Attempted murder charge withdrawn for man shot by Portsmouth police in Norfolk cemetery

A Portsmouth police detective testified Monday that he and other officers in unmarked cars began following a stolen vehicle that had been involved in a carjacking in Portsmouth as it drove into a Norfolk cemetery. The officers were attempting to stop the car when the driver, Malachi Elliot, drove toward them, he said.
