area of High Pressure pushing into the far north and west on saturday you can see the area. We will see a bit more in the way of sunshine and fewer showers in the far north of scotland. In england and wales there is still a risk of a shower on saturday, particularly the further east you are and it will feel cool, temperatures in the mid teens but further north in lighter winds and sheltered spots it will feel fairly pleasant. Lets take a look at the main stories. The Public Inquiry into the fire at Grenfell Tower, which killed at least 80 people injune, has begun its work today. Opening the investigation, the retired court of appealjudge sir Martin Moore Bick, acknowledged there was a great sense of anger and betrayal felt by survivors of the tragedy. The inquiry, which is expected to publish its interim findings by easter, will look at the cause and spread of the fire. The design, construction and refurbishment of Grenfell Tower. How far regulations go in terms of high rise flats. And whether they were followed in the case of Grenfell Tower. And finally the actions of the relevant authorities before the tragedy and their response after the fire. In his opening statement, sir Martin Moore Bick addressed calls from survivors for local residents to be appointed to the inquiry team. I know that many of the survivors would like me to appoint someone from among their own number or perhaps another local resident as one of my assessors. Many of them can of course provide a valuable evidence and i shall ensure that all evidence and i shall ensure that all evidence is heard and carefully considered. But to appoint as an assessor someone who considered. But to appoint as an assessor someone who had had direct involvement in the fire would risk undermining my impartiality in the highs of others who are also deeply involved in the enquiry. I have therefore come to the conclusion that i cannot take because they would wish me to adopt. As a result i have approached a number of people all completely independent of those whose conduct may have to be investigated who have expertise of a social and administrative nature that enables them to provide me with the assistance i need to provide my task completion. I shall also need the assistance of people who can give me expert advice in more technical areas in particular the development of fires in high rise residential buildings, and the intricacies of the building regulations, with particular reference to protection against fire. Im currently in discussions with several people, who in my view have the expertise necessary to fill those roles and i am pleased to say that those discussions are making progress. I hope to be able to announce the appointment of the first group of assessors within the next week or so. Sir Martin Moore Bick there at the start of proceedings this morning. Sarah campbell is at the venue this morning. Explain a little more about where everything goes from here sarah . As you said that the interim report, first conclusions are expected in easter, by easter, but this is a huge process as sir Martin Moore Bick made very clear. There are thousands of documents to go through, hundreds of people who will give evidence as this is a long and lengthy process and his statement is being digestive by the many hundreds orup to 150 being digestive by the many hundreds or up to 150 people who wear in the room when he was announcing the enquiry, many residents and survivors. I have one of them here, a University Professor who also works with many young people who we re works with many young people who were involved with the fire, who we re were involved with the fire, who were involved with the fire, who were in the fire. How are they giving, now, three months on . Very sadly, because the hopes that they had of surviving the high iliac fire and living a life have been shattered. One another accommodation was supposed to given to them, three weeks, as the Prime Minister promised. Then universities wrote to some of the students who were given offers, saying that they were declined. We had to write to you cast and ucas and vice chancellors to support their applications, based on past results. When this enquiry first launched amid you ask to be involved to make you said no. Why . The way that the enquiry head was appointed, it ran counter to what the Prime Minister gave as this year and is on the 16th ofjune, two gave as this year and is on the 16th of june, two days gave as this year and is on the 16th ofjune, two days after the fire, that the people, the survivors and residents would be consulted on the enquiries, on the leadership of the enquiry, and what happens next. We had it in the newspapers, she didnt even give us the courtesy of telling us even give us the courtesy of telling us what would be happening. That seems the reaction of most people in there today, local residents still feel this enquiry is not going to be for them. We will not listening to them. How does sir Martin Moore Bick change that view . The cant change if he is even reinforcing it. He has moved to the extreme. He walked out ona moved to the extreme. He walked out on a survivor asking a single honest question. He didnt even wait to hear the question of the survivor he got up and went. This is at the end of the enquiry, wasnt it . Yes, and during the speech he even said it was solely determined by him, and evenif was solely determined by him, and even if you witnessed the event, if you had information and the truth coming he will vet that. If that than honest attempts to get at the truth . Gear is that not his role, leading the enquiry, someone has to make the decision. Gear is roo is to dig for the truth. His role is not to make up his mind as a robot and the walk away . Do you know how many times he made reference to a website . This enquiry is going to happen online. People are still, survivors are still in hotels but they dont have computers how can you interact with such an enquiry with such a high handed approach here . Are the tm here cursed among the victims were here. What led to the victims were here. What led to the fire is exactly the same thing thatis the fire is exactly the same thing that is being replicated right now here. The survivors are being listened to, sitting on the front row, an the front row with me was a boy who lost his father. He wouldnt even have a sensitivity, sir martin, the humanity to connect with people that came in a very early this morning, queued up, there were no seats on they were told not that they wouldnt even get a seat, is that how you treat someone who is breached . Is that how you treat widows . Im afraid we have to leave it there, i understand your passion and the upset, it is clear to see. The professor is not alone, there is a level of completely understandable anger resentment and mistrust and clearly this will be a challenge for sirmartin clearly this will be a challenge for sir Martin Moore Bick to try to win those residents round. Jane. A concerted effort to force so called Islamic State out of their stronghold city of raqqa in syria, has been going on for four months now. A combination of Coalition Air strikes and us backed Ground Forces are trying to drive the militants out of the city. Tens of thousands of civilians have fled. But its unclear how many are still there. Our middle east correspondent Quentin Sommerville has more. The one thing you really notice here in raqqa city, apart from the destruction, which is pretty much everywhere all around us, is the absence of people. When weve been into other cities, in mosul and sirte, where is have fled, people were always coming out, but not here. The reason for that . Weve just heard some Coalition Air strikes not that long ago, it rattled the shutters here. Artillery shelling is almost constant. It is because the real fighting is going on about one or two kilometres from where i am right now. There, people are facing snipers, minefields and coalition bombardments from artillery, and from those coalition jets. The old city is just down here actually. So imagine living in that for a moment. If we just look up here, this was somebodys home. Look at the bullet holes all over that. There almost isnt a building in this city that we have passed that has been untouched by the violence. If we just move down here a bit closer, beyond there, right inside raqqa, almost an iron clad death trap has been created for people where they are facing snipers, minefields. Another boom from artillery i think that was just then. There is no option of escape for civilians. It is much betterfor them for the moment, there is less risk, if they stay in the midst of all of that, in is territory, than try to escape. That is why the streets are so empty. More gunfire just in the background. One of the things to bear in mind is theres about 20 25,000 people still inside this city, trapped by is, trapped by those Coalition Air strikes. About half of them are children. Their options are very limited at the moment. No one is coming back to this city any time soon. It is going to take a long time before it is retaken. The sdf said it might take them a month, it might take a bit longer than that. But for the people trapped inside raqqa, it is absolute hell, and they have almost no escape. In a moment a summary of the Business News this hour but first, the headlines on bbc news the Public Inquiry into the causes of the Grenfell Tower fire has begun. The chair, sir Martin Moore Bick says the inquiry must answer pressing questions. A prisoner who was given a 10 month sentence for arson, more than 11 years ago, is to be released. James ward was given a sentence that meant he wouldnt be released until a parole board decide he isnt a danger to the public. Us secretary of state, rex tillerson, has arrived at downing street to discuss the response and recovery following Hurricane Irma with the Prime Minister and the foreign secretary. President trump will visit florida later today. Hello, its the business needs. The bank of Englands Monetary Policy Committee has voted to hold the Interest Rate at its historic low of 0. 25 . Well have more on this shortly. Foxs bid to take control of sky will be referred to the regulator. Culture secretary Karen Bradley has confirmed she will seek advice from the competition and markets authority. It now has six months to investigate the merger and its implications for the media market before a final decision is taken on whether or not the merger can proceed. Profits atjohn lewis are down more than 50 after the retailer was hit by the cost of restructuring and paying out to staff made redundant. Its also blamed a sharp fall in the value of the pound since last years brexit vote, and rising inflation which has forced shoppers to cut back on spending. Bank of england policymakers said their first Interest Rate rise in more than a decade was likely to be needed in the coming months if the economy keeps growing and inflationary pressures continue to build. Members of the Monetary Policy committee voted 7 2 to keep rates on hold at a record low 0. 25 as expected, but said they were becoming less tolerant with how inflation was rising. They said that inflation was likely to rise further above its 2 target to exceed 3 in october slightly more than previous forecasts after reaching 2. 9 last month. Lucy ocarroll, chief economist, Aberdeen Standard Investments joins me now from edinburgh. Good afternoon. Is this them wanting to have their cake and eat it, too . They are warning that Interest Rates have to rise but arent taking concrete action now. If you like the other flirting with us, i have to say. We have a tricky situation here, it is true that inflation is rising, probably going to rise a bit further but on the other hand there are so many uncertain things in the economy around brexit and brecht sees settlements that will hugger. It makes the banks job board sees settlements that will hugger. It makes the banksjob board of good when they are used to. Exit uncertainties, weather or not a transitional deal can be agreed upon, will then really be the hinge upon, will then really be the hinge upon which the decision will be made later in the year . Absolutely, and of course the trouble for the bank of course the trouble for the bank of england is that by the time their next major decision has been made in november, when they are professing their forecast, we may november, when they are professing theirforecast, we may still november, when they are professing their forecast, we may still be november, when they are professing theirforecast, we may still be in november, when they are professing their forecast, we may still be in a position where we dont exactly know what the nature of the transition will be so forecasters are staring into the dark and trying to judge for the bank of england when the appropriate time will be to raise Interest Rates. Theres lots of uncertainty around, and as it currently is, households and businesses feel just a bit more worried than they were a year ago with the outlook for the economy. We talk about flirting with the markets, it seems to be doing the trick so far because the pound has risen since they made the announcement. That is true. They had to make such a strong announcement todayis to make such a strong announcement today is because markets ignored the fairly clear message that mark carney gave in august where the possibility was raised of these rises, so perhaps this frustration, he thought he was talking clearly, thinking markets would react back then but they didnt say he is getting them to do that today. Then but they didnt say he is getting them to do that today] thank you forjoining us today. In other news. Exactly ten years ago today the bbc broke the news that high Street LenderNorthern Rock had been forced to ask the bank of england for help. What happened next was an early sign of the Global Financial crisis to come. It had huge implications for the industry and led to major changes but some say not nearly enough. Changes to the rules on letting property could force more landlords to quit the market altogether. The Royal Institution of chartered surveyors says nearly two thirds of landlords would exit the market than join it in the coming year. Investors have been hit by changes to stamp duty and tax relief. And volkswagen and its chinese partners will recall 4. 86 million vehicles due to safety issues with airbags supplied by takata. The recall, which begins in march next year, related to cars from vw china, volkswagen and saic volkswagen. Airbags made by the bankrupt auto parts maker have been linked to at least 16 deaths, and 180 injuries worldwide. And tesla is likely to unveil its electric articulated lorry in october, according to boss elon musk. Last year, mr musk said the company wanted to branch out beyond cars. The move would be significant in an industry dominated by heavy duty diesel vehicles that critics say cant be replicated with electric. Lets check in with the Financial Markets now. The pound jumped by over a cent against the dollar and yields of gilts. Uk government bonds also rose, after that warning from the bank of england that rates were likely to rise for the first time in more than a decade in the coming months. That pushed the ftse100 sharply lower due to the inverse relationship with the pound. Thats because as sterling rises, the overseas earnings of multinationals listed on the index will fall. Retail stocks were the Market Movers today. Next upgraded its forecasts for full year sales and profits after seeing encouraging trading over the past three months. And morrisons, britains number four supermarket, reported a 12. 7 rise in first half profit and a seventh straight quarter of underlying sales growth. But that really wasnt taken so well by investors, and other information in that trading report, is what weve been concentrating on. Those are the share prices today. Back to the main news. The prestigious mercury music prize for best album from the uk and ireland will be awarded tonight. Well known acts such as ed sheeran, and stormzy have made the final 12 short list. But its poet kate tempest who is one of the current favourites. Chi chi izundu reports. The 12 short listed albums vying to win one of the most prestigious prizes in british and irish music, and £25,000. An aim of the Mercury Prize is to bring attention to artists the general public might not normally get to hear. For me, this isnt about a sort of gloating or celebrating thing, this is about bringing people into our genre. The sort of community that were a part of is full of amazing music which doesnt get this opportunity. Agitation, worry, nerves . For some of the nominees during rehearsals yesterday, it was about holding down their excitement. Music is doing itsjob, like. Its like. Im getting to where i really want to be. So. Im really happy. Year after year, the mercury comes under criticism for either being too worthy or too safe. This years surprise inclusions are chart topping artists like ed sheeran, grime artist stormzy and former Mercury Prize winners the xx. I thought i had you on hold. Hotly tipped to win is second time nominee and lesser known poet kate tempest and her album let them eat chaos. But look how the traffics still moving. And the final task for the judges is to decide who has won and that happens today, ahead of tonights ceremony. I think its nice to have something that is judged by people who are real experts and stuff. To have that proper critical kind of seal of approval means more than ever, i think now. Chi chi izundu, bbc news. We will find out tonight right now lets find out whats happening with the weather. Hello. Good afternoon. Storm eileen firmly out of the way and toppling pressure means more settled weather over the next few days. Its area of High Pressure pushes in from the west over the next few days. Isobars tightly squeezed meaning risk north westerly breezes. This morning many of us got away without seeing showers, wales saw a couple and a few in the east. Some good spells of sunshine and this photo was sent in by a weather watcher in west berkshire. Blue skies and fluffy white clouds there. Through the afternoon then image of sunny spells and showers, a bit north westerly breeze moving showers fairly quickly through a tween good spells of sunshine. Temperatures in the south will reach a maximum of 17, not feeling too warm. Crossing in and wales the showers can potentially be heavy, the odd rumble of thunder not out of the question but in between is good spells of sunshine. Particularly the further in nor england and wales you are, the more chance of more showers. Bit more shelter means fewer showers, and for Northern Ireland and the further reaches of scotland more showers. There would struggle into the mid teens stop highs of 13 111. Through the evening and overnight and showers southward through scotla nd and showers southward through scotland into wales and Northern Ireland. Across the south, we see showers become more confined to the west, and a cool night albeit breezy with temperatures only a few degrees lower than normal. Sunshine starts the day tomorrow, fairly fresh however, with showers do the morning but through the afternoon those showers will start to roll up, and they could be fairly heavy at points. Temperatures tomorrow again in the mid teens, 16 17, the breeze slightly starting up, feeling a touch warmer than today. Through the weekend then, High Pressure pushes in but it will be fairly cool spill, wind starting to ease any mixture of sunny spells starting to see more in the way of dry weather as this area of High Pressure makes its way in from the north and west. So for Northern Ireland and scotland, on saturday, we will see a bit more in the way of dry weather and there may bea the way of dry weather and there may be a few scattered showers and with this more northerly easterly breeze, it will be a nice day. Till the chance of one or two showers will england and wales, temperatures in mid teens, further north lighter winds, and little more sunshine. This is bbc news. Im ben brown. The headlines at 2pm. The Public Inquiry into the grefnell tower fire has begun, its chair sir Martin Moore Bick says the inquiry must answer pressing questions. The inquiry cannot undo all that. But it can, and will, provide answers to the pressing questions. Of how this could occur in 21st century london. I think ithinka i think a lot of us are disheartened and dont have a lot of faith in the inquiry. We have to recognise there are other ways you we can achieve the change we are looking for.
