Minister Zizi Kodwa made the statement during the late Jackson Mthembu's memorial, which was held online via Zoom.
He said what made the incident more painful was because not only had Mthembu been a fierce advocate of adhering to Covid-19 rules and regulations, but had succumbed to the virus.
Kodwa added that Premier Refilwe Mtsweni-Tsipani's "avoidable incident" overshadowed Mthembu's send-off.

It was an "insult to his memory", former ANC spokesperson and deputy State Security Minister Zizi Kodwa said on Monday after the premier failed to wear a mask to his funeral on Sunday, and the incident was captured on television and video clips that did the rounds on social media.
