A three-judge appeals court panel determined a Norfolk judge didn't err when he dismissed a complaint filed by attorney Amina Matheny-Willard and fined her $500 for submitting it for improper reasons. Matheny-Willard had sought to have Norfolk Commonwealth's Attorney Ramin Fatehi investigated by a special grand jury as a public nuisance.
